THE NSW Government has announced their economic roadmap with mental health as a top priority.

Investing a record $130 million, the Government plans to provide access to support for those who have been impacted by the COVID-19 pandemic.

The funding boost will provide more appointments for psychology and psychiatry services, address the sharp rise in eating disorders and self-harm presentations, free up more mental health beds and launch the biggest suicide prevention training program ever undertaken.

Minister for Mental Health Bronnie Taylor said the new funding will provide public access to private psychiatrists, psychologists and mental health beds as well as training 275,000 people in the community to become mental health first aiders.

“We want NSW to be a whole state of mental health champions, which is why we’re launching a state-wide community training

Alongside this, eighteen FTE Aboriginal Care Navigators and eighteen FTE Aboriginal Peer Workers will be employed to support Aboriginal Australians access appropriate mental health and suicide prevention services.

Five million dollars will be directed to funding a local grants program for community wellbeing events that support the greater community access to mental health and wellbeing activities.

“This is all about fast-tracking access to boosted services to support people doing it tough right now as well as preventing the emergence of mental health issues in the future.

“Our focus over the next two years will be on supporting our young people and families, building system capacity to meet demand and supporting our communities to lead the recovery,” Mrs Taylor said.

Teen left in life-threatening condition after backyard fire accident

By Tara CAMPBELL ON 17 October, a teenager was severely burnt in a bonfire accident in Raymond Terrace.

Jayden Blackie was set to start Year 12, but instead, is fighting for his life in Sydney’s Royal North Shore hospital after what was believed to be methylated spirits was thrown onto a backyard bonfire.

A representative from Raymond Terrace Fire and Rescue said, “We attended a backyard fire that had

accelerants thrown into it, which has resulted in serious injuries.

“Backyard fires are only allowed in Raymond Terrace and Heatherbrae when they are small and for recreational purposes.

“They can be dangerous and we have attended far too many burns victims from backyard fires gone bad, and backyard fires that have gotten loose and set grass or property on fire.”

Jayden was immediately placed in an induced coma and on life support by NSW Ambulance Paramedics and the Helicopter Critical Care

Medical Team upon their arrival before being flown to Sydney’s Royal North Shore Hospital.

The teen has suffered terrible burns on his face, chest and arms.

Jayden is still on life support but has woken up a number of times and is attempting to communicate via white board.

Port Stephens Fire Update

AS the weather heats up and bushfire season is upon us, we hear from the local brigades of the area.

Training Recently members from the Williamtown/Salt Ash Fire Brigade were out and about training in our local area.

Members engaged in track familiarisation along Boyce’s Track and skills maintenance in preparation for the fire season.

Fullerton Cove Fire Around 6pm Monday 18 October the Williamtown/ Salt Ash brigade were called to reports of a bush fire on Nelson Bay Road, Fullerton Cove.

On arrival, crews discovered a low intensity fire and worked for around three hours to extinguish the blaze.

“During bushfires, firefighters often have difficulty getting enough water as there is not always enough water in the mains to fight a major bushfire.

“Static water supplies with a capacity of over 3000 litres such as swimming pools, tanks and dams may be vital sources of water for firefighters.”

‘Hunter’ The Tanker The Rural Fire Brigade welcomes ‘Hunter’, a large Air Tanker to Dubbo for NSW’s fire season.

This Tanker has arrived from British Columbia after a long six leg, three day flight and will be with NSW Rural Fire Brigade until at least mid-March to help with bushfire season for the entirety of NSW.

Scholarships Open For Disadvantaged Youth

EDUCATION can break the cycle of poverty, however for disadvantaged students sometimes the cost of education is yet one more barrier.

Some of the state’s most disadvantaged young people will be supported to achieve their academic aspirations as

part of the NSW Government’s Youth Development Scholarships program.

Minister for Families, Communities and Disability Services Alister Henskens said applications are now open for the $1,000 scholarships to students in Years 10, 11 and 12 or TAFE equivalent.

“A good education is the

foundation for a better future.

“This program supports disadvantaged students by reducing financial barriers so they may engage in study,” Mr Henskens said.

“It is about giving young people who need support a helping hand.

“These scholarships will help students achieve their educational dreams.”

The program supports young people living in social housing or on the housing register, students receiving private rental assistance, or those living in supported accommodation or out-ofhome care.

The funds can be used to help pay for education-related expenses such as textbooks, IT equipment and internet access.

Financial Literacy Program

FOR parents and young people, developing financial literacy can be a steep learning curve.

While a custom solution to deliver life skills and financial literacy has been run in the region’s High Schools in the past, there is a new initiative that has the ability to reach more students across the state.

School students in NSW can now undertake the Treasurer’s Financial Literacy Challenge to understand the costs of real-life financial decisions.

The new challenge, developed in partnership with the Australian Securities and Investments Commission (ASIC), will encourage children to develop positive money habits and increase their financial literacy.

Treasurer Matt Kean said financial literacy is crucial to children’s future success.

“Understanding the cost of purchases will arm students with healthy money habits to

other factors in addition to initial purchasing costs, such as ongoing costs and unexpected expenses, and the value of proper planning and budgeting.

The Challenge activities are online and self-paced, and provide a fun learning activity for students to undertake while learning from home or over the school holidays.

Minister for Education Sarah Mitchell said students will use their knowledge of financial costs to develop a savings plan using the Moneysmart savings calculator.

“The activities in the Treasurer’s Financial Literacy Challenge are aligned to the NSW Mathematics and English K-10 syllabus,” Ms Mitchell said.

“As a new dog owner myself, my kids and I know there are a number of upfront and ongoing costs of a new furry family member, and I think students can learn a lot through these real-world scenarios.

Treasurer Matt Kean said the people of NSW had shown great strength and ingenuity throughout the pandemic, supported by more than $10 billion in NSW Government measures throughout the winter 2021 lockdown, and the latest package would position the State for a safe, robust and rapid recovery.

“This package will boost confidence, provide fresh opportunities and support NSW to return to a way of life we know and love,” Mr Kean said.

“But we don’t just want to recover what we lost, we want to bounce back better than ever – and this package lays the foundations to do exactly that.”

The NSW Government’s

Economic Recovery Strategy includes $500 million to restore consumer and business confidence, including the expansion of Dine & Discover and Stay & Rediscover accommodation vouchers; these are aimed at boosting regional visitation and injecting cash into regions like Port Stephens.

There’s $250 million to support jobs and skills, including help for job seekers to retrain or upskill; $212.2 million to boost vital sectors, including additional funding for the performing arts sector, an Alfresco Restart Package, and support to bring our cities back to life; $200 million to boost regional NSW, including support for events, facilities and local infrastructure, and housing; and $75 million to boost communities across the state, including support for tourism, events, sport and recreation.

The strategy also assists those most impacted during lockdown including $739.3 million in household and social support, including housing support for vulnerable Aboriginal communities, expansion of solar rebates, support measures for victims of domestic and family violence, and vouchers to parents who have facilitated home learning for their children; $495 million in education support to address learning gaps for children in need and to help schools adapt to future possible learning disruptions; and $130 million for a mental health recovery package to provide immediate access to help for anyone whose mental health has been impacted by the COVID-19 pandemic.

The 24 Hour Economy Commissioner will take on the additional role of NSW COVID-19 Recovery Commissioner to oversee the implementation of the Economic Recovery Strategy.

Minister for Education and Early Childhood Learning Sarah Mitchell said more than 3,300 students have been supported by the scholarship program since it was established in 2017.

The challenge replaces school banking programs, which from 2022 will no longer be run in NSW schools.

$2.8 Billion Spend To Boost COVID Economy

ATTEMPTING to lead NSW out of a COVID-affected economy, the state’s new Premier is splashing the cash for families.

Families, individuals and businesses across NSW will benefit from a targeted $2.8 billion package developed to accelerate recovery following the three month lockdown due to the Delta COVID-19 outbreak.

The NSW Government’s Economic Recovery Strategy released last week includes funding to stimulate economic activity in cities and regions with a strong focus on rebuilding and supporting businesses, helping the hip pocket and boosting jobs.

Premier Dominic Perrottet and Treasurer Matt Kean revealed that as part of the package, households of school-aged children in 2021 will receive $250 in vouchers to stimulate spending and economic activity.

New shared pathways officially opened PORT Stephens Mayor Ryan Palmer has officially opened the new Medowie Road shared pathways at Medowie.

The 2.5km long and 2.5m wide shared pathways connect Ferodale Road to South Street, improving accessibility for pedestrians, cyclists, mobility scooters and prams.

Mayor Ryan Palmer says the local community has already put the path to good use and he’s received positive feedback all round.

“We are one step closer to connecting North Medowie to South Medowie, giving everyone a safe and accessible path to travel,” Mr

Palmer said.

“The final section from Ferodale Road to Silverwattle Drive will be complete by the end of this financial year and we can’t wait to see the long term benefits to the community.

“We really want to thank the McCloy Group for their partnership on this project, extending the section of path from Ferodale Road to the Macadamia Farm,” he added.

McCloy Group Development Director, James Goode says they knew the community would benefit from the extension of both shared pathways.

“Within all our communities, we look for opportunities to ensure the local amenity and planned amenity can meet the needs of the growing area so we took action to bring the development forward for the residents of Medowie,” Mr Goode said.

“By entering into a Works in Kind Agreement with Port Stephens Council, we are able to deliver the project ahead of time to better meet the needs of residents both in and nearby the McCloy Communities,” he added.

The improvements to Medowie are set to continue with works scheduled for the South Street bus shelter, in time for the new year.

“Our kids will have improved access via a new shared pathway to a formalised bus stop area, including a shelter,” Mr Palmer said.

Medowie community experts recently set the priorities for their place at a workshop in September to help Council develop the Medowie Place Plan.

Slide on sunglasses this Summer

AS we move into the warmer months, it’s crucial to protect your eyes from the harsh Australian UV rays.

Local optometrist Gregory O’Donnell from Specsavers Salamander Bay is encouraging residents in Port Stephens to keep their eye health front of mind as the weather warms up, as new research has found that 24% of Aussies, rarely or never wear sunglasses when outside during the day.

“We all need to be aware that even the shortest amount of time spent in the sun can lead to permanent damage if we’re not properly protected.

“This applies to your eyes too – as sun damage can lead to vision impairment.

“Making sure you’re protecting your whole body including your eyes and being sun safe particularly from October to March is essential,” Mr O’Donnell said.

Optometrists are encouraging Aussies to use sun protection, especially for their

eyes, as even five minutes of sun exposure can lead to permanent damage.

While 92% of people are worried about long term sun damage to their body, the eyes tend to be forgotten with just 35% of Aussies concerned about long-term sun damage to their eyes “We encourage good sun safe habits.

“The most important thing is to follow the SunSmart guidelines - slip, slop, slap, seek and slide.

“When you’re outside, slip on sun protective clothing, slop on SPF 30 or higher sunscreen, slap on a hat, seek shade and, slide on sunglasses that provide UV protection,” Mr O’Donnell said.

Sunglasses are not just a fashion accessory- they provide defence against ultraviolet rays that can cause short and long-term eye damage including cataracts, age-related macular degeneration and other sun-related eye diseases.

It’s essential to find sunglasses with an adequate UV rating as those without can cause more damage than not wearing sunglasses at all.

I think you've got to come clean and explain to your wife that as much as you love eating 500 grams of lettuce a day, your brain is hardwired to some pretty intense carnivorous desires, and it may be better to ease into a new way of eating with a more moderate approach.

Good Horse Sense On Roads

IT’s not rocket science, it’s simply good horse sense.

When we are on the roads we need to take extra care when driving near horses.

Drivers are being reminded to brush up on some of the lesser-known road rules when driving near horses as part of an awareness campaign rolling out to keep motorists and riders safe on country roads.

Port Stephens and the Myall Coast have active equestrian communities and it is important that we act accordingly when we see horses and livestock on the road.

There’s also every chance that Port and Myall residents will come across tourist horse and cart operators either in the Bay or on a day out in the Hunter wine country.

So knowing the rules is important.

Deputy Premier and Minister for Regional Transport and Roads Paul Toole said it was important to remember that riders and horsedrawn vehicles have the same rights and responsibilities as other drivers, motorcycle riders and cyclists using the road.

“Horses and other livestock aren’t uncommon on roads in the bush, and this campaign reminds everyone to share the road safely,” Mr Toole said.

“Drivers should slow down and allow plenty of room when passing a horse, whether

a riderless horse struck by a vehicle, resulting in the deaths of two people and serious injuries to 15 others. it’s being ridden, led or pulling a vehicle.

Emergency Services Update

IT’S time for your weekly update from the Police and Marine Rescue.

Marine Rescue During training on Tuesday, the crew from Marine Rescue Port Stephens received a request to tow the vessel Eliza from an emergency mooring at Wanda Beach to d’Albora Marina at Nelson Bay for lifting at the boat yard.

The vessel had lost its rudder so was yawing badly as PS31 towed her.

The Marine Rescue safely got the vessel back to shore, and said that it was a great learning day for the crew and trainees as Duty Skipper Robert highlighted the dangers of towing a vessel with severe rudder damage or loss.

Robbery in Company At approximately 1:30 AM

WHEREAS spangled drongos, channel billed cuckoos and white bellied sea eagles are a dime a dozen in Port Stephens, bird watchers are on the lookout for a very rare species.

It breeds on secluded islands around the Port during September and October and there are fewer than 20 left.

on Saturday 16 of October, Police were called to an address at Raymond Terrace on Phillip St. It is alleged that a male and a female had attended that house.

The male armed himself with a baseball bat and assaulted a male victim at that house and stole the victim’s motor vehicle.

Investigations by detectives continued and on Wednesday morning,

a 23-year-old female was arrested at a house in Parkway Avenue in Raymond Terrace and was subsequently charged with her alleged involvement in the robbery.

She has been given conditional bail and is to attend Raymond Terrace Local Court on 8 November.

With just one chick produced each year it is now classified as 'critically endangered'.

We are talking here of the beach stone curlew, a bird of around 55cm in length which can be seen at low tide foraging for crabs around the sand flats and weed beds.

So concerned are the authorities that a picture of it

appears on an identification sign beside the middle boat ramp at Tanilba Bay. The sign also lists many migratory birds which 'bulk up' for their annual flight to as far north as Siberia and Alaska where they breed.

These too have seen a dramatic fall in numbers as many Asian tidal flats where they used to stop to forage

Tomaree High Welcomes FASTstream Teachers mentoring and accelerated leadership pathway, which includes placements at leading public schools, including in the regions.

New Dairy Plan

PORT Stephens and the surrounding regions are home to a range of agriculture, including dairy farms.

For farmers, being involved in the dairy business means that the farm works every day of the year and it is important that farmers and the industry take advantage of growth opportunities.

The NSW Government

has released the NSW Dairy Industry Action Plan, which sets the foundations for the future growth of the industry.

While many of us think of dairy as fresh milk for a Milo or a Latte there is also a burgeoning industry in supplying powdered milk for formula across the globe.

The Action Plan has been developed by the NSW Fresh Milk and Dairy Advocate Ian Zandstra, who was appointed

in September 2019 and has been supported by industry representatives.

Minister for Agriculture Adam Marshall said the plan would now be handed to industry to lead the implementation with the support of NSW Department of Primary Industries (DPI).

“Ian has done an outstanding job as the Fresh Milk & Dairy Advocate, delivering a clear path forward that has received broad industry support.

“This plan will ensure the state’s dairy industry remains resilient and profitable for many years to come,” Mr Marshall said.

“The plan makes 28

recognise the importance of great mentors to help set up our aspiring school leaders for the future,” Mr Toole said.

“This is a fantastic opportunity for highperforming early career and graduate teachers to fast track their careers, while experiencing the joys of living in the bush.

“This is about developing the next generation of superstar teachers and principals.”

Minister for Education Sarah Mitchell said every participant who has been selected has demonstrated a passion and commitment to public education.

Too Close to Home

IT’S official, researchers have proven that people who live near poker machine venues are more likely to gamble and experience financial hardship, become insolvent or bankrupt, and report mental health problems.

The statistics are alarming with data from the Australian Governments Productivity Commission finding that up to 170,000 Australian adults experience problems due to gambling addiction and are among the heaviest gamblers in the world, losing A$24.9 billion a year to gambling.

In Australia, there is considerable concern about the consequences of pokie venues, given their unusually high prevalence.

There are approximately five times as many pokies per capita in Australia than in the United States, and Australia is the world leader in gambling losses per capita.

Lead researcher, Professor David Johnston from the Centre for Health Economics in the Monash Business School, said the aim of this study was to understand the consequences of neighbourhood electronic gaming machine (EGM) venues.

“Using Australian longitudinal data, we found that increases in the number of pokie venues in a neighbourhood is associated with increases in the number of personal insolvencies, including bankruptcies,” Professor Johnston said.

“We also show that people who live closer to pokie venues are more likely to gamble, and are more likely to report financial hardships and mental health problems.”

The research generated three main findings.

our region more resilient to the effects of urban heat island and storms.”

“City of Newcastle's new Street Garden Initiative provides gardeners with clear guidance on what can be grown on their verge, how to go about approaching neighbours, and registration requirements before gardening commences.

“The City has worked through the challenging parts of this equation – such as mitigating impacts to utilities, road users and pedestrians – and the easy-tofollow guidelines ensure that gardening can be undertaken safely on the verge.”

The best-practice suburban street garden program will begin with a 12-month trial to inform the rollout of a long-term initiative, which will add to the health and vitality of street trees planted in conjunction with the street gardens.

Comprehensive guidelines provide clear direction on every aspect of establishing a verge garden, including information on the positioning of gardens to allow for pedestrian access, a setback from the gutter for garbage truck access and to assist people accessing cars.

Appropriate plant species selections including maximum plant height, a standard planter box design for those wishing to use the space to grow food and registration

of gardeners to provide workplace health and safety information for those working near the road reserve also form part of the guidelines and application process.

Newcastle gardeners should keep an eye on City of Newcastle's website for further information, with the Street Garden trial to begin in December 2021.

For green thumbs the new Street Garden Initiative will see gardeners provided with the guidelines they need to develop attractive, safe and appropriate green spaces on the city's verges.

Deputy Lord Mayor Declan Clausen said the city’s verges have long been limited to formal street tree plantings and complicated arrangements with footpaths, overhead and underground utilities.

In addition, administrative records on insolvencies provided researchers with an accurate and meaningful measure of financial harm.

Chief Executive Officer of the Victorian Responsible Gambling Foundation, Shane Lucas, said the findings from this study provided new evidence that would be useful to local governments developing policies and strategies to reduce gamblingrelated harms in their communities.

“As we know, and as further demonstrated by this study, there are various

types of gambling harm – not only financial – and that they range in severity from feelings of regret, right through to mental ill-health, broken relationships, and issues with work and study,” said Mr Lucas.

“The results from our research suggest that there are substantial harms to the community and these need to be taken into account when governments decide on granting gambling licences,” said Professor Johnston.

The focus of this research on insolvencies as a measure of harm fits within the broader public health approach and categorises gambling disorders like other substanceuse disorders.

COMMUNITY sport is back after yet another COVID-19 hiatus.

It takes many shapes and forms from surfing, swimming and sailing to hockey, cricket and croquet with a host of options all designed to keep us fit, engaged and active.

The sport and recreation sector has scored a $25 million funding boost as part of the COVID 19 Economic

Recovery Strategy, to support the return of community sport as restrictions ease.

The NSW Government’s Sport and Recreation Recovery and Community Rebuild Package will provide financial support, assistance and participation opportunities, particularly in areas

hardest hit by the COVID lockdown.

“The COVID lockdown has had a major impact on everyone’s lives, including the more than 30,000 employees and 415,000 volunteers across more than 10,000 sporting clubs and associations throughout the State,” Mr Perrottet said.

Treasurer Matt Kean said it was critical sporting organisations who have faced tough financial times get the help they need to not just keep going but flourish into the future.

“This package will ensure sporting organisations and their staff stay in the game and participants can return to training and competition immediately,” Mr Kean said.

“I am determined to ensure that all sectors of our economy, including grassroots sporting organisations, bounce back better after the pandemic.”

Minister for Sport Natalie Ward said COVID restrictions meant millions of sports lovers in NSW had been unable to take part in their community competitions.

“Thanks to our vaccination rates,

we’re welcoming back community sport and I’m delighted to see people back out doing what they love,” Mrs Ward said.

The Sport and Recreation Recovery and Community Rebuild Package includes up to $12.5 million for grants of up to $1,000 to eligible clubs and associations.

There is a further $7.8 million up for grabs to support sporting organisations and peak bodies with $3.1 million to support participation initiatives focused on areas most affected by restrictions, including south-western Sydney and regional NSW. Another aspect of sport is eligible for grants with $1 million in grants available to support marketing and promotional activities for outdoor and active recreation providers; and $600,000 to support regional talent pathways in the lead up to the Brisbane 2032 Olympics.

Organisations are encouraged to apply for the grants.
