Port Stephens Council elects Deputy Mayor

By Tara CAMPBELL COUNCILLOR Steve Tucker has been elected Deputy Mayor of Port Stephens Council.

Following the first Port Stephens Council meeting for the year, Central Ward Councillor Steve Tucker was elected to fill the position of Deputy Mayor for twelve months.

Cr Steve Tucker ran uncontested for the position, resulting in no formal vote to be recorded.

Deputy Mayor Tucker is looking forward to his term.

Bannisters DA changes causing community angst FROM Page 1

The DA, originally approved in 2011, proposes to knock down existing Bannisters property, a 50-year-old building, and to replace it with multiple buildings with permanent residences, hotel accommodation, dining and retail venues, according to the concept plan.

The community is being invited to comment by 21 January and can find full details at http://majorprojects.planning. nsw.gov.au/index.pl?action=view_ job&job_id=10703 The Tomaree Residents and Ratepayers Association (TRRA) welcomes, in principle, investment in the redevelopment of the ageing Salamander Shores hotel and in particular the provision of a conference facility.

TRRA believes that the scale of the proposed redevelopment has taken many residents by surprise, however, they have conceded that the battle was lost in 2011 when the original concept plan for a similar redevelopment was approved.

There are several issues which the community may be able to address.

These are the modifications to the approved design and layout, removing serviced apartments and adding six more hotel rooms and 24 more permanent residential apartments.

The key issues for the community remain as they were in 2010 – the visual impact of the new buildings and the traffic implications and environmental impact.

There is, according to TRRA, a height increase of up to 2.2 metres, with the plan now catering to six separate buildings rather than the eight originally approved which may lead to an overall bulkier visual impact.

TRRA are calling for ‘photomontages’ showing the new design relative to the current treeline allowing for a comparison with the photomontages of the approved plan and they believe that the new photomontages should be made public for comment before any decision is made on the Concept Plan.

In the decade since the 2011 approval, traffic on Soldiers Point Road has increased significantly.

The proponent claims that the traffic plans satisfy all relevant parking requirements, although there appears to be no provision

for parking associated with the conference facility.

Given the experience with inadequate parking for the Cheeky Dog pub, leading to overflow parking on public land, TRRA and other community groups are questioning whether there is sufficient provision for parking for visitors to the new complex.

TRRA are requesting that a revised and updated traffic assessment, including current and forecast traffic counts on Soldiers Point Road, both at the site and at the Wanda Beach shops ‘chokepoint’, should be required and made public for comment before any decision is made on the Concept Plan.

Similarly, the community believes further consideration of parking demand and provision is required.

The Ecological impact of the development is also an area of concern with the impact on the adjacent reserve being highlighted in addition to the unavoidable inevitable loss of 28 trees under or close to the new building footprints.

These concerns are compounded by an unfortunate recent history of excessive and possibly unauthorised clearing of vegetation on the seaward

side of the existing hotel by the proponent.

A related concern is the apparent agreement with Council to allow an asset protection zone (APZ) to be established by an easement over the adjacent Council reserve rather than on the proponent’s own land.

The proponent is seeking a modification of the condition in the 2011 approval.

The Bushfire Compliance Report suggests that the APZ on the easement over the reserve could now be scaled back to improve biodiversity outcomes and recommends a further assessment.

Council should support any such change that could improve outcomes for the community and environment.

TRRA believes that the bushfire protection requirements and proposed solutions, including the arrangement with Council for an easement, need to be clarified and made public for comment before any decision on the Concept Plan.

TRRA also says that a full Biodiversity Development Assessment Report (BDAR) should be required and made public for comment before any decision is made on the Concept Plan.

Port Stephens man charged with alleged grooming

A MAN has been charged over his alleged grooming of two teenage

girls in the Port Stephens region.

Officers from Newcastle City and Port Stephens-Hunter Police Districts commenced an investigation following reports a man was allegedly grooming two girls, aged fifteen and sixteen.

Following extensive inquiries, detectives attached to Port Stephens-Hunter Police District stopped a vehicle on Clarence Town Road, Glen Oak at approximately 12.40pm on Tuesday 11 January 2022.

A 51-year-old

man was arrested and taken to Raymond Terrace Police Station.

A short time later, officers executed a search warrant at a home in Glen Oak, where police seized electronic items, drugs, firearms, and ammunition, which will undergo forensic examination.

Following inquiries, the man was charged with groom child for unlawful sexual activity, possess child abuse material, three counts of possess prohibited drug, possession or use a prohibited weapon without permit and six counts of holder of Category A or B licence which does not have

approved storage.

He was refused bail to appear at Raymond Terrace Local Court on Wednesday 12 January 2022.

IT will be very much a do-it-yourself Australia Day in Tilligerry this year as the traditional celebrations have been cancelled due to the second wave of Covid washing in.

Police to record Indigenous status

“Asking allows us to improve safe custody practices, refer vulnerable people to support services and divert them from the criminal justice system,” said AC Cassar.

According to the Australian Bureau of Statistics, Indigenous people make up 27 percent of the average daily prisoner cohort in NSW, however, only make up about 3 percent of the general population.

In 2020, the state government knocked back

a recommendation from a parliamentary inquiry to try and achieve parity prison rates by 2031 and has instead reaffirmed support for the National Agreement on Closing the Gap target of a 15 percent reduction in Indigenous incarceration rates.

The change was introduced in consultation with NSW Aboriginal people and communities and after seeking advice from the NSW Police Aboriginal Strategic Advisory Council (PASAC).

Wiradjuri man and Deputy Secretary Transforming Aboriginal Outcomes at the Department of Communities and Justice (DCJ), Brendan Thomas, who is also part of PASAC, said the change is part of a broader vision to create a fairer justice system for Aboriginal people.

“With more accurate data, we can make better informed decisions on how to support Aboriginal people in the criminal justice system and establish programs to

prevent reoffending and reduce incarceration.

“Key to all of this is continued consultation with Aboriginal people and communities.

“Aboriginal people want to be part of the solution, to create a justice system that works better for them and ultimately closes the gap,” Mr Thomas said.

Everyone will be asked if they identify as Aboriginal and/or Torres Strait Islander, regardless of their appearance or background, except in the instances of traffic or transport infringements, and people have a right to not respond.

ARRESTING officers will now ask all people-of-interest and victims of crime if they are Indigenous in a new policy change by NSW Police.

The NSW Police Force has introduced these changes to help improve data and create a fairer justice system.

Introduced on Thursday 13 January, it is now mandatory for police to ask all victims and people-ofinterest if they identify as Aboriginal and/or Torres

Strait Islander and record the status in the police system WebCOPs. Veterans and Services Coffee Club q Members of the newly established Veterans and Services Coffee Club.

THE first meeting of the newly established Veterans and Services Coffee Club was held at the Medowie Social on Saturday 15 January for what is planned to be a weekly event.

There were eight ex-Service personnel and one person currently serving in attendance however there is an open invitation for all exService or Serving men and women to come along to enjoy a cup of coffee or tea with others with similar life experiences.

The Veterans and Services Coffee Club is co-sponsored by the Medowie and Stockton RSL sub-Branches with free tea or coffee during the first three months trial period.

Organiser Peter Stephenson said, “It was great to see a good number of people along for the first of these events and we encourage younger veterans and service personnel to come along each week to enjoy some great company and camaraderie.

“We would like to encourage members with young families to bring the children along to share in the experience and to enjoy the facilities of Medowie Social including the children’s play area."

Ian Harding, President of the Medowie RSL sub-Branch said, “We intend this weekly get together to be a no pressure experience for those in attendance.

“The whole purpose is to provide a casual forum and of course there will be RSL personnel in attendance to provide

confidential advice on veterans issues should that may be required.”

Most people do not need a PCR test to confirm they are positive for COVID-19.

THE Bushfire Technology Pilots Program has been accelerated in hopes of accelerating trials of innovative technology.

After the devastating fires in 2019-20 deemed ‘Black Summer’, New South Wales was severely impacted, with horrific damage in the MidCoast and Port Stephens regions.

To enhance bushfire operations and management, the NSW Government has announced a $1.5 million program, with the provision of grants of up to $100,000 to support trials and pilots of field-ready bushfire technology developed by NSW businesses.

Minister for Science, Innovation and Technology, Alister Henskens said that this funding will help to strengthen the state's resources.

“We want to harness our state’s excellence in cutting-edge research and make NSW a global leader in bushfire research and development.

“This program is about strengthening planning, preparation and response to bushfire threats, so that the NSW firefighting services continue to be a leader in this space.”

Mr Henskens said.

This is the first initiative to be rolled out under the NSW Bushfire Response R&D Mission, part of the NSW Action plan.

With objectives of enabling NSW businesses to commercialise field-ready technology for bushfire-related applications through the trial or pilot of technology with end-user agencies in NSW and improving end-user agencies’ awareness of innovation possibilities in bushfire management and operations through exposure to new technology, the program will provide $1.5 million in funding per.

There will be four rounds of funding for this initiative.

Minister for Emergency Services and Resilience Steph Cooke said the program would help enhance the capability of firefighters, while supporting businesses and jobs in NSW. “This funding will help pilot technologies that can be procured and used by agencies not just in NSW, but across the nation and worldwide, to save lives and change the way we respond to disasters,” Ms Cooke said.

Birds Returning To Broughton

THERE’s a dedicated group of volunteers who are conducting a study of terrestrial birds on Broughton Island.

Members of Hunter Bird Observers Club (HBOC) began a study of terrestrial birds on Broughton Island in 2012.

The study began shortly after feral animals were removed from the small island situated off the greater area of Port Stephens.

The study is a joint project which is being conducted with the National Parks and Wildlife Service (NPWS).

Since the removal of feral animals there is evidence that the vegetation is returning to a

more natural state and several bird species are re-establishing populations on the island.

Alan is one of the HBOC Members, he told News Of The Area, “For example, the silvereye (a small bush bird) used to be rare on Broughton but now it is probably the most abundant of any of the land birds.

“We also assist NPWS to monitor Gould’s Petrel which has commenced breeding on Broughton Island using artificial nest boxes.

“The nest boxes were installed in 2018 using money from a fundraising effort from the Australian bird watching community.

“There are now several pairs of Gould’s Petrel breeding on Broughton Island.”

The HBOC visits Broughton Island quarterly with the visits typically lasting for three days.

Members of the general public can get to Broughton Island on a day trip from Nelson Bay by commercial vessels and they can also camp on the island by making a booking with NPWS and arranging a boat transfer.

Anyone can join HBOC and the group offers a range of activities to suit all tastes – casual bird watching excursions, campouts, regular surveys of bird hotspots, bird photography, kids programs and club nights with guest speakers.

Hottest Seven Years On Record

IF you think you have been sweating more as climate change progresses, you may be right.

The last seven years have been the hottest ever recorded, according to data from the European Union's (EU) satellite system.

Climate science warns that as the planet warms, we are more likely to see increasingly frequent and intense heat waves, bushfires, droughts and other extreme weather related disasters, with devastating impacts on human health, ecosystems, biodiversity and the economy.

It’s not just species like koalas that are impacted by the rising temperatures.

Doctors for the Environment Chair, Dr John Van Der Kallen, said, “Doctors are seeing the effects of heat on their patients in their surgeries and emergency departments.

“Higher temperatures result in deaths, and

a variety of illnesses – including worsening heart conditions, mental health conditions, and pregnancy complications.

“Further rises in temperature will have devastating consequences for the health of our families and communities.

“Despite the necessary focus on addressing covid-19, we cannot wait for the pandemic to pass to take action on climate change which is fuelling these temperatures.”

He believes the Federal Government must turn its attention to rapidly reducing emissions to address climate change as a matter of urgency.

Dr Dean Miller, MD, Great Barrier Reef Legacy, said, “Climate change is driving hotter temperatures, as the reporting from the EU satellite system released today shows.

“This leads to higher marine temperatures and more frequent and intense marine heatwaves.

“These have potentially devastating impacts

on aquaculture, fisheries, tourism and marine ecosystems - including repeated coral bleaching on the Great Barrier Reef.

“It is looking likely that we may experience a bleaching event this year.

“Without immediate action to tackle climate change - including deep cuts in carbon emissions this critical decade - our marine industries and vital ecosystems are at ever increasing risk.”

Dean is the lead scientist on the Living Coral Biobank project that aims to collect and preserve the full living coral biodiversity of the Great Barrier Reef.

Port Stephens is home to the southernmost coral reef in Australia at Fly Point.

Nic Seton, CEO of Parents for Climate Action said, “Another climate record broken and another reminder that our families are being put at risk by government inaction.

“Parents are right to be worried.

“Any child under seven years old is facing

a dangerous trend because governments have failed to uphold their duty of care to protect our children.”

Beaches Closed Following Volcanic Eruption

BEACHES across the east coast of Australia, including those in Port Stephens and the Myall Coast, were closed and on high alert all day Sunday, following the dramatic eruption of the Hunga Tonga-Hunga Ha’apai undersea volcano near Tonga.

The volcanic event, at 3:10pm AEDT on 15 January, followed a number of smaller eruptions last week, putting both pacific-island communities and many pacific

rim countries, including Australia, under warning of tsunami activity.

A tsunami threat to the marine environment was issued by the Joint Australian Tsunami Warning Centre (JATWC) at 8:45pm AEDT15 January.

Whilst there was no immediate concern for significant land inundation along the regions coastline and evacuation orders were not required, the eruption generated a high risk of dangerous rips, larger waves and strong currents.

Despite the eruption occurring over 3,500 km

from our shore, the combined magnitude and the limited understanding of the impact of volcanic events on tides, made it necessary to issue the marine threat alert.

The offshore islands of Lord Howe and Norfolk Island were issued higher alerts and experienced some increased wave activity of over 1m.

Port Stephens life savers responded to the warning that resulted in beach closures along the coast.

Speaking to News Of The Area, Glen Dunkley, Duty Officer, Hunter Surf Lifesaving said, “The Surf Life saving response covered the

patrolled beaches at Fingal, Birubi and One Mile, as well as providing presence at other unpatrolled beaches around Port Stephens.

“Our key message is that the beach-using public should always follow directives to stay out of the water until such time as a warning is lifted.”

Despite large crowds attending the beaches in the area, the large majority did remain out of the water.

The warning was lifted late Sunday evening.

The beach closures and warnings follow one of the busiest starts to the year for Surf Life Saving NSW, with 197 rescues, 6,923 preventative actions and 24 emergency incidents in the first three days of 2022.

THE Department of Primary Industries (DPI) are calling on anglers to donate their fish frames.

The fish frames from recreational fishers are required to help with the monitoring of Mulloway, Yellowtail Kingfish, Snapper, Dusky Flathead, Blue Spotted Flathead, Pearl Perch Spanish or Spotted Mackerel.

A DPI spokesperson stated, “We don't just want huge trophy fish, the little ones are just as important as the big ones.

“All legal length frames are wanted and will help with this important work.

“Data collected by this program will contribute toward ensuring continued quality recreational fishing opportunities for your favourite species into the future.”

The earbones (otoliths) are used to determine the age of the fish.

Shake Up For Oyster Industry

THE oyster industry is about to see a shake up with new technology being employed which will allow oyster shells to be marked with an identifying food grade marker outlining details of the oysters origin.

Furthermore the markers can be used to identify organic oysters.

The SMX food, beverage and alcohol department which deals with seeds, animal feed, and wines and spirits has expanded its operations into superfoods by securing the

origination and brand efficacy of organic oysters.

The food grade marker has been successfully applied to live oysters and is able to be read through plastic liner packaging.

This marking system is not affected by refrigerated environments, logistics and transport conditions and procedures that are typical to the industry and sustained through the shelf life of the oysters.

SMX’s digital blockchain platform can provide information on the oyster shell which can detect and

read its origin precisely in real time at any point along the value chain, without destroying the product.

This is good news for oyster growers as the innovative traceability and authentication technology has the potential to increase the marketability of the oysters, by being able to verify the product as original and authentic in real time at any point along the value chain.

Commercial negotiations with oyster suppliers have already begun and full marking activities are planned for the end of quarter one,

2022.

SMX Founder and CEO Haggai Alon stated, “SMX is excited to have successfully developed a food grade marker system for oysters.

This combined data details how many fish there are of each age in the stock, which helps evaluate the health of the species.

By collecting this data over time DPI can also see how the structure of fish populations in NSW may be changing.

For those that send in their fish frames, DPI will send them a certificate with the age of the fish and an image of the fish's ear-bone and the anglers will go into a monthly prize draw.

Remember to include: - Who caught the fish: Name and contact details (phone number, postal and/or email address) - When and where the fish was caught: Date and location name or latitude/longitude if available and either estuary, shore (rocks, beach or break wall) or offshore (this information is confidential so you can continue to keep your favourite fishing spots secret!).

Recreational fishers can also participate in the ‘Keen Angler Diary’ program.

DPI provides participating anglers with a waterproof diary along with a NSW Research Angler Program fish measuring mat.

Participating Anglers record information on when and where each fishing excursion occurred and the lengths of any Mulloway or Dusky flathead (retained or released).

Leon The Legend

THE members of the Probus Club of Port Stephens (PCPS) are mourning the loss of much loved member Leon Lindsay who was aged 88 when he passed away gently on 29 December 2021.

Before Leon joined the PCPS, he was a very active member of East Maitland Rotary Club for many years and after he and Cathy moved to Port Stephens, he joined Shoal Bay Rotary Club.

Leon was a member of Probus for almost 33 years and

before his untimely passing, was the longest serving member in the Probus Club Of Port Stephens.

Leon took on many positions within the club over the years including Vice President and President.

Ann Gibson of the Probus Club of Port Stephens told News Of The Area, “For approximately 12 years, he and

Cathy organized the annual cara-camper trips away which were the highlight of the Clubs Probus calendar.

“He was also a great supporter of the introduction of lady members to Probus Club of Port Stephens in 2011,” she said.

Life Membership was bestowed on Leon at the Christmas Lunch in December, 2014 - an honour Leon richly deserved.

On Australia Day in 2018, Leon was awarded the Port Stephens Medal by Port Stephens Council for his

PORT STEPHENSNews Of The Area contribution to the Probus Club of Port Stephens and the wider community.

This was a very special and proud day for Leon and Cathy and all who attended the ceremony.

For those who knew him well, Leon was a leading light and a truly active and conscientious member who gave many years of service to this club.

He always went out of his way to practise the true spirit of Probus - Friendship, Fellowship and Fun amongst all members - with Cathy always by his side.

He was a very popular and well-loved man who will be sadly missed by his many friends in our club and beyond.

IT’S official - the hospitality industry has been hard hit by COVID-19.

However, the latest measure of the downturn is a rather interesting one.

Simply put, we aren’t going to the local for a cold one.

The Australian Tax Office (ATO) figures for draught beer sales in the first quarter (July-September) of the 202122 tax year have shown that pubs and clubs sold 40 million fewer pints of beer in JulySeptember 2021 than they did for the same period in 2019,

That’s a massive drop of over 50 percent in beer sales for struggling venues, a clear illustration of the true devastating impact of the pandemic on Australia’s hospitality sector.

After a horror year in 2020 where pubs and clubs lost over $1 billion in beer sales due to lockdowns and other restrictions these latest figures from the ATO show that losses for 2021 could well exceed this.

The ATO recorded 903,982 litres of alcohol as having been served in beers over the counter in July-

September 2021 compared to 1,993,027 litres during the same period in 2019.

John Preston, Chief Executive of the Brewers Association of Australia, said, “These figures show that the damage to our pubs and clubs from the pandemic actually worsened last year.

“On average beer sales are around 70 percent of alcohol sales volumes in licensed premises and a drop of this severity has hit pubs and clubs incredibly hard.

“We are calling for the Federal Government to use

the forthcoming Federal Budget to reduce Australia’s fourth highest beer tax in the world to give pubs and clubs a fighting chance.

“We are very concerned that on 1 February the Australian Government will hit Australian beer drinkers with one of the biggest beer tax increases in more than a decade – it’s not right and it’s not sustainable.

“Other countries have been reducing their tax on draught beer to give pubs and beer drinkers a break.”

Port Stephens students to share in $40,000 in Mayoral scholarships THERE’S still time for local students commencing university or TAFE study this year to apply for a share of $40,000 in grants as part of the Port Stephens Mayoral Academic Scholarships program.

20 scholarships worth $2000 each are available to help cover the cost of studyrelated expenses such as textbooks, equipment and student accommodation.

Mayor Ryan Palmer said the scholarship program has provided a financial boost to more than 150 local students since it began over a decade ago.

Liquor Sold to Minors On Thursday 6 January, the Licensee and two staff members of a Shoal Bay licensed premises were issued with infringement notices for the offence of allowing liquor to be sold to minors.

NSW RFS Indigenous Pin On 12 January 2022, the NSW RFS Indigenous Pin was launched by Commissioner Rob Rogers and Minister for Emergency Services and Resilience Steph Cooke to acknowledge and pay respect to Aboriginal and Torres Strait Islander members.

As an inclusive Service, the symbolic pin highlights the experience and knowledge that Aboriginal and Torres Strait Islander members bring to the NSW RFS and represents the NSW RFS’s ongoing commitment to them and the communities served.

Originally conceived by members, the pin design features the Service crest flanked by the Aboriginal and Torres Strait Islands flags.

Toxic Mushrooms Due to recent rain, mushrooms are again popping

up in all sorts of places.

NSW Poisons Information Centre advises caregivers and parents to supervise children closely when they are playing outside or visiting parks and playgrounds.

“If you notice mushrooms growing in your garden at home, remove them before young children find them.

“Do not pick or eat wild mushrooms. Australia is home to many poisonous mushrooms and they sometimes look very similar to other edible varieties. It just isn’t worth the risk.”

Always call the Poisons Centre on 131126 for further advice if anyone has eaten wild mushrooms.

Over 70% of the more than 80 public submissions objected to the proposal due to its proximity to the cemetery including potential impact on those attending graveside services and visiting the cemetery for quiet reflection.

The proponent has accepted ‘mitigation’ recommendations of a new Social Impact Assessment (SIA), an agreement with Council that would restrict helicopters from taking off, landing or flying in the vicinity of the cemetery during graveside services and a weekly service schedule (timetable of flights) would be provided.

Consideration has been given to potentially create an acoustic wall between the cemetery and the Helipad and signage has been added,

however, TRRA considers the proposed ‘mitigation’ measures wholly inadequate to address the principal concern about proximity to the cemetery.

They might accommodate formal burial ceremonies but would not address the effect on the frequent and numerous casual visitors to the cemetery, which would become effectively unusable for quiet reflection for much of the time.

TRRA considers that the use of Australian Noise Exposure Forecast (ANEF) 20 is not appropriate because it’s more applicable to established airports.

Legal decisions on other new NSW helicopter operations have used a lower threshold.

Local residents at the new Sunrise over 55’s residence, Seawinds and the township of Anna Bay would likely be subject to significant increase in noise during the hours of operation.

DA Sought For High Use Helipad

AMONG some of the most controversial DA’s currently before Port Stephens Council is the application to create a Helipad at Anna Bay, adjacent to the Anna Bay Lawn Cemetery and Caltex Service Station.

The Tomaree Residents and Ratepayers Association (TRRA) have advised, “The Proponent for the Anna Bay Aircraft Facility has submitted responses to Council’s Further Information Request (FIR) and amended its DA with several new or revised documents.

“These are now on public exhibition until January 26, 2022.”

However, TRRA does not believe that the revised proposal adequately addresses the concerns raised in the more than 80 objections lodged on the original DA. “We will argue that it should be refused in this location, which given its proximity to the cemetery is entirely unsuitable for what would clearly be a high use Heliport.”

The DA revision includes a revised site plan and staging, and a reduction in the number of flights to 280 helicopter movements per week ‘if required’ with a maximum of 65 movements on any one day (1 flight = two helicopter movements – a take-off and a landing).

Yacaaba St Nine Storey DA

YET again a developer is seeking to increase the building height of a property in Nelson Bay’s town centre well above the planning guidelines, and yet again DA’s with issues are being lodged over the Christmas and January holiday period.

The nine storey development is clearly over the LEP height limit by 1.5 - 2.8m.

The proposed development for a nine storey apartment building at 17-19 Yacaaba St, Nelson Bay DA 2021781 is on exhibition until 24 January 2022 at http://

datracker.portstephens. nsw.gov.au/Application/ ApplicationDetails/ 016-202100000781-001/ The Tomaree Residents and Ratepayers Association notes that while a Visual Impact Assessment (VIA) has been provided, it appears that no changes are proposed, with the applicant effectively dismissing all objections raised in the more than 30 submissions on the original DA. TRRA believes that while Council should consider previous objections as part of the DA assessment, the second public exhibition period

provides an opportunity to make further submissions including on the new material, and the group is encouraging objectors to tell Council they don’t accept that the applicant’s response adequately addresses their concerns.

The key community concerns in relation to the DA are the building height.

Council’s Design Panel commented on the proposed building being between 1.5 and 2.8 metres higher than the only recently revised height limit for the site (3.1m for the lift shaft).

Furthermore, Council’s Design Panel recommended

that any approval of this variation be conditional on a visual impact assessment (VIA) being able to demonstrate limited view impacts of the exceedance from more elevated locations to the south.

The VIA states that the visual impact from a number of viewpoints will be moderate to high, and that from close proximity the building will be visually dominant.

In the revised application the applicant continues to argue that “The height of this proposal is in accordance with Council’s desired future scale of Nelson Bay”.

relies on very limited surveys only on the site itself and recommends ‘mitigation’ measures which are completely impractical and unrealistic, such as pausing operations when fauna are observed.

It is even suggested that the helicopter engines be ‘idled’ to warn wildlife away (prolonging noise impact).

Many National Parks have ‘Fly Neighbourly Agreements’ in place to limit helicopter flight impacts on fauna and park users but this would not seem a practical solution for such a highly used Heliport as is proposed.

“The proponent appears to have dismissed strong objections from the Department of Defence (DoD) about air traffic management issues relating to Williamtown RAAF Base and airport and do not appear to have even had direct contact with them.”

Furthermore, the noise, ecological and air traffic management impact of the Heliport all depend critically on the approach and departure flight paths.

“TRRA is sceptical about the likelihood of flight operations sticking strictly to the proposed south-east corridor, which may well even be impractical in certain wind conditions.”

The proponent is relying on a technical distinction, claiming that it is a ‘private’ Helipad, not open to the public.

“We have questioned whether the proposed scale of the operation (up to 65 movements per day) is consistent with ‘private use’ only by the customers of two local marinas.

“We do not think Council could realistically prevent the facility, once approved, becoming a more generally available public Heliport.

“There is land on the Tomaree peninsula the zoning of which would allow a Heliport.”

This DA has been ‘called up’ to Council and will be determined by the newly elected Councillors at a future meeting.

A public meeting will be held at Anna Bay Lawn Cemetery on Sunday 23 January at 10.30am.

Attendees are advised to bring a chair if required.

TRRA believes that the applicant has failed to address the implications of Yacaaba St now being one-way, with heavily used angled parking immediately opposite the proposed garage entrance.

TRRA submits that the garage access in this location causes a major traffic (and safety) problem due to the street now being one way with angled parking.

Furthermore it appears that the applicant has failed to address the objection that the design does not present an activated street frontage to Yacaaba St, as now required by the LEP.

The Karuah Ladies Club conducted the finals of their Ladies Consistency competition and the Ladies Major Singles competitions.

“COVID and green delays, bad weather on key days and an extremely compressed schedule had made the 2021 year extend well into 2022,” Ladies President Kay Freeman said.

At my brother's wedding, our mother insisted on leaving my new boyfriend out of all the professional photos because she doubts the relationship will last.

It was humiliating and a bad start to what he and I feel will be a long relationship.

I couldn't say anything as I didn't want to ruin my brother's wedding, but I'm hurt.

Bowls Coordinator Appointed

SOLDIERS Point Bowling Club welcomes the appointment of Mark Watt as it's new Bowls Coordinator to take over from February.

Mark is a first grade bowler with representative honours for New Zealand.

He says he is looking forward to the challenge in a progressive bowling club with over 200 players competing in Mems Bowls and a strong Womens Bowls section.

Mark is shortly organising this year's Championships at the Club and is interested in making some new initiatives.

Bowls Coordinator is

an important position and Secretary/Manager, Simon Lack, wished Mark well in his appointment.

Simon also thanked Terry Antram for his dedicated service in this position over the past four years.

Terry now moves to a new position at the Club and will continue to represent the Club in first Grade with NSW State finals due to be held in March.

Stockton Bowling Club STOCKTON Bowling Club held the first Tournament for the 2022 bowling season with the running of the ‘Dave Burnett Twilight triples’ over three nights: 3, 5 and 7 January.

SURF Life Saving clubs from regional NSW are finalising their training with the 2022 Oakberry Acai NSW Country Championships just around the corner, set to run from January 28-30 at the idyllic Cape Hawke SLSC on the state’s Lower North Coast.

Running for the first time since 2020 after COVID-19 unfortunately brought about the cancellation of last year's event, clubs outside the Newcastle-to-Illawarra will converge on Cape Hawke on the last weekend in January to compete across a variety of surf sport events.

The Oakberry Acai NSW Country Championships is second only to the NSW Surf Life Saving Championships in size, with well in excess of 1,000 competitors, 200 officials and around 4,000 spectators expected across the three days of competition.

Speaking at the official launch at Cape Hawke SLSC, Surf Life Saving NSW Director of Surf Sports, Don van

Keimpema OAM believed the excitement for the reintroduction of the event – the first time regional-based clubs have had a chance to compete at an event of this size in two years – was palpable.

“It’s a fantastic time of year – summer is well and truly here,” he said.

“The Oakberry Acai Country Championships is an important showcase for our regional members to compete, there are so many friendly rivalries between clubs but the really special thing is that it’s done in such a safe and fun way.

“We are excited to be at Cape Hawke this year, it’s a tremendous location that’s quite central in terms of being accessible to our competing clubs, from Broulee Surfers in the south all the way up to Cudgen Headland in the north.

“It’s been two years since the last one at Cudgen Headland who hosted back-to-back years and I know they’re eager to defend their title, they’re sending a large contingent down.

“We’re also looking forward to seeing the team from Warilla Barrick Point who have been working towards a plan for a number of years to take the title – it will be interesting to see the strides they have made towards that goal.
