Vaccination Rates Improving

In a map updated by NSW Health, the statistics for the 2324 postcode (from Raymond Terrace to Karuah and Tea Gardens) have shown that over half the population have received at least one vaccine.

“50-59 percent of the 19,835 eligible residents are partially vaccinated, with 30-39 percent fully vaccinated,” the data showed.

The communities of Stroud and Booral, Medowie and Anna Bay have also shown and gotten vaccinated, with an average partial vaccination rate of 53-62 percent, and full vaccination rate of 30-39 percent across the regions.

With only 45 cases in total across the MidCoast Council LGA since the beginning of the pandemic and 55 across the Port Stephens LGA, residents are still heading out to get vaccinated and tested, with over half the population’s number in tests in the MidCoast region and 94 percent of the Port

As reported in the August Ordinary Council meeting, many strategies have been met to ensure inclusivity and positive behaviours through the past twelve months.

This included ‘Council staff awareness of the needs of people with disability’ through the Walk My Way events in October to raise awareness and understanding for different vision impairments whilst increasing

WHILST we continue to ride the tide of shutdown there is ample opportunity to reflect on how lucky we have been in the past and to hope for a return of our former freedoms in the not-too-distant future.

The Country Club has been an institution in various incarnations in our town since the early 1950s. Starting life as the RSL Sub-branch, we incorporated into a Company, Tea Gardens Returned Servicemen’s Club Ltd, in 1972.

The Club grounds were originally on Myall Street running from the corner of Yalinbah Street down to past the now Baptist Church. We moved to our current location in the early 1980s.

Hopefully you will soon be able to have all your friends around for a meal and a drink, and hopefully so can we.

The Port Stephens LGA has now had 11 locally acquired COVID-19 cases in the last four weeks.

16,221 Covid-19 tests have been completed in that time.

The Myall Coast has continued to dodge the bullet, with the lockdown seemingly halting the virus’ spread into the region with the MidCoast LGA only having one case in the preceding 14 days prior

to publication.

11,529 tests have been completed in the MidCoast LGA in the past four weeks.

As of 29 August, this brings the number of cases in the Hunter New England Health District to 179 since 5 August 2021.

With too many cases for a stressed health system the release of NSW from lockdown has already been scaled back.

The NSW Government has announced that, “People

have of a COVID-19 vaccine will be allowed more freedoms next month after NSW hit the target of six million jabs.

“This is the first step in the roadmap and further freedoms will follow for those who have had the jab when the state hits new vaccination targets of 70 and 80 per cent.”

The advice came after the government consulted with Dr Kerry Chant and her team, as well as the NSW Chief Psychiatrist Dr Murray Wright.

MidCoast Council Waste Management Strategy

REVIEWS of the MidCoast Council Waste Management Strategy 2030 will take place to ensure alignment with the NSW State Government’s Waste and Sustainable Materials Strategy 2041 and MidCoast Council’s Climate Change Policy and Action Plan.

This motion was moved

by Councillor Katheryn Smith and seconded by Councillor Troy Fowler in the Ordinary Meeting on 25 August.

To support this review, staff will develop an Action Plan to implement the strategy.

This comes about as a response to David Rees, Manager of Waste Services’ report to the Council in which he states, “Given the recent release of the ‘NSW Waste and Sustainable

Materials Strategy 2041’ and the lack of implementation of Council’s strategy, now is an opportune time to review and update the MidCoast Council Waste Management Strategy 2030.

“Once the strategy has been updated an Action Plan will need to be developed for its implementation.

“Moving forward it will be the Manager of Waste Services responsibility to ensure that Council’s strategy aligns with both State and Federal Waste Strategies into the future and is delivered in accordance with the endorsed action plan.”

The key targets of the Waste and Sustainable Materials Strategy in which the Council will align its strategy with are as follows: reduction of total waste generated by 10% per person by 2030, 80% average recovery rate from all waste streams by 2030,

significantly increase the use of recycled materials by governments and industry, phase out problematic and unnecessary plastics by 2025 and halve the amount of organic waste sent to landfill by 2030.

In addition, litter reduction, plastic recycling rates and net emission targets have been recognised.

Since the resolution by MidCoast Council to adopt a strategy in 2019, limited progress has been made in the previous two years due to significant disruption of services due to the 201920 bushfire season and the March 2021 major flood.

A new contract has been developed to provide the resources and equipment to deliver the above targets whilst encouraging the community to reduce, reuse and recycle.

This is in addition to the one hour allowed for exercise.

The LGA’s of concern are at this stage all within Sydney.

Confusion has remained about what the 5km rule has allowed in terms of travel.

Simply put, in regional areas you are allowed throughout your entire LGA and if your home is within 5km of the border into another LGA, you can cross into that LGA but must remain within 5km of your home.

Premier Gladys Berejiklian has thanked the millions of people across NSW who came forward to receive their vaccine, helping hit the six million doses target.

Pets & Strata Title – Finally Determined Over the past 18 months, we have reported on the ongoing legal battle over whether strata schemes can pass by-laws that prevent owners and occupiers from having pets within strata schemes.

This issue has finally been determined with amendment to the Strata Schemes Management Act 2015 commencing on 24 August 2021, which provide a strata scheme cannot have a bylaw that unreasonably prohibits the keeping of an animal on a lot.

However, a scheme will be able to prohibit the keeping of an animal on a lot if the animal ‘unreasonably interferes with another occupant’s use and enjoyment of the occupant’s lot or the common property’.

The circumstances in which this will be deemed to occur include when: • the animal makes a noise that persistently occurs to the degree that the noise unreasonably interferes with the peace, comfort or convenience of another occupant; • the animal repeatedly runs at or chases another occupant, a visitor of another

RESIDENTS are being urged to have their say about a proposal for a new service centre, to be built at the northern Bulahdelah interchange.

A petrol station and eatery are planned for the site, providing southbound travellers with an opportunity to refuel and refresh whilst on their journey.

The Planning Proposal also comes with a Planning Agreement between the landowner and MidCoast Council to grant $500,000 towards improvements to Bulahdelah to offset any economic impacts of the development.

A community reference group was established to identify a prioritised package of proposed improvements to Bulahdelah that funds obtained via the Planning Agreement could be spent on.

This list will be exhibited separately in the near future.

In 2019 an agreement was entered with Service NSW to promote and provide access to NSW Government information and services to better assist business owners and support the local economy.

Originally this service was entitled ‘Easy to do Business’ but has since changed to ‘Service NSW for Business’.

Plan Strategy 10.2 to “Provide an environment to grow and strengthen local business and attract new business” the motion to renew the agreement was raised at the 25 August Ordinary Council meeting, enthusiastically supported by all Council members.

Councillor Karen Hutchinson moved the motion expressing that it “is an excellent idea for the community”.

ONCE again, the Dine and Discover vouchers have been extended.

The incentive first kicked off in late March 2021, giving all NSW residents over the age of eighteen four $25 vouchers to spendtwo ‘discover’ vouchers for use at cultural venues and two ‘dine’ vouchers to be used at hospitality venues.

Due to the ongoing uncertainty with restrictions and lockdowns across NSW, these vouchers have now been extended with an expiry date of 30 June 2022.

These vouchers have already been extended, with Treasurer Dominic Perrottet announcing an extension in June 2021 after more than half of the vouchers were left unused just weeks before they were due to expire.

NSW Environmental Trust Restoration and Rehabilitation Grants Applications are now open for grants to support community organisations and government entities working to protect, conserve and restore the natural environment of NSW. Grants of between $50,000 and $170,000 are available over 2 – 4 years depending on the organisation’s level of experience. Total funding available is $4 million.

DEAR Jasminda, On the weekend, I was flicking through social media. My husband was doing his 'essential exercise' with the dog. As I was mindlessly scrolling, a 'found dog' post turned up. I read the post because it was an adorable looking dog, and in fact very similar in looks to my own dog.

On closer inspection the dog had the same identifying white patch on its chest and I realised with horror that it was my dog.

I was about to respond when the writer said the owner had been found. On his return, I asked how the walk went and he said it was lovely. No mention of the missing dog!

August Progress Report

By Gordon GRAINGER AGAIN - no meetings were held, however, again, we are able to report on some developments within the Hawks Nest Tea Gardens Progress Association, the Southern Reference Group and the Myall River Action Group.

Covid Testing Concerns The Covid pandemic is growing and not far from our door.

Our State representative Kate Washington has expressed concern that this community does not have any testing facility locally and citizens need to travel to Raymond Terrace. She has identified several possible sites and brought the matter to the attention of the Health Dept.

She also raised the question of sewer sampling from the TG/HN facility.

Ms Washington then received a response from NSW Department of Health, which rejected the request for sewerage inspection from the TGHN station.

The Department is quoted as saying, “The flows of sewerage are so low that we actually can’t get a reliable sample.

“The area is very low risk given there are no known close or casual contacts from the area.”

We are still to hear regarding testing stations.

Artistic Endeavours Our talented artistic ladies from the U3A Art Group have completed the mural on the wall of the convenience building adjacent to the Hawks Nest community hall.

It looks great ladies.

Now the equally talented ladies from the Myall River Art Walk have begun a new project of painting flannel flowers on a number of power poles in Tea Gardens.

At this stage they are limited to a number by Council and hopefully they will be able to increase numbers shortly.

Council Maintenance Local news from Council has been mainly good, with repairs to the shelter over the Marine Dr BBQ soon to be undertaken.

The Port Jackson figs, badly affected by fig beetle last summer are to be assessed and replaced if necessary.

Steps are to be taken to ensure a repeat does not happen this year.

The new boat ramp is in the design stage, still to be finalised, tenders for construction will follow however there is no chance it will be installed in time for the coming boating season.

Singing Bridge Solution We do have good news regarding the Singing Bridge and the request for

one-way footpaths for wheeled traffic.

Council have accepted the proposal for a walkway beneath the bridge on the Tea Gardens side and have designers finalising the concept.

It is hoped that the exit will be on the Tea Gardens side under the bridge.

They intend to use a boardwalk made from recycled plastic materials suitable for marine exposure conditions.

They hope to have the design and costs finalised by end September, however will still need to source funding and approval from the Marine Parks Authority In the interim, to begin one-way footpath traffic across the bridge, Council will look to establish a pedestrian refuge, linking existing footpaths and ramps, enabling people to cross Myall Street safely, until the under-bridge connection is completed.

Slipway Success The Tea Gardens Slipway is in the final stage of completion and the MRAG would like to congratulate Paul Bendy and his committee in meeting and overcoming a very poor decision in the immediate closure of the utility by Government authorities.

That notice was attached to the Slipway building on 13 May 2019 announcing the closure with immediate effect.

As this is the only facility on the north side of Port Stephens, it exposed our boat owners to having to use slip facilities on the south side of the Port, not only an added expense but had the potential of devastating our river quality in the event of accident, or neglect.

Paul and his Group managed to secure Government grants and conducted a replacement program involving a new building and equipment.

Electricity, plumbing, repositioning and landscaping all followed.

It is not unusual to see Paul on site 7 days a week.

Steve Mount joins MRAG The Myall River Action Group is very pleased to welcome a new member to the Group.

Steve Mount is well known in our community having been a “local boy”.

Steve was previously a reporter and presenter with Channel 9, based in Newcastle with NBN television and presented many stories surrounding our area.

In his spare time, he completed a law degree and has become a partner in a long- established practice in Tea Gardens.

He is passionate in protecting our environment and working with the community and will prove an asset to the Group.

Dear Kelly, Aren't those local neighbourhood social media groups wonderful?

They are like the Esme Watsons of former times, who used to peer out of their blinds and report all the strange goings on in the neighbourhood.

Now, though, they are splashed all over social media where every Tom, Dick and Harry can have their two-bobs' worth (gee this response is overloaded with vernacular - it may be due to the cheap hair dye that is currently seeping into my brain since everyone is now a DIY hairdresser).

Anyway, I think I'd let this one slide.

He was probably gazing out at the ocean, nostalgic for pre-Covid days, and the dog got sick of his moping and wandered off.

Much more difficult to handle than a curious dog are the unsolicited responses on social media to innocent posts.

No doubt it was full of things like: 'He shouldn't even have a dog if he can't keep an eye on it' and 'Unfortunately we noticed a lot of dog poo on the ground recently which we can't blame tourists for anymore' and 'two poofy-looking dogs and a real one were on the beach yesterday but I couldn't catch them', none of which related to your dog, but then had you in a spin about everyone else's problems including your own (since resolved) ones.

You did ask how the walk was, and his answer that 'it was lovely' was not a lie, but perhaps the (less criminal) judicious use of omission. You could add a tracker to his phone, but do you really want to know where he is every minute of the day, when 90 per cent of the time he's in the house?

Curling up on the couch and tuning in to Rosehaven, we’ve all surely fantasised about moving to the fictional small town in Tassie and living a relatively uncomplicated life surrounded by pristine nature – and a handful of local shops, for good measure. Creators, writers and stars Celia Pacquola (pictured) and Luke McGregor have crafted witty and warm characters and situations which feel almost timeless, hinging on the relationship between best friends Daniel and Emma.

As this final season unfolds, it’s bittersweet. Tonight, Daniel and Emma are forced to get creative to sell a property, without revealing where it is to potential buyers. Barbara (Kris McQuade) also shares some big news.

The TV-watching show phenomenon, which has had 15 different offshoots around the world, returns tonight for its 14th Australian season. Fans have lapped up the TV-talk spectacle for the past six years, but there’s obviously something special about the fly-on-the-wall doco slash comedy when old stars decide to make a triumphant return after calling it quits. By Myall U3A DESPITE the latest Covid 19 outbreaks and subsequent lockdowns, the Myall University of the Third Age has managed to keep its members connected and

involved in community activities by Zoom or by email.

Choir members have been practising at home and Babara Lyle, the Myall U3A Choir Director, has been keeping in touch with choir

members to encourage them to keep singing.

After all, singing is one of the best ways to reduce stress and to engage with the community.

Singing is known to be healing for 'body and soul'.

Due to so many enquiries from the community about Covid Rules, the Myall U3A Treasurer Roger Digby was appointed by the committee to act as Covid Co-Ordinator.

Roger said that he welcomed the chance to study Health Regulations

and all the rules published on the NSW Health Website so that he could develop a plan for all our classes to follow.

Roger said, “Initially, safe strategies such as limited class sizes, hand sanitising social distancing etc. worked well until June 21st when the Delta strain broke through all the defences in Sydney and started to spread into Rural NSW.” On

New Crime Manager for the District

By Tara CAMPBELL A NEW Detective Inspector has joined the Port StephensHunter Police District.

Following a competitive recruitment process, newly promoted Crime Manager, Detective Inspector Mitch Dubojski has been welcomed to the Police District.

After joining the NSW Police Force in May 1997, he commenced operational duties at Hurstville in Sydney

and later commenced his criminal investigation duties in Bankstown before moving onto Crime Agencies (State Crime Command).

As well as this, he has also worked in the Drug and Homicide squads.

Detective Inspector Dubojski has always loved the Hunter region and visited on many occasions before working with the Maitland Detectives before a promotion which took him back to the

North Shore, North West Metro and Mt Druitt.

Eventually he returned to the Maitland Detectives as Investigations Manager performing various roles as Crime Manager and a part of the Senior Leadership Team.

He visited the Northern Region Police Districts for many years as the Northern Region Professional Standards Manager before moving on to work for a brief period with the former Region Commander as Staff Officer and eventually became the Investigations Manager in the Newcastle Detectives.

A draft Policy has been developed in accordance with the BCRFR, but due to the limited timeframe to deliver the program, the policy has been reported directly to Council.

Alongside with the criteria above, grants and policy implementation will be guided through equity, value for money, transparency and integrity, capacity building and community ownership, innovation, sustainability, consistency, collaboration and probability.

At this stage, applications are not open, but the Council has approved and supported the implementation of the Grant Program.

Disaster Recovery Grants

By Tara CAMPBELL A DRAFT Disaster Recovery Grant program has been approved by the MidCoast Council in the recent Council meeting on 25 August 2021.

This grant is being funded through joint CommonwealthState Disaster Recovery funding arrangements provided to the Council by Resilience NSW. The Bushfire Community Recovery and Resilience Fund (BCRFR) is designed to undertake activities within a declared LGA that would contribute to community recovery and/ or reliance including projects which support community wellbeing.

Under stream one of BCRFR, the MidCoast Council has received $144,000 which

Destination Barrington Coast update

THE second quarterly update of the Barrington Coast Destination Management program has been presented to the MidCoast Council at the Ordinary Meeting on 25 August.

Destination Barrington Coast is an initiative for the tourism sector to ensure that the Barrington Coast region is ‘top-of-mind’ for visitors seeking a holiday or shortbreak.

The Barrington Coast Destination Management program actively focuses on promoting regions of the Coast from Hawks Nest and Tea Gardens to Forster-Tuncurry, Stroud and Bulahdelah as

well as Wingham, Taree and the quiet country villages of the Manning Valley.

Due to the ongoing COVID-19 lockdowns and restrictions, there was a hesitation as to whether the program would be able to meet its key performance indicators of around driving traffic to the Barrington Coast website, increasing social media engagement and building industry partner participation.

Noted in the report to Council, these have been adequately met, placing The Barrington Coast social media audience as the third largest in NSW, behind Visit NSW and Sydney.

TOGETHER with local community groups, MidCoast Council has completed a range of upgrades to Bulahdelah Showground.

The Showground now has fully refurbished amenities with two new accessible bathrooms, including shower, toilet and hand washing facilities, and a privacy wall at each entrance point.

The change rooms have also been completely updated, with new shower and toilet fixtures and new change room seating made from recycled materials.

The exterior of the building has been modernised with a rendered finish around the entire building and the roof updated to a skillion roof.

“We have also added

footpaths to the perimeter of the building and a concrete apron at the entrance for easier access especially during wet weather,” said Council’s Executive Manager Community Spaces, Dan Aldridge.

The amenities upgrade was funded by a Crown Reserves Improvement Fund Program of $150,000 and a Council contribution of $135,000.

Students to return to face-to-face learning

STUDENTS across NSW will be returning to school in a staggered return in Term Four of this year.

In newly announced plan by The Department of Education and NSW Government, students will return to face-to-face learning from Monday 25 October with the schedule as follows: from Monday 25 OctoberKindergarten and Year 1, from 1 November- Years 2, 6 and the 2022 Year 12 cohort,

from 8 November- Years 3, 4, 5, 7, 8, 9 and 10.

From 25 October, Year 12 will have full-time access to school campuses and their teachers for support in their HSC exams.

The HSC exams will also be delayed until 9 November with a revised timetable to be released by NESA in early September.

These delays will not disadvantage any NSW students when applying for university.

Berejiklian said the NSW Government is prioritising the safety and education of students through a sensible and managed return to school, with mandatory vaccines for school staff across all sectors from 8 November.

“The return to school plan provides parents, teachers and students with certainty and a path forward for the return to face-to-face learning.

AS another heavy low pressure system moved up the Eastern Seaboard of Australia last week keen Port Stephens surfers donned the rubber and grabbed their shred sleds to chase a few portals With most beaches not handling the cones on offer from the massive Southerly pulse locals headed for their favourite socially distanced haunts along the ocean side of Shoal Bay. It was mostly carnage on offer for the younger generation but a few old heads made the most of the conditions.

waves off One Mile but mostly the crew were out around Shoal Bay and the likes,” said Loomes.

“Everyone was being sensible and keeping a good distance and just enjoying the swell while we’re locked down.”

Surfing is a permissible activity during the current lockdown and for many it brings much needed physical and mental exercise.

“We’re lucky to be able to get in the water and clear the head during a tough time for many,” added Loomes.

BULAHDELAH Golf Club News No ladies’ competition on Wednesday August 25 – course maintenance was a priority.

Thursday 26 saw the Vets enjoying a Stroke round.

G.Willadsen was the winner with 68n from D.Harvey with 69n and 3rd was K.Styles with 70n.

NTPs are not allowed so 3 balls were awarded - T.Griffis 72n, A.Reekie & K.Hughes 73n.

Saturday 28 was the August Monthly Mug, and a brisk southerly wind kept the 42 players on their toes.

B.Allen won the Mug and B Grade with a 68n.

The ladies Mug was won by T-L.Smith with 74n from B.Newton with 75n.

A Grade winner was M.Schlenert with 71n from S.McNaughton, 73n.

B Grade R/Up was T.Styles with 71n.

C Grade winner was D.Brown with 71n from R.Winter, 74n.

The ladies will catch up their August Monthly Mug on Wednesday September 1, and Saturday will be a Single Stableford as the scheduled 2 man Ambrose sponsored by D & P Malone has been postponed.
