Hunter Mayors call for additional disaster support

The Hunter Joint Association said the Hunter region has seen recent devastation across all reaches of the region, with nine out of ten councils being declared as Disaster Zones.

The joint statement said, “Many communities have seen irreparable damage, while being cut off from roads, shops, and power.

Hunter needs support from other levels of government to recover from this disaster.

“We acknowledge the recently announced $1M grants for disaster declared LGAs. “We welcome and are grateful for every additional dollar.

“In comparison with past disasters, we have seen an improved and more timely response, but this needs to be put into the context of this being a region that has faced many large-scale natural disasters but has continuously been underfunded,” the Hunter Joint Association said The Association noted that their communities are still recovering from previous floods, coastal erosion, droughts and bushfires, and as a region, and a state, believe they are currently ill-equipped to get ahead.

“Our councils are working together with our communities to address climate change,

recover and take action, but we need more support.

“We are calling on both the State and Federal Government to provide more assistance to our region to address the urgent infrastructure repairs needed in the disaster declared councils in the Greater Newcastle and Hunter region, in response to these floods and coastal erosion beyond the grants that are already provided,” they said.

The Association believes that funding sources for councils to respond to natural disasters need to be increased to help our communities recover, prepare, and adapt, while also allowing LGAs to ‘build back better’ to be more resilient to future disasters.

Investment from the State and Federal Government at this early stage will be crucial to ensuring our communities come out of this stronger.

“This funding needs to include adequate financial support to resource both dedicated

local emergency management committees and officers for each council.

“Dedicated and funded resources will improve responses to natural disasters; it will minimise the draw on staff with existing and ongoing responsibilities who cannot function for our communities when asked to cover disaster response and recovery for prolonged periods “This far-reaching event will take time to completely recover from, but our communities need support, and they need it now.

“With many of our communities still recovering from the March 2022 floods, only four months ago, the current repairs are beyond Councils’ capabilities.

“We need the State and Federal Government to step up and deliver the funds, projects and resourcing that are needed. Local Government cannot do this alone,” the Hunter Joint Association concluded.

THE community is invited to have its say on a number of MidCoast Council’s most recent draft policies.

There are four draft policies on public exhibition until Tuesday 16 August at 4.30pm.

They include: • Compliance and Enforcement This draft policy applies to the management and investigation of unlawful activity within the MidCoast local government area.

• Debt Recovery and Hardship The draft Debt Recovery and Hardship

Policy addresses how Council can provide assistance to customers experiencing genuine financial hardship.

In this draft policy, Council sets out measures to act with respect and compassion should community members find themselves unable to make a due payment.

• Councillor Expenses and Facilities This draft policy outlines the reasonable and appropriate reimbursement of expenses incurred by MidCoast councillors while they undertake their civic duties.

• Councillor and Staff Interaction

The draft Councillor and Staff Interaction Policy provides a framework for councillors about interacting with and receiving advice from Council staff.

The project will also be

associated with Dr Neil Jordon (UNSW School of Biological, Earth and Environmental Sciences) and Dr Benjamin Pitchard (Macquarie University).

The aim of the research is to explore the diverse relationships present between people, wildlife, and the landscape, to understand the complex narrative of

human-dingo coexistence in the region.

Currently, the study is looking for people to be involved in an interview and survey conducted by Ms Wood either online or face-to-face.

Ms Wood says that new models need to be examined for the human and wildlife interactions.

“Existing methods for describing human and wildlife interactions can be limited by one-sided

depictions that fail to account for the wide variety of experiences and perspectives held by stakeholders and communities.

“These models risk mischaracterising relationships and implementing inappropriate management options that worsen outcomes for both humans and wildlife,” she said.

Flood recovery update MIDCOAST Council has begun recovery work after last week’s storm event caused extensive damage to roads, infrastructure and outdoor areas across the region.

At this stage, the total cost of damage is estimated to be between $5 and $10 million and Council will be applying for disaster funding to aid recovery efforts.

A state of natural disaster has been declared over the MidCoast local government area following the storm event on Wednesday 6 July.

In some areas, the rainfall was the heaviest single day of rain ever recorded.

On Wednesday afternoon, some stormwater systems in locations across the region became overwhelmed.

“This recovery is very much a combined effort with the NSW Police, SES, RFS, Fire and Rescue and the NSW Department of Communities and Justice – along with a range of local contractors – and of course our community,” said Council’s General Manager, Adrian Panuccio.

“We thank everyone for

their assistance and patience during this difficult time.”

Roads right across the MidCoast were damaged and teams have been deployed to complete emergency works.

Some roads remain closed but all towns are accessible by alternate routes. For live traffic updates, visit https:// www.livetraffic.com/.

Works to repair roads and infrastructure will continue as flood waters recede and conditions become drier.

Please note that people affected by debris caused by flooding should contact their nearest Waste Management Facility for advice on how to

dispose of it correctly.

Mentor Support Network scholarship applications now open THE Hunter-based Mentor Support Network (MSN) is calling for applications for up to 50 scholarships that will be awarded under its 2023 educational scholarship program.

MSN Chairperson Judy Hart said the scholarships were designed to mainly assist disadvantaged students who will be entering Year 11 studies next year.

“The scholarships will assist eligible students aged fifteen years and over to reach their potential in terms of their

individual educational and career goals,” said Judy.

“Scholarships are granted to students who demonstrate the drive and determination to achieve educational goals, despite experiencing financial need.

“The scholarships are not necessarily awarded because of academic achievement.”

MSN, which has provided nearly 400 scholarships valued at $700,000 since it started its scholarship program in 2008, has been in touch with Hunter Region schools and other educational

institutions to promote the 2023 scholarships.

The important dates in applying for the 2023 scholarships are: Applications open – Monday, 18 July 2022 Applications close – Friday, 23 September 2022 Applications Reviewed – early October 2022 Interviews – from mid-October 2022 Applicants notified – early November 2022 Formal presentation ceremony – early May 2023 Judy said that although the bulk of the scholarships will be awarded to high school

students, applications are invited from people studying at other educational institutions in the Hunter Region such as TAFE or enrolled in an apprenticeship program (including V.E.T.).

“Scholarships are valued between $1,000 and $3,000 and during the twelve months of the program MSN maintains contact with all recipients,” added Judy.

By Tara CAMPBELL THE Varroa mite has been discovered in honeybee hives north-west of Bulahdelah following the initial detection of the mite in the Port of Newcastle on 22 June.

Infections have since been detected in a number of locations including Somersby, Tomago, Mayfield, Tanilba Bay, Salt Ash, Narrabri, Ferodale and Lambton.

The mite has continued to spread, infecting a number of hives in Port Stephens, and finally has reached the MidCoast.

Dr Chris Anderson said Varroa mite was positively identified following a report from a beekeeper who had conducted an alcohol wash of a hive to conduct surveillance.

Tracing is underway to confirm if this new detection is linked to a case in an existing emergency zone.

The new detection brings the total number of infested premises to 39 since Varroa mite was first identified.

“NSW DPI has established an emergency zone around the infested premise and has put significant measures in place to stop the spread of the Varroa mite,” Dr Anderson said.

“As per the agreed response plan with industry, all movements of hives and equipment onto and off the properties over the past twelve-months will be traced, and risk analysis and surveillance will be conducted to minimise further spread.”

DPI’s response plan for the eradication of Varroa mite in NSW follows a strategy agreed between the apiary industry, NSW DPI, neighbouring jurisdictions and the Commonwealth.

On Saturday 16 July, the NSW Government announced a plan to allow the movement of commercial beehives for pollination and honey production, after consultation with the apiary and horticultural industries.

Commercial beekeepers will be able to apply for movement permits, provided that they are located outside of the eradication, surveillance or notification zones as seen in red, purple and yellow zones in the Varroa detection zone.

Minister for Agriculture Dugald Saunders said the change to the stop movement order is a big step forward and will allow this year’s

pollination season to get underway.

“We know varroa mite is the biggest threat to honeybees worldwide and while we remain focused on eradication, we also recognise the need to ensure business continuity for the State’s $20.9 billion primary industries sector,” Mr Saunders said.

“This plan has been carefully developed through a risk-based approach to enable critical pollination services for crops that we rely on so heavily.

Beekeepers in eradication, notification and surveillance zones are still required to report the locations of any hives to NSW DPI at www.dpi.nsw.gov.au/varroa or by calling 1800 084 881.

Agent gives back to the community LOCAL real estate agent Debra Thomson is giving back to the community with every sale.

Since launching her own company, Debra Thomson Property, Debra has looked for ways to give back to the areas in which she operates.

This month saw Debra donate $1,500 towards the Bulahdelah Men’s Shed, who were the first recipients of her donations back in February when the scheme began.

Debra says that she loves to give back to the community, supporting organisations that benefit locals.

“As an agent since starting my own business at the end of last year, I like to give back to the community after every sale in that area.

“Since my first sale as a solo agent, I’ve supported the Men's Shed and Bulahdelah Golf Club, where I presented the donation

and celebrated with lunch,” Debra said.

Currently the Bulahdelah Men’s Shed are in the process of relocating to a larger, more suitable location and President David Flynn says this funding helps to obtain the gear necessary to move forward with the relocation.

“Without people like Debra, our community organisations would not be able to accomplish these great things - we’re very thankful for Debra’s continued support,” David said.

Generously, the Bulahdelah Golf Club has offered a space in which the Men’s Shed can build their new shed.

“We are at the DA stage now with the Council and have put a Memorandum of Understanding in place with the Bulahdelah Golf Club who are very enthusiastic to see the new shed move forward.

“There is still a long way to go to see this project

come to fruition, but it won't be for the want of trying by both parties.”

David says the members of the respective parties should all be commended for the enthusiasm and drive that has been shown to achieve this goal.

The current Shed is

at capacity and the Men’s Shed has begun opening for a second day each week (Tuesday and Wednesday 9.00am to 1.00pm) to cater for the additional new members and try to keep up with the projects as they come in.

“I am so pleased I was able to secure these grants and provide support to these impressive local sporting clubs.”

Myall Park Croquet Club received a $5,000 grant which will go towards the replacement of a specialist lawn mower.

Tony Jones, the club’s Publicity Officer, said that work done by both the Hon. Stewart Ayres MP and Kate Washington MP has not gone unnoticed.

“The Myall Park Croquet Club members appreciate the assistance given by our

NSW Government to help us provide the essential equipment necessary for the club to operate.

“A new mower will replace a 65-year-old machine, and is necessary to help us to provide good continuous well-groomed lawn surfaces for our membership to play on and enjoy,” he said.

Mr Jones says that this can only be achieved by having the best, well maintained machines.

“The proposed machine has increased in price since our application last year and will now require nearly $4,000 to be added from our limited club funds to obtain.

Mr Jones added that the Club presently has two working machines which require continuing

management.

“One machine that needs to be replaced which is used when our primary mower is away for service in Queensland, which, in its eight-year life has been considerable,” Tony said.

The draft NSW Groundwater Strategy has been developed using the latest available science and will deliver on a key priority of the NSW Water Strategy by providing an enhanced, state-wide focus on sustainable groundwater management for the next 20 years.

A timely feature, ‘River’ - sponsored by local not-forprofit EcoNetwork - offers a visual and musical odyssey on the big screen.

The movie explores the remarkable relationship

between humans and rivers.

The Karuah River and Myall River are among the tributaries spilling into Port Stephens.

The film is a collaboration with the Australian Chamber Orchestra (ACO), written by Robert Macfarlane with music directed by Richard Tognetti featuring soundtracks from Vivaldi and Bach, as well as original music.

River also features vocals from Indigenous musician and performer William Barton, music by Jonny Greenwood and Radiohead, and narration by Willem Dafoe.

The ACO will be touring and performing the soundtrack at concert-style venues.

This is a ticketed event with adult tickets $20 and Under 18s $10.

Stitch Gatherers raise funds for Cancer Research

THE North Arm Cove Stitch Gatherers have raised almost $2,000 for Cancer Council following their successful soup kitchen event.

Formed in 2005, the group consists of ladies with various skills in knitting, crochet, quilting and needlework who have taken on many projects over the years to raise money for various charities.

Since 2012, these fundraisers have been linked to the NSW Cancer Council’s Biggest Morning Tea event in May. Annette Searl, a member of the Stitch Gatherers, told News Of The Area that although the fundraiser’s format was altered this year, it was still a successful event.

“The soup kitchen was a deviation from the usual

format,” Annette said.

“There was no Biggest Morning Tea for almost two years due to COVID restrictions and not wanting to wait until May 2023, the Stitch Gatherers chose a wintery day in July as the perfect time to offer a soup lunch.

“They personally donated approximately 40 litres of home-made soup and ran the kitchen, raffles and sales on the day,” Annette said.

The group’s hard work paid off, raising a grand total of $1,881.

The North Arm Cove Stitch Gatherers choose to support and fundraise for the NSW Cancer Council for a multitude of reasons, most prominently the effect of cancer on the ageing population of the area.

“The average age of North Arm Cove residents is

60-plus and many have been touched by cancer, either personally or through family and friends,” Annette said.

“Personally, I have been afflicted by three different types of cancer (breast, uterine and bowel) and have only survived through early detection and advances in treatment.”

Annette says that this early detection would not be possible without the efforts of groups such as the Stitch Gatherers in raising money for vital cancer research.

Planning is now underway for 2023’s fundraising event.

“It may be a Biggest Morning Tea in May, a Christmas in July, or another soup kitchen.

“Whatever the outcome, the North Arm Cove Stitch Gatherers will be ready and willing,” Annette said.

A SIGNIFICANT boost to specialist police units to target organised crime, domestic violence and terrorism will form part of 550 new positions in the NSW Police Force this financial year.

The final allocation of positions delivers on the State Government’s $583 million commitment for 1500 extra police positions over four years.

Deputy Premier and Minister for Police Paul Toole said the commitment

represented the biggest increase in police numbers across the State in more than 30 years.

“We’re boosting every area and aspect of the NSW Police Force – including our general duties police, domestic violence specialist investigators, police prosecutors, counter terrorism police and organised crime squads,” Mr Toole said.

“These extra positions mean more proactive policing, more foot patrols,

more visibility of police in high-risk areas, more support for victims, and more time to investigate crime.

“An effective police force requires the support and resources to stay ahead of the game and disrupt crimes before they occur.

Commissioner Karen Webb said the new positions would make a significant impact across the Police Force, improving community safety.

“Our population as a

NSW FARMERS is asking the state and federal governments to urgently release funds to help flooded farmers.

NSW Farmers Rural Affairs Committee Chair Garry Grant said farmers in the Sydney basin, Central Coast, Hunter, and South Coast had been flooded several times in the past twelve months, with many looking at a whole year without any income at all.

He said the state and federal governments had stepped up for farmers in the Northern Rivers earlier this year and called for that model of funding to be replicated.

“This has been a devastating time for these farmers and their communities, and we know that the impact of flooding extends beyond the cleanup to repairs, replanting and restarting businesses,” Mr Grant said.

“Earlier this year rural landholders in the state’s flood-affected north were offered $25,000 grants while primary producers were eligible for $75,000 grants.

“It’s critical we keep these farmers in business because they grow a lot of food and turf and drive a lot of economic activity.”

Mr Grant thanked the state and federal governments for listening and engaging with NSW Farmers on how to support farmers during this tough time.

NSW Farmers has been actively lobbying the state and federal governments for support for flood-affected communities over the past twelve months and has been working constructively with agencies to ensure farmers and communities get the help and financial support they need.

“These allocations have been carefully considered to ensure we boost numbers in areas that need it the most.

Increased Covid-19 support for vulnerable communities THE NSW Government will provide free Rapid Antigen Tests to vulnerable communities and expand its existing program to include those accessing tests through the Federal Government’s Concessional Access Program, which is due to finish at the end of the month.

Premier Dominic Perrottet said the NSW Government is committed to making sure no one is left behind and ensuring vulnerable communities have the support they need through winter.

“We are making sure those people who need it most get the help they need to help keep themselves and the community safe through winter by stepping in and providing

free Rapid Antigen Tests,” Mr Perrottet said.

Minister for Multiculturalism and Minister for Seniors Mark Coure said the expanded program would allow eligible Commonwealth Concession Card holders in NSW to access ten Rapid Antigen Tests over three months up until 31 October 2022.

“The NSW Government has already been distributing free Rapid Antigen Tests to vulnerable communities, and we have the capacity to extend this to those still needing them through the Federal Government’s program,” Mr Coure said.

“There is no need to rush or panic about whether or not you will be able to access

tests - we have enough tests to support you.”

The NSW Government has already made millions of Rapid Antigen Tests available to vulnerable communities, including multicultural communities, people with disability and their carers, homelessness services, social housing tenants, and children and young people in out-of-home care.

Minister for Families and Communities and Minister for Disability Services Natasha Maclaren-Jones said the decision to expand the program to include those currently eligible under the soon to end Federal scheme, is about keeping people safe.

“We want to keep the pressure off the state’s most vulnerable as much as possible, and the expansion of this program is a key way for us to do that,” Mrs Maclaren-Jones said.

If you are at a higher risk of severe illness, plan ahead. to your doctor now about antiviral or other early treatment for COVID-19, so you understand your options if you test positive.

If you are not at higher risk of severe illness, do a rapid antigen test unless you have arrived from overseas and have COVID-19 symptoms or your doctor tells you to have a PCR test.

Tests will be available through 210 neighbourhood and community centres located across the state.

LOCAL councils, not-for-profit organisations and Local Aboriginal Land Councils can now apply for funding to support creative cultural infrastructure projects that improve arts and cultural facilities.

This funding is part of the NSW Government’s $72 million Creative Capital program. Minor Works and Equipment grants are available for minor capital works projects, master-planning and equipment including systems for recording, broadcast and digitisation.

Minister for the Arts Ben Franklin said the Minor Works and Equipment round of the NSW Government’s Creative Capital funding program will reinforce NSW’s position as the national leader in the creation and presentation of arts and cultural experiences.

“NSW is known for producing worldclass arts and cultural experiences.

“It’s critical the cultural infrastructure in our state matches our artistic aspirations, and we have gold-standard facilities to showcase this extraordinary creative

talent,” Mr Franklin said.

“Creative infrastructure funding will support new and improved facilities as well as allow organisations to purchase essential equipment that enables artists to create and present vibrant and innovative work.

“It also ensures the many museums, galleries, performing arts and cultural centres throughout the state are fit-forpurpose, accessible and meet the needs and expectations of communities across NSW. “Everyone deserves access to high-

quality creative experiences, and the NSW Government’s ongoing commitment to creating world-class arts and cultural infrastructure ensures the State’s creative sector has the capacity to innovate, reach new audiences and develop skills.”

Applications for Minor Works and Equipment Round Two for grants between $5,000 to $250,000 is open from Monday 11 July 2022 and closes at 12pm on Monday 8 August 2022.

It is with great sadness that I report on the passing of Geoff Fowler.

Geoff represented our Club at a high level in Pennants over many years and was a coach and mentor to many bowlers during his time at the Club.

A thorough gentleman, a patient, competent coach and a good friend.

He will be sadly missed.

13 July The sun actually shone today and although the grass green is recovering from inordinate amounts of water, 40 bowlers had a great time on the synthetic green.

The morning game was decided by the ‘Highest winning score’ and with a score of 27, Greg Smith, Mike Dellaca and Alan Greenhalgh were the winners.

The afternoon game was won by Henry Dallas, Graham Reynolds and Mark Nightingale with the ‘Highest winning margin’ deciding the result.

The Garden Eatery voucher was won by Dave Perry.

Club Championship Fours was played some time ago, with round two delayed due to weather.

At that time the Jeff Baker team accounted for the Doug Andrews side 2512 and the Mark Nightingale team won a close game against the Keith Smith team, 17-14.

With the weather behaving itself, round two was played this Saturday with some interesting results.

The Jeff Baker team continued its winning way with an easy win over the Ron Berczelly side, 24-12.

Alan Greenhalgh’s four had a similar win against the Anthony Grant side, 269.

The Ron Webster side had an almighty scare winning a high-class game against the Mark Nightingale side, 20-19.

Evergreen, Dennis Ashbridge’s side had an impressive win over the Bruce Murray team 21-11.

The Fours progressed this Sunday with the semi-final round with the Jeff Baker team making it through to the final by beating the Alan Greenhalgh side 25-14.

The remaining game, Dennis Ashbridge four against Ron Webster’s team, was a cracker going down to the last bowl on the last end.

DEAR Jasminda, FRIENDS have invited us to their European Holiday video night.

We have to dress up for the occasion and then the highlight of the evening is to watch all the amazing places they have visited while we've been at home battling floods and COVID. How do we get out of it without appearing rude?

You can start the night by getting them to scoop some floodwater out of your drains, then continue on to Pin the RAT test to the bragger -- a quick though slightly painful game.

Following this, serve some large bowls of 'tastes like nothing' soup to replicate your experience of losing not only your sense of smell and taste, but also your sanity after being cooped up in isolation.

A quick scavenger hunt with points for finding Cold and Flu tablets, boxes of tissues, dirty dishes, bed socks, unwashed pyjamas, and unpaid bills should see out the evening nicely. Finally, if they are tempted to leave, stall them by playing a 'Recount Your Main Symptoms' memory game, which is particularly hard with your lingering brain fog.

Dress Code: Hazmat suits.

I doubt you'll ever have to worry about being invited to their house again, Carpe diem, Jasminda.

Tea Gardens: the Original Cemetery

NOT many of us would realise that in 1868 there were only six cottages in Tea Gardens!

A map prepared in 1866 by Charles Ogden, an Australian Agricultural Company surveyor, indicates an area at the corner of Witt and Hough Streets as a cemetery.

In 1870 the Reverend Perry consecrated the site for that purpose.

The known bodies buried there are: Melora Holbert (died 1867), John Hough (1881), Catherine Hagon (1885), Eva Barbara Zeininger (1898), Duncan McRae (1899), Cyril Hough (1900),

George Engel (1901), Ada Yates (1903).

We at the Tea Gardens Family Research & Local History. Inc., would be pleased to hear from anyone with a relative buried in our first cemetery that we have not mentioned.

We hope to have a plaque placed at the corner of the park to record the resting place of our first settlers.

About 1906 the Council decided to move the cemetery from the park to its present position in Yalinbah Street.

In 1953 the Memorial Gates (pictured) were erected at the old cemetery to honour the veterans of the two World Wars and Anzac Day was celebrated there for many years.

Swim Bike Run

By Marian SAMPSON PORT Stephens will soon host a Swim Bike Run (SBR) event being funded by the NSW Government.

The Port Stephens economy will receive a stimulus boost with an influx of visitors set to spend big in local shops, cafes and businesses, thanks to the NSW Government’s Regional Events Acceleration Fund.

Previous sporting events have demonstrated positive economic impact including Sail Port Stephens, which is a flagship event for the region.

Competitors can choose from a variety of distances, making participation in the event more accessible.

Parliamentary Secretary for the Hunter Taylor Martin said a $177,521 grant for the

SBR Weekend has enabled the swimming, bike riding and running event.

“The SBR (swim, bike run) Weekend is a new event for Port Stephens from 9 to 11 December,” Mr Martin said.

“The event features a series of ironman-distance races, plus a range of shorter distance events that cater for everyone from elite competitors to beginners, fitness enthusiasts and kids.”

Deputy Premier and Minister for Regional NSW Paul Toole said the Regional Events Acceleration Fund is supporting the growth of existing regional events and attracting new major domestic and international events to regional NSW. “Money is rolling out right across regional NSW helping local events go from strength to strength and putting regional NSW on the map,” Mr Toole said.

“We know that hosting events in regional areas attracts visitors to towns, and those guests will spend money in local shops, grab a bite to eat at a local restaurant or café, and boost regional businesses and economies.

“Since its inception, the Regional Events Acceleration Fund has supported the delivery and development of 85 events, with more than one million visitors travelling to regional areas where these events are held.”

SBR Weekend organiser Mark “Emo” Emerton said the funding would allow the event to increase visitation to town, provide great value for visitors, help boost tourism and support local business.

“I’m delighted to be able to put on such an iconic event for locals and visitors thanks to the Regional Events Acceleration Fund,” Mr Emerton said.
