In the July 28 MidCoast Council meeting, urban release and rezoning was approved for many areas around the region, including the land on the western side of Mungo Brush Road.

THE NSW Government has announced ‘QR Cards’ to help all Australians stay COVID safe.

These cards are a hard-copy printed card with a unique QR code containing all your registered contact details.

When entering a business, a staff member will scan this card and your visit will be electronically recorded.

MidCoast Councillor Len Roberts welcomed this announcement, providing his first-hand experiences with COVID-19 check ins.

“Some people either forget to turn on their mobile data, are not sure of what to do, or even leave their phone at home.

“Even though there are electronic means at venues to help, people, especially the

elderly and vulnerable, still are a little unsure what to do.

“It is great news that the NSW Government will introduce a new QR code check-in process for people without a smartphone,” Cr Roberts said.

COVID-19 check-ins at venues allow NSW Health's contact tracing team to locate close or casual contacts in the event of a positive COVID-19 case.

There are less facilities, mainly due to the need for slipways to offer environmentally friendly services.

As we learn about the impact of scrubbing off the barnacles and adding a fresh coat of paint, there are ever more rules in place to protect our environment.

Port Stephens has slipways at Tea Gardens, Nelson Bay and Oyster Cove.

The slipway at Little Beach is gone and larger vessels travel as far as the Gold Coast for a cost effective solution to keeping their bottoms clean.

Now the retention of waste water at slipways is mandatory to protect sensitive marine environments.

Boaters in the Myall Coast area can now maintain and repair their vessels, without fear of polluting the Myall River, thanks to the recent upgrade of the Tea Gardens slipway.

Parliamentary Secretary for the Hunter, Taylor Martin said the 60-year-old slipway at Tea Gardens is one of very few maintenance and emergency response facilities along the NSW coastline.

“It was moved onto higher ground, safely above the tidal zone, so that boaters can now inspect, clean and repair their vessels without wastewater polluting the beautiful Myall River,” Mr Martin said.

“This is due to the installation of in-

and treatment.

“The upgrade also included a new winch house with amenities, a longer rail to the boat cradle and concrete pads.”

Work on the slipway upgrade started in March this year and took about six months to complete, just in time for the start of the boating season.

The $669,000 upgrade project was primarily funded by a $539,000 grant from Transport for NSW, with a $130,000 contribution from the Slipway Association, as part of NSW Government’s $28 million investment under Round 3 of the Boating Now program to improve boating access, amenities and safety for NSW boaters.

Tea Gardens Slipway Association President Paul Bendy said the slipway upgrade has meant the community-owned facility can continue to exist.

“The primary benefit of the upgrade is that we have been able to ensure we keep our own marine emergency response facility in our area and also vastly improve our environmental compliance,” Mr Bendy said.

“Boating is probably the prime recreational activity in our area, so having appropriate and fit for purpose facilities to service those activities is critically important to our community’s viability.

“Without the assistance and funding from Transport for NSW’s Boating Now program, the upgrade would never have happened and the slipway would have

Mr Martin said the Tea Gardens slipway is the only facility of its kind in the area.

“The upgrade has improved how the slipway facility can operate and the level of environmental compliance that can be achieved,” Mr Martin said.

However, some Port Stephens vessels may not be able to access the slipway due to the bridge.

The Boating Now program is funded from boating licence, registration and other fees collected by Transport for NSW. Since its inception in 2014, the program has delivered more than 200 boating projects to the benefit of boaters across NSW. Transport for NSW is expected to call for round four applications for the Boating Now program later this year.

A "Foreign Person" who purchases residential real estate in Australia may be subject to the Purchaser Surcharge Duty. This is a surcharge of 8% payable on the taxable value of any residential land. For example, the purchase of a $1 million property normally attracts stamp duty in the sum of $40,490.00. the additional surcharge payable is $80,000.00 (a substantial sum).

Naturally, an Australian citizen is not a "Foreign Person".

Some New Zealand citizens are also exempt.

A permanent resident who is ordinarily resident in Australia for more than 200 days in

the 12 months preceding the purchase date, is also exempt.

It is a tricky and nonstraightforward area and can have a real sting.

The term "Foreign Person" is also used under the Foreign Acquisition Takeover Act 1975 and some acquisitions require approval. Importantly the holder of an Australian Permanent Resident visa is exempt from the requirement to obtain Foreign Investment Review Board approval.

Development boom sees increase in applications across MidCoast IN the last six months, $110 million of new development has been approved by MidCoast Council as the area continues to feel the impacts of the regional COVID development boom.

This includes $79 million worth of new residential housing and an additional $13 million worth of alterations and additions to homes, according to a report to the July Council meeting.

Council’s Director of Liveable Communities, Paul De Szell, said this follows the approval of $262 million of development in the 2020-21 financial year.

“The MidCoast is experiencing increased interest from developers and those wishing to move to the region, often from more metropolitan areas, as a result of the impacts of the COVID pandemic,” Mr De Szell said.

The ability for many professionals to work from home in an affordable pristine locality makes the MidCoast a desirable relocation option with an easy commute to both Newcastle and Sydney – this trend has been reflected in increased property prices across the region.

Development approvals also show locals are spending money on renovations and additions to their homes, which has a flow on effect on the local economy.

“We all know that the last 12 months has put a stop to travel for the majority of the community, and these figures show people are investing what they may have spent on holidays into their homes, which also has a positive impact on our building industry.”

NSW Police Force launch Operation STAY AT HOME

THE NSW Police Force launched Operation STAY AT HOME on Monday 16 August 2021, in a significant increase in public health order enforcement efforts across the state.

The operation will utilise resources from all Police Districts and Police Area Commands under Metropolitan and Regional Field Operations alongside officers attached to Traffic and Highway Patrol Command, Police Transport Command, Dog and Mounted Unit, and a number of other specialist commands as required.

Significantly, 1400 officers attached to Traffic and Highway Patrol Command will be dedicated to both static and mobile COVID-19 compliance operations on the state’s roads.

A further 500 Australian Defence Force troops, in addition to the 300 already deployed, will assist with compliance checks and patrols.

Operation STAY AT HOME will be coordinated from the Police Operations Centre (POC) in Sydney under the command of Acting Assistant Commissioner Andrew Holland.

Minister for Police and Emergency Services David Elliott said the NSW Government was supporting the Commissioner’s call for assistance in the most practical way.

“The Commissioner asked for tighter Public Health Orders and the government agreed, the Commissioner asked for higher fines and the Government agreed, and the Commissioner asked for more ADF personnel and we have an additional 500 highly-trained ADF personnel arriving to assist,” Mr Elliott said.

“We’ve had to tighten the current public health orders because of the minority who exploited them.

“Enough is enough. If you do it, you will get fined.

“The only way out of this COVID-19 crisis is if we support each other and support the NSW Police-led compliance operation, Operation STAY AT HOME.” Deputy Commissioner Mal Lanyon, Metropolitan Field Operations, said the operation would see more police on the ground across Greater Sydney, utilising some of the strongest powers ever given to police.

“The level of non-compliance by some members of the community is unacceptable

and we will be doubling down with compliance and enforcement to make sure we get ahead of the Delta strain,” Deputy Commissioner Lanyon said.

“It only takes one person to do the wrong thing to facilitate considerable spread of the virus.

“We will be issuing $5000 fines to people and closing any businesses which continue to breach the health orders, and will not apologise for these increased enforcement efforts going forward.”

Regional NSW Field Operations, said preventing movement to regional areas from Sydney, and between regional areas, would be a key focus of the operation.

“There will be more roadblocks on main arterial roads and backroads from tomorrow, and these operations will continue to expand throughout this week in order to enforce the permit system announced by the NSW Government this morning,” Deputy Commissioner Willing said.

“There will be nowhere to hide if you are doing the wrong thing.

“If you travel anywhere beyond your LGA at the moment, you are putting everyone else in NSW at considerable risk.

“From the start, this has been about reducing movement across the state and protecting the health and safety of everyone, and this operation significantly strengthens those efforts.”

WHILE the Myall Coast is currently recording no active COVID-19 cases, the NSW Government made the difficult decision to lock down the entire state at 5pm on Saturday, in response to growing case numbers in regional areas. Following updated health advice from NSW Chief Health Officer Dr Kerry Chant, stay-at-home orders will apply to all people who live in regional NSW. This new order will replace any existing orders in regional NSW. Everyone must stay at home unless they have a reasonable excuse to leave.

They also cannot have visitors in their home from outside their household, including family and friends.

People still can have one visitor at one time to fulfil carers' responsibilities or provide care or assistance, or for compassionate reasons, including where two people are in a relationship but do not live together.

All hospitality venues must be closed to the public, including pubs, restaurants and cafes, except for takeaway.

Increased fines of up to $5,000 for COVID breaches, permits to enter regional NSW and a heightened police presence have been

introduced, as NSW continues to battle the Delta variant.

In addition, the 10 kilometre rule has been reduced, with shopping, exercise and outdoor recreation to be done in a person’s local government area (LGA) or, if outside their LGA, within 5 kilometres of home.

Premier Gladys Berejiklian said the vast majority of people are doing the right thing but there are a handful of people who are wilfully breaking the rules and putting the rest of the community at risk.

“The increased fines and heightened police presence are about ensuring people who are doing the wrong thing are caught and punished appropriately,” Ms Berejiklian said.

Under the changes, there will be increased fines for Public Health Order breaches, a permit system to enter regional NSW and tightened rules for people in LGAs of concern to help reduce the spread of the Delta variant.

Increased fines for Public Health Order breaches include $5,000 on the spot fine for breaching self-isolation rules; $5,000 on the spot fine for lying on a permit (already a criminal offence); $5,000 on the spot fine for lying to

a contact tracer (already a criminal offence); $3,000 on the spot fine for breaching the two person outdoor exercise/ recreation rule; and $3,000 on the spot fine for breaching rules around entry into regional NSW for authorised work, inspecting real estate and travelling to your second home.

Any person who wishes to travel to regional NSW for one of the following reasons must have a permit which will be made available on Service NSW. a. authorised workers from LGAs of concern; b. Inspecting real estate.

Place your bins out the night before FROM Monday 16 August, MidCoast Council is asking Myall Coast residents to place their bins out on the kerb the night before their collection day to support COVID safe practices.

“Our regular kerbside bin collections are continuing as normal however trucks will starting their runs at varied times from next week,” explained MidCoast Council’s

General Manager, Adrian Panuccio.

“This staggered approach helps to provide separation of workers at the depot, rather than everyone coming in at once.

“It’s a small change but it makes a big difference in ensuring the safety of all workers in these uncertain times.”

Accessing Council Services during lockdown MIDCOAST Council will continue to provide services to the community both online and via the customer service phone line while the NSW Government’s stay at home orders are in place for regional NSW. Facilities, including customer service centres, libraries, visitor information centres, the Manning Regional Art Gallery and Manning Entertainment Centre, will close their doors to public access for the duration of the order.

General Manager Adrian Panuccio said that while

the majority of Council facilities will be closed to the public, Council staff will be continuing to work to deliver services for the community.

“Our customer service phone line will continue to operate, and we have a range of ways that the community can interact with us online, so the community can continue to do business with us during the coming week,” General Manager, Adrian Panuccio said.

Mr Panuccio said Council had a detailed plan to continue to deliver services, while protecting Council’s workforce, in line with any requirements of the State Government.

“While a number of staff will be working from home, we are certainly committed to continuing our services to the community as seamlessly as possible.

Millions in road safety funding flows to the Hunter NEW road safety upgrades and improvements will be delivered in the Hunter thanks to funding from the Australian Government.

New South Wales Nationals Senator Perin Davey said the funding will deliver crucial road safety improvements across the Hunter region whilst also supporting shovel-ready construction jobs.

“This vital funding provides a critical boost to local jobs and the economy in an uncertain environment, but it also delivers life-saving upgrade works to keep people safe on our roads,” Senator Davey said.

“A total of over $6.1 million will be shared across the Hunter to fund new road safety upgrades and improvements to help reduce the number of fatalities and serious injuries occurring on our roads.

“We must continue to invest in local projects to ensure the community gets home safely at night, as currently around 1,200 people die and 40,000 are seriously injured on our roads each year.”

Deputy Prime Minister and Minister for Infrastructure, Transport and Regional Development Barnaby Joyce said one life lost on Australian roads is one too many.

“That’s why the Australian Government has committed $3 billion for the nationwide Road Safety Program,” the Deputy Prime Minister said.

“The funding supports the fast roll-out of life-saving safety works on rural and regional roads, and is another example of the Australian Government working to reduce the number of Australians missing around the dinner table due to tragedies on our roads.”

The Australian Government’s funding for the Road Safety Program is subject to ‘use it or lose it’ provisions and will deliver life-saving treatments on regional roads and protect vulnerable road users across New South Wales, while also supporting

local jobs and providing a welcome boost to local economies.

The ‘use it or lose it’ provisions require states and territories to use their notionally allocated funds within a timeframe, or the funds can be reallocated to projects in other jurisdictions.

Assistant Minister for Road Safety and Freight Transport Scott Buchholz said road safety was a key priority for the Australian Government and this investment in road upgrades would provide a boost to the economy while ensuring Australians can get home sooner and safer.

“Making our roads safer is a critical component of our work to reduce deaths

and serious injuries on our roads and move towards achieving vision zero—that is zero deaths or serious injuries on our roads by 2050,” Mr Buchholz said. “We are also investing significantly in other life-saving road safety initiatives including the Black Spot Program, Targeted Road Safety Works initiative and Road Safety Innovation Fund.

“This additional funding complements that work, resulting in an even greater roll out of improved infrastructure and roads right across the nation.”

Green light for environmental plans MIDCOAST Council are claiming the outcomes of its 28 July council meeting as a win for the local environment, when a series of programs and plans focused on protecting, maintaining and restoring our natural assets were adopted for implementation.

The green light was given to the region’s first Biodiversity Framework, a roadmap that outlines a consolidated approach to conserving our natural heritage, along with the Manning River Estuary and Catchment Management Program, and the Greening Strategy.

All three programs come off the back of extensive community consultation.

“This is an outstanding result and the culmination of a significant body of work, undertaken not only by staff over months and in some cases years, but

with the input of a diverse range of stakeholders and community members from across the region,” explained Gerard Tuckerman, MidCoast Council’s Manager of Natural Systems.

“We now have the tools in place to protect and manage our unique natural environment for future generations, and to enhance the liveability of our towns and villages that the MidCoast is renowned for.”

The ten-year Manning River Estuary and Catchment Management Program addresses the impact of landuse on water quality and ecosystem health.

It acknowledges the importance of the river and estuary for recreation, wildlife, clean drinking water, to support agriculture, and in delivering cultural connections.

The Greening Strategy outlines a series of actions

designed to manage and enhance tree canopy cover and green spaces, with a particular focus in built-up areas.

“While each program has its own goals, objectives and outcomes, as a suite of documents they provide a solid foundation for implementing an on-going series of initiatives, in conjunction with community groups, landholders and other government agencies, to protect our environment.”

They follow the adoption of MidCoast Council’s Climate Change Policy earlier this year.

Approval was also given in the July council meeting to proceed with a region-wide Vegetation Management Policy, along with the adoption of a flying-fox camp management plan targeting areas in Forster, Pacific Palms, Smiths Lake and Hawks Nest.

Heaven Can Wait TEA Gardens paramedic Stephen Wilson has a vision for his local community.

Stephen recently addressed the Myall U3A at a Friday discussion group and gave the audience a glimpse of how he believes the community could work together to assist in critical situations where people experience cardiac arrest.

Steve's slogan is 'Heaven Can Wait’ and he believes locals can do more than they imagine to help a person who is experiencing cardiac arrest.

His idea is based on a community program in Seattle where survival rates from cardiac arrest soared from 25% to 65% over a ten year period.

The good citizens of Seattle say their city is “the best place to have a cardiac arrest”.

The program itself was not an ambulance initiative, but an entire community based program where different community groups came together and pooled their training to help save lives.

Steve says Tea Gardens is a perfect location for such a community based 'critical help' program.

Tea Gardens is home to a

large community of retirees with a wide range of life experiences.

Steve believes these experiences could be of benefit to the program, for example in the areas of advertising, logistics, raising money and leadership.

There are five recognised key areas that are integral to a successful resuscitation, referred to as the ‘Chain of Survival’.

The first is calling for help, secondly diagnosing a cardiac arrest and thirdly commencing chest compressions.

When you call Triple Zero (000) the operator will talk you through the last two points.

Stephen said, “As doing something is better than nothing, my plan is to encourage people to 'have a go' by addressing the many recognised challenges to bystanders performing compressions with short discussion/question sessions then practice on a mannequin in the same manner as would be provided by 000.”

The fourth link in the ‘Chain of Survival’ is early defibrillation.

“Publicly Accessible Defibrillators (PADS) are easy to use and pretty much foolproof but are of little use unless we know where to locate one in times of need.

“As a community we

The new table replaces an old and tired structure, with the works including a new concrete slab, drainage and the table.

The last link is access to trained personnel with the required medical equipment.

Tea Gardens has this in the form of eight very capable and well trained paramedics.

However, they are of little use in your time of need unless they are nearby and alerted to the situation.

The links in this chain are admirably handled by a smartphone app called GoodSam (shorthand for Good Samaritan), which is already in use in Victoria.

When a person wishes to report a cardiac arrest incident, an icon on the home screen is tapped.

The app then carries out several tasks immediately.

It dials 000; it reports the address of the nearest defibrillator; and it contacts several people nearby who have been trained in chest compression and use of a defibrillator.

The 000 operator immediately contacts the ambulance service and a paramedic team is dispatched.

Thereafter, the 000 operator instructs the bystander on performing chest compression until the paramedics arrive.

UNFORTUNATELY, a number of our members were unable to bowl last week, due to the inclusion of Newcastle, Cessnock, Lake Macquarie, Dungog, Maitland, Muswellbrook, Port Stephens and Singleton classified as ‘hot spots’ for COVID-19 on Thursday 5 August.

The Club Championship Triples Competition was to commence on Tuesday 10 August but was rescheduled to start on Tuesday 17 August.

Sadly with the ‘lockdown’ of the entire state of NSW on Saturday 14 August this will not be happening.

One can only hope that this lockdown will only last a week and life might resume some normality.

Once again we are in lockdown and the pathways are full of bornagain joggers, cyclists, power walkers and casual strollers. Lockdowns seem to encourage more people to get active than any other marketing campaign has been able to achieve.

It’s lovely to share a hello or good morning with fellow enthusiasts, yet there may be myriad reasons why there’s no reply.

1. They didn’t hear you.

2. They are rude and ignorant.

3. They are worried about your potential Covid-breath entering their respiratory system.

4. They are listening to a motivational podcast using ear buds not recognisable to the naked eye.

5. They are still reeling from the morning’s doom-scrolling and can’t even muster the level of positivity it takes to say hello.

Don’t take it personally. Don’t sarcastically say, ‘Well a very good day to you too, moron’ as that will only lower your own level of harmony and happiness. Just keep walking and take your chances on the next person.

The Fours ended on the 9th end at this stage Bev Rhodes, Jean Glover, Bette Saillard and Pat Baker were well in front 16 of their opponents Ingrid Luck, Dale Winter, Loretta Baker and Robyn Webster 3.

The Triples bowled eight ends, Sue Morris, Bev Dunn and Lyn Nightingale 12 v Pam Gilchrist, Dorothy Thompson and Jill McBride.

Saturday 14 was a beautiful day for the Captain V President Single Stableford Medley.
