By Sandra MURRAY IT was a clear still dawn for ANZAC 2020 and many locals stood outside on their driveways to commemorate the occasion.

Families and neighbours stood silently together in the streets, many with candles alight, ensuring that those who served in defence of Australia were honoured.

Locals also recognised indigenous men and women who fought for Australia, posting art and support statements on local social media pages.

Later that morning, Mr Mal Motum, the President of Tea Gardens RSL Sub Branch, placed a wreath at the Tea Gardens Park Cenotaph and recited the Ode. He told NOTA, “We are

The broadcast was watched by thousands as people stayed home due to COVID-19 social restrictions.

The Prime Minister Scott Morrison, at the Dawn Service, acknowledged changes to the Service this year caused by COVID-19.

He added that this was not the first time ANZAC

Day traditions had been interrupted and though quieter than usual, the Service was no less meaningful.

In Tea Gardens at noon, a solitary Mr Mal Motum raised the Australian Flag up from half mast.

It had been flown at half mast since midnight as a sign of mourning for lost Service men and women.

The Last Post tune hit number one on the music charts and could be heard throughout the streets as the sun set 105 years on from Gallipoli.

MidCoast Council Financial support during COVID FROM Page 1

the COVID-19 pandemic were endorsed at last week’s MidCoast Council meeting, which also saw Councillors call on the Federal and State Governments to urgently deliver a comprehensive package of financial support and stimulus.

Mayor David West made the call in a Mayoral Minute presented to yesterday’s livestreamed meeting, saying the support is required to allow local government to continue to operate effectively and provide essential services during the COVID-19 pandemic.

The Minute was consistent in wording with the Local Government sector’s campaign, coordinated in NSW by Local Government NSW and at a national level by the Australian Local Government Association. It was supported unanimously by the eight councillors present

at the meeting.

In putting the Mayoral Minute to his fellow Councillors, Mayor West said that “Council is doing everything possible to provide support and deliver the services needed to protect community health and keep our communities running during these difficult times.”

The Mayor also called on the NSW Government to fully fund pensioner rebates to assist in offsetting the impacts on Council rates and other revenues as a consequence of the COVID-19 pandemic.

The same meeting endorsed a range of mitigation measures Council has been able to put in place to support the community financially during the COVID-19 pandemic.

Where are we at with COVID-19

By Sandra MURRAY IT has now been around 50 days since COVID-19 was declared a global pandemic.

From a local perspective, NSW Health report that there are currently 3,002 cases in NSW with 36 lives lost (as at 25 April).

For comparison, last week NOTA reported there were 2,957 cases (up 45 this week) and 24 deaths.

Of the confirmed NSW cases, 278 are in the Hunter New England Health District (as at 23 April), with the rate steady.

From this week, all visitors, staff and patients entering any health facility will be required to undergo temperature screening prior to entry.

This is done with a no-touch thermometer.

The Electronic Transactions Amendment [Covid 19 Witnessing of Documents] Regulation 2020 commenced on 22 April 2020. The Regulation is designed to reduce face to face contact during the COVID-19 pandemic and allows for witnessing of legal documents through video conferencing technology such as Skype, WhatsApp, FaceTime and Zoom.

The Regulation allows for legal documents including Wills, Powers of Attorney, Appointments of Enduring Guardian, Deeds or Agreements, Affidavits and Statutory Declarations to be witnessed by audio visual link.

Audio visual link is defined as any technology that enables continuous and contemporaneous audio and visual communication between persons at different places.

A person witnessing

by audio visual link must observe the person signing the document in real time, attest or confirm the signature was witnessed by signing the document or a copy of the document signed by the signatory and endorse the document or a copy of the document with a statement specifying the method used to witness the signature and that the document was witnessed in accordance with the Regulation.

These changes make it easier for people to still complete important legal transactions notwithstanding the COVID-19 pandemic.

Cycling Over Singing Bridge

Dear News Of The Area,

I AM writing in regard to the dangerous behaviour of motorists who are subjecting cyclists to verbal abuse as well as not keeping the required distance between their car and cyclists who ride over The Singing Bridge.

Many motorists do not realise that it is legal to cycle on the road over the bridge.

I checked this with the local police.

Hundreds of riders from near and far cycle over the bridge every year.

They do not have to dismount and walk the footpath.

If cyclists use the footpath they must dismount.

So many cyclists have received abuse and one day there could be a fatal accident or shocking injury.

Showing common sense and courtesy

to bike riders, and taking a few extra minutes of motorist's time is much better than shouting and driving in a dangerous manner, often forcing cyclists into the kerb.

The sign, "Cyclists dismount Narrow footpath" was erected 30 years ago to protect school children from falling off their bikes onto the road when going to and from school.

Waste collection cancelled

THE 2020 bulky waste collection across the MidCoast region has been cancelled as a consequence of the COVID-19 pandemic following discussions between Council and it’s waste collection contractor, JR Richards.

The annual bulky waste kerbside collection was suspended in midMarch, just days before it was due to start in the Gloucester area. As well as being deemed a non-essential service, undertaking the collection has raised serious health risks for both the general public and waste contractors under pandemic conditions.

A decision has now been made to cancel the collection across all areas of the MidCoast this year.

“While it will be disappointing news for local residents, JR Richards and Council have made a decision in the best interests of community members

and J R Richards staff,” explained Paul De Szell, MidCoast Council’s Director of Liveable Communities. “Manual handling of items left on the kerbside is a significant health risk while we are living under COVID-19 conditions and at present maintaining kerbside bin collection must take precedence over everything else.”

Cooperation from Gloucester residents in removing waste that has already been placed out for collection has been pleasing. Collections in other parts of the region were not due to start until May, so the message for these people is very much that the collection is cancelled and waste should not be placed on the kerb.

Issues inherent with the current bulky waste process have led Council to review alternative solutions moving forward.

Council will be considering options for the future of the collection of

bulky waste, with a report to go to the elected Councillors to look at a number of options, including providing householders with up to three free selfhaul vouchers each year and booked kerbside collections with co-payment from the resident.

“We receive widespread complaints every year about the mess bulky waste piles create in our streets, exacerbated by people placing items out too early, leaving uncollected items out after the collection is finished, and by people fossicking through waste,” Mr De Szell added.

For now, all MidCoast Waste Management Centres remain open for waste disposal. Household quantities of items such as paint, gas bottles, batteries, fluoro globes and electronic waste can be disposed of for free, so long as they are presented for disposal in isolation and are not mixed with items destined for landfill.

The other day I went to do a bit of exercise at my beach and there were all these people, at least fifteen, I'd never seen before.

Whole families. Some definitely weren't social distancing. Should I have called the authorities?

Mrs PN, Anna Bay Dear Mrs PN, You have your own beach? That is quite a claim. A beach in Anna Bay that we haven't heard of? Well, none of us, that is, except for the 15 strangers who turned up unannounced and ruined your downward dog and salute to the sun.

How rude. Now, because you hadn't seen these people before, you seem to be indicating that they were tourists. But how, pray tell, does one identify a tourist? I mean they don't have a hat that says TOURIST on it, and yet in several local social media groups, I have noticed locals calling out these people and telling them to go back home.

The problem is, Mrs PN, maybe they are home and maybe they are looking at you as though you are the one who shouldn't be there. This happened to a friend of mine recently. She has a caravan and she had to get it registered. After that, she decided that instead of going home and making a second trip out, she would do her essential grocery shopping. Well, all hell broke loose. She was accused, several times, of coming up and infecting the area with her COVID-19 germs and buying up all the essential toilet paper and flour and Dettol (don't drink it, Mrs PN, whatever the POTUS throws around as a potential cure, just don't).

So, what did she do? She tried to very diplomatically explain the whole registration process, but if fell on deaf ears because people who falsely accuse others generally don't have the ability to listen. Another person then told her to go home. She was home, but that was beside the point for our local interrogators. Look, we don't want people doing the wrong thing, but I just don't think now is the time to start judging or making citizens arrests. No one knows any one else's personal circumstances. Maybe the family members were driving each other crazy and they just had to get some fresh air.

Given the numbers, maybe it was a wedding and a funeral. It is hard to tell what anything is these days.

As long as you are happy in the knowledge that you are doing the right thing, and you are keeping safe and well, then I don't think there's much more that you can do, except maybe lower that haughty 'my beach' tone.

Tea Garden’s Fire & Rescue Professionals LAST week NOTA reported that the Tea Gardens NSW Fire and Rescue crew were volunteers, when in fact most are highly trained paid professional first responders.

Crew member, Christine Armour, informed NOTA, “Most people are familiar with the local fire station, across the road from ANZAC Park. It has a pelican perched on the sign. The crew provide much more than property protection or fire fighting. We respond to car accidents, meet rescue needs and support other first responders such as the NSW Ambulance or NSW Police.”

Fire and Rescue Tea Gardens is a retained or oncall station which means although the station is not permanently manned, professional firefighters are ready to respond 24/7.

All are highly trained personnel with well equipped vehicles.

Christine Armour added, “Our role is to prevent and reduce the risk of fire and potential loss to life and property. We work closely with the local community to increase fire safety awareness and promote fire prevention.

We conduct rescues, deal with hazardous material incidents, assist other agencies with emergency medical responses and severe weather-related events. We also work closely with NSW Rural Fire Service during and after bushfires and undertake prescribed hazard reduction burns.”

Tea Gardens Fire and Rescue is also a General Land Rescue Station.

The electricity distributor, whose network spans 95 per cent of NSW and parts of Southern Queensland, advised that the return of meter reading services is part of its commitment to supporting customers throughout the COVID19 crisis.

“Re-starting some meter readings will help customers by providing accurate bills through this period,” said Luke Jenner, General Manager, Customer

and Network Services.

“We have developed specific protocols during the COVID-19 pandemic for meter reading which will ensure the safety of our communities and our teams.

“Together with our meter reading service provider we have completed a comprehensive risk assessment and developed appropriate protocols including critical controls as needed for accessing a customer’s property.

Where it is safe to do so, and complies with social distancing requirements, our meter readers will obtain meter readings,” Mr Jenner said.

Readings will only be taken when: 1. The meter is

not located inside the premises, and safe, unhindered access to the meter is available 2. The meter reading can be taken without contact with residents, and the Meter Reader can maintain a social distance of at least 1.5m at all times 3. Closed Signs to be removed from Beach Access Points

WHILE open spaces across the region provide a welcome backdrop for those wanting to get outdoors during the current COVID-19 restrictions, MidCoast Council reminds users that social distancing measures continue to apply.

From Wednesday 29 April, the closed signs erected at MidCoast beach access points will be removed, however beaches are still only able to be used for exercise in accordance with the COVID-19 Public Health

Order.

The exception is Forster Main Beach, which will be closed until Saturday to allow for sand shifting works to be completed.

Acceptable activities under the Public Health Order include surfing, swimming, running, walking, and fishing.

Barricades and signs will also be removed from natural swimming enclosures such as tidal pools and rock pools from tomorrow, however their use will also be subject

to social distancing rules.

This excludes Forster Ocean Baths and Blackhead Ocean Pool which are both classified as ‘public swimming pools’ due to their hard-walled structure, and therefore remain closed in accordance with the Public Health Order.

“Our beaches and parks have seen a surge in the number of people exercising with their dogs, so re-opening our leash-free dog parks opens up alternative spaces for these people to resume using,” Council’s Director of Liveable Communities, Paul De Szell said.

Social distancing of 1.5 metres is a requirement under the Public Health Order and is enforceable by law. Doing the right thing can help slow the spread of COVID-19 in our community.

It was certainly an ANZAC Day to be remembered, amongst friends, for many years to come.

THE Residents of Palm Lake Resort Over 55’s Resort in Tea Gardens celebrated 2020 ANZAC Day in a fashion that would have made our Diggers proud.

Each grove within the complex had their own celebration while observing social distancing.

There are around 500 residents in the complex.

MidCoast Council has recently implemented a range of customer-focused business improvement measures to improve development determinations.

“Prior to the COVID-19 pandemic we had been methodically working to align our processes and introducing customerfocussed business improvements, which were beginning to deliver

substantial improvements for our DA customers.”

For the first six months of this financial year, 98 per cent of all development applications lodged were finalised. This was an improvement on the 86.5 per cent determined during the 2018-19 financial year.

“Unfortunately the closure of our customer service centres means we are unable to convene the weekly panel that offers free pre-lodgement advice to applicants, however free advice can still be sought over the phone, or electronically via email or videoconference.”

Development Applications process as quick as possible MIDCOAST Council will continue to focus on processing development applications as smoothly and quickly as possible under the current circumstances.

“While Council’s customer service centres are currently closed to face to face contact due to the COVID-19 pandemic, development applications can continue to be lodged electronically and approvals are continuing to be processed as normal,” Director of Liveable Communities, Paul De Szell said.

THIS week marks 25 years since the inaugural meeting of Hawks Nest Bridge Club was held at the Golf Club after a couple of members with an interest in Bridge got together and decided to form a Club and offer tuition to those who were interested in learning the game.

Forty members attended this first meeting, including Adrian and Jean Ryan, Dawn Dale, Beth Williams and Shirley Pearson who are still currently playing regularly at the Club.

The initial membership has grown to 106 in 2020 with players mainly coming from Tea Gardens, Hawks Nest, Pindimar, North Arm Cove, Stroud and Bulahdelah.

In addition, there are several members who live in Sydney but come up to Hawks Nest and play regularly plus some Club “swallows” who play for part of the year and then spend the Australian winter in warmer climes.

Luckily, Bridge is a game that can be (and is) enjoyed

Oldest member Pauline Cole is one of the Founder Members and is approaching her centenary.

The Club has operated in a number of venues over the years but, in January 2018, opened up its own Clubhouse in Hawks Nest –

thanks to the fundraising efforts of members plus Grants from local and State Governments and loans from the Australian Bridge Federation and individual members.

Normally there are 2 playing sessions a week plus lessons for new and improving players.

Special events are held to raise funds for local organisations and national charities.

Some members successfully participate in local and national competitions and several have had long and enduring partnerships with the same person, including Shirley

Pearson and Beth Williams who have played together since the club first started.

They are great examples of advice given over 20 years ago which could be applied to us all – “Be considerate and friendly to your partner and, above all, enjoy your game!”

Celebrations are

unfortunately on hold for this milestone event as a result of coronavirus restrictions but we hope that on 1 May members will raise their glass or cuppa at home to recognize the efforts of members past and present to create our friendly and vibrant Hawks Nest Bridge Club.
