Slipway critical infrastructure for sinking vessel

This is how Paul Bendy, President of the Slipway Association, describes the Tea Gardens slipway.

On 11 May, the slipway was opened to provide a safe haven for a vessel at risk of sinking.

Mr Bendy told NOTA, “The vessel was taking on water as a result of an unknown problem. I was contacted by the worried owner who desperately needed his vessel to be slipped to identify and

Slipway critical infrastructure for sinking vessel FROM Page 1

fix the problem. The owner could not access his local slipway on the southside of Port Stephens due to unfavorable tides. The Tea Gardens Slipway was not affected by these conditions. We responded to the call for help and the vessel was successfully slipped on Wednesday afternoon. The source of the flooding was identified and the vessel is currently being repaired.”

Paul added, "Imagine what could have been the end result if the slipway facility was not ready or not able to handle this all too common incident.”

At the time, the slipway was, and continues to be, closed in compliance with COVID-19 restrictions to protect locals.

However, the Slipway Association has retained the capability to respond to any emergency situation arising on the Myall River and surrounding waters.

Paul stated, “Clearly the slipway is critical infrastructure for the waters of Port Stephens as well as for the extended Myall River and Lakes. Ongoing government funding and support is needed to keep this facility operational and ready.”

The Tea Gardens Slipway Association recently applied to the NSW Government's Maritime Infrastructure Delivery Office (MIDO) for funding to update the slipway facilities.

At this stage, the successful applicants will be announced in July 2020.

From Friday 15 May, the MidCoast’s playgrounds, exercise equipment, barbecue and picnic shelters, have been reopened to the public.

While these facilities will be open for use, members of the community are reminded they should adhere to social distancing guidelines when using playgrounds, exercise equipment, barbecue and picnic shelters.

In addition ocean pools can have no more than 10 people at a time, and no more than one person in a lane, while change areas will also be closed.

“We will continue to monitor the situation locally and heed the advice and updates from both State and Federal

Restrictions are still in place for other Council facilities, in line with the Public Health Order, including libraries, and visitor information centres while Council owned halls and facilities still aren’t available to hire. Council operated showgrounds, free camping areas and all Council Customer Service Centres also remain closed to the public.

“Our teams continue to work behind the scenes to ensure they are ready for when restrictions ease further and we’d like to thank the community for how everyone has adapted to the new ways of

doing business with us throughout this pandemic.”

It is now much more likely that when someone dies they will still be a member of a superannuation fund.

Family members often find struggling with their loss and making a superannuation death benefits claims hard.

Making a claim involves engaging with the trustees of the super fund. Whilst trustees have a responsibility to pay out the superannuation in good faith they are not mindreaders. If a family member fails to provide them with good evidence for their claim, there is a risk that the claim will fail. It is more complicated for the trustees when there are multiple claimants.

Should the trustees, for example, pay out to a person claiming to be the deceased’s de facto spouse, to an adult child, or to a sister living with the

deceased before they died?

Should the claim be split between those claimants?

Some common mistakes are for a parent to expect they will be automatically entitled to their child’s super or for an adult child to believe that they have the right to their parent’s super if the parent failed to support them when they were alive. There are also tax considerations which are vital. There are significant tax savings if the right claim is made. Key ingredients to a successful claim are to know the legal basis for a claim and to understand what facts the Trustee needs to make a proper decision. Paying for legal advice on making a claim is a good investment.

My husband has started jogging with a mutual female friend. They go off on their one-hour exercise regime four times a week and come back laughing and sweaty. I've been asked if I want to join in, but I hate jogging. Do you think this is okay or do I have a right to feel weird about it?

JOGGING is such an ugly sport isn't it? I mean have you ever looked at a jogger and admired their grace? Have you ever seen a smiling jogger? No, you haven't, because jogging is sheer hell on the brain and body. Pounding the pavement is a strain game and it shows in the contorted faces of joggers, grimacing while their thighs chafe, their genitals sweat, their tendons tear and their knees head towards a replacement in the not-too-distant future.

Jogging is an injury-prone sport. There's a lot not to like about it, and even less to like when your husband is perfecting his shoulderspockets arm movements and leg strides with another woman.

Do you have anything to worry about? I mean they did ask you to join them (and you sensibly declined).

Perhaps, if you are really worried, you could helpfully drive along behind them and offer words of encouragement through a microphone as coaches do for long-distance runners. If there's any spark of attraction, that should put it out very quickly.

The laughing when they return is just the body's natural response to exercise. Have you noticed that after any form of exercise people seem euphoric. Now there is a medical term for it, but I'm just going to call it the 'why in hell's name did you put me through that agony? I'm just so thrilled to be alive that I'm giggling uncontrollably' syndrome. It is pretty common.

Trust that all is well, Mrs WO. Maybe there's an alternative sport you could take up with your husband?

New found freedom for locals in Week 10 of COVID-19

FRIDAY’s sunny weather welcomed locals who surfaced after weeks of social distancing and home isolation.

Step One of the three towards a COVID Safe Australia started on the 15 May at caution.

Picnics and BBQs were back on, with most locals complying with the ten people or under rule.

CrossFit Tea Gardens stepped up, offering outdoor fitness sessions providing lots of space for pent up exercisers.

Local businesses were also keen for locals to take a seat to dine in, up to ten at a time and in compliance with the 4sqm and 1.5m social distancing rules.

Along the Myall Coast, shops, cafes, restaurants, outdoor parks and boat ramps were open.

Tea Garden’s restaurant, Tillerman’s, opened for dine-in Thursday to Sundays.

Taking Hook and Cooks lead, the Boatshed set up tables and chairs street side as well as continuing their takeaway service every day (except Sunday).

Their riverside table service restaurant will be opening later but to fill in they have a delicious range of homemade jams and chutneys available.

Mumm’s reopened with a big thank you for the locals, giving five $100 gift vouchers each week for the next five weeks and you simply have to dine in to win.

Most of the local Café Bakeries have reconfigured their seating so you can relax with a coffee rather than racing in and out.

Survey results show Council direction COMMUNICATION, engagement and reflecting community sentiment in decision making are key drivers for the community and areas MidCoast Council will continue to focus on to deliver on community expectations.

The key community drivers were identified in Council’s recent community satisfaction survey, designed to gain an independent, statistically valid picture of the community’s concerns and priorities.

“This information is important to us so we can work to ensure our plans and activities reflect the feedback we receive from our community,” General Manager Adrian Panuccio said.

The survey results, which are available

on Council’s website, indicate that the community values the lifestyle the area offers, with 96 per cent indicating they have a very good quality of life in the MidCoast.

“They largely feel that the area is affordable and safe despite the experiences of bushfires and floods that had just occurred as the survey took place,” Mr Panuccio said.

Overall 71 percent of residents say they are at least somewhat satisfied with the overall performance of Council.

Mr Panuccio said the most recent survey was conducted over a two-week period in February 2020 with over 400 people contacted by telephone. Participants were asked to provide feedback on a range of Council service areas through a series of questions lasting around 15 to 20 minutes.

“From that survey we know a number of things about our community, and how they

perceive the services we are providing to them.”

The survey results have indicated the areas Council most needs to focus on are:

· Maintaining local roads and footpaths · The provision of information to the community · Providing opportunities for the community to participate in decision making and planning · Making decisions that reflect community opinion · Financial management · Economic development, supporting local jobs and businesses Mr Panuccio said Council has recognised the importance of the areas identified and is working to implement improvements in areas of communication and engagement,

IT'S National Volunteers Week from 18-24 May, and the MidCoast has much to celebrate – with a staggering 16,000 volunteers across our region, all changing communities and changing lives every day.

“MidCoast Council is thanking its 2,000 volunteers this week, although unfortunately the need for social distancing means our usual celebrations can’t be held this year,” said Mayor David West.

While normally the Mayor and Council Managers would attend celebration events this week to

thank volunteers in person, a video has been produced to convey the Mayor’s thanks to each volunteer across the region, and is available online.

"There are many opportunities for volunteers across MidCoast Council – from beautifying parks and reserves, to providing valuable support in libraries, art gallery and the entertainment centre, along with many other roles in community services, tourism, reference groups, heritage and graffiti removal."

Patient Program for Hunter

PARLIAMENTARY Secretary for the Hunter Catherine Cusack, has announced that patients at hospital emergency departments and COVID-19 Clinics in the Hunter region will soon benefit from an $8.6 million expansion of the NSW Government’s Patient Experience Program, which is the first of its kind in Australia.

An additional 86 full time equivalent staff will be recruited to 50 hospitals across NSW, with facilities operating COVID-19 clinics a priority, including two each at Maitland, John Hunter and Calvary Mater Hospitals, and one at Belmont Hospital. Cessnock Hospital will also receive one full time equivalent Patient Experience Officer.

“This program aims to create a welcoming, safe, empowering environment for everyone who arrives at our emergency departments. Patient Experience Officers will greet patients on arrival and help to guide them through their care, providing information on where to go, what to expect, and updates on appointment queues,” Ms Cusack said.

“Patient Experience Program staff receive specific training from the NSW Ministry of Health Patient Experience Team, Service NSW, and their Local Health District, to ensure they are well qualified

to provide this extra support to patients, carers and visitors.”

Minister for Health and Medical Research Brad Hazzard said the recruitment of new positions is already underway, and there has been overwhelming interest to participate in this exciting program.

“This program has already been immensely valuable at the pilot sites, and extending this extra support across NSW is very timely as we continue to combat COVID-19,” Mr Hazzard said.

As part of the program patients receive: · access to free Wi-Fi, mobile phone charging stations, additional power points, water and other refreshments · information sent to their mobile device about what to expect during their stay · fact sheets on their particular condition/ treatment options · ongoing care instructions after discharge, available in multiple languages.

Advice in multiple languages will also be given on safety, hygiene and COVID-19 symptoms.

The funding boost to the Patient Experience Program is part of the NSW Government’s $800 million investment to support the health system’s response to the COVID-19 pandemic.

Dredging to start at Hawks Nest next week A MAJOR dredging project will get underway next week in Hawks Nest to remove 120,000 cubic metres of marine sand from the eastern channel of the lower Myall River.

The Moira Parade boat ramp at Hawks Nest will be closed to the public on Monday 25 May as MidCoast Council’s contractors, Dredging Solutions, use the ramp to mobilise the dredge, pipeline and booster pumps.

The project will continue for 27 weeks with 20,000 cubic metres of sand being used to replenish Jimmys Beach, while the remainder of dredged material will go to the existing stockpile at Winda Woppa.

Council received a grant from the NSW Government’s Rescuing our Waterways Program, which covers half of the $1.7 million project cost, to support the delivery of the project.

RMS Boating Safety Officers and

regular boat users around Tea Gardens and Hawks Nest have identified shallow zones in the eastern channel that are affecting the ability for boat traffic to move through the area safely.

“We dredge this section of the river intermittently, based on feedback from a number of local groups who regularly use that section of our river and this will result in improved navigation, while also having the added bonus of being able to assist with beach erosion,” explained Andrew Staniland, Council’s Coastal Management Coordinator.

“100,000 cubic metres of the dredge spoil will be pumped via a pipeline to Winda Woppa, where it will top up the stock pile that is needed for our Sand Transfer System, and the other 20,000 cubic metres will immediately provide a temporary sand buffer for ongoing beach erosion

One favourite amongst many aboriginal tribes is the constellation Boötes which is currently visible in our mid evening NE skies. Boötes is identified by the super red giant star “Arcturus”.

When Arcturus appears in the dawn sky (just before sunrise, usually early November ), the Yolngu people begin harvesting the corms of the spike-rush.

The spike-rush (Eleocharis dulcis), also called the rakia, water chestnut, or gulach, is a grass-like sedge with an edible tuber, which can grow to a height of over 1.5 m and is found across northern Australia.

In the Wergaia traditions of Western Victoria, “Marpeankurrk” was a woman who lived in the

mallee scrub. One day, she was in the bush looking for her food. Her people were starving. It had not rained for a long, long time. Rivers and billabongs had disappeared – the bulrushes had shrivelled up and died! She lifted up logs but could find no lizards or snakes. She looked around and saw that there were also no grass seeds or fruit to eat.

After walking for many hours she saw a wood ant’s nest. So desperate was she that she went to it and opened up the nest with her digging stick. In the nest she saw thousands of larvae.

She put one in her mouth and ate it. The larvae were delicious! She collected all that she could and hurried back to her people. The larvae of the wood ant saved the people. It soon became their favourite food. When

Marpeankurrk died she went up into the sky and became the star Arcturus. When Marpeankurrk appears in the northern evening sky, the Wergaia people begin collecting the larvae of the bittur (wood ant). The larvae were an essential food source during the winter months of August and September .

When Arcturus sets just after the sun in early November, the larvae are gone and summer (Cotchi) begins.

Aboriginal and Islander people paid special significance to all stars, from the brightest in the sky to those barely visible. Each community has their own views about the stars.

The Kaurna people of Adelaide use particular bright stars to govern seasons. For example, autumn (Parnatti) is signaled by the morning

appearance of the star Parna (Formalhaut). This warns the Kaurna that the annual autumn rains will soon arrive and that they need to build large, water-proof huts.

Summer (Woltatti), the hot season, is governed by Wolta, the wild turkey constellation, and Spring (Willutti) is under the influence of Wilto, the eagle star. Winter (Kudlilla), the rainy season, was not associated with any particular star in the records.

Aboriginal people even observed the slow, subtle changes in brightness of the three red giant stars in the sky; Betelgeuse, Aldebaran and Antares. This challenges the history of astronomy and tells us that Aboriginal Australians were even more careful observers of the night sky than they have been given credit for.

Boat users are advised to be aware of changed conditions in the area during the works period, including underwater, anchored pipelines and limited thoroughfare in the channel, with RMS approved navigation markers in place.

A second closure of the boat ramp will be required at the end of the dredging for the contractor to demobilise.

Once the beach nourishment operations begin at Jimmys Beach there will be restricted access to parts of the beach to make way for the machinery.

LAST week has seen some great spectacles in Comet Swan, Shoemaker but now we are moving into our winter skies with great constellations in both north and southern skies. This week is leading into dark skies with a waining moon.

Let’s hope the weather Gods are kind to us for great viewing.

Aboriginal and Torres Strait Islander people were, and continue to be, careful observers of the stars.

The stars are the homes of ancestors, animals, plants,

and spirits. The stars serve as calendars, a law book, and inform all aspects of daily life and culture. The First Australians observed the properties of stars (such as brightness, colour, and position) and noticed even the most subtle changes in these properties. Ancestor spirits in the sky serve as a law book and mnemonic for the people to remember important life and social lessons.

Aboriginal people have been using the stars as indicators of seasonal change for thousands of years.
