Rehner confirms MURS info changed

tion was disseminated to council members and concerns from the municipality’s integrity

commissioner, West Lincoln Council passed its $23.6 MURS project Monday night.

The 2.5-hour debate Monday came on the heels of nearly six hours of debate last

Much of the debate Monday centred on what Rehner said was council being mislead by direction given by CAO Chris Carter.

Coun. Mike Rehner and Coun. Dave Bylsma vehemently disagreed with comments made

by Carter at the Public Works meeting when he told members the MURS vote was an all-or-nothing situation, either support the motion to proceed, as is, or start over.

In a statement read prior to the debate, Rehner said he had done additional homework on the topic by reviewing all details with West Lincoln’s Integrity Commissioner.

“Upon reviewing the

News Now • Thursday, April 27, 2017 • Page 3 videos from Feb. 27 to April 18, the Integrity Commissioner confirmed that I had asked to confirm that there were three Options on the table and to confirm that I did not put forward a motion to drop Option B,” said Rehner, with Option B being the notion of phasing the project to cut costs on the project.

Rehner further confirmed with the clerk that no such motion was ever passed.

Since no motion was found, Rehner said the Integrity Commissioner suggested a meeting with council and legal staff would be in order.

Coun. Joann Chechalk also confirmed that, as Rehner and Bylsma contended, council was directed to make an all or nothing decision.

“I really did think we needed to overturn the existing RFP,” Chechalk said in regards to council’s only option to approving it as presented.

While Rehner asked repeatedly about why

a “shopping list” of features was not available to choose from as he confirmed in February, Carter and Mayor Doug Joyner were caught up on the fact there was an itemized list outlining what costs were of different components.

“Just watch the video,” said Rehner repeatedly.

Rehner said Tuesday morning it was not about the cost break outs in the RFP, but the fact the scenario was preset so nothing could be done with the information.

“It’s tought to fight against a stacked deck,” said Rehner.

“The Integrity Commissioner said it’s not right.”

In the April 20 edition of NewsNow a headline included an incorrect number on a vote at West Lincoln’s Public Works/Recreation/ Arena Comittee meeting.

Grimsby whittles budget increase to possible 6% Going into last Tuesday’s committee of the whole budget discussion, Grimsby council was staring down the barrel of a 7.9 per cent tax increase.

When the dust settled - by cutting a proposed 50 per cent increase in IT spending to 41 per cent, and finding another $125,000 in cuts, the increase was reduced to six per cent. This will come to council for final approval.

Still included in the proposed budget are a host of new hires, including: • two additional Parks and Rec maintenance staff; • two Planning staff (deputy director and a planner; • a public works traffic Technologist • part-time admin person will be converted to fulltime, and; • a building department deputy director.

As well, an IT staff person will be hired but the job description and title have not been ironed out as yet. A report is pending.

1. Approximately 3,500 usable square feet within one building, offering the entire space on one floor. Preference will be given to space with high visibility that provides for illuminated exterior signage. Ten staff parking and two customer parking spaces are required.

2. The office space must be located in Vineland, Ont. 3. The building must be accessible to FCC on a 24-hour basis. Heating, cooling and lighting must be available at all times and under the control of FCC. 4. The physical characteristics of the building and surrounding area, including the use of land in the neighbouring area, must be compatible with FCC’s intended use as a business office. Build-to-suit options are also considered.

5. FCC requires the landlord or builder to ensure both copper and fibre facilities as well as spare conduit space to the building are available with a private DMARC area for network services. The Landlord is to provide written confirmation of DMARC in the building a minimum 60 days before occupancy by FCC. The landlord or builder shall be available to work with our Telco provider to ensure a smooth installation.

6. The space must be available for tenant fixturing no later than Novemeber 30, 2017, with a move-in date of May 1, 2018. The term of the lease is negotiable but FCC will require a five-year term, plus an option to extend the lease for at least one additional term of five years.

7. Evening cleaning service must be included in the lease.

8. Must be accessible to persons with disabilities.

1935-2017 Born on November 22, 1935 in Hamburg, Germany, she is survived by her soul mate and husband, Peter Bruns, her daughter and son Andrea and Peter Jr., her grandson Lukas and numerous extended family members and friends.

The love affair of Gretel and Peter began in Hamburg in their teens. As Peter recalled, “she was a bit of a tomboy with a boyish haircut, We were at a swim meet,13 or 14 years old, You know she was brash, She had an attitude.” After WWII, Gretel immigrated to Canada with her immediate family at the age of 15. Deeply smitten Peter soon followed. As an immigrant, Gretel soon came to love Canada, and has always been thankful of the life it provided her and her family.

Gretel and Peter travelled the world to over 20 different nations located in Europe, the Middle East and Northern Africa. One of their fondest memories of their travels is hitch-hiking to the Arctic Circle in Norway, where they appreciated the dramatic and sparsely populated landscapes. Gretel and Peter also spent a significant amount of time in Spain, and were fascinated by the culture of the bullfights the romance of the flamenco and awed by the faithfully devout during Easter Celebrations. Their one regret is not having fully explored the vast beauty of their newly adopted country: Canada.

Gretel was kind and forgiving. Thankful to have had such a rich life, and despite a brief illness, Gretel has been fortunate to have been able to say farewell to her beloved family and friends and is now at peace. In private musings with Peter she has longed for a world where the troubling forces that drive much sorrow in this world cease and that we seek the courage needed to make the world a better and more just place for all.

The Bruns family would like to acknowledge and is deeply thankful of the exceptional work, kindness, and support provided by family, friends and the staff and volunteers at the McNally House.

In Lieu of flowers please consider making a donation to the hospice.

She passed away peacefully on April 15, 2017. A cremation has taken place. A Memorial may be held at a later date.

Happy with 6% tax hike Grimsby?

Ah, the heady days of 2015, just two short years ago.

That was when $800K from the Peach King Arena and Grimsby Public Library/Art Gallery came off the books.

A hiring frenzy ensued and much of what should have been handed back to taxpayers was absorbed.

Last year it was a 4.99 increase in Grimsby’s portion of the tax bill, which was hardly noticed since, when combined with other tax centres - Region and school board - taxes actually went down overall.

This year, much of the core issues which had been ignored by council came home to roost, the IT department being a prime example. Now backed into a financial corner, council was first looking at a 16 per cent increase, got that reduced by half and pushed even more to get this year’s increase to six per cent, still to be approved.

Another hiring bonanza, major cost overruns and wasted funds like the $100,000 CoGen wall are screaming examples of how this council has been alseep at the switch. M.W.

Mercifully, painfully, WL has its MURS Yep, I made an error last week relating to West Lincoln’s MURS project.

So did West Lincoln council.

The difference is, when I typed the vote was 4-2 in my headline at 2:45 a.m.

Wednesday morning, I can correct my miscue quickly and simply.

West Lincoln council’s error in taking information from CAO Chris Carter as gospel - that they could not phase out aspects of the proposed MURS RFP or it would spur yet another reboot - their decision to blindly proceed with the inflated roster of project features will cost taxpayers untold millions over the next 30 years and beyond.

This matter is so excruciating, I really hate writing about it. I hate thinking about it. I hate the idea that a decision was made and actual elected officials completely ignored the wishes of taxpayers.

And by that I don’t mean the project should not proceed, in some form. That was a tactic used by proponents the bells-and-whistles-in Dougie Dome, as those in the gallery were calling it last Tuesday.

Coun. Terry Bell and, in hilarious fashion Monday, Coun. Jason Trombetta both attempted to make the passing of the complete RFP a motherhood issue by saying things like everybody wants something from this so if we take something away someone will lose out.

That is simply an asinine statement. Because user groups of any age want something does not mean any government on any level is obligated to run out and make it so. If you did that

Trombetta was the best, though. His, “Why are people picking on books?” comment was the stuff of legend.

The point of suggesting the proposed library aspect be rolled back to its original 10,000 sq ft was because that is the only proportion formally approved by council before the RFP went out. Somewhere in a back room, the advisory committee - which had a majority of council in attendance but magically did not constitute a quorum - opted, without the aid of a formal vote to make several alterations to the Plan B $23.6 million option approved by council in October 2016.

Nobody was against books, the library or even having a massive project done to update a very old buidling, but that was they type of spin put on nearly every aspect of this project form the outset to, as Rehner put it, “stack the deck” to stuff this thing through.

It truly was sad.

If you really care, just watch the council tapes.

Rehner is 100 per cent right.

Joyner and Carter are wrong.

It is that clear.

It is profoundly disappointing to see what should be a very exciting time crushed by conveniently changing definitions, information which could only be described as incomplete at best, and a simple lack of common sense.

The common sense was best exemplified when Rehner made the mistake of trying to employ some in speaking to council in noting the consultant’s fee for fundraising - about $220,000 - should not come from the taxpayers’ pocket, rather it should come from the funds raised directly from the project itself.

Carter, at first, said it was not coming from taxes, it was coming out of reserves.

Which drew outright laughter from the gallery and prompted Rehner to say, “What do you think reserves are? They are taxes.”

There are so many things, even just from Monday night’s meeting, that just leave one to walk out shaking one’s head.

‘Tis done. Finally.

Council has opted to put every available dollar into the MURS to the detriment of just about every other aspect of the municipality’s well being. That is the ballgame in a nutshell.

It was never about if the money was there. It is. But should the whole pot go in one project. Logic would say no, but logic did not win.

When some provincial government gets around to constructing recall legislation for politiicans, this is a case which should be a poster child for the pro-legistlation campaign. The plethora of mistakes made, oh my, at least they were consistent to the bitter end.
