Niagara West group pitch hits home: MPP

Old is new again

With a lot of eyes on downtown Grimsby watching on going development issues, many will be happy to see historic 13 Mountain St. renovated to accomodate main floor commercial tenants with three bed and breakfast suites on the second floor. The building, with was originally the home of Dr. Theoron Woolverton and built in 1873, has been vacant for a year. It is now home to H&R Block and has space for other tenants. See Page 2 for more details. Williscraft - Photo

By Mike Williscraft NewsNow While local elected officials and municipal staff returned happy from a recent lobbying foray, it will take many months to determine their effectiveness. However, Niagara West MPP Sam Oosterhoff said last week his colleagues had favourable comments on a host of major topics which were discussed at the AMO (Association of Municipalities Ontario) conference. “There was a larger than normal contingent from Niagara West and that was noticed,” said Oosterhoff, noting presentations where multiple municipalities are on the same page carry weight with provincial officials looking to move projects ahead. What Oosterhoff found difficult was to cover all the ground he wanted to at the conference. “As the only member from the government in Niagara, I was trying to help as many municipalities as I could,” said Oosterhoff. He noted there was a lot of attention paid to key, major issues, but

there is a great variety of topics on the go. With the Grimsby GO project, Oosterhoff said the Ministry of Transportation is awaiting the site design from Niagara Region and it hoped an announcement on next steps could follow soon after, possibly as early as this month. For West Lincoln Memorial Hospital, the message to get to a shovel-in-the-ground date was heard loud and clear. The Bartlett Road extension, which will reroute truck traffic out of Grimsby and Lincoln downtowns, was also looked on favourably. “It was not the first time the extension was discussed at AMO but it was the first time all three Niagara West communities presented a unified front,” said Oosterhoff. Grimsby Reg. Coun. Wayne Fertich noted at AMO that Niagara Region is fully behind proceeding with an environmental assessment, something Oosterhoff said shows the province the local municipalities are supporting the project.

Grimsby’s downtown will keep an imporant heritage feature and gain commercial space as well as accommodations, says Harley Valentine. Valentine, who owns 13 Mountain St., which was most recently The Syndicate Restaurant and The Gables Restaurant before that, said making the site useful while maintaining its character was important to him. “Heritage buildings are reflections of Grimsby’s first settlers’ ambitions and prosperity for the

region. The character, care and craftsmanship these buildings contain are unparalleled in today’s construction,” said Valentine. “The opportunity to re-position these sites and steward the process of reclaiming a place of prestige in a town being pushed into 21st century urban growth is very exciting.” For Kerry Hrymak, owner of H&R Block Grimsby, relocating to 13 Mountain is a great fit. “After seven years of searching we now have our forever home,”

said Hyrmak. “We’re very happy with all Harley has done for us to make this location very business like.” With business tenants on the main floor, Valentine said the B&B aspect upstairs will be an added bonus for downtown Grimsby. He added that he is hoping to fill remaining commercial openings with aspiring entrepreneurs who can generate more jobs for the area. To showcase the building, an open house will be hosted Sept. 14 from 11 a.m.-2 p.m.

Niagara Gateway Information Centre serves all four corners of Niagara The Niagara Gateway Information Centre continued to help boost tourism all over the Niagara Region over the past year by showcasing the region to visitors from its strategic location in the Niagara Gateway. Over the course of its second year the re-launched information centre served over 51,000 visitors from 168 different countries. “It’s a big success story,” said general manager Brian Purdy. Office manager Nicky Enkelaar attributes much of the success to the six secondary and post-secondary students hired by their summer student employment program. “They are hard-working and competitive, which is nice to see,”

said Enkelaar. “They are very personable and helpful to all our visitors.” The summer student program was possible due to federal funding secured by MP Dean

Allison’s office. “I think this is so important,” said Allison. “The fact they’ve been using this place as a tourism centre does a great job in promoting the whole region.”

The information centre is a nonprofit company that serves Niagara’s 12 municipalities equally by providing tourists with local insight into attractions and accommodations.

What is the Federal Government’s First-time Home Buyer Incentive that’s been making headlines lately?

September 14th 11 am-2 pm

Here is what you need to know about the FTHBI; The FTHBI is designed to help qualified first-time home buyers with affordability, as the incentive acts a downpayment boost. A larger downpayment means a lower monthly mortgage payment. This FTHBI is a “shared equity” concept, whereby the Federal Government will have an ownership stake in the property, in the form of a second-position mortgage registered against the property, with a 25-year term. The incentive is not interest-bearing, and it does not require any ongoing repayment. However, one must repay the incentive after 25 years of occupying the home, or when the property is sold (whichever comes first). The amount owing at time of repayment is based on the home’s fair market value. The incentive can be repaid at any time without penalty. To be eligible for this program, a first-time home buyer must already have the minimum 5% downpayment. With a 5% downpayment already saved or gifted from family, one then can apply for this 5% or 10% shared equity mortgage. The minimum 5% downpayment cannot come from borrowed funds, such as an unsecured line of credit, or a personal loan. Qualified first-time home buyers are those with annual household incomes of up to $120,000. If you and your spouse or co-purchaser earn more than $120,000, then you are not eligible. The total borrowing amount is limited to 4 times the household income. The mortgage must be eligible for mortgage default insurance, and it must be for greater than 80% of the property value. The FTHBI will be launched on September 2nd, 2019. For more information on this program, please contact me, or check out: https://www.placetocallhome.ca/fthbi/firsttime-homebuyer-incentive.cfm

NOTICE OF STUDY COMMENCEMENT

MUNICIPAL CLASS ENVIRONMENTAL ASSESSMENT FOR THE WOODSVIEWS SEWAGE PUMPING STATION COMBINED SEWER OVERFLOW STORAGE AND FORCEMAIN REPLACEMENT IN THE TOWN OF GRIMSBY Niagara Region has initiated a Class Environmental Assessment (EA) for the Woodsview Sewage Pumping Station (SPS) and Combined Sewer Overflow Storage (CSOS) Upgrades and Forcemain (FM) Replacement in the Town of Grimsby. The Woodsview SPS and FM facilities are owned and operated by Niagara Region and form part of the larger Grimsby (Baker Road) Wastewater and Collection System. The CSOS is owned by the Town of Grimsby.

The SPS and FM were constructed in 1959, and many components are beyond their service life requiring upgrades to the station and replacement of the forcemain. An increase in the combined sewer overflow storage capacity is required to capture wet weather induced flows from the local collection system in order to reduce overflows to the environment. The purpose of the study is to:

• Review options for implementing the necessary Woodsview SPS facility upgrades • Review options for increasing the capacity of the combined sewer overflow storage facility; and • Identify an appropriate route for the forcemain replacement

In developing the recommendations, the study will consider technical, aesthetic, and structural requirements as well as socio-economic, cultural heritage, and natural environment factors.

The project is being completed as a Schedule “B” project in accordance with the /niagararegion www.niagararegion.ca @niagararegion Municipal Class Environmental Assessment (October 2000, amended in 2007, 2011 &20132015). As such, extensive public and technical agency consultation will play a key Standard 7 column header and footer sample.indd 1 2013-01-03 2:58:22 PM role in developing the study recommendations. At this time, it is anticipated that one (1) Public Information Centre (PIC) will be held during the study. The Region will be acting as the lead proponent under this Class EA planning process.

If you would like more information prior to the first public information centre, or to be included on the mailing list for this project, please contact one of the following members of the Project Team: Mr. Andrew McGregor, MCIP, RPP Mr. Gino Giancola, B.Sc., C.E.T., PMP Project Manager Senior Planner R.V. Loos, Anna Marie (nee Serbin)

Ann Loos, long time resident of Grimsby, passed away peacefully at Dr. Bob Kemp Hospice in Hamilton, on Wednesday August 28th, 2019 at the age of 94. She was predeceased by her loving husband, David Loos (August 29th, 2016). She will be greatly missed by her son Brian Loos and his wife Georgia and her daughter Nancy Harrison and her husband Richard. Lovingly remembered by her grandchildren Sara Loos and Brian and Megan Harrison. Ann was born on June 13th, 1925 in Philadelphia, Pennsylvania to John and Ethel Serbin. Ann was the middle of 5 children, and was predeceased by her 3 brothers, Harry, George and Johnny and her dear sister Marie Gregory. She worked at the publishing company Reuben H. Donnelley in Philadelphia until moving to Canada to get married. While on vacation at Gray Rocks in the Laurentians in July 1960, fate intervened, sitting Dave and his friends with Ann and her friends at a busy restaurant. The rest, as they say, is history. They were married in July 1961 and lived briefly in Toronto, Ottawa and finally settled in Grimsby. Ann devoted her life to her husband and children. She enjoyed travelling, reading and family get togethers. She gave back to her community through her involvement in St. Joseph’s CWL and she volunteered at the Canadian Red Cross and the West Lincoln Memorial Hospital. Ann’s positive outlook on life and her ability to make anyone feel welcome were her strengths. We will miss her humour, her lengthy phone calls and her notes. Special thanks to Dr. Bonnie White, the Hamilton Niagara Haldimand Brant LHIN, the caring staff at Maplecrest Retirement home and the compassionate staff and volunteers at the Dr. Bob Kemp Hospice. Cremation has taken place. Visitation at STONEHOUSE-WHITCOMB FUNERAL HOME, 11 Mountain Street, GRIMSBY (905-945-2755) on Sunday, September 15, 2019, from 2-5 p.m. Funeral Mass will be celebrated at St. Joseph’s Roman Catholic Church, 135 Livingston Avenue, Grimsby, on Monday, September 16, 2019, at 10:30 a.m. In lieu of flowers, a donation to the Dr. Bob Kemp Hospice would be greatly appreciated. www.smithsfh.com

We are grateful to Merritt’s United Church ladies for providing the luncheon and to Tom Merritt and the staff at Merritt Funeral Home for your guidance and support. The gifts of flowers, memorial donations, food and the sharing of personal memories and condolences are most appreciated. The support of the members of the West Lincoln Fire Department has been tremendous as well as the generosity and support of our friends, family and neighbours throughout the community. Niagara District winners

The West Niagara Nationals Mosquito baseball team took the B District championship last month at Oakes Road park. The boys held off Welland 9-8 in the final. Team members are: Front (L to R) Leland Morris, Ben Castillo, Olivia Buttigieg, Elliott Jackson, JC Tipan, Josh Frewin. Back: Seth Price, Vincent Busnarda, Griffin Wanamaker, Taylen Iannetta, Ben Tyers - with coaches Marisa, Frank and Jeff.

Noticeable absence in downtown Grimsby For well over half-a-century, Grimsby residents have had a hardware store parked on its Main Street at 31 Main St. W. That changed late last week when the difficult choice was made by the owner of Home Hardware to close the doors for good. It has been four-and-a-half years of trying to rebuild the business after a complete overhaul of building’s ground floor in 2014 leading to a Spring 2015 grand opening. All retail has had a tough go in today’s digital consumer climate. Readers have seen it proclaimed in this space before about the importance of supporting local merchants in all our communities. When we lose these community partners it becomes all that much more difficult for groups and service club to find widgets and bobbles for the draws and contests which help them raise money to do all the good they do in town, not to mention jobs. M.W.

Telenovella plays out in Niagara West So let’s recap the summer that was. • Happening in Grimsby kicked things off with arguably the best version of the event in a decade; • Grimsby council opted to file a $18 million civil suit against three former members of its energy company’s various boards of directors – Bob Bentley, Joe Panetta and James Detenbeck - regarding the failed biodigester project; • About eight months after Premier Doug Ford came to Grimsby to say West Lincoln Memorial Hospital’s rebuild would be expedited to get a shovel in the ground, Hamilton Health Sciences officials finally submitted a scaled-back version of design for the rebuild plan received by the Ministry of Health in mid-July; • Grimsby finally completed its search for a new CAO plugging Harry Schlange into the position. Mr. Schlange’s excellent reputation for organization and administration is very much needed to support in getting a still wet-behind-theears council moving in the right direction. Council has wasted a lot of time dealing with items at council meetings which should either have gone through sub-committees or inquiries that were so off-base it was comical. Hopefully, those days are behind them; • Duelling for best news of the summer were two major donations. First, Grimsby’s 2nd Annual Summer Street Party played host to thousands on Main Street and the Homes By DeSantis event generated $160,000 for four local charities. Lincoln Rotary also came through with a handsome $100,000 for Cave Springs Camp’s Legacy Hall Project; • Peach Festival...gang-

MIKE WILLISCRAFT busters, and; • If you wondered why residents in Grimsby and Lincoln seemed a little more puffy chested in late August, that is owed to MacLeans’s Magazine. The mag’s list of top communities in Canada in which to live came out and named Grimsby #2 with Lincoln not far behind at #21. Now we look ahead to some small items like having a GO station design approved and back on track for Grimsby (hopefully in September; • Ministry of Health, again hopefully in September, will approve the new WLMH design; • The federal election will roll out, and; • Last but not least, the provincial governent will outline what they see as suitable for their regional governance review. Nobody knows what direction that will take. This last one may the biggest of all, and that is saying something for a list that includes a hospital rebuild. But if the Progressive Conservative government goes off the deep-end with a full on Hamilton-style amalgamation or even the regularly floated fourmunicipality plan - which would group Grimsby, Lincoln, West Lincoln, Wain-

fleet and Pelham - much of the first part of this column will all have been for naught. It is hard to believe, but Grimsby, Lincoln and West Lincoln could literally have months to “live”. The crux of the issue, as Premier Ford initially outlined, is he believes Niagara has more politicians that it should need to get its administrative job done. On that sole point, I don’t really disagree, but I would also quickly add that the expense for Niagara’s system is not all that expensive and is highly responsive and intensely connected to its electorate. For those reasons, there is no burning need for amalgamations in any form. Ford really should just say, ‘Yes, we’ve kicked the tires on amalgamations and found no need’ and move along. Unfortunately, there is about as much chance of that happening as each town hall in Niagara West getting a letter of apology from HHS acknowledging they have completely bungled the WLMH operating room situation. It just won’t happen. People often plan for the future. I am here to tell you, good reader, if you are reading this column you are living the future of this area. Think about it: GO, hospital rebuild, and; municipal structure; those are major components of our community which will shape what and how things happen here for the next 50-100 years. This is going on right now, under your collective noses. Normally we would have to sit back and watch 15-20 years of planning for what will unfold over the next few months. So don’t blink, or you’ll miss the whole thing.
