Hat Trick Hockey kicks off Season 28
Leafs-Habs tix up for grabs

For the first time in its 27 year history, Hat Trick Hockey will give away season opening night tickets for the Toronto Maple Leafs - versus the Montreal Canadiens, no less.
“Anyone who wants to win the Early Bird prize of four tickets to Leafs-Habs can complete the Hat Trick registration form (on Page 8) and get it to our office at 1 Mountain Street by 5 p.m. on Monday, Oct. 9
to be eligible,” said NewsNow publisher Mike Williscraft.
“The game is that Wednesday, Oct. 11, so we will notify the winner Monday night, but anyone who enters should be aware of the timing.”

A debate on developing a tourism strategy evolved into a discussion on definitions at Grimsby’s council meeting Sept. 18.
As chair of Grimsby Economic Development Action Committee, Coun. Reg Freake brought forward a mo-
tion to have a ad hoc committee to work toward devising a tourism strategy for the community.
Coun. Veronica Charrois said the initiative was a waste of time.

If that’s what council wants to do that’s fine, but we never had these discussions as strategic priorities before, so if something’s changed I’d like to know that we’re all on the same page rather than committee just directing that initiative,” said Charrois, noting council had not considered a tourism action plan as an objective.
Freake agreed the initiative was not singled out but added that a properly planned economic development plan needs to consider all facets and tourism should be one for many reasons.
“I’m surprised you don’t see tourism as economic develop-
ment,” said Freake.
“The tourism part of this town has been lacking for many, many years. When people come into this town they spend money on restaurants. They spend money on museums. They go to the parks. They take time to go through our trails. They spend money. We owe it to the retailers of this town to attract visitors so they come here, spend their money, add commerce to this town. That’s what tourism is all about.”
Mayor Jeff Jordan said a view with a wider scope is merited.
“I think GEDAC has really come into its own in this term and really followed our strategic priorities and is looking at the big
picture of economic development. Tourism is certainly in all of Niagara. I’m proud of our GEDAC committee for looking at the bigger picture, looking at tourism,” said Jordan.
However, Charrois pointed to past councils as reason a tourism initiative won’t work.
“I’d love to see it, but I feel like that ship has sailed. Maybe previous councils could have done something better, but we’re kind of passed that point,” said Charrois.
Coun. Nick DiFlavio agreed with Charrois.
“We don’t have the falls...the reality is spending our time and money on tourism is not a wise use of taxpayers’ money and GEDAC’s time,” said DiFlavio.
Coun. Jacob Baradziej did not want to miss an opportunity.
“I think we can all agree that tourism hasn’t been prevalent here but I think we’d also agree that there are provincial grants available for tourism strategies,” he said.
In the end, only Charrois and DiFlavio opposed the plan.

Short-Term Accommodations (STA) Licensing By-Law / Amendments to the Zoning By-Law
The amendments to the existing Zoning By-law provisions and the implementation of a Licensing By-Law propose to regulate and license Short-Term Accommodations (STA) for the purpose of protecting the health and safety of persons residing in residential properties, minimizing potential impacts to surrounding properties and neighbourhoods, and to protect the residential character and stability of residential areas within the Town. The Licensing By-Law proposes to:
• Require all STAs to obtain a license from the Town.
• Implement a standard STA Licensing application process.
• Implement a Demerit Point and Administrative Monetary Penalty System.
• Establish a registry of all STAs within the Town.
Amendments are proposed to the current Zoning By-law provisions for STAs. Potential Amendments include:
• Clarification on the type of structures STAs are permitted to be located in.
• Provide for a maximum number of guest rooms.
• Implement new and amend existing definitions for types of STAs.
Municipal Accommodation Tax (MAT) in Lincoln
What is MAT?
A MAT is a tax imposed by a local government or municipality on lodging establishments, including hotels, motels, inns, and more. It is collected from guests during their stay and serves as a vital revenue stream for tourism, including tourism promotion, infrastructure development, and public services— benefitting both visitors and residents.
Why Implement a MAT Tax in Lincoln?
As defined in the Tourism Strategy and Action Plan 20202025, Lincoln’s greatest opportunity for economic growth resides within its diverse tourism sector. While the Town recognizes the importance of tourism, we want to ensure that economic growth within the sector is balanced, ensuring sustainable tourism is top of mind. The MAT’s dual purpose is to support economic growth and job creation within tourism through additional destination marketing, while shifting the cost burden of these services away from residents to visitors, specifically those who opt for short-term overnight accommodations. The Town has begun seeking public input to help determine the MAT rate and other important details.
We encourage all members of the public to attend the meeting to provide valuable feedback. Residents can also make a written submission to the Town, or register as a delegate to speak to Council. It is with heavy hearts we share the sudden peaceful passing of Dennis at West Lincoln Memorial Hospital, on Thursday, September 21, 2023, at the age of 84. Loving and dear husband to Shirley (nee Bowman) for 62 years. Cherished father to Kate Pyatt, and Judy (George) Zammit. He will be deeply missed by his family and friends. Dennis was a proud and dedicated Life Member of Kin Canada and founding member of the Grimsby Kinsmen Club in 1966. He was an honored recipient of the Harold Rogers Fellow Award given for outstanding community service which was very important to him. He was also a member of Nelles Manor Museum, Grimsby Historical Society, and Grimsby Garden Club. Lover of wolves, hawks (his good omen), puzzles, movies and nature. He had a remarkable sense of humour and always had a warm greeting to everyone he met. His charm was like no other. Special heartfelt thank you to Lyndsay Dobson, Anne and John Nethery, Dr. Seamus Donaghy, and the doctors and nurses at West Lincoln Memorial Hospital for your care and support. Annie Clark passed away peacefully at Albright Manor on September 20, 2023.
Annie is predeceased by her husband Bruce, son Doug, parents Ella and Aage, and siblings Gunnar, Walter, André & Ellen. She is survived by her daughter and son-in-law Barbara and Randy Ross of Milton.
Annie was born in Montreal, PQ and moved to Beamsville as a teenager. As a long-time resident of Beamsville, Annie was an active member of Trinity United Church, a life member of the UCW and a volunteer at Albright Manor.
Cremation and private interment will take place.

Tourism worthy of attention
Before I get going on things, I just want to take a second to thank all those who have dropped in, called, emailed and texted over the last two weeks.
We appreciate all the positive comments.
Because the landscape has changed does not mean we are going to change a thing. We have been able to survive doing what we do and that is exactly what we plan on doing.
The main issue for all of us has been handling the volume and interest in the paper which is, for obvious reasons, at its peak right now. The patience of people who are waiting for calls or follow-ups is greatly appreciated. Not answering right back - as I try to do - is not a sign of lack of interest. Purely, we are going as fast as humanly possible, but it is going to take a couple more weeks to get our collective heads above water.

Grimsby lost another giant in voluntarism in Dennis Pyatt this week.
Dennis was a cornerstone - and charter member - of Grimsby Kinsmen club for their entire existence spanning more than five decades. If you grew up in town, chances are better than average he handed you a hot chocolate at the Santa Claus parade one year. If there was anything that needed to be done, Dennis was one of those the community could depend on. A huge loss for the community. RIP, my friend. M.W.

Not to belabour this Grimsby tourism issue, but I do need to expand on a couple of things so all understand what we’re talking about here.
I noted last week that Grimsby council wasted time it will never get back talking about a tourism strategic plan suggestion.
Coun. Veronica Charrois and Coun. Nick DiFlavio were very much disconnected from the heart
of the matter when they spoke against the matter, save for one aspect on which Charrois was bang on. To a large extent, she blamed past councils for a lack of foresight in dealing with the tourism sector.
Past councils cut funding to the Gateway tourism kiosk and the immediate past council eliminated the last bit of support for that presence which steers hundreds of thousands of visitors through Niagara annually.
I never understood why Grimsby and Lincoln looked down their respective noses at that opportunity mainly due to the sheer volume of stops there. I talked to Brian Purdy this week - who oversaw that initiative for many years - and he confirmed 2.7 million visitors have been logged in at the Gateway, all in writing.
When Coun. Reg Freake suggested three million had stopped in, it drew guffaws from Charrois and DiFlavio. While slightly off on accuracy, it was a legitimate
estimate when trying to make the point there was a ton of opportunity there.
The key thing to the entire debate centres around participants in any discussion needing to understand just what a tourism dollar is.
I had a lengthy and positive discussion with Nick last week to understand his point of view. Simply, and paraphrasing, he didn’t want tax dollars wasted on an off-base tourism venture that generates no return. Anyone in town would certainly agree with that 100 per cent.
In our chat, I explained to him that his vision of tourism is not what Grimsby is or has to offer. Grimsby is not Lincoln, which is blessed with spectacular geography allowing dozens of wineries to flourish.
Grimsby is - potentiallyhistory, bike routes, waterfront, Bruce Trail, hiking, great community events, sport tournaments and more. As well, the true definition of a tourism dollar is one spent in a community from an outside source.
By that definition, even someone going to lunch after an appointment at West Lincoln Memorial - if they are from out of town - would count as tourism dollars. Any campaign needs to be focused and realistic in the measurables it sets. It is important to be cost-effective in the approach as it can get out of hand, but tourism should not be ignored.

The Lamplighter Tour is celebrating its 20th year and the box office is open.
Hit after perennial hit, the Rotary Club of Lincoln Lamplighter Tour brings local life and times of the past to the live theatre stage.
This year they’ll be rocking the halls of local history with ‘Moses, The Mayor and The Medics,” four original plays with the premiere opening Oct. 3 and walking tours Oct. 12-15.
As usual the story lines are top secret – cast and crew keep a tight lid on the details – so anticipation is high for the tour.
But knowing the consistently excellent scripts from Lamplighter playwrights, audiences can expect that Moses, the Mayor and the Medics, inevitably salt of the earth trailblazing leaders and healers, will be raising the community’s spirit and sometimes their blood pressure
with some of the politics and medical interventions of the day.
It’s always well written, respectful, true to local history and just really excellent theatre.
“This year in Jordan, we look back at some Lincoln trailblazers, even though they did not realize it at the time. Moses, The Mayor & The Medics…..Moses F. Rittenhouse, Gladys Huffman, Lena Davis and Doctor Arthur Addy. Each one’s story can serve as instruction and inspiration,” said 2023 Lamplighter Tour producer Martha Kralt. Rotary Club of Lincoln vicepresident Dave Fisk said 100 per cent of funds raised go to local Rotary projects to support many youth and cultural programs in the community.
“It’s a community event, but it’s a fundraiser for us,” Fisk said. “Come out and have a good time with us.”
The premier performance is Oct. 3, 7 p.m. at Providence
Church, 4845 King St., Beamsville. Tickets can be purchased at the door but it’s best to buy in advance as they sell out fast.

The walking tour in Jordan Village includes the four plays performed at historical venues starting at the Lincoln Museum and Cultural Centre, 3800 Main St. Dress appropriately for the weather and plan to arrive 20 minutes before the tour’s scheduled starting time.
