West Lincoln council first to hear governance update Grimsby & Lincoln follow review of tri-council shared services think-tank session By Mike Williscraft NewsNow West Lincoln is the first Niagara West municipality to take the next proactive step in preparing for any provincial push to governance or shared services change, but others will immediately follow. A special meeting of council was held Monday - while Grimsby followed Tuesday and Lincoln on Wednesday - to review and comment on a summary report by consultant Tim Dobbie, who coordinated the first tri-council meeting held Aug. 9 prior to an expected announcement of a facilitator to shepherd governance changes.

At the time, it was made clear the session was being staged as an educational session to get all elected officials on the same page and no votes or decisions would be made. Despite that, someone has lodged a complaint with Ontario’s Ombudsman. “Let me start by saying there has been a complaint lodged about whether or not the meeting should have been held in camera or not. I am not an expert on that, but I was at the meeting,” said Dobbie. “Those of you who were there, we purposefully had three separate tables. You could not hear what was being said at one table from the

other two. The idea was we were there for education. We were not there for trying to get you to make a decision. The things I am going to tell you tonight are the things that I saw as common comments, but there were no votes. There was nothing (decisions) taken.” During questions after the presentation, Coun. William Reilly questioned the decision to host the tri-council meeting in camera and that the meeting was held at all. “I feel a little blindsided by this because at no point was this something that we were mandated to do,” said Reilly, who did not attend the meeting.
