Greenbelt shift, planning process changes a 1-2 punch to Grimsby

Grimsby was mixed in the provincial news cycle Friday and not for reasons appreciat ed by many, including Mayor Jeff Jordan.

Ontario Premier Doug Ford announced a proposed release of up to 7,400 acres of land from the limi tations of Greenbelt legislation, thereby freeing them up for development.

For Jordan, it is not simply that controver sial move, but when it is combined with a major shift in favour of devel opers for the planning process itself, the ability for local municipali ties to defend against over development has been hamstrung.

“The only land be ing removed from the Greenbelt in Grimsby is church lands on

the northwest corner of Hunter and Win ston roads and west of Oakes Road, east of Kelson Road, north of Main Street West and south of rail tracks,” said Jordan.

“The bigger issue is completely removing control of planning from the municipality and the reduction of development charges. Bill 23 will force exist ing residents to pay for new construction put ting higher profits into the pockets of devel opers.”

MPP Sam Oosterhoff said the changes are needed for his gov ernment to fulfill a key plank in their election strategy - to build 1.5 million homes to boost affordable housing numbers.

When Jordan’s point of limited develop ment charge (DC) revenues for munici palities was raised, Oosterhoff noted they do remain in place.

“To be clear, DCs aren’t scrapped, mere ly capped. But those costs are passed along directly to new home buyers,” said Ooster hoff.

“In June, we were elected on a commitment to build 1.5 million homes across the province to help address the housing crisis. For too long, governments have been content to see

fewer housing starts than are needed to address our population growth. Our gov ernment is taking the action that is needed to ensure all Ontar ians, including those in Niagara West, have a place to call home.”

When asked about affordable housing being a need and why a lakefront property was chosen to release from the Greenbelt, Oosterhoff did not comment.

Oosterhoff was also asked how two seem ingly random prop erties - in particular the 321 Hunter Road parcel which recent ly changed hands to New Horizon Develop ment Group - got on the radar for the pro vincial government, Oosterhoff contacted

the Ministry of Munici pal Affairs and Hous ing, which did not re spond by press time.

Some may recog nize New Horizon as the developer which sought to build mul tiple residential tow ers in Stoney Creek in excess of 50 storeys.

Ford claims his move will pave the way for 50,000 new homes in 10 years.

Oosterhoff said those new homes will include the proper residential mix of housing, from rental units to detached homes and everything in between.

“The changes we are making in the More Homes, Built Faster Act will accom plish exactly that - in Grimsby and across Ontario.”

GAMRU has record year for rescues

The volunteers of South Shore Search And Rescue were called out 43 times in the 2022 boating season, a number that equals the record set in 2020 for rescue calls in a single year, says Sean Coffey, Grimsby Auxiliary Marine Rescue Unit (GAMRU) leader.

The 2022 tally included an other record — eight victims saved in a single mission. It is the most people saved in a sin gle call in the GAMRU’s history.

“By any measure, 2022 was an extraordinary season,” said Coffey.

“In addition to the volume of calls, the diversity of situations we met on the water chal

lenged our crews. They met that challenge with discipline, skill and commitment.”

The rescue volunteers came to the aid of disabled and over due boats, vessels aground, persons in the water and other emergencies. The season saw an increase in the number of small, self-powered vessels like paddle boards in distress and people on inflatable pool toys adrift on the lake.

Preliminary data from the 2022 season shows the aver age response time for the res cuers was 11 minutes. The crews logged more than 50 hours on rescue missions.

And while the rescue vessel

has been hauled out for the winter, the volunteers’ work on land continues, Coffey said.

The volunteers will be can vassing local businesses to collect gift cards and gift cer tificates for the annual online charity auction Nov. 23-26. The group’s largest fundraiser of the year, the auction provides the essential funds for vital fuel, maintenance, training and repairs. Details are available at: www.gamru.ca/auction

Outdoor market, bingo, highlight DIA’s Ladies Night promotion

An outdoor market has been added to next week’s Grimsby DIA Ladies Night, one of sev eral new components to the popular event.

Ladies Night is set for Thursday, Nov. 17 in downtown Grimsby. New elements this year include the outdoor market - situated in three locations: the courtyard adjacent to Harmony Jewellers, the back patio at Teddy’s Sport Bar and along Main Street in front of Giant Tiger.

As well, Grimsby Celebraton Choir will pro vide some strolling carollers and a DIA bingo promotion has been set up to give one lucky shopper a $500 gift certificate.

“Shoppers can take the bingo card (printed on Page 2 this week) to all of the participants on the card to get a stamp, no purchase nec essary, on Nov. 17 between 3-8 p.m.,” said DIA president Mike Williscraft.

MMAH outlines criteria for opening Greenbelt lands

(Editor’s Note: The following was received just prior to deadline, so a page was cleared to allow this explanation to be published for readers in its entirely)

Like the rest of the country, Ontario is in a housing supply crisis, and our government is acting decisively to fix it. We are consider ing every possible op tion to get more homes built faster so more On tarians can find a home that meets their needs and budget.

As part of this, the government identified properties within the Greenbelt as candidate sites for future or nearterm housing develop ment. Fifteen sites were

identified after consid ering the following cri teria:

• Greater than 1:1 offset must be achieved to ensure overall Green belt expansion

• Affected areas must have the potential for homes to be built in the near future

• Affected areas must be adjacent to the existing Greenbelt boundaries

• Affected areas must be adjacent to an exist ing urban area

• Affected areas must be on or near readily serviceable land, with local infrastructure upgrades needed to service the projects to be funded entirely by the proponents.

Our government is taking further action to support this goal by launching a con sultation on proposed changes to the Green belt. We are now seek ing feedback on the proposal and welcome comments through the Environmental Registry of Ontario until Dec. 5, 2022.

It is the government’s expectation that should these lands be removed from the Greenbelt, construction of these new homes will begin on these lands by no later than 2025, and that significant prog ress on approvals and implementation be achieved by the end of 2023.

“Attack” concerns reader

Dear Editor,

We often enjoy your editorials and do appreciate your giving credit to people who have made a positive difference in our town.

Last week (Oct. 27 edition), how ever, following the election, you stepped across the ‘inappropriate’ line; that is, you have attacked di rectly and fiercely Michelle Seaborn, referencing her past work on council.

Saying that you ‘don’t know a single person who thought Michelle Seaborn would best Wayne Fer tich for Grimsby’s Regional Council seat’ was uncalled for, and I would suggest that you need to get your blinders off and talk to some differ ent people.

Since Michelle garnered close to 4,500 votes, there are, obviously, many people who believe in what she has to offer!

Michelle is a person who has given her best for many years to make our town and the surrounding area a wonderful place to live. The

Grimsby Market is a case in point.

The biodigester issue (which you won’t let rest) is, apparently, still be fore the courts; in other words, we haven’t heard the whole story.

Meanwhile, it is unbecoming of you to slam the members of the council from that time, some of whom moved into the following council and became part of the Group of Five.

It is never appropriate for you to use your editorial space to attack those who have ‘put their hats in the ring’.

Public service can’t be easy; it does take tremendous courage and most do their best to work towards making good decisions on issues in this community.

The vendettas that you express are in poor taste. You have a forum for reporting in a less partisan, more open-minded manner. More ‘good news’ stories would be welcome!

Ford’s action needed for good-faith bargaining Letters

Dear Editor, This weekend I was at a family function.

We have well over a dozen in the fam ily who are teachers. I brought up your col umn from last week expecting to hear you get thoroughly ham mered. Shockingly, that was not the case. Unanimously, this group said the union is

overreaching and none of them agreed with a strike position.

They did note (Pre mier Doug) Ford had made other errors like MPP pay increases and did not agree with the legislation to make a strike illegal, but they also said the union

pushed things in that direction from the start. I was shocked at their comments, not on the face of them, but because it was all of them.

My two cents, Ford had to take action to get the union to the table for true, good faith bargaining.

Ford went too far to suppress freedoms

Dear Editor, We have very similar views on most things especially if they pertain to Grimsby.

Our provincial views seem to be an entirely different matter.

Legislating against a group’s right to strike is not the Ontario I want to live in.

The Ford govern ment went far beyond to suppress workers’ freedoms.

I think that he gam bled on the fact that everyone cares so

much for the children of this province that we would allow him to bully the lowest-paid and mostly female workers.

He lost the gamble.

He’s lucky this didn’t turn into a full provin cial walkout. I would have supported that.

Our grandsons are eight and 10 and have two working parents. A long strike would have been devastating for them. Why then, didn’t the Ford government negotiate in good faith

to keep the schools open?

They had no inten tion of finding a nego tiated settlement.

A Conservative government is not the party of unions. That became very appar ent this week. Why did he choose this time of chaos to renege on his promise to leave the greenbelt alone?

The project is being completed as a Schedule “C” project in accordance with the Municipal Class Environmental Assessment (October 2000, amended in 2007, 2011 & 2015), which is approved under the Ontario Environmental Assessment Act.

Two Public Information Centres are planned over the course of the study (possibly in an online format) to gather input on potential alternative solutions and designs and provide an opportunity to discuss concerns and issues with the project team. Going back to Oct. 27’s edition, I noted my surprise - and that of many - that Michelle Seaborn won the Grimsby regional council lor race. More power to her. She won fair and square. If she does half as good a job for Grimsby as Wayne Fertich did, the municipality will be fine.

Unless you are a boater, or a frequent user of our water front, you likely have never seen Grimsby Auxiliary Marine Rescue Unit in action - and no matter who you are, it is hoped you never have to, quite honestly.

As you will see, good reader, from the GAMRU update on Page 4, the group had a record year. What amazed was to see the 11 minute average response time on calls.

That’s impressive.

So remember in the future, these folks are all volunteers, doing what they do to make our aqua-community safe. Everyone is very lucky to have men and women give their time this way and it is a true luxury to have them on patrol along our shoreline. Thanks for all you do, GAMRU. M.W.

As for mine, I’m confirming with my lawyer what I can say about our past dealings as that is now the care with which I deal with Grimsby’s new region al official. So, more on that later once I get clarification. Absolutely none of that is as significant as either the students-being-usedas-pawns situation or Doug Ford’s government pro posing to flip protected Greenbelt lands to allow for high-density housing.

Putting munici palities in a vise by reduc ing development charge possibilities adds insult to injury as they will have to pay for major infrastructure they don’t even want.

Think about some of the clay, rock and flooded prop erties above the escarpment which ARE in the Greenbelt. Why flip two quality land parcels? And yes, I know there are no services about the escarpment, but whose to say there couldn’t be. The unwrapping of Greenbelt gifts, combined with all the developer friendly planning changes is a toxic recipe.

A good editorial should not be preju diced and egotistical. It should also be bal anced. When you tip too far in any direction impartiality is lost, leav ing trust a casualty. I have clearly read in your editorial that you have no time for unions.

This strike was so much more than just wanting money for our custodians and educa tional assistants. It was a fight for the right to bargain fairly. This On tario government had it planned all along that they were going to bring in Bill 28 if members of CUPE turned down their offer. Collective bargaining is a right that should not be taken away.

Don’t forget that many benefits that small businesses and non-union members receive today were from past strikes where workers fought hard for better work

conditions and wages.

CUPW had a six-week postal strike in 1981 that, at the time, was painted as a greedy benefits grab.

It was massively inconvenient --- and benefitted the entire country when all was said and done. That is how we won a mater nity leave!

Everyone won to day when Doug Ford promised to repeal Bill 28 in its entirety.

Yes, we pay their wages but many of us in some form or an other get government money. That’s partly why we pay taxes. Al though a necessary evil, you may very well be receiving govern ment funding and tax grants to operate your

newspaper. Let’s hope your next editorial will include more objectiv ity.
