Regional transit budget raises concerns

When Niagara Region officials rolled out projections for a proposed transit systen, many Niagara West elected officials noted concern with cost projections and their accuracy.
Now that the first budget has rolled through regional council,

“The estimated base budget for 2023 was supposed to be $46.4 million. What has been passed in 2023 is $55 million. This is an increase of 18 per cent,” said Lincoln Coun. Adam Russell.
“The estimated budget for 2025 was supposed to be about $54.7 million. (We’ve) already passed
that two years in advance - and the projection was done well into COVID, after gas and such were high, so no surprises built in.”
Lincoln’s representative on the transit commission, said that while the increase regionally is the cost of doing business, local impacts were much closer to initial projections.
“Yes, costs have gone up due to inflation and the increase in fuel costs. The Town of Lincoln saw fuel costs increase 28 per cent yearover-year - an increase of $60,000. We know that diesel went up much more than regular fuel,” said Pachereva.
“Myself and Councillors (Wayne) Fertich and (Bill) Reilly ensured
that our municipalities’ shares were pretty close to what was initially presented to us. We saw an increase of $200,000 as our system is based on the hours of service used and our residents use the service very well. We were victims of our own success; which isn’t a bad thing as we see our increase from ridership.”
Grimsby Mayor Jeff Jordan said the transit numbers are in keeping with other budget impacts at the regional level.
“The amount approved reflects the post-pandemic ridership lag,” said Jordan.
“The numbers are higher than expected but not surprising given all amalgamations seem to cost more when they are implemented.”
At this point in time, the transit program does not directly impact West Lincoln but Mayor Cheryl Ganann said they are still watching the budget closely.

“We are concerned moving forward however about the size of this initial budget and what that could potentially mean for us as the system grows to eventually include West Lincoln in future budgets,” said Ganann.

Lincoln bans TikTok from devices
Town of Lincoln has followed initiatives in other municipalities and other levels of government to ban the social media app TikTok from all municipally operated devices.
As of 9 a.m., this past Monday, March 13, the ban has been in effect.
This means anyone visiting Town of Lincoln facilities will not be able to access TikTok when using the Town’s wired or wireless internet network.
The ban is coming into place as
a precaution of the concerns over TikTok’s data collection methods and its access to the contents on devices and through networks.
“Cybersecurity and privacy are of the utmost importance when it comes to our staff, residents, and visitors,” said Mayor Sandra Easton.
The decision aligns with the direction of the federal and provincial governments, as well as other local municipalities across the province.

Thank C.J. Eames for first hospital
When I was growing up in Hamilton, the place to shop for quality clothing was C.J. Eames on King Street East.
I remember it well, especially because it was where my family met the real Santa Claus.
The name C.J. Eames was well known in Grimsby, too.
This gentleman emigrated from London, U.K. to Grimsby in 1912.
He purchased Charles VanDuzer’s fruit farm, just east of Baker Road, and settled down to life in Grimsby. He also purchased a dry goods business in Hamilton which eventually became known C.J. Eames Department Store.

won fame as Grimsby’s hero. He also came into possession of Hewitt’s Deer Park.
It was here in 1920 that he hired Ernest and Jack Aplin, experts in this field and newly arrived from England, to design a nine-hole golf course.
It was laid out on the bench part of the property and included an attractive clubhouse.
Deer Park Golf Course was a very popular place, both for socializing and for playing golf. Enthusiasm waned with the distractions of WW II, and eventually the
club closed.
C.J. knew of the great need for a hospital in this town, and when a group was formed to raise money for this purpose, he offered the clubhouse for the hospital!
The offer was quickly accepted, and the renovated building opened in 1946, to the great joy of the entire population.
The excitement was dampened by the fire which destroyed the clubhouse/hospital in January 1948.
The hospital was temporarily moved to Nixon Hall, but was soon replaced by the first stage of the hospital we have today.

Region seeks emergency team members
Niagara Region is searching for volunteers from across Niagara to join its Community Emergency Response Team (CERT).
CERT is a group of trained, certified volunteers who help their community in a time of disaster or crisis. Having an emergency response team in place helps increase Niagara’s safety and resiliency.
The team is trained to provide a personnel surge in the aftermath of a variety of disasters. Common ways members can provide support during or after an emergency include:
• Immediate first aid and rescue around their homes post-disaster
• Helping with disaster relief efforts
•Distribution of emergency supplies
•Assisting with annual emergency
exercises.
After successfully recruiting 50 qualified candidates in its first year in 2022, The CERT team had their first operational deployment during the blizzard in December. The team helped staff at three different warming centres from Dec. 25-27, providing more than 120 hours of coverage.
Information about eligibility and training dates is available online.
All volunteers must complete an on-boarding and orientation training program, in addition to two training sessions each year to review and practice their skills as well as introduce new topics. Members will also be invited to participate in various emergency exercises and events throughout the year.

GPAG exhibit explores what it is to be Canadian

Grimsby Public Art Gallery’s recently newest exhibit “Portraits of Home” stretches visitors’ minds to consider varied themes of being Canadian.
The exhibit features contributions from artists Soheila Esfahani, Travis Shilling, Jordyn Stewart, and Diana Thorneycroft. The exhibit itself is a diaspora of artistic styles, and includes paintings, photography, sculpture, mixedmedia, and videos.
The pieces stand out individually, but they also come together and contribute to the central idea of the exhibit: Canadian identity.
“The main theme of the exhibit is Canadian identity and culture”, says GPAG curator Alexandra Hartstone.
“These artists call (that) into question and examine what that means.”
The literal centrepiece of the exhibit is Esfahani’s “The Immigrants”, in which 115
porcelain birds sit on the floor in the centre of the exhibit.
The birds themselves are varied in design, some of which were hand-made by Esfahani, and some of which were collected on various travels around the world.
The birds are all adorned with culturally specific designs which encourages the viewer to consider all of their individual complexities.
Impossible to miss - projected on the back wall - is Jordyn Stewart’s “Landscape Study IV”.
This piece is a video loop of Lake Ontario, recorded from Grimsby Beach. Viewer’s will quickly notice, however, a substance being drizzled on the lens of Stewart’s camera.
The substance is the iconic Canadian condiment: maple syrup. The syrup on the lens gives the landscape a distorted effect, making the video quite intriguing to the eye.
GPAG hopes to
encourage viewers to ponder the significance of ideas like Stewart’s syrup-filled landscape, and Esfahani’s birds, along with the contributions of the other pieces in “Portraits of Home”.
“I hope that this exhibit challenges people to think about different perspectives of what it means to be Canadian, beyond the typical idea of it,” said Hartstone.
“We really wanted to provide people with a space to both look at the art, and think about it.”
The exhibit runs until April 22 with an opening reception on Friday, March 17 at 7 p.m. Some of the contributing artists will be in attendance. For details call 905-945-3246.

BACHMANN, Sigrid
Passed away at her home in Grimsby on Tuesday, March 7, 2023, at the age of 83. Born November 26, 1939 in Gleiwitz, Germany, Sigrid immigrated to Canada in 1965 and made her beautiful home and gardens on the shore of Lake Ontario. She is predeceased by her son Martin (1986). She will be missed by her son Marcus Bachmann (Kristine), family in Germany, and her many friends in the Grimsby community and the Germania Club and Choir. Cremation has taken place. Transit experiment just getting going
The high costs - and it will be surprising year after year after year - of Niagara’s regional transit system was a freight train (or diesel-powered bus) everyone should have seen coming.
There were all kinds of flags from the first rounds of presentations from regional proponents a couple of years back. Even the process was sketchy, if you recall.
The first batch of projections outlined a possible 10-year projection with minimal impact the first few years, but the back-end rose quickly and showed major annual financial impacts for all municipalities.
Instead of providing a detailed explanation of those numbers, everything just disappeared, as though they had never been circulated or spoken of.
A few months later, another round of projections was presented, this time over five years, and the numbers were even lower initially than before.

When Niagara West council members asked why the projections only showed five years, it was noted only five could be accurately done - and this was well over a year into COVID, so impacts and economic trends were certainly apparent by then.
In this space, on more than one occasion, I called bull#@!#.
It was not then, nor is it now, to suggest a regional transit system is a bad
thing. It’s not. It could be very good.
BUT, no matter how you slice it, it’s going to cost BIG. Every year.
And costs will only go up.
As was the case then, too, those involved in the management of the transit system need to club Niagara residents over the head with the real numbers and projections like the proverbial baby seal.
I was tired of the economic dance when we were still in the proposal stage as it was clear that true and accurate numbers were not presented.
I can recall having regional transit debates with former Regional Chair Debbie Zimmerman 20 years ago. Debbie was and is a huge proponent of regional transit. My only point to her was, “Sure it’s great, but tell residents what it’s going to cost and let them decide.”
Instead, proponents took runs at making pitches to local council to get it approved. It got approved. Now, first time past the post the numbers are big,
much more than projected.
For me, the key to all this transit business now is the GO system.
Premier Doug Ford made it abundantly clear GO would not happen unless the region made the commitment to its own, full transit system. That makes sense.
The benefits of having a transit system are legitimate. They are also in the distance, largely.
COVID created an environment where people now somehow feel entitled to work from their basement. The demand for transport to and from work has been greatly reduced at a time when a new transit system is looking to develop ridership. That’s a tough circumstance.
By the time we’ve gone through this budget mill a couple of times residents are going to be looking at these numbers like Niagara Regional Police Service numbers - super high, higher than wanted, but necessary.
The difference, though, is many don’t think transit is worth it.
Today, if you do a costbenefit analysis, there is no way regional transit passes the smell test. But these expensive and transitional years - as ridership develops and pre-GO getting up and running - will hurt. Niagara will be 10-15 years into this experiment before one can tell if it was worthwhile.

Lincoln’s job search site part of ec dev strategy
Connecting employers to the local talent pool is the goal of the Work in Lincoln website, launched by the municipality last month.
The website has been developed as a key digital resource for both employers and job seekers. It allows local employers to create an account and submit job postings at their own leisure, while also allowing job seekers to apply for job postings and join the resume database.
“We are excited to announce the launch of this new initiative that will support many residents and local businesses,” said Lincoln Mayor
Sandra Easton.
“WorkinLincoln. ca will be a valuable resource to help our community grow and thrive in a post-pandemic environment.”
As part of the Work in Lincoln program, Lincoln’s economic development office will also host two job fairs in the early spring and late fall to help fill vacancies and careers - the first set for April 3 from 6-9 p.m. at Great Lakes Christian High School.
“Over the past two years we have heard from many of our local businesses about the difficulties in finding adequate staff to support their operations,” said Paul Di
Ianni, director of economic development.
“This new website, in tandem with the two job fairs, will help fill the current labour shortage in our community and connect businesses to seasonal and permanent staff when they need them most.”
The Work in Lincoln program is one of several actions moving forward the Town’s Economic Development Strategy and Action Plan: Lincoln’s Pathway to Prosperity 20192023.
Specifically, the program supports Strategy 5: talent and workforce development to meet its objective of develop-
ing, encouraging and supporting initiatives to attract, retain, and adapt Lincoln’s talent pool to meet the evolving requirements of businesses and agricultural enterprises.
“The labour shortage in our province has become a growing concern, with many businesses being held back because of a lack of access to talent,” said Lincoln CAO Mike Kirkopoulos.
“This initiative could not be created at a more crucial time for our business community who need a talented labour force to remain competitive and resilient in today’s economy.”
