During the meeting, several residents addressed a series of major concerns, saying the Losani Homes proposal sets dangerous precedents, does not meet Official Plan guidelines and creates a traffic hazard at 4020 – 4064 Mountain Street.

cluding the entrance location on Mountain, density, lack of bungalows, parking and amenity space.

“Some of the things I’m going to say next, I don’t even love saying it, but it is the reality that there are certain considerations that planning staff need to make when they consider trying to make a balance of what is the policy framework that

we’re bound by versus what the concerns of the residents are,” said Matt Bruder, Lincoln’s director of planning, while speaking to his staff report.

The report recommended council approve the application.

Staff and council members acknowledged many adjustments and concessions were built into the Monday night ver-

sion of the plan compared to the February version of the document.

Changes include:

• 140 townhouses, up from 138

• removal of back-toback townhouses;

• Maximum building heights of 12.5m

• Resident parking spaces 280 (two per unit)

• Visitor parking 64 spaces, up from 38

• Landscaped open space dropped from 33.7 pre cent to 26.6 per cent;

• entrance onto Mountain shifted 1m north

While some councillors noted approval with some aspects of the adjusted proposal, concerns lingered.

For Coun. Tony Brunet, the problems with the project went far beyond what has shown up on paper, rather the conduct of the developer over many months also does not sit right with him.

“First maybe touch on the tree protection plan. I’m very curious to hear what that is from someone that you’re representing, who took it upon him-

self 18 months ago to clear cut the property without any regard for the residents or the community,” said Brunet, who added issues have continued to arise despite a stopwork order being issued for the site.

William Liske, vicepresident operations of Losani Homes, said there will be a requirement for trees as part of the application, but an “additional planting program” is also to be worked out with staff.

Brunet appreciated the sentiment, marginally asking why Losani had people out with chain saws on Good Friday and “as recently as last week with dozers and excavators working there?”

“The residents... are obviously thinking that you think it’s a slam dunk, the application has already been approved and you’re cutting in a new road. You’re not doing yourself any favours.”

Liske’s response: “I am not aware of some of the stuff going on at the site currently with tree cutting.”

COTW passed the project in a 7-0 vote.

Gretzky, Brady cards among stolen loot from Lincoln home

Just in time for the Stanley Cup final, someone obtained Wayne Gretzky....well, his rookie card, anyways.

On Sunday, May 21, NRP 8 District-Grimsby officers responded to a report of a residential break and enter in Lincoln.

The initial investigation determined that sometime between May 10-21, an unknown suspect entered a home through a basement window. The suspect stole a Sentry locked 2 feet by 2 feet safe. On the safe was a decorative box. Both the box and safe contained many collector coins, cash, and sports collector cards. The thief also stole alcohol, frozen seafood, and a piece of Swiss Gear carry on luggage.

The value of the stolen items is believed to be more than $40,000. All stolen cards were stored in their own hard plastic

card protector and in excellent condition.

Among the stolen cards were:

• Wayne Gretzky OPC Premiere Card 1979;

• Shaquille O’Neal NBA Hoops Card 1992-1993 “Magic’s allrookie team card”;

• Joe Montana Topps 1981 #216, and;

• Tom Brady Rookie Card 2000 Bowman #236

Among the stolen collectable coins and cash were:

•Canadian Silver Dollars complete set from 1950-1967 with

4 Different 1967 dollars (21 total coins)

• Canadian Quarters mixed 19501967 - 209 of these quarters

•Canadian $.50 coins 19501967 Complete series some doubles - 32 coins in total

• 2.3 ounces of broken gold from broken necklaces, bracelets and rings

• Canadian $1 Bill 1954 “Devil Faces” - 3 of these

•Canadian $5 Bill 1954 - 3 of these

The stolen cards and coins have significant sentimental value to the victim. Retail and private collectors are asked to report any recent suspicious attempted sales of collectable cards, coins or cash.

Anyone with information about this crime is asked to contact the investigating officer by calling 905-688-4111, option 3, 1009588.

Members of the public who wish to provide information anonymously can contact Crime Stoppers of Niagara online or by calling 1-800-2228477. Crime Stoppers offers cash rewards to persons who contact the program with information which leads to an arrest.

Public Notice: Notice of Online Public Engagement

The Study

Tallman Drive, in the Town of Lincoln (Town), is a rural roadway that extends from Victoria Road to a dead‐end approximately 1.25 km easterly. The road provides local access to a small group of farms and residences along its length. The road runs adjacent to the 20 Mile Creek tributary ravine for a length of approximately 400 m. The road is currently in a poor condition and suffers from stability and erosion issues. Although there have been previous efforts to stabilize the slope and manage erosion, the problems have persisted, and a long‐term solution is needed.

The Town has retained CIMA+ to undertake a Schedule ‘B’ Municipal Class Environmental Assessment (MCEA) that will consider potential solutions for Tallman Drive. The study will identify and evaluate alternative solutions and determine a recommended plan to address the existing erosion and slope stability and to improve roadway safety, maintenance, and access.

The Process

This study will follow the MCEA for a Schedule ‘B’ project in accordance with the requirements outlined in the Municipal Engineers Association MCEA manual (October 2000, as amended in 2015), which is an approved process under the Ontario Environmental Assessment Act. As part of this process, one public open house event will occur and once the study is complete, a Project File will be prepared and filed for a 30‐day public review period. A Notice of Completion will be published in local newspapers and sent to the project mailing list to advise the public of the Project File review period.

Public Engagement

The Town has arranged for online public engagement to allow residents and interested members of the public an opportunity to review the preferred option and provide feedback. Project details and the preferred option will be available for review on our public engagement site SpeakUpLincoln.ca beginning June 22, 2023. Public consultation is integral to all Town of Lincoln projects, and the community is encouraged to submit comments through Speak Up Lincoln by July 7, 2023.

The goal of this online PIC is to provide an opportunity for the public to review the evaluation of the alternative design concepts and the Preliminary Preferred Alternatives, and to provide feedback to the Project Team.

Flett family left its mark on Grimsby

The Flett family came to Grimsby in 1895 when William Flett was hired as construction supervisor for the H.G. & B. Electrical Railway.

William, his wife Sarah and family, lived at 173 Main Street West. There were three sons and three daughters in the family. Sarah Flett died in 1936.

William Flett Sr. was struck by a car while crossing the road in front of his home, and died of his injuries in September, 1938.

Nevertheless, the Flett family continued to contribute to

life in Grimsby.

Their eldest son William J. (Bill) was well-known in Grimsby as he had trained as a barber and had purchased R. S. Lockwood’s barbering business.

He was also popular because of his skill as a hockey goaltender. Sadly, he became ill at the age of 28 and died five years later in 1920.

The youngest Flett son Thomas Albert (always known as Bert) operated a barber and tobacco shop in the building at 32 Main Street West.

This was the place where the menfolk of town went to have their haircuts, buy their “smokes”

and discuss political affairs.

Bert Flett married Ethel Thompson, the widowed daughter of Hugh and Jennie Walker.

Ethel was a hairdresser, so she persuaded Bert to make room for a beauty salon at the back of the store.

Later, when Bert had to go to the sanatorium in St. Catharines, Ethel expanded her beauty salon and added a gift shop.

The family maintained a presence in Grimsby until 1954 when the Main Street West home was sold to Charles and Violet Nichols.

Through the years, many families have come and gone in Grimsby, but all of them have left something lasting.

Happening in Grimsby ready to take over downtown core

Happening in Grimsby 2023 is ready to take over downtown next week, June 1517.

Event committee chair Simon Duong says his group has put many months into this year’s event, which will include closing Main Street from Noon on Thursday, June 15 for the farmer’s market until overnight Saturday,

June 17.

“Both Friday and Saturday night we’ll have bands on the Main Street stage with the road fully licensed like last year,” said Duong. Main stage will open Friday at 5 pm and include a variety of entertainment to open, with By Design at 7 pm and Vinyl Flux at 9 pm.

Saturday night’s

entertainment on the main stage will include Figure Four at 7 p.m. and Jonesy at 9 p.m.

With an event of this size and scope, Duong said more volunteers are still needed to pull it off - in particular set-up and tear-down. The only way to register as a volunteer is to go to: happeningingrimsby.ca and complete the reg-

istration form under the “participate” banner.

On Saturday, Main from Christie west to Patton will be closed for Vendor Alley from 6 a.m. on Saturday to 6 p.m. that night.

There will be tons of fun for children with inflatable rides located in Coronation Park.

Shuttle bus makes it easy to navigate town

Planning to come downtown to check out Happening in Grimsby but concerned about traffic?

A free shuttle bus can get you there with no worries.

On Friday, the bus will run from 5 p.m.-Midnight.

The bus will run all day Saturday from Noon-Midnight.

Unlike last year, it will not make a series of stops, rather

it will pick up event goers at Mountainview Christian Reformed Church in the east end, 290 Main St E. and take riders downtown to the event.

Then it will head west to Blessed Trinity Catholic Secondary School, 145 Livingston Ave., pick up riders there and bring them downtown.

“The main thing we found last year was that people ap-

preciated the option to drop their vehicles outside of the core, so we wanted to maintain that connection to large parking lots,” said event chair Simon Duong. “The shuttle bus has proven very popular for other events and it will make it very easy for everyone to get to and from downtown no matter if they are a resident or visitor to town.”

Niagara Region has initiated a Class Environmental Assessment to evaluate and recommend transportation improvements along King Street (Regional Road 81), from Greenlane to Lincoln Avenue. As part of the study a number of environmental reports were completed.

When the design alternatives being considered were reviewed, the option that made the least changes to the existing road platform width while still addressing drainage, safety and road condition, was chosen as the preferred environmentally and financially feasible solution. As a result, this project will be completed as a Schedule “B” of a Municipal Class Environmental Assessment (October 2000, as amended in 2007, 2011 & 2015), which is approved under the Ontario Environmental Assessment Act, due to the proposed reduced scope of construction and reduced impacts to the environment.

Peter Phelps, of Grimsby, passed away peacefully on Tuesday, May 30, 2023, two days before his 91st birthday, at Albright Manor, Beamsville, with his loving wife of 66 years, Barbara, by his side. Loved father of Paul (Wendy), James (Heather) and Dianne Littleton (David). Proud Poppa to Wesleigh, Maggie, Hilary, Catherine, Claire, Jillian, Tom, Jennifer, Rebecca and Melissa. Brother to Mary (Willard) VanOsten. Predeceased by his grandson Daniel. He will be fondly remembered by his nephew, nieces, and the many many friends that he and Barbara shared their life with. Peter was born and raised in Grimsby, was a proud alumnus and class president at Grimsby High and earned his Engineering and Business degree at The University of Toronto in 1955. He began his career at Westinghouse in Hamilton, returned to Grimsby in 1959 with local builder Hall-Olgilvie, and founded Peter Phelps & Associates (now Phelps Homes) in 1975. Peter was an avid curler, model railroader, cub scout leader, gardener, historian, Blue Jays fan and a generous community supporter including Trinity United Church and West Lincoln Memorial Hospital. He served on the Boards of the Grimsby Historical Society, West Lincoln Memorial Hospital and Albright Manor. He enjoyed the fellowship of numerous clubs including bridge, poker, investment and Probus. From his early teens, Peter cherished time with his family each year at his cottage, “Shebandowan”, on Lake Rosseau in Muskoka and in his retirement spent many hours tinkering with his “Dippy”, getting her ready for the next regatta. The family would like to thank the 5th Floor team at Albright Manor for the care they provided to Peter over the past five months. Niagara Regional Police are investigating vandalism done at Trinity United Church in Beamsville to a Pride flag last week. Responding to a call, officers determined both the Canadian Flag and Pride Glags were cut down with the Pride Flag being further damaaged on May 27 at approximately 9:54 p.m. Video footage depicts five persons entering onto the property. Three persons can be seen

interacting with the flagpole. Further analysis of the footage is pending.

“The Town of Lincoln severely admonishes this action which runs contrary to the Town’s values espousing diversity, equity and inclusivity in all of our programs, services and activities,” stated a Town of Lincoln release.

In a letter to a concerned resident, MPP Sam Oosterhoff stated, “I was

saddened to hear of this incident over the weekend. Vandalism and destruction of property are never acceptable: everyone deserves to be treated with dignity and respect, and no place of worship should ever be targeted - regardless of faith background.”

The investigation has been assigned to 8 District detectives. The investigation is being treated as potentially a hatebased incident.

Well deserved

The Beamsville Mission Thrift Store turned 20 this year. Many will remember when it was shoe-horned into Abe Dueck’s building just west on Central Avenue - Bibles for Missions, it was called at the time.

Two decades later, it is a retail powerhouse, helping thousands over the years make ends meet in their daily lives and more power to them. Mayor Sandra Easton joked during the ceremony that the trick is to leave with less then you drop off. Sound advice, not easy to do! Congratulations to the Mission shop team and thanks for all you do. Before I get rolling, a salute to a true community builder, who passed away May 30th, Peter Phelps. Peter was still very much involved in Phelps Homes when I arrived on the scene in 1995. He and his wife, Barb, were very active in the community - especially the West Lincoln Memorial Hospital Auxiliary.

Through Phelps Homesand builder Hall-Ogilvie just prior to that- Peter literally built much of the town. When I came to town and was poking around for a house, anyone I asked said, “If you get a Hall-Ogilvie or a Phelps home, you won’t have any issues.”

The company’s and the family behind it earned a stellar reputation in this town - much deserved. Thanks, Peter, for all you did for the Town of Grimsby. Condolences to Barb and the entire Phelps family. * * * * * * *

Lincoln council had to down a considerable quantity of castor oil on Monday night. They didn’t like one bit of it, but they had little choice in the matter.

By any, what I will call, traditional standard in planning, the Losani project proposed for 4020-4064 Mountain Street in Beamsville is short of what most would like to see on several fronts.

Density, lot size, parkingall the usual suspects were part of the Committee of The Whole debate.

Yes, there were several adjustments in the plan after a heated public meet-

ing this spring brought out several suggestions.

Beyond the core planning principles, it was the base conduct of workers at the Losani site which continually rubbed council and neighbours to the location the wrong way.

Going back to a merry band of chainsaw-wielding lumberjacks showing up on Good Friday and proceeding to “clear cut” the site - as Coun. Tony Brunet recalled - was just one infraction. A stop-work order actually had to be issued to curb which should never have happened in the first place.

But that didn’t stop the Losani team, apparently, as Brunet noted heavy equipment was on the site doing more prep for the pending approval.

For that reason alone I would have loved to see Lincoln council thumb their collective nose in Losani’s direction and vote the project down. Yes, that would have gone against the planning staff’s recommendation - which director of planning Matt Bruder

practically apologized for giving. It would have also brought on a guaranteed appeal, but I have no problem seeing a municipality put another hoop out there for a too-presumptive developer to jump through.

This project is the kind of thing I tried to warn Lincoln residents about 5-6 years ago, when Grimsby council was having one project after another stuffed down its throat. While Grimsby had a plethora of issues over that time, other municipalities - while watching the carnival with popcorn in hand - also commented “we would never let that kind of thing fly here”.

“Oh ya, it’s coming,” I tried to say.

Well, it’s here.

Similarly, at the State of West Lincoln lunch last month, I tried to tell a couple of West Lincoln councillors they should legit be looking at taking a corner of planned development space and approve going up 18-20 storeys right now. Save your green space. Also, if the towers are there first, when others buy land around, they cannot complain as now when towers go in next to existing neighbourhoods. The towers would precede them.

Now, Lincoln did get quite a few concessions on the Mountain Street project, but to say many (both on council and neighbours) are not overjoyed would be an understatement.

There is one more kick at the can when it comes to council for ratification.

Grimsby Tims Smile Cookie campaign raises $32 for WLMH Foundation

West Lincoln Memorial Hospital Foundation was the beneficiary of Grimsby Tim Hortons Smile Cookie campaign this year to the tune of nearly $32,000.

“We so appreciate Tim Hortons for choosing us as a charity of choice,” Foundation executive director Pamela Ellens said, thanking Adam and Rosalba Nicholson, owners of the Gateway @ Casablanca, Main St. and Windward Dr. locations, and Brigette Griffin of the Livingston Ave. location.

“A big shout out goes to the owners, staff and the community,” Ellens said, adding excitement is building as the new

hospital construction takes shape.

Rosalba extended the shout out thanking the many volunteers

who helped make the campaign possible.

The iconic Smile Cookie program started in 1996 to raise

funds for the Hamilton Children’s Hospital.

Last year’s campaign raised more than $15 million in one week.
