Notice of Commencement of the Terms of Reference Niagara Escarpment Crossing Individual Environmental Assessment
Town of Grimsby, Town of Lincoln, Township of West Lincoln
Niagara Region has initiated a study to provide a north-south transportation crossing of the Niagara Escarpment, between the Queen Elizabeth Way (QEW) and potential Smithville Bypass of Regional Road 20, that is able to accommodate commercial vehicles and other transportation modes in order to provide greater safety for local communities, efficient commercial vehicle operations, and potential additional transportation system capacity, redundancy and resiliency, while ensuring Niagara remains open for business with the effective movement of goods and people. The preliminary study area for the proposed north-south transportation crossing includes portions of the Town of Grimsby, Town of Lincoln, and Township of West Lincoln in Niagara region.
The study will be carried out in accordance with the Environmental Assessment Act as an Individual Environmental Assessment. An Individual Environmental Assessment represents a twostep approval process with the first step being the preparation of a Terms of Reference. The Terms of Reference is a document that will set out the framework or work plan for the planning and decision-making process to be followed during preparation of the Environmental Assessment and includes such aspects as the alternatives that will be considered and the consultation activities that will be carried out.
A Terms of Reference is submitted to the Ontario Minister of the Environment, Conservation and Parks (Minister) for approval. If approved by the Minister, then the preparation of the Environmental Assessment follows as the second step of the process and must be done in accordance with the Terms of Reference.
The public, agencies, Indigenous communities, and other interested persons are encouraged to actively participate in the study process by reviewing information, providing comments, asking questions, and/or attending consultation opportunities. A Public Information Centre is planned for later this year to present the draft Terms of Reference including such requirements as the existing study area conditions, proposed alternatives, and the next steps in the study. Details regarding the Public Information Centre will be advertised as the study progresses. One thing Cody Deveau can be sure of, he’s got great friends.
Deveau’s friends have come to his support in several ways since a devastating March accident in Florida caused a lengthy series of injuries.
“We were down south for biker week and a drunk driver made a Uturn in front of me. I hit him and flew about 250 feet,” recalled Deveau. but police caught him a few minutes later.
He was charged with a DUI and when they linked it to my accident he was also charged with hit and run and leaving the scene where injuries were caused.”
The result of the incident was 11 days in hospital for Deveau with three surgerieshead, leg and dealing with several road rash wounds.
His injuries include many broken bones,
including collarbone, ribs, foot fractures, face and spine. All his toes have pins. He is now going to physio twice a week and exercises daily.
As a result, he has not been able to operate his truck detailing business, The Shine Shop.
“My friend, Jeff LeBreton, has been helping me out for years. He actually quit his job to run the shop for me full time,” said Deveau.
Another friend, Carol Mackiewicz, is helping organize a craft salefundraiser for Cody this Saturday, July 8 at Beamsville’s Royal Canadian Legion Branch 612 from 10 a.m.-4 p.m. Raffles, 50/50, silent auction, about 20 vendors and a barbecue (11:30-1) will all be part of the day.
Deveau is also a seven-year Lincoln firefighter with Jordan’s station trained as part of the specialized water and ice rescue team.

Niagara Regional Police Service conducted R.I.D.E. spot checks on Saturday, July 1, issuing two, threeday suspensions.
Throughout the night, officers stopped approximately 1,697 vehicles and inquired if any of the drivers had consumed any alcohol or drugs earlier in the evening. In total, 28 drivers provided a sample of their breath for analysis. Two drivers provided samples that resulted
in an “Alert” which then resulted in the suspensions.
Several provincial offence notices were also issued related to traffic offences throughout the evening.
The Niagara Regional Police Service remain committed to reducing impaired driving offences through education and the apprehension of offenders through enforcement programs like R.I.D.E.

Lincoln celebrates Canada Day 2023
The Town of Lincoln celebrated Canada’s birthday Saturday with a full day of family fun and entertainment at the waterfront Charles Daley Park.
A light rain fell as the Lincoln Concert Band opened the day’s events. Cadet Andrew McRonald, 1626 West Niagara Army Cadets raised the flag during opening ceremonies while it wrapped up with a fireworks display.

The building is on the site of the Grout Foundry which burned in 1879 and was rebuilt where the TD Bank is today.

There was already a small Baptist congregation meeting in the little Gospel Hall on Adelaide Street which Woolverton had previously built. The worshippers happily moved into the new brick building at the corner
of Elm and Mountain Streets. The Gospel Hall was then used as a Sunday School.
Charles Woolverton’s father, Dennis, had come to Grimsby at the age of eight when his parents journeyed from New Jersey to their new home here. Jonathan Woolverton had had glowing reports from his Bell, Moore and Pettit cousins about life at The Forty so in 1799 he came to see for himself. He was so impressed that he bought John
Smith’s farm (390 Main St. W.), and went back to New Jersey to fetch his wife and children. The Woolverertons quickly became an important part of the pioneer community.
Charles’ parents, Dennis and Catharine were an unusual match. Dennis was an ardent Baptist with left-wing leanings, while Catharine was an Anglican of Loyalist background. Nevertheless, the family seemed to respect the differences.

History important, but it should not handicap future: writer
Dear Editor, For years, Canadians have been attempting to somehow correct the wrongs against Indigenous people that have occurred over history by our forefathers, long before any of us were on the scene.
It would be interesting for someone to look into exactly how much
Canadians have given to First Nations in both land and in monetary terms over the years. At some point in time the giving has to end. The worst thing we can do for our Indigenous brothers and sisters is to continue to view them as victims in need of help and handouts.
The Truth and Recon-
ciliation hearings were meant to both recognize the wrongs done, as far as could be determined, and to then reconcile those wrongs so both sides can move forward in harmony together. No one seems to want to talk about the moving forward part. Until we do that, Canada will continue
to wallow in guilt and under a cloud that will never go away. Factual history is important to learn because of the lessons it teaches. But it shouldn’t handicap us. That’s no way to live. It’s time to move in peace together toward a brighter future for all concerned.

Rain not cooperative with Grimsby Canada Day party
Weather was not a friend to this year’s Canada Day celebrations at Grimsby Museum. The day started off beautifully in the morning with steady crowds.
That changed by early afternoon as dark clouds moved in and heavy rain cleared out everyone who could not fit under one of the tents set up on the grounds.
Even with that, several hundred worked their way through the Grimsby Lions barbecue, took in a dinosaur show, completed Canada Day related crafts, had a blast on the bouncy toys, and other features of the day.

Visitation took place at Smithville Canadian Reformed Church on Thursday, June 29, 2023 from 2-4 p.m. and 7-9 p.m., with the Memorial Service the following day at 11:30 a.m., Rev. C. Bouwman officiating. Private Interment preceded the service.

Corporate media soap opera will play out
Lots of hubbub last week in the media world with the possible merger of two daily newspaper heavyweights in Torstar and PostMedia.
I get many of you don’t care, some do, while for others watching the freefall these media giants have been enduring is macabre sport.
As a lifelong newspaper guy, I care, but for specific reasons.
As far as myself directly, this publication or anything to do with Niagara West, no, don’t care a smidge.
Torstar and its various configurations in all of Niagara jumped the shark 3-4 years ago when they closed up offices, officially and in writing to residents started cutting back on neighbourhoods to which they deliver and reduced coverage to communities considerably.
The only thing keeping them from going braindead while on life support has been their flyer revenue - and the clock is ticking there. From checking with some of my corporate contacts, I am hearing flyer numbers are down in many areas by 25-30 per cent.
Flag festivities
When one looks to see the ridiculous rates for which they have been selling display ads in the last couple years, it magnifies the importance of the flyer revenue in a strategic view since ad revenue would project to such a minor aspect of their ad dollars.
The loss of any of the
big flyer regulars, even just one or two of them, is going to mean more newspaper closures. Because these corporates won’t tolerate any more lossesand when you have eliminated all your physical offices (and related staffing) as well as printed quantity and circulation numbers - they guys have reached the last stop on the bus.
Another aspect my contacts cannot figure out is what is in it for Torstar. They, undoubtedly, have people at the top of the foodchain much brighter than I, but my friends are senior people and they understand Post is about to go under water for the last time, so anything Torstar does will put that off.
The problem becomes, Torstar now has an additional anchor around its neck which will only magnify and speed its descent.
While this touches on just a couple of obvious, but key, aspects, many people in and out of the industry have asked, “What about the Competition?”
I noted to some online
inquiries that the Competition Act won’t play any role in this proposal since investigators chose not to proceed with any criminal changes from the 2017 swapping of 41 newspapers, which immediately resulted in 35 of those publications being shuttered.
I was interviewed on two occasions by Competition Bureau investigators after that, as I did a lot of business with Post’s Niagara operation at that time. All that dissolved instantly when that deal went through. That last point was just part of doing business with corporates. Eventually you will get torched. The competition issues related to the overall deal took on a very different spin.
It is going to be interesting to see how this plays out as it will effect Niagara This Week and all Torstar titles, the speed and power with which that wave hits remains to be seen.

Two exhibits highlighted over the summer months at Grimsby Museum provide a great way to spend an afternoon.
