Schlange in as new Grimsby CAO

Harry Schlange, the former chief administrative officer for Niagara Region, has been hired as Grimsby’s CAO. Schlange replaces

former CAO Derik Brandt, who was fired in early February, just two months after a very green town council was installed following last Fall’s municipal election.

Schlange comes to Grimsby with a reputation for strengths in administrative and procedural oversight

THE FACTS

The government’s first year has been a tremendous success for the people of Niagara West.

They have completed over 250 initiatives, including a record 20 pieces of legislation passed into law. Their focus is on respecting the taxpayer and as the budget title states: “Protecting What Matters Most” –our world-class healthcare and education systems. You’ve heard the stories, now please take a moment to read up on the facts.

HEALTHCARE The healthcare budget for this year is increasing by $1.3 billion.

Here at home the budget includes the planning grant for the construction of the West Lincoln Memorial Hospital in Grimsby and additional rehabilitation beds for Hotel Dieu Shaver Health and Rehabilitation Centre in St. Catharines.

In addition, to provide more appropriate care to patients with complex health conditions, the 2019 Budget announced the locations of 1,157 new long-term care beds, 60 of which are proposed to go to Royal Rose Place in Welland.

The government is committed to ending hallway healthcare and supporting those struggling with mental health and addictions. They are supporting some of the most vulnerable in Ontario by providing free dental care to low income seniors, soon to be offered at the Public Health Unit.

EDUCATION The government is protecting what matters most by delivering an education system that puts student achievement at the centre of everything we do. That is why they are investing $700 million more in education this year, and are investing a landmark $1.6 billion to make sure not a single teacher will lose their job as a result of changes to class-size or e-learning. In addition, the government is increasing funding for transportation to over $1 billion, increasing funding for our students with special needs by over $90 million to a total of $3.1 billion, and investing $1.4 billion in school renewal programs.

The District School Board of Niagara will receive over $438 million, where special education increases to nearly $56 million, and transportation funding increases to nearly $20 million. In addition, the government is providing nearly $8 million for a language grant to help ensure students are able to access French language programming.

The Niagara Catholic District School Board will receive over $243 million, where special education increases to nearly $30 million, and transportation funding increases to nearly $11 million. Close to $5 million will be allotted as a language grant.

The government will continue to work with all school boards to ensure they are making the most responsible and accurate decisions during this process. The government has funded attrition protection at 105% designed to ensure school boards can continue to offer specialized courses that require specialized teachers and/or smaller class sizes.

To assist school boards, the government has also announced a Board Modernization Task Force to find efficiencies within school boards to ensure every dollar spent directly improves learning in the classroom.

The government has delivered the largest tax credit for low-income Ontarians in history, with the introduction of the Low Income Individuals and Family Tax credit. They gave parents choice and flexibility in their child care, covering up to 75% of their costs with the new Childcare Access and Relief from Expenses tax credit. They have saved families $260 a year. In addition, they cut gas prices by 4.3 cents/litre, by scrapping the jobkilling cap-and-trade carbon tax. They also introduced an unprecedented 10% reduction in college and university tuition fees.

BUSINESS Ontario has announced they are looking for business opportunities.

They have cut red tape and stifling regulations that were crippling job creation, and helped businesses make investments with the Ontario Job Creation Investment Incentive. As a result, the business community has responded by creating over 190,000 net new jobs in the last year.

SOCIAL SERVICES The government’s plan is focused on helping the most vulnerable in our society and protecting the vital public services we rely on. They’re moving 23,000 children off the autism waitlist and investing an additional $300 million to provide families with more resources.

Further, they are breaking down the barriers to employment by reforming social assistance, to restore dignity, reduce administrative red tape, and empower recipients to enter and remain in the labour market.

Niagara West has contributed significantly to the new Autism Advisory Panel, where many constituents shared their feedback. We look forward to reviewing their recommendations to build a fairer system.

The federal and provincial governments are also investing over $14.4 million to create 127 more affordable housing units through the Canada-Ontario Investment in Affordable Housing agreement. Of the 127 units, St. Catharines received 85 one and two-bedroom units.

The government is committing over $1 Billion in Community Housing, with an eye to make housing safer, more efficient, and sustainable to help people who need it most.

ENVIRONMENT The government is taking action to protect Ontario’s environment as well as its citizens and businesses. To tackle climate change, they released their Made-in-Ontario Environment Plan, focused on protecting Ontario’s air, land, and water resources, reducing litter and waste, and lowering greenhouse gas emissions without imposing a job-killing carbon tax.

Instead of the federal carbon tax, the Province would create a $400 million emissions reduction fund. This fund would make it easier for the private sector to implement its best projects and ideas to drive emissions reductions at the lowest cost to taxpayers.

TAXES This government has stated that they are putting more money in your pocket. Budget 2019 protects what matters most and brings real relief to individuals and families, with no new tax increases over the next 5 years. None.

Final construction will be complete 5-10 years from its 2020 start date. Overall, the project is to include more than 1,550 units.

As part of its recommendations to council, the committee also suggested the formation of an internal liaison group which, according to CAO Mike Kirkopoulos, “will ensure continued communication.”

The Town of Lincoln’s Planning & Economic Development Committee passed a motion recommending that council approve the subdivision draft plan and zoning bylaw amendments for the vast construction project.

Phase one of the multi-phase development is slated to begin in 2020, and will include a nine-hectare waterfront park complete with a promenade and bike path.

An application has been received by the Town of Grimsby for a Zoning By-law Amendment for lands located at the northeast corner of Slessor Boulevard at Livingston Avenue.

Applications have been received by the Town of Grimsby for an Official Plan Amendment, and a Zoning By-law Amendment for the lands known as 361 South Service Road.

The proposed development consists of eight 2storey townhouse units on the subject lands.

The purpose and effect of the proposed zoning by-law amendment is to change the zoning of the subject lands from a Transitional Residential Multiple (TRM) to a site-specific Residential Multiple 1 (RM1) zone, with modified performance standards for lot coverage, lot size, and setbacks to allow for the development as proposed.

The Town of Grimsby will be hosting a Public Open House to explain the proposed development. An open house meeting is typically held shortly after the Town receives a development application, at the beginning of the review process. Town Staff have not reviewed the application yet, and are still awaiting comments and analysis from other departments and agencies, as well as comments from the public. Therefore, there have been no decisions made about the proposed development yet.

The purpose of the open house meeting is for Town Staff and the applicant to: inform you about the proposed development; inform you about planning process to follow; answer your questions; and hear your comments The open house meeting will be held as follows:

Lincoln’s Planning and Economic Development Committee approved zoning bylaw amendments for a proposed apartment building on an infill lot along Victoria Avenue.

Residents from surrounding areas such as the Cherry Hill community have opposed the development.

In its report the planning department stated the proposal conforms to all relevant guidelines, including both the Town and Region Official Plans.

Chris Juzda, president of the Cherry Hill at Vineland Home Owners Association submitted a letter to the committee prior to the meeting that disputes this report. In it, he disagreed with the planning department’s opinion that the proposed apartment meets the official plan’s stipulation that the building be “similar to and compatible with the established character of the street or neighbourhood where it is proposed.”

In his letter, Juzda wrote, “the proposed development bears not even the slightest resemblance to any residential building within 10 kilometers of the proposed site, never mind the immediately surrounding area.”

“How they approved it is beyond me,” said Juzda after Monday’s meeting. “There’s just so many holes in their report.”

CAO Kirkopoulos said during the meeting that he has had conversations with both Juzda and the developer.

He said that although there is “no guarantee” that the developer will adhere to any suggestion, “we still have things we can do.”

Garden tour blessed with sunny weather It could not have been a more perfect day for the Grimsby Garden Club’s garden tour on Saturday.

The sun shone from clear skies as the multitudes checked out each of the eleven featured gardens.

“It went extremely well, thanks to Mother Nature,” said Grimsby Garden Club president Roberta Blackie. “We had the best turn out we’ve ever had.”

In all, 375 people bought tickets for the event. Guests came from all over Grimsby

and the surrounding areas, some even coming from as far as Niagara Falls.

Blackie said visitors were impressed by the many gardens selected for the tour.

“People were commenting on the diversity of the different gardens we featured this year,” she said.

The Grimsby Garden Club is a nonprofit organization that works to help beautify Grimsby.

The Tour is its major fundraiser and will help the group fund later projects.

In loving memory of David Reimer Bast, who passed away on July 12th, 2019 after a courageous battle with cancer at Health Sciences North, Sudbury, just shy of his 76th birthday. He is survived by his soulmate and best friend for 41 years, Sharon Elizabeth Lumsden. Son of John and Helen Bast, predeceased.

Brother of Ruth VanKooten (Tony), Robert Bast (Anna) Esther Bast, predeceased and Rita Stanley (William, predeceased). Stepfather to Richard Regimbal (Rosita) and Raymond Regimbal (Christy) StepGrandfather to Russell Regimbal, Raven Leigh Garlock (predeceased), Brittani Williamson and Brooklyn Regimbal and Stepgreatgrandfather to Mikaela Garlock. Adored uncle to numerous nieces and nephews Dave was a kind, generous human being. Always ready with his humour and loved to give hugs. In his younger years, fishing was his greatest hobby and he spent many hours out on the lake. He had a fondness for collecting diecast cars and trucks and spent hours recording and cataloguing his collection. Dave practiced Taoist Tai Chi for several years and was quite adept at this art until health problems interfered. He spent many years as a truck driver/heavy equipment operator. To know Dave was to love him. Donations to the Cancer Society would be appreciated.

So former Niagara Region CAO will take over as the chief administrative officer at The Town of Grimsby after Labour Day and it won’t be a moment too soon.

I don’t know Harry, never met him in fact, but I did talk to him on the phone a couple of times years ago.

His reputation is strong for governance and process - two key aspects which have been missing for virtually all of the new council’s term through no fault of the new bunch, really. One may think they cause their own problems by changing over so many key administrative positions at one time, but most would say, “had to be done”.

I am in the camp of the latter.

It has not been pretty.

Generally speaking, members of council realize it and every one of them did their best in very trying circumstances. The light is not at the end of the tunnel yet.

There is still a ton of work to get out from under the pile of hokum left by their predecessors.

Having someone with Schlange’s background and focus will keep them going in a straight, expedited direction and hopefully help them avoid some of the zigzagging those who follow council closely have seen.

There were three things dominating the time and mindspace of council in the last six months: hiring a CAO, getting the biodigester sold, and dealing with the potential of civil suit against those who inflicted the whole bio affair upon the citizens of Grimsby.

This has been a matter of practice in Grimsby for about 15 years and really has not come up much in Lincoln, but it will repeatedly arise as residential land inventories dwindle.

The day will come when some of those lovely century homes along King Street have four townhouses in the front yard, or back yard if it is built close to the road. Yep, they can be ugly, but the financial temptation is either too much for the homeowner living there, or a developer who will buy from that homeowner and redevelop the surrounding lands as dense as provincial guidelines will allow.

The issue which was in front of Lincoln planning committee Monday certainly is not pretty, but few of these are. Anyone who has been around any given community for a decent length of time will feel these are an affront to community standards.

Generally speaking they are, just as the density patterns of brand new subdivisions don’t fit with anything resembling smalltown living.

Any member of any local council will tell you their hands are virtually tied as planning guidelines are out of touch with what smaller communities want. This infill case is exactly like that, a textbook example, in fact.

But when the town planners say it conforms local and regional Officials Plans, residents can boo hoo all the way to the Ontario Municipal Board (or whatever configuration that body is taking these days) and it won’t do them an ounce of good.

Generally, developers hold most, if not all, of the cards in many cases and decisions by the Ford government have not helped this matter. If this “somewhat expected” four municipal charade is cast up Niagara all residents will see even less control and a more greased track for development. If you can imagine that. ****** More shenanigans at West Lincoln Memorial....you’ll have to wait for next week’s edition for the update there as there is comment coming in from many sources and there has not been time to follow up, confirm all and meld it together as a proper story.

Let’s just say nothing good is happening there and leave it at that for now. ****** Team DeSantis is really rocking on the Summer Street Planning I must say. Their goal has been to double up on the $100,000 raised last year and if the plans in place are any indication, there is a great chance to achieve that.

Nature calls in traffic jam Dear Editor, This is my comment about what I experienced yesterday (Sunday, July 14/19) in Vineland!

All my good wife (for 67 years) and I were trying to do was to get home from Beamsville to Victoria Avenue.

We stayed off the already backed up QEW, and came along through the orchards on ‘peaceful’ John Street.

POW! Two kilometres from home, a horrendous backup, and dead stop traffic jam in four

Letters directions, as far as the eye could see.

It was a virtual GORDIAN KNOT at an intersection.

We couldn’t go forward, couldn’t go back.

The delay was long, and it became inevitable that a guy ahead of us got out of his car and relieved himself in the ditch beside his car (we keep a bucket in our car for such occasions).

This happens every year, when thousands of Torontonians and others descend like locusts on this area to PYO cherries.

I’m asking, where are the magnificent men in blue when we need them

most!!
