Notice of Public Information Centre #2 Municipal Class Environmental Assessment Road and Drainage Improvements on King Street (Regional Road 81) between Greenlane and Lincoln Avenue in the Town of Lincoln

Niagara Region in coordination with its consultant Kerry T. Howe Engineering Ltd. has initiated a Municipal Class Environmental Assessment for the reconstruction of King Street (Regional Road 81) from Greenlane to Lincoln Avenue in the Town of Lincoln. This project includes road reconstruction, intersection improvements and active transportation improvements.

In accordance with the Municipal Engineers Association’s Municipal Class Environmental Assessment this study is being planned as a Schedule ‘B’. The study process includes public and stakeholder consultation, development and evaluation of alternatives, an assessment of the impacts of the proposed improvements, and identification of measures to mitigate any adverse impacts. Alternative solutions have been developed and assessed for reconstruction and drainage improvements.

Based on feedback from Public Information Centre #1, the preferred solution has been identified and a detailed design is being presented.

Deveau fundraiser has Beamsville Legion hopping

A craft sale and barbecue fundraiser held Saturday for Cody Deveau to help cover medical costs following a devastating March accident in Florida brought out many well wishers to the Beamsville Legion.

Cody’s mom, Sandy Tufford, said her son is doing amazing.

“His attitude is extremely positive and always has been. I know he is so grate-

ful for everyone’s care. People he doesn’t know from all walks of life have reached out to help,” Sandy said. “I am overwhelmed by the support of the community.”

Short-Term Accommodation Licensing By-Law and Application Framework

The Town of Lincoln is proposing a Licensing By-Law and Application Framework for Short-Term Accommodations.

The Licensing By-Law proposes to regulate and license Short-Term Accommodations for the purpose of protecting the health and safety of persons residing in residential properties, minimizing potential impacts to surrounding properties and neighbourhoods, and to protect the residential character and stability of residential areas within the Town. The Licensing By-Law proposes to:

• Require all Short-Term Accommodations to obtain a license from the Town.

• Implement a standard Short-Term Accommodation Licensing application process.

• Implement a Demerit Point and Administrative Monetary Penalty System.

• Establish a registry of all Short-Term Accommodations within the Town.

The Application Framework proposes to:

• Require standard documents to be submitted as part of an application process to the Town for all Short-Term Accommodations.

• Establish standard conditions for Licenses issued.

After a decade at Hamilton Health Sciences (HHS) and the provincial health system, Rob MacIsaac has decided not to renew his contract in 2024 and will step away from his position as president and chief executive officer (CEO) in the coming months.

MacIsaac will continue until a successor is identified through a global search led by the HHS board of directors. HHS governs West Lincoln Memorial Hospital.

During his tenure, MacIsaac has enabled advancements that position HHS at the forefront of Ontario hospitals and strengthen its capability to collaborate across programs, sites, communities and regions to achieve the hospital’s vision of best care for all.

“On behalf of HHS’ board of directors, I would like to thank Rob for his vision, leadership and many contributions to our hospital and the communities we

serve,” says Keith Monrose, chair, HHS board of directors. “He has undoubtedly left HHS in a strong position for continued success.”

During his tenure, MacIsaac led HHS to achieve many advancements in patient care, including: the largest implementation of a continuous quality improvement management system in a Canadian hospital bringing a modern electronic health record system (Epic) online.

EHC seeing job market bounce back post-COVID

After a tumultous run through COVID-19 impacts, Employment Help Centre (EHC) experienced record level results in 2022-2023.

At the organization’s annual general meeting last month, executive director Paul Roberston outlined several major milestones.

“As we began the 2022-23 fiscal year we faced head-on the challenges in front of us, as the EHC along with 37 other Service Providers in the Niagara / Hamilton catchment entered into the third year of the Transformation Pilot of Employment Services in the Province of Ontario,” said Robertson, during his AGM address.

“Year 3 saw the Niagara/ Hamilton catchment cross multiple service milestones, including 10,000 job seekers in the catchment obtaining employment of over 20 hours per week. We are also seeing a significant increase in the number of job seekers coming through our doors. As a catchment we saw 14,634 Employment Action Plans created in Year 3 vs 13,580 Employment Action Plans created in Year 2. A positive sign to see more job seekers coming through our doors, a trend we anticipate moving forward.”

idly growing unemployment caused by the economic downturn at the time. It was developed to help support workers’ employment rights.

In 1985 the organization joined 21 other Employment Help Centres across Ontario and introduced employment counselling and would later administer the farm labour pool. The Ministry of Training Colleges & Universities announced Employment Services Transformation in 2010.

Partnerships have also been key to recent successes.

“The EHC has had a long history of local partnerships with the townships as well as community partners and 2022-23 was no exception. In Q4 the EHC announced the successful launch of a project they worked on alongside the Town of Lincoln called Work In Lincoln,” said Robertson.

“The project is geared towards driving job-seekers to employers domiciled within the Town of Lincoln. In March the workinlincoln. ca website launched and provided opportunities for employers to advertise job openings and for job seekers to apply to jobs and upload their resume into a searchable database. The website also works directly with our job board to pull jobs onto the workinlincoln. ca board to minimize the work employers need to do.”

Travel the world in stamps

A spin-off from my penpal hobby in childhood was my interest in postage stamps. Receiving letters from all those far-away places created a fascination with the beautiful countries depicted on the stamps. Of course, some were not very interesting.

The British Isles, for example, for generations used only engravings of the monarch of the era, although our Queen grew older as the years went by! However, African stamps had wonderful pictures of animals, waterfalls, mountains. Postage from Iceland taught me about the amazing geysers (including the Great one, Geysir) and the multitude of waterfalls that grace

that country. I had the beginning of knowledge of languages, that they are not all the same as English. I discovered that stamps from Sweden called their country Sverge, while Norwegian postage referred to itself as Norge. German stamps referred to their country as Deutsch, while Italy was Italia and Spain was España.

The stamps that intrigued me most were the unusual shapes. I really liked triangles. Mozambique produced many of them. So did South Africa. Some of the latter were quite rare

and expensive, always away beyond my reach.

As philatelists usually do, I finally refined my collection and specialized in dog stamps, and Princesses Elizabeth and Margaret Rose. There were more of them than you might think.

Sadly, some ancestor had left me several yellow pages of lined paper with wonderful old stamps glued on, and therefore valueless to a stamp collector. I tried steaming or soaking those stamps from their paper, but it was never successful without damaging the stamps. That was a lesson learned. There were many lessons learned through stamp collecting, lessons I’ve never regretted.

HUTCHINSON, Paul Anthony

June 10, 2023, Paul Anthony Hutchinson died peacefully and with his usual grace in the arms of Patricia (nee Juhlke), his wife for 55 years. He was 75. Their children, Mary DelorHutchinson (Stephen Crone) and Douglas Hutchinson and granddaughter Sophia Delora Crone 15, were close by. Paul’s sister, Dr. Alix Young (Roger) of Cambridge, Ontario was with him a few hours earlier. All his life, Paul loved, honored, and cared for his own and Patricia’s family and extended family, friends, colleagues and students.

Born in Calgary, Paul lived in the same Victorian house near Grimsby for 54 years. He worked at Proctor and Gamble in Hamilton and Toronto, initially as a Chemical Analyst then as a Project Manager.

Paul was an exceptional human being. He had a gifted mind and a loving, generous spirit. He was always keen to do his part. Paul enjoyed hiking, canoeing, and he learned to fly a plane. He was an enthusiastic traveller. He loved English and French poetry. He was so pleased to teach students in ESL and tutor in Maths, English Literature, and Conversational French.

Paul was happy, fit and busy. He had not smoked in 40 years so the diagnosis of stage 4 lung cancer was a shock.

Friday July 21, at 6 pm, a memorial service will take place at Tallman Funeral Homes (3277 King St Vineland). Family will greet visitors afterward in the Fireside Room.

In lieu of flowers, consider a donation to your local refugee shelter or McNally Hospice, Grimsby.

MacKELLAR, Lachlan (Tod) Murray

April 28, 1936July 5, 2023

Lachlan (Tod) MacKellar passed away peacefully in Grimsby on July 5, 2023. With the help of many dear friends and supporters, he was able to spend his final hours at his beautiful home overlooking Lake Ontario. Born in Beamsville in 1936, Tod spent almost 40 years with the Ontario Public Service in Toronto. He retired to Grimsby in 1993 where he contributed many years of volunteer service to The Grimsby Museum, Deer Park Villa, and other community organizations. Tod was predeceased by his wife Frances Semple (1989), sister Joyce Dwinnell (2004) and brother Donald (2021). He is survived by and will be sadly missed by his sister Mary Brooks of Huntsville Ontario; many nieces and nephews in Canada, the U.S and England; the Semple family; and by numerous close friends. Interment will be at St. Joseph’s Cemetery in Bracebridge, Ontario. The family are grateful to Tod’s dedicated healthcare team at HCCSS; staff at Deer Park Villa; and for the exceptional care provided by staff and volunteers at McNally Hospice in Grimsby. It’s well past midnight on Monday. I’ve known what the content of this space would be this week since a series of emails and a phone call last from someone I have known for many years. Since I mentioned in my column a few weeks back we would not be publishing the grad photo feature for the inaugural class of West Niagara Secondary School students I have been been fielding many calls, emails, texts and office visits asking me what was really going on.

I had not intended to do a thing.

WNSS principal Mat Miller chose to cut me off from providing the grad photos and information. The “why” of it, as many asked me, the reasons for that decisions, well, you would have to ask him. I have my suspicions given some of the responses from District School Board of Niagara officials when dealing with stories on the massive cost overruns on the remediation of the new super school’s land and, more recently, on the incident regarding an air gun being fired - according to a Canadian Tire employee - at that employee.

As for me, I have not spoken to the man, and have no interest in doing so. It is plain to see the cut of his jib, and I have no inclination to deal with someone like that.

Then I get an email from this particular lady who had called Miller that read, in part, “Mr. Miller’s final comment was “well it costs

$300” and I asked him if the graduating students were not worth it? and that graduation pictures were wonderful advertising and an acknowledgment of our pride in our local youth. His response “Well, you have your opinion and I have mine”. I hung up.”

So, on that, I have to call complete and utter bullshit.

I have never used that word in a column in 35-plus years of writing one, but a line must be drawn.

There is not and never has been one dime of cost for any paper I have ever worked at or been publisher of for publishing graduation features. On occasion, but not every year, school boards do include a letter of congratulations for their grads. This is completely and wholly separate from anything to do with running the grad photos and recognition. If the school boards opt NOT to run an ad, it does not change one single thing as far as the grads go.

The lady who sent me the emails and I spoke to on the phone related much of her conversation with Miller. Much of it centred on exactly what I noted before - should they have opted to solely send photos to Torstar’s weekly - who is going to see that section. The paper has not been delivered to her home in Lincoln’s east end in more than two years. When she called, she was told that area was cut off. There are dozens of neighbourhoods like that.

This year, her only grandchild was graduating, and she was looking forward to seeing the grad feature to hold onto as a keepsake.

She did not identify herself to Miller when she called as she was concerned about retribution where others were concerned.

Needless to say, the concerns about the management of the super school and general mishandling of just about every aspect of its development is ongoing and serious. I am currently working on a piece - have been for months - on the massive cost overruns the new school build has seen. It is likely I will remain off the DSBN Christmas card list and that’s just fine.

I don’t have any friends at DSBN and neither does any Niagara West taxpayer.

Enhancements set for Beamer Conservation Area

New parking area, wayfinding, trail system and educational signage coming soon.

Significant improvements are under way to make access to the Beamer Memorial Conservation Area in Grimsby more efficient.

The Niagara Peninsula Conservation Authority (NPCA) invites community members to attend an in-person information session on Thursday, July 27 at the Ball’s Falls Centre for Conservation, and a virtual session on Thursday, Aug. 17.

Details on the two events and more information about the project can be found at the “Get Involved NPCA” portal. The portal includes project documents, a project timeline, frequently asked questions, and tools for providing feedback.

This enhancement project supports NPCA’s strategic goal of connecting people to nature by improving visitor access and services at its conservation areas. The project will also improve the visitor experience with better parking and upgraded recreational features, such as ac-

cessible trail systems, wayfinding and interpretive signage.

Beamer Memorial Conservation Area is renowned as the best vantage point in the Niagara Peninsula to observe the annual spring hawk migration.

It is part of the internationally designated Niagara Escarpment Biosphere Reserve, featuring significant ecological features such as sedimentary rock and prominent cliffs, more than 300 diverse native plant species, and two distinct waterfalls.

The conservation area also offers one of Niagara’s most breath-taking and panoramic views of the Niagara Escarpment and Lake Ontario.

The proposed Beamer Memorial Conservation Area Enhancement Project will include:

• A new parking area with various Low Impact Development elements;

• New interpretive and wayfinding signage;

• New features to support outdoor

recreation;

• Enhancements to support accessibility;

• Automated access gates.

“In the past few years, we have seen a significant increase in visitors and a greater demand for access,” says Adam Christie,

Director of Conservation Areas at the NPCA. “Through this enhancement project we aim to improve access to greenspace and opportunities for people to connect with nature, while showcasing our commitment to sustainable practices.”
