West Lincoln council gets early look at 2024 budget

By Tamara Botting For NewsNow Discussions around West Lincoln’s budget are officially set to begin on Feb. 5, but Donna DeFilippis, director of finance and treasurer for the township, gave members of council an early look at the capital and operating budgets at their Jan. 15 meeting.

“Capital budget is such a large part of what the township spends (its) money on, and we just think giving council more time to review what’s in the budget and more time to ask questions will just make sure that the whole budget experience is well-informed for council,” DeFilippis said.

She added that staff’s goal is to have the 2024 budget approved by the end of February, a month earlier than last year.

A marked difference over last year is the total projected capital spending amount. In 2023, $5 million was approved; in 2024, the recommendation is over double – approxi-

mately $10.8 million.

Half of the 2024 capital budget is earmarked for environmental services, namely water and wastewater. The two biggest projects in that category are large watermain replacements, on Highway 20 and within the Killins Street, Barbara Street and Brooks Circle area of Smithville.

Each of the township’s departments has projects that would fall under the capital budget. Some highlights include: • Transportation services: $1.1 million to resurface Killins Street, Barbara Street, and Brooks Circle.

• Parks and recreation: $200,000 for the reconstruction of the Murgatroyd Trail.

• Corporate services/ government: $170,000 to rehabilitate the town hall parking lot.

• Planning/ building/ bylaw: $50,000 for an affordable housing community improvement plan.

• Fire: $90,000 for a self-contained breath-

DeFilippis noted the SCBA cylinder compressor and filling station would be partially covered by development charges, but the percentage that’s calculated later in the year might be different than what would be arrived at now.

That’s because the township’s current development charge bylaw will expire in July, and is being updated.

“Staff have been working with a consultant over the past few months to develop a new background study that will form the basis of the proposed fees and new bylaw,” DeFilippis said.

That work is also better informing staff as they look to the future.

In 2023, West Lincoln staff’s projected expenditures over the next decade were ap-

proximately $74.4 million. This year, staff project that the township’s expenditures over the next decade will be approximately $105 million, which DeFilippis called “A substantial increase.”

She explained that as staff have been working with the consultant, they’ve been able to get a clearer view of the current costs of different types of projects.

“It’s allowed us to actually update some of our pricing to be more realistic as to what things are costing,” she said.

If all the proposed capital projects for 2024 are approved, just over $4.6 million – or 43 per cent – of the total $10.8 million price tag would be paid through reserves.

Looking ahead, almost 60 per cent of the funds for the upcoming capital projects would come from reserves and deben-

tures.

DeFilippis said the township is projecting a negative balance in its capital reserve from 2024 to 2027, which would limit the funds available for investment and impact the township’s cashflow. Ultimately, the township might have to borrow money.

DeFilippis said that while this is something other municipalities do, “We’ve never been in that position, because we’ve always had very healthy balances and good cash flow.”

She said there were ways to mitigate the increase on the capital budget in 2024 and beyond, including eliminating projects – though that’s not always possible – or shifting projects to the future.

However, she cautioned, “If you delay things too long, it just will cost more money to repair them, and it could impact service delivery levels.”

During the question and answer period following the

presentation, Coun.

Joann Chechalk said that while the budget was “justifiable and responsible,” in outlining the capital budget needs, “Your projections show us that growth doesn’t pay for growth; it just doesn’t … we’re taking money from tomorrow to pay for today’s needs and suppress the need for tax increases.”

Chechalk lamented the financial impact recent provincial legislation – such as Bill 23, the More Homes Built Faster Act – has been having on municipalities.

“It’s just so sad to see,” she said. “We are facing an incredible amount of increase to our taxes.”

The initial anticipated tax levy increase was projected to be 4.2 per cent.

However, council voted in favour of a staff recommendation to put $500,000 of the anticipated $700,000 surplus from 2023 to the capital reserve, which would bring the levy increase down to 2.71 per cent.

Purpose of the Meeting The Town of Lincoln will hold a public meeting, pursuant to Section 12 of the Development Charges Act, 1997, as amended, to present and obtain public input on the municipality’s proposed Development Charge (DC) By-law and underlying Background Study. At the Jan. 15 all committee meeting, council accepted the resignations of Nicole Scime, Joel Scime and Scott Crawford, which had been received by the municipality about two weeks prior.

Mayor Cheryl Ganann noted that the agenda said these resignations were accepted with regret, “And we sincerely do regret … and hope that when we figure out our new way of dealing with things, that we’re going to have all these people back as volunteers.”

Coun. William Reilly added,

“With the parade committee, there’s a tremendous amount of responsibility, a tremendous amount of work that goes into running and organizing and facilitating,” and that to his knowledge, the three had been members since the committee was newly established at the beginning of the prior term.

He thanked the trio for their work and leadership, particularly when the committee was in its earliest days.

“I don’t think people realize how much work goes to putting on a parade and how much it consumes of your life and you’ve almost got to live, breathe and eat it for the course of that whole process to get it to where it is now.”

Ganann agreed, adding, “They’ve been through some tough times.”

22 Main Street West is a rare and unique example of the Georgian architectural style. During the height of the Victoria era, significant Victorian additions were skillfully introduced to the structure’s façade.

The Georgian-Victorian style structure was home to one of Grimsby’s first doctors, Jonathan Woolverton and well-known newspaper man J. A Livingston. The structure at 22 Main Street West predates all of the Victorian style commercial store fronts within the Downtown area and acts as a vessel of the area’s early development.

24 Main Street West is an 1870’s commercial building that has direct associations with the Livingston family and their publication The Independent, as well as the Miller family. The foundational newspaper called The Independent, served the Grimsby, Beamsville and Smithville area, providing a clear record of Grimsby’s history. The building at 24 Main Street West was integral to the business, and during the height of the newspaper’s production the Livingstons lived out of the adjacent house at 22 Main Street West.

GAMRU seeking storage area for rescue boat GAMRU (Grimsby Auxiliary Marine Rescue Unit) South Shore Search and Rescue has done a lot to help save lives and protect property in Lake Ontario; now it needs some support.

“We are on the look out for a new winter home,” the group said in a

post on social media, adding that for the past four years, the group “has been homeless during the winter months.”

A host of variables effect how long drivers keep their cars, but there are way for motorists to keep their cars for longer periods of time.

DAVIS, Edward

With heavy hearts, surrounded by the love of his family, we mourn the passing of our Dad, Edward Davis, age 86, on January 18, 2024.

Dad is survived by his children Dale, Gail and Pat Komadoski, Brenda and Chris Hodgins and Susan. He was so proud of each of his grandchildren, Ben, Emily, Ashley, Zach, Taylor, Spencer, Josh and Sydney. He is predeceased by the love of his life, Marilyn (Powers). Missed by his sister in law, Cheryl Davis.

Dad was born in Silverdale, Ontario and raised in Wellandport. Mom and Dad raised their family in Beamsville. He retired from Stelco after 36 years, was a lifelong farmer and a retired Beamsville volunteer firefighter.

Dad was an exemplary family Man. He spent his retirement years vegetable and flower gardening, tree cutting and garden maintenance with Rudy. A true nature lover and was always attending to his birds. You could always find him in an arena, school gym, baseball or soccer field cheering on his grandchildren. He was our family handyman and if Dad couldn’t fix it or find a solution it wasn’t possible. Dad would always be there to lend a hand to whoever needed it.

A private burial will be held with his immediate family. Please join us to Celebrate his Life at Tallman Funeral Home, 3277 King Street, Vineland on January 27th, from 2-4 at the Fireside Room.

Passed away on Thursday, January 18, 2024, peacefully and surrounded with the love of her family. Predeceased by her beloved husband Dr. Colin B. Walker (2010). Survived by her loving daughter Julie (David) Scheerer, and cherished grandsons Lucas (Lesley) and Nicholas. Also survived by her great grandsons Karter and Kamden. We immigrated from England in July 1963. Mum and Dad enjoyed many years in Grimsby with their large circle of friends. They both enjoyed curling at the Grimsby Curling Club, playing bridge, and hosting some fabulous dinner parties. Mum volunteered at West Lincoln Memorial Hospital and Grimsby Art Gallery. She was passionate about her garden, where she spent many hours whilst Dad golfed.

After Dad passed she moved to Books Landing, where she enjoyed 10 years making new friends with her faithful doggie companion Louie.

By Tamara Botting For NewsNow Lincoln residents still have time to weigh in on the draft update of the town’s official plan before it’s passed.

At a public meeting on Jan. 15, Matt Bruder, director of planning and development for the corporation of the Town of Lincoln, walked members of council and the public through the highlights of the proposed document.

“This isn’t a complete overhaul,” he said. Instead, “This is a rather comprehensive review and update.”

Bruder explained that an official plan is long-term; the draft document he was presenting looks forward to 2051, a timeline required by the province.

Official plans serve as the policy framework that inform other growth and development documents, like secondary plans and zoning bylaws.

Not only does the Planning Act require official plans be updated every ten years, but as a lower-tier municipality, Lincoln has one year to conduct a conformity exercise to make sure its official plan adheres to Niagara Region’s when that body completes a new official plan, which it recently did.

Also, since “Municipalities are creatures of the province,” official plans must align with provincial policies and legislation.

Bruder noted that in the past two years in particular, “The amount of changes coming down from the province for local municipalities to administer has been very frequent, and we expect it to be ongoing, so we

have to review the official plan every so often to make sure that we’re capturing those changes and making sure that we’re consistent.”

A big part of developing an official plan is looking at population trends.

Between 2016 and 2021, Lincoln’s actual population growth was higher than the targets that had been laid out in the 2016 official plan; Bruder said staff aim to be as close to the actual numbers as possible.

“It’s important from an infrastructure investment perspective … so we make sure that we’re planning for growth and we’re allocating sufficient resources.”

Lincoln’s population in 2021 was 26,860, which was 5.5 per cent of Niagara Region’s total population. It’s expected by 2051, the town will make up 6.6 per cent of the region’s total population.

So where will those people live?

Bruder pointed out that Lincoln has a limited supply of vacant greenfield areas for future urban growth, and moreover, the town can accommodate its forecasted growth within the existing built up areas, which is the goal, so as to avoid urban sprawl.

In 2021, 78 per cent of the town’s housing was designated as low density (e.g. single-detached dwelling), 15 per cent was medium density (e.g. townhouses) and 7 per cent was high density (e.g. apartments).

A shift is forecasted in the housing split for 2051, with 45 per cent of the housing as low density and 40 per cent as high density; medium density housing

is expected to remain at 15 per cent.

Bruder said key focal areas for this intensification are the Prudhommes Urban Area, the Beamsville GO Major Transit Station Area and the Beamsville Urban Area.

It’s not just about making sure people have somewhere to live; they also need somewhere to work.

Bruder said that’s why the draft official plan includes updated employment land policies that introduce stronger protections for employment uses, and has a target of 45 jobs per hectare – something taken directly from Niagara Region’s official plan.

Lincoln’s draft official plan also has updated economic strategy goals and objectives, both in urban and agricultural areas. With the latter, these provide farmers ways to add revenue streams to their operations.

Bruder said a particularly notable shift in Lincoln’s draft official plan is that there’s a new dedicated climate change section. This consolidates all the previously disparate pieces throughout the document, “To give it a little more clarity, a little more prominence and help with application.”

Work on the draft official plan is ongoing. Bruder anticipates another public open house, and encouraged residents and other community stakeholders to visit speakuplincoln.ca/shapelincoln and take the online survey.

Long clean up ahead

If you have some time, give it West Lincoln’s Santa Claus Parade is about to feel the same pinch as many of Niagara West’s biggest events.

Three members of the event committee resigned last week. The resignations are not the issue so much as the throngs of people who are NOT looking to give any time to their community by volunteering.

It is a sign of the times - and has been for well over a decade. Community groups cherish any new members as they are few and far between.

Residents love to turn out at events, no problem there. But who the heck will make them go.

Grimsby’s Santa Claus Parade had this issue with coordination of the event changing hands several times over the years. Recently, the Town has taken it on and done an exceptional job.

But that is not the only event that has been on life support. Some make it, barely, others go the way of the dodo - like one of my favourite events in Niagara West - Poultryfest.

Those folks did a great job for years. They called for new blood to help on the committee for years.

They warned that the highly successful event would fold if new volunteers didn’t come out to lend a hand.

They didn’t.

It folded.

That hurt.

MIKE WILLISCRAFT Covering all these events over the years, I know not only the events, but the people who run them. It would surprise many (but it should not) that pretty much the same handful of volunteers in each community help out with many of the key events. They are the people who make our communities go and should be thanked profusely for all they do.

Unfortunately, people would rather complain about some aspect of an event that didn’t meet with their expectation than to thank volunteers for 98 per cent they got right. That is human nature.

The service groups - many extinct in our communities now - are still fighting the good fight and they are having consistent successes with their events. Beamsville Lions come to mind with their impressive fall food drive, monthly breakfasts and Easter egg hunt events always popular.

West Lincoln Kiwanis, a

very new and shiny group, essentially, has gotten off to a great start and gotten its fingers in many pies in the township. Good on them.

Grimsby Kinettes are still doing their thing - The Greater Grimsby Open MIni Putt will be upcoming - and their Easter egg hunt after that, too, will be a highlight.

But back to West Lincoln’s parade....chances are better than not, that the township will take it over and manage the event as Grimsby did.

That is not a bad thing, but that should not stop any resident from volunteering to help out because to run an event like that takes dozens of volunteers, not just one or two.

If you are interested, call your local councillor or drop by township hall.

They will know what’s up.

Now, that is just one event. Each of our three municipalities in Niagara West has many events which could use extra volunteer hands.

NRP moves to enforcement on plate obstruction After initiating an education process regarding obstructed plates last October, Niagara Regional Police have moved onto Phase 2 - enforcement.
