Grimsby defers McNally house support, pending funding report

With a funding application to be submitted to the Ministry of Health in the near future, Grimsby council voted Monday night to refer a $132,000 funding request
from McNally House Hospice in favour of waiting for a report on funding requests.
McNally’s executive director Pamela Blackwood, board chair Murray Bain and Debbie Zimmerman, board member and chair of
the capital campaign attended to speak to the facility’s request of support for its four-bed expansion. The project has a $9.5 million fundraising goal and sits about $1.9 million short of that goal with a potential grant in the offing.
Lincoln and Niagara Region have already voted to financially support the project.

Windrow Clearing Pilot Program
The Town of Lincoln is working with our sidewalk snow-clearing service provider to offer a Windrow Clearing Pilot Program. Residents can pre-register for this optional, pay-per-use service.
What is a ‘Windrow’?
Are you a not-for-profit or community organization requiring financial assistance?
Lincoln’s grant programs provide assistance to support beautification, events, projects and programs. Apply for the Grow Prosper Belong Fund or the Whipple Fund. Applications are being accepted until Feb. 13, 2023.

The Town is responsible for clearing snow on Town-owned sidewalks. The level of service/clearing provided for each sidewalk is determined based on balancing each sidewalk’s level of usage, availability of alternative routes, and service needs.
Primary
• Aim to start service when accumulation exceeds 5cm, but service may not start until accumulation exceeds 8cm.
• The route will be completed within 48 hours of the end of snowfall - Significant Winter Events will result in longer response times.
• Salt application and plowing as required.
Secondary
• Aim to be cleared within 48 hours after an event’s end and meets or exceeds 8cm.
Significant Winter Events will result in longer response times.
• Salt application and plowing as required.
A windrow is the snow left at the end of a driveway after a snow plow has cleared the road.
Cost:
• Residents are required to pre-register for 10 winter events at $450 + HST ($45/event).
Program Specifics:
• Only a single driveway will be cleared one time per winter event.
• Windrow clearing will commence on the next winter event after program registration.
• Only snow at the end of the driveway will be cleared.
• T he complete driveway and surrounding sidewalks will not be cleared.
• Windrow clearing will be completed when accumulation reaches 15 cm.
» Windrow clearing will be completed once all sidewalk snow clearing has been completed in town.
• Only snow will be pushed from the end of the driveway into a pile on the boulevard.
• S alt or sand will not be applied.

“All those things we don’t have in place yet, in terms of policies and procedures internally. So, my thinking this evening is to refer it back to staff, back to developing a policy on how we handle this eligibility criteria.”

“This is not to say that I would not say yes
to McNally, but I want a firm policy in place that gives us a certain cover and rationale because others will come. They do come. I don’t think it is fair to kind of be a giver of first past the post,” said Coun.

“I understand there is not a line item for this in the budget, but traditionally we do have a surplus. I am in favour, personally, of finding this in the budget. I don’t think it is like oth-

I understand we should have a policy in place for groups that come for an ask. In my opinion, this is not like that.
“Let’s move ahead on this one and let’s put a process in place for future ones.”

What about saving for one’s first home with a TFSA and/or using the RSP Home Buyers’ Plan? Go ahead, but only after you’ve maxed out on your annual FHSA contribution limit.Contributions to a TFSA do not provide you with the same tax break as with an FHSA, as TFSA contributions are made with after-tax incomethere is no tax deduction. And, with the RSP Home Buyers’ Plan, the funds have to be paid back, or they’ll be taxed as income.
If you are a first-time homebuyer, please consider opening an FHSA in 2023, even if you don’t have much money to contribute, because you can carry forward any unused contribution room. The FHSA is a gift from the Federal Government - grab it before the next Budget takes it away!

DAY: “IT’S A GREAT DAY TO BE ALIVE”
On November 15, West Lincoln Memorial Hospital Foundation (WLMHF) had the great honour of celebrating our community and those who continually turn possibilities into reality and take responsibility for our West Lincoln Memorial Hospital.
Our celebration began with Leslie Gillies – HHS VP Community Medicine & Population Health, and Site Lead for WLMH providing an update on the hospital projects, followed by Kevin Antonides – Chair WLMH Foundation Governing Board reporting on what’s happening at the Foundation.
The keynote speaker of the evening was Ian Humphrey, who delivered a motivational speech entitled “It’s a Great Day to be Alive.” Growing up in South Central Los Angeles, two blocks from where the Crips street gang was founded, Ian found himself in a situation that led to him being sentenced to 15 years in prison. It was during this dark time that help arrived from individuals that believed in him, and refused to give up on him. He now lives a successful life recognizing every day that it’s a great day to be alive.
The National Philanthropy Day celebration included a presentation for a bursary to the top fundraising school who participated in the Peachbud School Challenge: Covenant Christian School.
A ‘Bond Voyage’ was extended to volunteers Bruce and Jerri Bond recognizing and thanking them for their many years of service to the Hospital and Foundation.
A special announcement was made in honour of Dr. Jonathan Ginsburg. A named endowment fund was established to commemorate Dr. Ginsburg’s life work and recognize his many years of service given to WLMH. To top the evening off, Andrew Smith, Chair of the Take it to the Finish…Building a Healthy Community Campaign celebrated the fundraising success for the new hospital’s $50 million local share. The Campaign Team all stood together and cheered this great news. Each year the Foundation recognizes individuals and businesses whose cumulative gifts have reached new levels over the past year, or who are new additions to the Hall of Honour. This year recognition was given to 86 philanthropists who moved to a new level on the Hall of Honour; 2 new Founders, 9 new Ambassadors, 7 new Patrons, 6 new Benefactors, 31 new Builders and 31 new Leaders. Youth Philanthropists of the Year: The Anjema Team - Congratulations to Team Anjema! Fraser, Ryerson and Brielle Anjema were recognized for their contributions to the Peachbud School Challenge hosted at Cairn Christian School in Smithville. This team of three loved soliciting pledges and managed to reach over 165 family members, friends and neighbours. They told everyone about the importance of supporting their local hospital, they understand the importance of healthcare within our community.
Business Philanthropist of the Year: Yorkville Asset Management - The Business Philanthropist award went to Yorkville Asset Management, under the leadership of Hussein Amad, CEO. It is evident by their giving and volunteering at many organizations that they have strong philanthropic values. When asked why WLMH is so important Hussein Amad replied, “Small hospitals are like small businesses; they are small but essential for Canadians. Keeping our communities well-serviced means these communities do not face the challenges of immigration to bigger cities. Rural or smaller communities are also essential to preserving family values and our culture. No one wants a long journey to receive treatment when they are already dealing with hardships.”
Individual Philanthropist of the Year: Tony Joosse - Tony Joosse stands for “All Things Grimsby’ and the WLMH Foundation governing board and staff were pleased to present him with the Individual Philanthropist of the Year 2022. Volunteering for many organizations such as Grimsby’s sports, Chamber of Commerce and the Museum Board, and most recently co-chairing the Save and Build WLMH team, Tony is a very giving individual worthy of this award!
Hospital Family Philanthropist of the Year: Dr. Danielle Charbonneau - Dr. Danielle Charbonneau’s passion for West Lincoln Memorial Hospital is extraordinary! Leading a very busy family and career life, Dr. Charbonneau still finds time to volunteer on committees and board positions within the Hospital and the Foundation. Dr. Charbonneau is also passionate about outdoor activities, in fact, she interviewed for the position at WLMH while on a canoe trip in the West Coast of Canada. West Niagara is fortunate that the satellite phone system connected, and our local hospital gained a top-notch, dedicated and very hard-working physician to care for our community. Since 2007, students in Grades 4-6 have shared what home means to them in the national writing contest. Submissions are being accepted by mail or online at meaningofhome.ca until Feb, 24.

Greenbelt Academy to expand program
Greenbelt Academy and Early Learning Centre is in the process of licensing their Kindergarten program for September 2023.
This program will fall under the CWELCC umbrella with the already registered preschool programs, lowering tuition rates for kindergarten.
Students are given the opportunity to learn about their world through daily access to extended time in nature.

Several calls have been received at the NewsNow office about duck remains being found along the Forty Creek near Ridge Road. It seems “hunters” are bagging birds and dissecting them on the spot for the breast meat and leaving the remnants to nature. Residents have spotted clusters of 4-5 birds at a time.
Habitat help
There’s a neat little contest for children in Grades 4-6 highlighted on Page 11 of this week’s edition for Habitat For Humanity’s Meaning of Home writing competition. Many schools will be having students complete entries, but parents can work with their kids, too. To enter is free and each submission generates a $10 donation for Habitat, so it’s a winwin scenario. With so much pressure on kids and young families today, this exercise is a great way to get a picture through the eyes of children and do some excellent fundraising to help other families who are in need of a boost through Habitat. M.W.
Best intentions off base
It would be very easy to put some members of Grimsby council on a tee and knock them out of the part after a financial support request for McNally House Hospice’s four-bed expansion was paused.
Council voted 6-3 Monday night to refer the $132,000 request back to staff and put a hold on until a staff report on a financial support policy could be generated by staff. The report is come out during the 2023 budget process.
So, sure, it makes sense that the Town needs to have a policy to follow when any group knocks on the municipality’s door for funds - transparency and fairness to all should always be a goal to be responsible with taxpayers’ dollars.
That said, one has to wonder about the wisdom in choosing McNally’s project of which to make an example.
My money says no.
The matter is compounded by an imminent application for a major grant - $200,000 per bed, for the four-bed expansion - to the Ministry of Health. Niagara Region and Town of Lincoln have already put their support behind it. West Lincoln’s consideration is to come in the next week or two.
In December 2021, the Region approved $1.1 million ($220,000 over five years). In May 2021, Lincoln approved $115,000 ($23,000 per year for fiveyears).
It is not a good look - any way you slice it - for such a respected institution to go before the Ministry without its hometown’s approval. It’s embarrassing, really.
As McNally board chair Murray Bain noted on Monday, “We’re told municipal support is taken into consideration. It’s not a pass or fail...If the document says there is no response from Grimsby, I can’t tell you what that says.”
If it could have a devastating impact to the tune of losing out on $800,000 in provincial grants, why roll those dice?
Will Grimsby step and and cough that up - upping their support $932,000 if the province now rejects the grant app? Of course not, but you see my point.
You can set aside the fact the “ask” was small, in the grand scheme of things - $33,000 for four years.
You can even set aside the pending provincial grant application.
Simply, if an approved project from a cornerstone
institution involved in the physical and mental health care of local taxpayers knocks on the door for support, that ask should absolutely be treated with a higher level of respect and attention than a service club asking for $1,000 to share the cost of a band at a public event.
As I note, it would be easy to rattle on about how the decision was just plain wrong, but there needs to be an understanding of why that decision was made.
The concerns about not having a policy in place are genuine and not misplaced. Those who voted to refer the ask to staff are not heinous people, but their logic is misguided.
There does need to be such a policy, but the town also needs to put itself at the forefront of progress for change instead of being the laughing stock it was for the last four years.
This matter will come up again for ratification at the next council meeting. At that time, there will be an opportunity to reconsider and that opportunity should be seized and this decision rectified.
And this is not some outlandish suggestion. Lincoln and Region are on board. Grimsby will be on board, without doubt. How does approving this in January as opposed to March affect the Town’s finances one red cent?
The brass ring of reason is right there, people, grab it.

Myrtle Bean was a woman ahead of her time
There are so many interesting people in Grimsby’s past that it is difficult to choose a topic for you.
The person I’d like to tell you about, though, today is Myrtle Bean. Myrtle and her husband Clive came to Grimsby in 1928. They were newspaper people, and they came to town as the new owners of The Grimsby Independent Clive was a man before his time, for he accepted Myrtle as a full partner in the operation of the newspaper. She was

even allowed to write for the newspaper.
Myrtle developed a passion for Grimsby’s history, particularly Grimsby Beach where the Beans lived.
Myrtle collected all sorts of historical material, and interviewed many of the old-timers at the Beach. All of this was collected in a series of scribblers and was recorded in pencil.
Myrtle planned to write a book about Grimsby’s history, and
cottager Freda Waldon, who was chief librarian at Hamilton Public Library, encouraged her. As the years slipped by, it became obvious that Myrtle was not going to find time to write the book, so Ms. Waldon asked her to donate all her research to the Archives at the Hamilton library.
A great deal of what we know of Grimsby Beach came from Myrtle’s notebooks which are accessible to the public.
I also admire Myrtle because she was the first female member
of the Grimsby Public Library Board.
At her insistence, for the first time, the librarian was invited to board meetings.
In 1933, Myrtle was replaced by her husband, and the librarian’s presence was no longer needed.
