McNally ask rejected again, deferred to 2023 budget

The request was initially deferred to 2023 budget consideration at the Jan. 16 council meeting, but Monday night it was lifted for reconsideration.
Coun. Nick DiFlavio put a motion on the floor, seconded by Coun. Reg Freake, that council approve the expenditure. He also reiterated, “I agree wholeheartedly that we should have a criteria.”
This comment referred to the Town developing a formal process for community and charitable “asks” which come to council from time to time.
The initial vote Jan. 16 was 6-3 against, while Monday night DiFlavio’s vote was rejected 5-4. Councillors Delight Davoli, Veronica Charrois, Jennifer Korstanje, Don Howe and Lianne Vardy opposed. Mayor Jeff Jordan and Councillors DiFlavio, Freake and Jacob Baradziej, who flipped his vote, were in favour.

“I will say that I am really torn on this particular issue. I believe in the good work that this organization does,” said Davoli, who went on to question the transparency of the McNally organization by not having its 2022 financials on its web-
site. She also noted that no initial mention of McNally’s Foundation, which has $2 million in it, was also a problem for her.
“I was disappointed in the fact that I don’t feel, yet, like they share that same vision that I have for openess and accountability and transparency,” said Davoli.
“Perhaps if they were asked they would come forward with it and that would be a lovely thing, and they probably would. They’re good people, but that’s why I thought we should refer this back to the budget process, set a policy about all of it and make sure everybody is very clear about that.”
Korstanje said approving the request ahead of having a formal process would set a bad precedent.
“We cannot say ‘yes’ to this and then establish criteria and expect every other organization to follow that criteria,” said Korstanje.
“That would not be fair. From a legal perspective, that would open us up to liability.”
DiFlavio said the rationale of Davoli and Korstanje was off-base, noting the Town’s 2022 Financial statements are not on the Town site, either, suggesting that was more of a housekeeping issue.

Roasted Tomato Bisque
Serves 4
INGREDIENTS
• 2 each red onions, • medium sweet potatoes, celery stalks, garlic cloves, medium carrots, all peeled, and

INGREDIENTS
• 2 tbsp mild curry powder
• 1 tsp, each smoked paprika, dried thyme, cumin, pepper, granulated garlic (optional: allspice and nutmeg)
coarsely chopped
• 1 small clamshell of cherry tomatoes, washed
• 5 large, ripe tomatoes, coarsely chopped
• herbs; rosemary, thyme, basil, minced
• oil, salt and pepper
• 1 each onion, red bell pepper, yellow bell pepper, zucchini, medium sweet potato, all cleaned and 3/4-inch dice
• 1/4 cauliflower, cut into florets
• 1 cup each: crushed tomatoes, veg broth
• oil, salt and pepper, brown sugar
Fragrant, Mild Vegetable Curry

Ideally this is a do-together set of recipes, which allows you some great down time in the kitchen.

DIRECTIONS
Toss the vegetables and garlic in about 1-1/2 tbsp of oil, and put on a roasting pan, lined with parchment. Place in a 350F pre-heated oven, and roast until fra-

In a heavy bottomed pot, med heat, sweat the onions in 2 tbsp of oil, then add the other vegetables, (not the tomato) and all of the spices, and stir well. Let the spices develop a good aroma, while gently stirring to avoid scorching them on the bottom of the pot, about 6-7 minutes. Add the tomato, and a bit of the broth; depending on how thick you like the curry, you may add more as the vegetables cook.
This is when you add some salt and pepper. Put a lid on the pot and allow to gently simmer, stirring every four or five minutes.
The Sweet potato is the best indicator of progress. When it’s tender, the curry is ready to be served, probably about 20

A make-ahead dessert that both your tastebuds and your brain will appreciate; three ingredients, and some chill-time.

• 2 lemons, zested and juiced
• 2 cups 35% cream
• 1/2 cup sugar
DIRECTIONS
In a small, Thickbottom saucepan, combine the cream, sugar and a good pinch of the zest. Bring to a simmer, while stirring. Allow to keep simmering until slightly thickened, maybe 8 minutes or so.
Remove from heat, and stir in the lemon

After DiFlavio suggested funding could be found in a projected 2022 surplus, so as not to impact residents through an additional hit on the 2023 levy, Vardy told him any expense was a hit to taxpayers.
Korstanje disagreed, noting a premature decision would be “unfair treatment”.
“When we do that, we create issues. Just because we don’t see them doesn’t mean they’re not there,” said Korstanje.
Charrois also said the ask “is a want, not necessarily a need.”

“This is a day hospice, so this is not end-of-life care. These are people that are two years out that are navigating the system, so this is not the same,” Charrois said.
In fact, the new build planned will include all 10 beds, upped from six, while it is the current facility which will be converted to a day hospice, which will house programming for those in need of supports - both patients and their caregivers - as well as bereavement programs.
As well, while Charrois noted the facility was not at capacity, McNally’s occupation rate in 2022 was 96.7 per cent, one of the highest in the province. This usage includes turnaround time between patients.
Vardy suggested a friendly amendment which would have noted council would support it, amount to be determined at budget time. This was rejected by Freake, who seconded the motion, so it died.
Will the mortgage stress test limit your options at renewal?
Canada’s banking regulator requires that borrowers who are in need of a mortgage prove that they can afford a mortgage payment at the greater of: a) 200 basis points higher than the contracted mortgage rate, or b) the minimum qualifying rate of 5.25%. This policy is referred to as the mortgage stress test.
The mortgage stress test is applied to all new mortgage applications, and that includes applications to transfer a mortgage from one lender to another for the purpose of obtaining a lower rate.
2023 mortgage rates are significantly higher than prior years, and these higher rates could wreak havoc on any new stress test you have to undergo for the purpose of shopping for your new mortgage.
The stress test does not apply to mortgage renewals with the existing lender, so if you plan to simply accept the renewal rate your current lender offers you, then you have nothing to fear - you will not be required to re-qualify. But, if you want to apply for a larger mortgage so that you can consolidate other debts, like credit cards, then you may have issue in qualifying this time for a larger-amount mortgage due to the stress-test rate being higher than prior years.

Every two years, the Town of Grimsby looks to its residents to nominate local residents and organizations that deserve special recognition for their outstanding contributions and accomplishments.
Until March 17, nominations are open under four categories to provide an opportunity for the Town of Grimsby to thank the communi-

ty members that make Grimsby such a great place to live.
“Our community is privileged to have so many individuals and organizations who give their time for the benefit of our Town” said Mayor Jeff Jordan.

“The Civic Recognition Awards are a perfect opportunity to give thanks to our community champions

Welland physician charged with sexual assault
A sexual assault charge has been levelled against a Welland physician after Niagara Regional Police Service (NRPS) detectives assigned to the Sexual Assault Unit (SAU) investigated an alleged Oct. 12, 2022 incident.
Investigation determined an alleged sexual assault occurred at a family medical practice located at 188 East Main St., in Welland.
As this incident involves a physician, notification of his arrest has been made by detectives to the College of Physicians and Surgeons of Ontario.
The circumstances surrounding this incident have led detectives to suspect there may be additional complainants.

Individuals and witnesses with further information are encouraged to contact the lead detective by dialing 905-688-4111, option 3, ext. 1009504.
Members of the public who wish to provide information anonymously can contact Crime Stoppers of Niagara online or by calling 1-800-222-8477. Crime Stoppers offers cash rewards to persons who contact the program with information that leads to an arrest.



On Feb. 3, 2023, Dr. Boutros Mikhail, 51, of Oakville was arrested and charged with one count of sexual assault, contrary to section 271 of the Criminal Code of Canada.

He died in 1919, and is buried at Queen’s Lawn Cemetery.

KLASSEN, Sharon Evelyn
Passed away peacefully, with family by her side, after a brief illness on Tuesday, January 31, 2023 at WLMH in her 83rd year. Beloved wife of the late Menno “Fish” (2002).
Cherished mother of Leanne Klassen (Mike) and Ken Klassen (Paula). Fiercelyproud Grammie to Jacob (Jaime) and Nicholas. Sister-at-heart to Carolyn.Devoted friend to Sharon, Margie, Shirley, Bev (2018), and many, many more.
Born in St. Catharines, she was the only child of Harry and Harriet Badgley. She started her career as a Teacher, then left teaching to focus on raising her children and working for Canada Post. She retired in 1989 to enjoy traveling with Fish and spending time with friends and family. She endured many health challenges over the years, but always faced them with grace, courage and impeccable strength.
She enjoyed tending to her beautiful gardens, doing crossword puzzles, going to plays, collecting, watching Coronation Street, and always finding a bargain! Her generosity and concern for others was like no other. She was truly a special person who will be missed terribly.
Special thanks to Kelly, the Nephrology and Palliative staff at St Joseph’s Hospital, and the wonderful nurses of WLMH.
There will be visitation at the Tallman Funeral Homes in Vineland (3277 King St) on Thursday February 9, 2:00-4:00pm and 6:00-8:00pm with a memorial celebration on Friday February 10, 10:00am. Cremation has taken place.

LEYENHORST, Grace 1937-2023
OBITUARIES
“So now, since we have been made right in God’s sight by faith in His promises, we can have real peace with Him because of what Jesus Christ our Lord has done for us.” Romans 5:1
Grace Leyenhorst passed away peacefully at her home on February 5, 2023, comforted by her immovable faith and surrounded by loving family. She will be missed by, but also live on in the memories of her daughters and their families including 13 grandchildren and 15 great grandchildren that gave her so much joy.


She was born in 1937, one of five children to Gerrit and Siebrigje Woelinga in Bornwird, Friesland. In 1953 her family emigrated to Edmonton, Alberta where she met Casey Leyenhorst who had also emigrated from The Netherlands. They married and had two daughters, Susan and Wilma, while living in Edmonton. After moving to Ontario four more daughters, Geraldine, Patricia, Judi and Amy were born into the family. Sadly, Patricia passed away in 1963. Mom loved her family and being a homemaker. She supported her husband in his business and volunteered for many years at Albright Manor. She also loved the outdoors and her favourite books were about birds and flowers.
After Casey’s death in 2000, Grace left Jordan and moved to Heritage Village in Vineland where she enjoyed good neighbours and joined a group of women that encouraged her in her faith through their weekly Bible studies. She continued to participate and contribute at Calvary Gospel Church until she became ill and was no longer able to do so. Grace’s life was made richer by the good friendships made there.
In August 2020 Grace moved to the Orchard View Apartments where she once again found encouragement in good neighbours and was blessed by the incredible care she received from the staff working under Bonnie Fahnstock. We are so grateful, as Mom was, for these beautiful people and the work they do so lovingly.
There will be a Celebration of Life at Calvary Gospel Church, Beamsville, at a later date.

MUZYKA, Wayne Douglas 1946-2023

Passed away peacefully on Monday, January 30, 2023 at the age of 77. Loving husband to Catherine of 50 years. Dear father to Derek (2016) and “bad” Brad (Dale). Predeceased by his parents Robert and Hazel and his sister Marlene (Murray) Campell. Survived by his youngest sister Shirley, who was also known as “Shoosh” (Brent) and many nieces Cheryl Campell, Heather Berry (Jeff), Michelle Dixon (Sean), Melanie, Natalie; nephew Kevin and beloved dog, Lily, who has a pepperette addiction. Cherished grandfather to Hayden and Weston. Wayne is leaving behind many great relatives who are not mentioned above. He just couldn’t out-beat his aunt Anita who is still living on her own at the age of 101. He had a love for his family even with the vast distance across this beautiful country and he would always stay in touch. Wayne was born in Blunder Bay as he called it; also known as Fort William. He came to Southern Ontario and joined the Saltfleet Police force in ‘67, making the streets safer and then later to become a Hamilton Wentworth Police Officer. He has lost and left many friends and co-workers from here and his hometown where his knucklehead friends still live. May everyone remember the good times and the laughs that have been had. Grimsby was hoping it had navigated its way out of a thick, dark forest in the 2022 municipal election.
I am not prepared to write off this new crew based on a very poor decision-making process, but they certainly could be headed from being lost in forest to lost in another.
For a second time, Grimsby council put off - not rejected, mind you - put off a $132,000 ask from McNally House for its planned expansion of a new building which will house 10 hospice care beds, up from the current six.
To be ultra clear, my beef is not with the delay (to some degree) but mainly it is with the misinformation, lack of preparation and downright rookie miscues which repeatedly played out at the end of a very long meeting on Monday. There were so many things wrong, I am not sure I can even fit them all in here along with the proper information to dispel what was stated as fact, but here goes in chronological order.
Winona Men’s club comes through
Winona Men’s Club delivered on its promise to match up to $15,000 - if the community anteed up the same - as part of Grimsby Benevolent Fund’s Christmas Hamper Program. Coun. Delight Davoli noted deep concern about 2022 financials for McNally House and its Foundation not being posted on its website. Accurate, but the documents are online, accessible to all on Canada Revenue Agency’s website. So nothing is being concealed. Also, as Coun. Nick DiFlavio noted, the Town’s 2022 Year End has yet to find its way to grimsby.ca
Coun. Veronica Charrois noted West Lincoln council also deferred the McNally ask to them until their budget process. True, but it was also stated they would not support it unless Grimsby was onside, so Grimsby’s delay made West Lincoln’s deferral automatic.
Coun. Jennifer Korstanje suggested West Lincoln also asked to have a “member” on their board and maybe Grimsby should, too. No. They asked about having a resident on their board. And that is why campaign co-chair Debbie Zimmerman - to show an existing level of representation - noted board chair Murray Bain, a Grimsby resident, has strong ties to West Lincoln through his full-time job at Stanpac.
Korstanje suggested approving the McNally support now would somehow create a precedent and some sort of liability situation for the Town.
Simply not true, not even remotely and I don’t even know where that kind of
sentiment could come from. DiFlavio was right when he said no council he had been part of ever had someone give blowback like a little kid whose sibling got a sucker and they didn’t. I would guesstimate I’ve covered over 2,000 municipal meetings in my 35-plus years in the game. I’ve never heard anything like that, either.
While there were some other minor things, the last major one was Charrois’s contention the McNally facility was for a day hospice, not the end-of-life care for which they have a stellar reputation. Also, she suggested the facility isn’t at capacity.
And, “This is a want, not necessarily a need.” Ouch.
Fact checking: the new build is for the four-bed expansion to 10 beds for end-of-life care. It is the original building which will then service ongoing needs for patients and their caregivers right from diagnosis to end-of -life.
In 2022, McNally occupancy rate was 96.7 per cent, which included the time in between when a room was readied for the next patient to come in. Not a need?
My overall concern is so much misinformation and poor research went into this decision to delay, it was even possible for this ask to be considered a “want. It’s just a horribly disconnected decision.

It was very disheartening to see Grimsby council hold off on supporting McNally House on Monday night just based on the sheer importance the place holds in our townwhat a luxury to have.

And I don’t consider myself any kind of an expert, but to say it is a
“want” not a “need” really hurts and is horribly out of touch.
There is a big difference between approving a contribution before having a formal process and just being careless with tax dollars. I am beside myself on this one.
