Oosterhoff attempts to clear Bill 23 misconceptions

It’s true, says Niagara West MPP Sam Oosterhoff, his provincial government is taking 7,400 acres out of the Greenbelt to aid in accommodate the building of 1.5 million homes over 10 years.

It is also true though, he notes, 9,400 acres are being added.

“The Greenbelt is actually growing,” said Oosterhoff.

Oosterhoff said much of the concerns generated regarding the release of Greenbelt lands laid out in Bill 23 are based on misinformation, with suggestions the Greenbelt is shrinking –when in fact it is expanding – chief among them.

With the federal government planning to open

immigration to allow 500,000 new residents to Canada - with 300,000 of those projected to move into the GTA - Oosterhoff said immediate action had to be taken to get adequate housing in place.

He said government officials set up criteria and reviewed options based on sites which were within urban boundaries and already serviced.

Premier Doug Ford’s government has approved the release of lands at 321 Hunter Road, a lot on the lake at Hunter and Winston Road owned by New Horizon Development Groupand a second parcel bordered by Oakes Road, Kelson Road, CN rail tracks and existing housing to the north.

As well, Niagara Region received and forwarded a report to the Province recommending two

more parcels of land in Grimsby be released as well as a parcel in Lincoln - lakefront land where the Ramada Beacon Harbourside is located.

Town of Lincoln is supportive of that aspect of the move.

“Consecutive Councils over the last three terms or so, have always supported removal of the portion of the Prudhomme’s Secondary Plan area that’s within the Greenbelt (i.e., including Beacon Hotel lands) since it is not conducive to agriculture nor does it constitute viable lands for crop production,” said CAO Mike Kirkopoulos.

“This was agreed with by the Region which led to the Secondary Plan establishing non-agricultural land uses with a deferral to ensure this got dealt with at a future point in time, when

Bal Harbour Sewage Pumping Station Electrical Upgrade: Conceptual Design - Town of Grimsby

Niagara Region is currently undertaking a conceptual design for the Bal Harbour Pumping Station Electrical Upgrades in Town of Grimsby, located at 29B Cheval Dr.

This project will install electrical cabinets and a small, quiet, contained generator that services the station above the existing pumping station chamber to promote ease of access and the health and safety of operations and maintenance staff. These minor upgrades are needed to improve the reliability of the pump station equipment in the case of utility power failure and wet weather flooding event.

The project is classified as a Schedule A+ project under the Municipal Class Environmental Assessment process (Oct. 2000, as amended in 2007, 2011 and 2015). Schedule A+ projects are preapproved, but notification is required for potentially affected parties prior to implementation.

A Public Information Centre is being held to present the project and answer questions or comments.

On the matter of lakefront land not being conducive to an affordable housing focus, Oosterhoff said the issue is collective.

“It still helps address the underlying supply issue. If people are bidding on the million dollar lakefront, they’re not bidding on a $700,000 townhouse behind that,” said Oosterhoff.

Regarding development charges (DC) exemptions, he said most municipalities waive those now for affordable housing but, “It’s not changing it for the vast majority (of

units).”

Oosterhoff added, “DCs average $116,000 per unit across the GTA before a shovel goes in the ground.”

Grimsby council has voted unanimously to oppose measures in Bill 23, noting considerably more information is needed regarding terms and definitions. To clarify, council formally asked for a meeting with Oosterhoff in council chambers.

While Oosterhoff noted he has a meet-

ing set this week with Grimsby officials in his office, he said nobody should have been surprised by a major move to drive housing after discussion at a specail task force meeting last spring.

“We campaigned on it. It was in all my literature. We’re not stopping there. We said more needed to be done. Municipalities are now surprised we’re doing what we said we would do? That is surprising to me, frankly,” said Oosterhoff.

Last Wednesday, the Bank of Canada increased its policy interest rate (a.k.a. the benchmark rate) for the seventh consecutive time this year, surprising markets with another oversize increase of 50 basis points. The benchmark rate is highly influential in setting other interest rates that matter to Canadians; the Prime rate at most financial institutions is now 5.95%. If you have a variable-rate mortgage or credit line, I’m sure that you have noticed your monthly interest expense increase!

In just 9 months, the Prime rate has escalated from 2.70% to 5.95%, which has driven mortgage expenses sharply higher and, in many areas, plunged the housing market into a deep funk. Same for car sales; Real estate and car sales are usually the first sectors to feel the rate hikes. Other industries will eventually be affected. In simple terms, the Bank of Canada’s goal is to make borrowing money to buy stuff super-expensive, so that the demand for this stuff (goods and services) will dropand, in the course of time, prices will drop.

Grimsby couple pens novel of passion and terror

Well known for their work as environmentalists, authors Dennis and Jenny D’Alessandro have turned their pens from fact to fiction and their eyes to the sea in their newly-released novel Chantry Island.

Jaws, the great white shark that terrorized a generation of movie goers was the genesis for the novel. But more than the unabashed terror of the physical attacks in Jaws, Chantry Island explores the psychological impact on the book’s characters whose lives have been torn apart by the shark.

It was in 1975 when Dennis and Jenny saw Jaws at the Odeon Theatre Burlington. It was entertaining, but Dennis’ imagination was working overtime with a different approach to the story. By the next morning he had 10 pages of notes and filed them away, only to

discard them years later thinking he would never have time to write a book.

But surfing the TV channels on a hot summer night in 2019, Dennis came across the movie Jaws. “It was like an epiphany,” and Dennis thought, “I can write this book,” he told Jenny and together they charted a course for more than a year of meticulous research and character development.

The story takes place along

the Carolina coastline of the Atlantic Seaboard. The book’s three distinct sections are linked together by the massive great white shark and the devastation it causes to the lives of six major characters and how they respond to tragedy.

The shark is not the ‘star’ of the novel but rather the catalyst that redefines people’s lives.

“The essence of the book is how people adapt to great tragedies in their life,” says Jenny.

Chantry Island is a love story, a sea adventure, and a spiritual reflection. The epilogue and last chapter bring the novel together psychologically – how we are shaped by the past, and how trauma and reverie inform our thoughts and actions.

“Some have read it as a great love story, others a great sea adventure,” says Dennis. It is available at amazon.ca, Chapters, Barnes & Noble, BAM and Book Depository.

Heritage can be hard to hold onto

Once an old building has been demolished, it’s hard to remember all its features.

The building is often gone from our memories as well as from our sight. Driving downtown the other day, I was reminded of a historic house that once stood at 61 Main St. E. It is now an empty lot with a large sign offering the lot for commercial purposes.

I remember this house because I was on the Heritage Committee when heritage designation for this house was discussed because a developer wanted to buy it. He appeared before the committee and promised that the building would be preserved. He said he appreciated the historical features inside the house, and planned to turn it into offices so that those fea-

tures could be retained.

The designation did not go through, and soon after the developer bought the property, the house was torn down. The empty lot has been there for years -another example of developer untrustworthiness.

The house at 61 Main St. E. was built in 1884 by Jesse and Mary Ann Lawrence (Lorenz), descendants of a family who had come from the Palatine in Germany along with many of our other pioneers, and had intermarried with the Palmers, Russes and Teetzels. In 1893, their daughter Ada married Albert Hawke who worked at A.J. Palmer’s general store. Not long

after that Bert Hawke opened his own emporium on Main Street.

The store sold almost everything, and Bert’s newspaper ads were famous for their flamboyance. Often they were “Going Out Of Business” ads, although the store remained popular on Main Street well into the 1930s. Bert and Ada built their home next door to her parents and lived at 63 Main St. E..

At one point, Bert traded his house for Lewis Hagar’s 55-acre farm on Main Street West. Later, he and Ada moved back to her parents’ house at 61 Main St. E. and lived there for the rest of their lives.

The last member of the Hawke family was their daughter Bernice who a few old-timers may remember. More about 63 Main St. E. later.

Passed peacefully to her eternal home surrounded by her family at the age of 92. She loved her Lord and is at peace with Him. She is survived by her husband of 69 years, Henk. Siblings: the late Harry and Anneke Klomps, Diana and the late Henk VanWeeren, the late John and Rita Klomps and one sister in law, Gerri Heersink in the Netherlands. Mother of the late John, Rita; Rob and Nancy; Peter and Kim; Brian and the late Jill. Grandma to Angela and Alphonso Diaz Heersink, Derek and Meighan, Matthew; Andrew and Jaime, Julie and Chuck Hogeterp; Daniel and Kate, Nichole and Mitch; Ian and Hannah, Jillian and Galen, Ryan. Great Grandmother to Elizabeth; Paityn, Ben; Lily, the late Sophia, Emma; Luke, Emma, Levi; and Jade. Betsy grew up in the Netherlands and immigrated to Canada in 1953 with her new husband and siblings, and settled in Woodstock. She was a private individual yet an industrious one able to do anything she needed to do. A Jill of all trades, she became a strong supportive partner for her husband Henk. They shortly became an entrepreneurial team and independent business owners, while providing a stable Christ centered home for her four sons. Eventually, they settled in Grimsby and she continued her supportive role, becoming world travellers, through business and personal travel. We wish to thank staff and management of Shalom Manor for their Loving Care for the last three years. When I started Grimsby News in 1997, we did just 8,000 homes in Grimsby alone. Then we grew to 12,300 to include Beamsville in Fall 1997 and by Spring 1998 we had expanded all of Lincoln and West Lincoln to climb to 18,300 covering all of Niagara West.

So the Cambridge dictionary has now adjusted its definition of “woman”.

Society has a whole should be accepting of allowing people to act as they choose and enjoy freedom of speech as well as other freedoms, but how does society - and a dictionary for that matter - opt to stray from the basic fact of there is man (male) and woman, (female)?

If people want to “identify” as anything in between, that is certainly their prerogative and more power to them, but they are still a man or a woman. A dictionary changing its definition is as ridiculous as the government adjusting a passport away from male/female identities.

Just over 10 years ago, when I started this publication, we were hitting 24,000 homes plus/minus a few. But last year, when we were forced to change to Canada Post with a lastminute distribution change our numbers escalated immediately as we had access to all the apartments and condos which our previous supplier did not.

As well, every time someone moves into a new home, the circulation numbers are updated in the software program every week, so we don’t miss a home.

Yes, we have some inconsistency issues from time to time - without question - but all things being equal, Canada Post does a very good job for us and we do appreciate all their efforts.

It is your interest, taking the time to comb the pages for each and every morsel of local content which makes the whole machine run. My job is to publish a strong, responsive, local news vehicle which informs and educates Niagara West on everything from town council antics to what’s going on at the arena that coming weekend.

When you take the time to look through these pages, that is what makes our ads work so well. When we get a first-time advertiser say “I got eight calls off that one little ad” and they book six morethat is how we survive, so I thank you for that.

And we get comments like that all the time, practically every week.

Yes, we still do get people who say, “I’m going in a different direction because I can get it much cheaper from the other paper.”

I can guarantee you that

As I have stated before, the intent is somewhat noble but the message delivered weak, poorly outlined and sorely missing key information.

The main reason things were missing was the haste in which things were all rolled out. The fact more land is being added than subtracted from the Greenbelt should have been front and centre. It wasn’t.

There should have been a plan in place to offset any negative financial impacts of Bill 23 when local municipalities are put in a position of shouldering expense to solve what Oosterhoff noted is also a federal and provincial scale issue. That is sadly lacking from the plan.

Just focusing on Grimsby and Lincoln’s parcels slated for removal, they do make sense. They are not and never will be farmland, but the ministry process to roll out their removal was amateurish at best.
