By Joanne McDonald NewsNow During a financial re view at Grimsby council’s Aug. 2 Committee of The Whole meeting, several councillors voiced con cerns over a surplus accumulated by the Down town Improvement Area (DIA) board. “I found it very surpris ing that through COVID and all the rest that we didn’t use these funds to help do everything we could at the downtown area...Just very shocked that we didn’t do ev erything or couldn’t do more,” said Coun. Kevin Ritchie.Coun. Dave Sharpe agreed asking why does the Town spend any mon ey downtown if the DIA has money on hand? Coun. Dave Kadwell asked if the DIA was plan ning to make the money available to loan to down townCoun.business?RandyVaine, who has already registered to run for council in his new community, Fergus, Ont., agreed with Sharpe, ask ing why taxpayers should pay “when they have cash of their own?” Coun. Reg Freake and Mayor Jeff Jordan, who are both Town liaisons with DIA, noted the board initiated several new events and promotions during COVID and the lion’s share of the multiyear surplus was accumu lated. They also noted much of the surplus was planned to help offset impacts from the pending, long-term closure of Main Street for watermain work. DIA president Mike Wil liscraft addressed the matter at last week’s board meeting citing a detailed two-page report he supplied to council in March 2021 which ex plained the DIA’s plan at thatThistime.information, and more, was forwarded in a second report submitted to town clerk Sarah Kim in time for council’s next meeting.“Itis my understand ing after a discussion with staff in Town of Grims by’s Finance depart ment, at its Aug. 2, 2022 Grimsby council meeting, some members of council voiced concerns about See SURPLUS, Page 3 Thursday, August 18, 2022 Vol. Issue1116 100%www.wn3.caNiagaraowned&operated. 28,066 4, and Emma Purdy, 6,

“It is interesting none of the councillors asking questions have attended one DIA meeting, save for par tial attendance from Dave Kadwell on two occasions, over threeand-a-half years,” said Williscraft after the DIA board meeting. At council’s meet ing, Coun. Nick DiFla vio summed up the line of “Traditionally, questioning. the Town has invested money in the down town because we see the value,” said DiFla vio noting the cost sharing on community investment has a long history in Grimsby. “I don’t see $120,000 as this massive sur plus. I see it as put ting money aside for a rainy day, which is clearly coming.
The Co-signor will have to meet the same financial qualifications as you, the primary borrower. This will include a good credit score, reliable income and low debt service ratios. Retired parents with modest pension income may not be the best candidates, even though they may be mortgage free in their own home.
The return of the Co-signor: Asking Mom or Dad to co-sign on your mortgage is a popular solution, once again. For many homebuyers, the dream of homeownership is just that - a dream. This is primarily due to the Federal Government’s mortgage qualifying stress test, and higher interest rates than we’ve experienced over the past five years, as well as runaway house Anotherprices.

FromSURPLUSPage1 the Grimsby DIA’s budget – in particu lar questions arose regarding the DIA re serves,” wrote Willis craft.“This is very odd in that – at many, many points over the last 3.5 years detailed ex planations and vary ing contributing issues have been included in the DIA meeting min utes which have all been submitted to and approved by the same councillors who seem not to know what is happening.”Williscraft cited ex cerpts from those min utes already approved by council from the board’s first year of its term, Oct. 27, 2019 “Mike noted for all again the proposal at Niagara Region to ex cavate much of down town’s streets includ ing Main Street and Elm Street in 2022 or 2023. Jeff noted he would request Region not schedule anything for Grimsby’s 100th anniversary. The work will have a major im pact on downtown and the board will be setting aside reserves in 2020 and beyond in anticipation of need ing additional mar keting resources over that construction peri od,” state the minutes. As well, in March 2021, Coun. John Dunstall made similar comments about the DIA accumulating a surplus and a separate two-page report of explanation was submitted at that time as well. “At the end of 2018 the DIA had about $4,500 in reserves. When the new board took over in 2019 they made an effort to increase the amount in reserves by cutting costs and using the savings to increase the reserves. In just two years the DIA Reserve has grown to approxi mately $70,000 with an additional contribution of about $14,000 in 2021.” - from an email last week from Steven Gruninger, (then) director of fi nance, to confirm numbers,” states the March 31 report, in the end offering, “As al ways, all members of council are welcome to attend any of our board meetings which are open to the gener al public at all times.”
Agreeing to co-sign for someone implies risk, and little benefit, other than the joy from helping your loved one realize their home ownership dream. All parties should be fully aware of what is at stake, with a clear understanding of the arrangement before entering into such an agreement. I also recommended that all parties seek independent legal and accounting advice before entering into this type of arrangement.

challenge: Wages have not kept pace with the increase to home values. One possible solution to help you qualify for a mortgage is to source a Co-signor. It can be anyone who is financially stable and with whom you have mutual trust, but typically mortgage lenders prefer that your Co-signor be an immediate relative.

I see by the newspapers that eight years after Hamilton’s beloved Ivor Wynne Stadium was re placed by Tim Hortons Field, the press box still hasn’t been officially named in honour of Wynne as promised. Who was Ivor Wynne? For 16 years he was CHCH TV’s colour reporter on college and professional football. He was chairman of the Hamilton Parks Board, and was a consultant when the old stadium was replaced by a modernWynneone. died young of a rare blood disease, and the new stadium was named for him. It seems only right that his name should be carried over into the new field. That happens often it seems, when the original person who deserves credit is forgotten. It happened here in Grimsby. When Ed Lander’s little orchard was developed, every one on Bedford Park hoped that the new street would be called Lander’s Lane. The Town said firmly “No. It will be Mary Street. I don’t know who Mary was, but we all knew Mr. Lander. We saw him every day of the year tending his little peach orchard which was less than five acres. Aside from the orchard, Mr. L was well-known in the community. He was custodian at Park School for many years and was known to all the children and their parents. In the winter he flooded an area behind the school so the kids could skate, and even returned after dark to turn on some lights to provide more ice time. His land was described as “a bowling alley”, too small and narrow to ever be developed. We appealed to the OMB, but it was developed just the same. The builder of the nice little houses agreed to memorialize Ed Lander with a plaque or something. It’s been 10 years, but it still hasn’t happened. It reminds me of something some one said to me once: “There’s nothing as past as a past president.” Past presidents are quickly forgotten. So are the people who lay a foundation for those who follow. It shouldn’t be that way.

Pauline has many interests and activities. Here are just a few of them: • camps every year at Camp Shalom. She spends time with the youth doing art activities. She is so creative. She posts on Social Media what they have made, so beautiful. This is one talented lady, and such a leader/friend with the kids
• she has a wonderful sister, I haven’t yet met her. Her sister sounds like an angel too, like Pauline
Pauline, left, and Carla
• she supports local businesses in many ways, and the amazing Farmer’s Market Grimsby has many awesome local businesses as we all know. Like the Grimsby Music Shop, Casa Toscana, Cole’s Florist and Garden Centre, and the list goes on....
2 Corinthians 5:17“Therefore, if anyone is in Christ, the new creation has come. The old has gone, the new is here.”
Just as a butterfly leaves its broken cocoon behind, we are called to focus on our new life in Christ. This is a picture of us wearing our ‘Hope’ shirts in advance of this amaz ing event. What an amazing friend. So blessed to have her in my life. What a Monarch butterfly sighting and meaning may be, and is for all that know her I’m sure, is “an inspirational sign of strength and endurance”.

• Yes we are both foodies! I work with an amazing team at McDonalds. McDonalds sponsors many great events, like this, as well as their employees. Pauline and I also believe in Christ /a higher power. She attends the Centen nial Park Baptist Church, my husband and I attend Forestview Community Church.I wish to share a scripture that speaks also to who this lady is. The Bible doesn’t reference or mention actualHowever, butterflies.theBible is full of scripture about what butterflies symbolize.
• she loves Station 1 Coffeehouse. The staff there know her, and what she orders

My name is Carla (Antosh/Doyle). I had a simple idea just the other night to submit an article, and Pauline Postill thankfully agreed to it. It’s about this lovely butterfly lady, a very dearBeforefriend.COVID, 3 or so odd years ago, I met Pauline at GBF (Grimsby Benevolent Fund). Pauline has volun teered for many years, I have - just not quite as long. She lovingly serves there and brightens everyone’s day, As we got to know one another, Pauline told me about the Princess Margaret ‘Walk to Conquer Cancer’ event. She asked me to be a part of this walk.... I said sure!... with her Team ‘Butterfly of Hope’. Little did I know at first how special this walk is. We both have lost loved ones to cancer, we both know loved ones with cancer, as we all do. The organizers of the walk are very excited as well!! They have this to say. “Everyone knows Pauline. She is SUCH an inspiration! With this being the 20th year, it’s so exciting!” This is the link to the Walk, www.walk2conquer.ca Our Team is “Butterfly for Hope”. We have our personal stories, and fundrais ing pages here. Pauline has this to say regarding her experience with the walk and what it means to her: “This walk means a commitment of 20 years of my life, to my parents, to make a difference so other family and friends don’t have to go through this experience which a lot of friends have, sadly. Most have survived but there are always some who don’t but these fight ers, and the ones who don’t make it, inspire us everyday to do better “. She has also lost a dear friend, Chad, who was involved in the walk. She can tell you more about this experience, and how exceptional this man was.

Small pox was highly con tagious and indis criminately infected most who were ex posed to it. Turcotte correctly pointed out that 30% of those infected with smallpox died from the disease – peo ple certainly did not need to be con vinced to get the vaccine. This is the kind of de tailed journalism the public needs when faced with a poten tial public health cri sis – not hyperbole and comparisons that don’t stand up to scientific fact.

Dear Editor, Your reporting on the reaction of Mayor Blys ma to the consequenc es of his non-compli ance with township public safety policy, prompts comment. COVID vaccination has saved countless lives in Canada and countries around the world. More recently, the medical profession’s response to Monkey Pox is to vaccinate. And now a recurrence of po lio is to be countered with the vaccinations that stemmed the dev astation of this dreaded disease in the past. And yet, in our midst, there is a fringe which opposes vaccination and characterizes our public safety mea sures, which restrict the movements of the unvaccinated, as being about freedom. How ludicrous!Intheir misguided flag waving displays of opposition to such restrictions, they debase the very symbol that represents freedom to peoples all around the world - our Canadian flag.Mayor Bylsma, as part of this fringe group, is quoted as be ing “embarrassed” by his “public humiliation”. To him I say, too bad. By your conduct, you denied the people of West Lincoln the enjoyment of fully cel ebrating their Canada Summer Games festivi ties. Davis, Richard Leonard Passed away peacefully at his home in Vineland, on Friday, August 12, 2022, at the age of 88. Beloved husband for 56 years of the late Janet (nee Lee) Davis (2018). Loved father of Lee Davis (Tony Kutlesa) and Michelle Davis (Danny Talic). Cherished grandpa of Abigail and Harris. Dear brother of the late Philip Davis (Donna) and Susanne Johnston. He will be sadly missed by his many nieces and nephews. Rick was a proud and dedicated educator. He started his career at Central Peel in Brampton in 1960. In 1968 he moved to Wentworth County Board of Education as Vice Principal and later as Principal serving for 25 years. As an administrator, Rick supported and promoted student involvement, regardless of the activity ... from drama presentations to sporting events. His presence was an educa tional lighthouse, guiding students in the right direction in order to be successful. Behind his stoic look was a very compassionate, and nurturing person of great integrity. His students certainly benefited from his leadership and he was always known to be firm but fair. Rick spent countless hours advocating for the students and families as a Lincoln County Board of Edu cation Trustee for almost 20 years. In retirement, Rick enjoyed woodworking and loved nothing more than spending time with his family, friends, and neighbours and having a beer on the front porch of his Governor’s Road home in Grimsby. Special thanks to Dr. El-Houssein, Dad’s palliative care team, and the staff at The Orchards in Vineland for all their care and support. In lieu of flowers, please consider donating to the Canadian Cancer Society or McNally House Hospice. Please join us to celebrate Rick’s life at Stonehouse-Whitcomb Funeral Home, 11 Mountain Street, Grimsby (905-9452755) on Sunday, September 11, 2022 from 2 - 7 p.m. to share memories, a drink, and light refreshments as our Dad would have loved. www.smithsfh.com

It’s good to see the Grimsby 5 closing out their painful four-year run in much the same fashion with which they got rolling. Over the last couple of weeks I had made every possible consideration to let things lie, have the municipal election play out, and see just where the chips fall. But I have to call out the latest bizarre bit of grand standing from Grimsby’s five not-so-favourite sonswell, four because one them is now apparently soon-tobe one of Fergus, Ontario’s faves as Randy Vaine has registered to run for council in that town already. At any rate, there was some odd circumstances which arose a few weeks ago which I knew would play out in some goofy way when I got a request for a Q2 financial review for Downtown Improvement Area board affairs. This was odd for several reasons, not the least of which it had never hap pened before. Yes, there were reviews and discus sions relating to finalizing and balancing annual bud gets, but that is where any connection between the Town and DIA stops. DIAs are autonomous bodies. The Town is essentially the DIA’s bank. There is a for mality of the Town approving board of director slates and approving a DIA’s budget - which is absolutely needed as DIA monies are part of the overall Town budget document. But it was easy to recog nize something else was at play when I was told finance staff were instruct ed to conduct a review of Town departments and that was why DIA inquiries were being made. To be clear, as I did at that time in my role as DIA president, I noted DIAs and BIAs are not departments of any Town. They stand alone, but I would gladly provide any information needed.SoIanswered a few questions.Acouple of weeks later, at the Aug. 2 council meet ing - out-of-the-blue “con cerns” arise about the DIA’s budget and the surplus accumulated over the last 3.5 years - which now sits at about $130,000. Again, several odd things here. Not one member of council picked up their phone and called to make an inquiry. Not one wrapped off a quick email to say, “hey, I noticed X. Can you fill me on why that is?”Nope, they were far more interested in grandstand ing in an attempt to create, I don’t know, some sort of confusion which they could no doubt spin into some kind of election fodder or reasoning to cast doubt on the actions of the boardwhich includes two of The 5’s favourite targets, Coun. Reg Freake and Mayor Jeff Jordan - both are council liaisons on the board. Another oddity, Coun. John Dunstall made simi lar quizzical comments in March of 2021. At that time, same as last week, I dashed off a two-page summary of why and how that reserve has been built up. Mainly, the board opted to make an administrative change which freed up a considerable portion of the annual budget. The volun teer board took on all the administrative duties allow ing about 75 per of the cur rent surplus to be set aside for the time when Main Street gets torn up for wa ter/sewer line replacement. Downtown will need added promotions and incentives to help keep local custom ers frequenting the down town shops. The remainder of the reserve came from money which could not be spent due to COVID restric tions when major events and gatherings of any kind were forbidden. Pretty straight forward stuff. Now it has all be ex plained a second time. Hopefully it sinks in. I doubt it, but was can always hope. Friday, Aug. 19 is candi date registration cut-off67 days until the municipal election. Talk about hope!!!!

Social media went bananas earlier this week when it became public CTV news anchor Lisa LaFlamme had been bounced from her justifiably lofty perch. Everything about it screams typical corporate move. The heavy handedness; the lack of consideration and empathy; the lack of forethought...it all adds up. The same thinking is the reason this newspaper is here in the first place. There’s the door. Please pack your stuff and don’t speak to anyone on your way out. Many want to see CBC pick the highly respected LaFlamme up. It will be interest ing to see how it plays out.
