The City of Hamilton is investing $1.75M into the RiversEdge Amphitheater Expansion. Our Capital Budget request is $1.5M for the completion of Phase I ($750K) which includes the completion of a new roof, stage expansion, and site plan improvements; and Phase II ($750K) which includes the construction of an an indoor/outdoor structure for concessions, restrooms, community gatherings, and other amphitheater operations.

FY25-26 CAPITAL BUDGET PROJECT INFORMATION WORKSHEET 1) Project name, a general description of the overall project, and a specific description of the purposes or specific portion(s) of the overall project for which state capital dollars would be used RiversEdge Amphitheater Expansion General Description: The RiversEdge Amphitheater, nestled along the picturesque Great Miami River in downtown Hamilton, Ohio, stands as a beacon of cultural significance and community pride. Awarded the prestigious title of one of five "Great Public Spaces in the U.S." by the American Planning Association in 2018, RiversEdge has become a symbol of Hamilton's revitalization story. Serving as a top priority for the city, this outdoor venue has had a profound impact on the local community. Renowned for drawing substantial patronage, RiversEdge is not merely an entertainment venue but a key driver of economic growth and community engagement. The proposed RiversEdge Amphitheater Expansion project seeks to build upon this success by addressing critical infrastructure needs and accommodating the escalating demand for its renowned concert series. Specific Purpose of State Capital Dollars: The state capital dollars earmarked for the RiversEdge Amphitheater Expansion project will play a pivotal role in preserving and enhancing this cultural gem. Specifically, the funds will be allocated to the replacement and expansion of the venue's aging roof, as well as the overall facility expansion. This comprehensive approach encompasses the construction of a state-of-the-art roof, an expanded stage, and updated fencing to seamlessly facilitate the exponential growth of the venue. The expanded roof and stage will be approximately 3 times larger than the existing roof/stage. The appendices attached provide intricate details on the design and construction plans, highlighting the commitment to creating a sustainable, modernized space. Leveraging state funds, the project not only addresses current demands but also ensures the long-term support of Hamilton's vibrant arts and small business community. Concerts at RiversEdge consistently draw crowds to capacity, contributing significantly to the local economy and solidifying the venue's status as a cultural and economic cornerstone. As a major contributor to Hamilton's revitalization narrative, the RiversEdge Amphitheater Expansion project will continue to enrich the community for decades to come, fostering cultural vibrancy and economic prosperity. Lastly, this expansion will eliminate a barrier to entry and a significant risk for special events at the site. The possibility of inclement weather at the current outdoor venue

requires weather insurance for the performances, which can often exceed $50,000 per event. This is because rain reaches the equipment. The expanded roof structure will keep the musicians and equipment safe and dry, allowing the show to continue. 2) Physical location and address of the project (city/village/township and county) 116 Dayton St, Hamilton, Butler County, Ohio 3) Legal Entity Name and any alternative Doing Business As (DBA) trade names on file with the Ohio Secretary of State and the organization sponsoring the project The City of Hamilton constructed and owns the RiversEdge Amphitheater. The City of Hamilton will be the project sponsor. 4) Identification of the facility or asset owner during construction and after work is completed The City of Hamilton is the asset owner and will continue to be during and after construction. 5) Amount of state funding being requested for the FY 2023-24 capital biennium The City of Hamilton is requesting a total of $1,500,000 for the completion of Phase I ($750,000) and Phase II ($750,000) improvements to RiversEdge Amphitheater at Marcum Park. Phase I includes the completion of the amphitheater roof and stage expansion as well as facility site plan improvements. Phase II includes the construction of a structure to be utilized for indoor/outdoor community gatherings, restrooms, concessions and other amphitheater operations. We do not anticipate a Capital Bill request for this project in the future after these phases are completed. 6) Amount and source of non-state funding, including private, not-for-profit, local, and federal funds supporting the project In addition to the initial investment of $1.00mm for the creation of the amphitheater, the City of Hamilton has budgeted $1.75mm for the RiversEdge Expansion Project. 7) The amount and source of state funding the project or asset has received in the past, and whether the project will be requesting additional state funding in future capital biennia In 2008, the initial project was awarded a $707,115 OKI Grant. In 2010, the project was awarded two $100,000 grants through the Dept. of Natural Resources and Ohio Cultural Facilities Commission. The local community was responsible for the remaining $1mm of the $1.90mm project.

8) Identification and a description of any use by or involvement of private for-profit businesses or not-for-profit entities RiversEdge has been utilized as a community gathering place and entertainment destination for a diverse array of events. The amphitheater and park space is programmed by a collective group of non-profit organizations including, but not limited to, Hamilton Parks Conservancy, Hamilton Community Foundation, Hamilton Flea, Hamilton PRIDE, Hamilton Juneteenth, Cornstand Jam Mental Health Awareness, and many other community organizations. RiversEdge Amphitheater is a gathering space for tens of thousands of residents and visitors annually. 9) Identification and description of any use or involvement by the federal government N/A. 10) Identification of the annual amount of and source(s) of funding for ongoing operational costs Over the past five (5) years the City of Hamilton has spent approximately $500,000 annually to maintain and operate the amphitheater and park and will continue to fund maintenance and operations accordingly going forward. The City of Hamilton’s continued investment in maintenance and operations have allowed community and non-profit events to make $1,000,000 annual investments in programming and special events ultimately resulting in an estimated $5,000,000 annual impact to the local economy. 11) Any additional relevant information that the requesting organization believes would be of assistance in evaluating the project’s value and eligibility to receive state capital funding In further support of the RiversEdge Amphitheater Expansion project, the requesting organization emphasizes several key aspects that enhance the project's value and underscore its eligibility for state capital funding: 1. Economic Impact: RiversEdge Amphitheater is not only a cultural hub but a significant economic driver for Hamilton, contributing substantially to the local economy through increased tourism, job creation, and small business opportunities. The expansion project is poised to amplify these positive economic impacts. 2. Community Engagement: The venue's history of hosting packed-to-capacity concerts demonstrates a strong and consistent community engagement. The expansion aims to meet the growing demand for cultural events, ensuring continued community participation and fostering a sense of civic pride. 3. National Recognition: RiversEdge's recognition as one of the "Great Public Spaces in the U.S." by the American Planning Association in 2018 highlights its national significance. This accolade not only reflects the venue's current value but also emphasizes its potential to become an even greater cultural asset with the proposed expansion.

In conclusion, the RiversEdge Amphitheater Expansion project stands as a worthy candidate for state capital funding, given its proven economic impact, deep community engagement, national recognition, contribution to revitalization efforts, and commitment to long-term sustainability. The requesting organization believes that support for this project will not only preserve but elevate RiversEdge as a cultural cornerstone for Hamilton, aligning with the broader goals of enhancing the community's quality of life and economic prosperity. 12) Description of how the project’s support will benefit the general public and how often the public will be able to gain access to the facilities or services provided by the community project funds RiversEdge is more than an entertainment venue; it serves as a communal gathering space for residents and visitors. With the expanded facilities, the public will have increased opportunities to come together, fostering a sense of community pride and unity. The venue becomes a hub for shared experiences, strengthening social bonds among residents. By addressing critical infrastructure needs and expanding the venue, the public will have regular and improved access to a wide range of cultural events, enriching the quality of life for residents of all ages. Additionally, the expanded roof and stage will ensure that the musicians and instruments stay dry and concerts are able to happen rain or shine.
