Dublin South West Sinn Féin TD, Seán Crowe, has said that the new Central Statistics Office (CSO) figures, which show that nearly half a million adults are still living at home with their parents, highlights again the challenge of the ongoing crisis in the housing and rental sector.

The figures from the CSO reveal that 270,000 men and 190,000 women aged between 18 years and over remain in the family home.

Deputy Seán Crowe said: "New figures released from the CSO reveal that nearly a half million adults are still living at home.

This is another stark

reminder of the crisis in the housing and rental sector.

“A reality for most young adults is that the option of buying their own home in the near future or securing a suitable home to rent is a pipe dream. Living at your parents’ home is increasingly becoming the norm rather than the unusual.

"Young people starting off in employment in particular are finding it nearly impossible to rent a room and the possibility of being able to buy a house is way beyond their means.

“It is also becoming increasingly normal for young couples with children to move in with their parents when they

are trying to save for a deposit for a house or to spend years in cramped and overcrowded conditions while waiting for accommodation on local authority lists.

“For the small minority who don’t have the option of moving back into the family home the waiting time is longer and magnified in view of astronomical rental prices.

“The CSO figures reveal that 270,000 men and 190,000 women aged 18 years and over remain in the family home.

“These figures confirm that successive Governments have all failed to address the crucial question of housing supply and to broaden housing

Until we begin to address that issue and introduce legislation around the vital issue of rent certainty, the housing and rental shortage will continue long into the future.

“One thing that is certain is that the narrative from Government around the roll out of fast track housing is a myth and is not happening in any great numbers in local authority areas.”

Crowe continued: “Clearly the new CSO data around vacant homes also needs to be shared with local authorities and difficulties resolved so that they can get an accurate picture of what might potentially be available to those seeking housing.

“New conditions also need to be created to encourage more of these vacant home owners to sell or rent and free up these empty homes.

The Government is supposedly preparing to consider some type of vacant homes tax in the next Budget to try and free up more of these homes.

“Sinn Féin fully supports the introduction of a vacant homes tax for those people who are wilfully and speculatively sitting on empty homes. Such a tax should be accompanied

Fianna Fáil TD for Dublin MidWest John Curran has said that the failure of the HSE to ensure that at least 1,200 children in the HSE’s Dublin West area, but potentially more, receive orthodontic treatment despite them already waiting longer than 12 months is a scandal, and one which underlines the lack of capacity in the health system.

“This is scandalous. Of these 9945 children, 1,269 of these are in the Dublin West area and 631 are deemed as being Grade V. Grade V patients are in some cases those children requiring treatment due to having cleft lips and damaged palates.

“These children cannot and should not be left waiting.

Early treatment delivers better outcomes in terms of speech, and it’s simply inconceivable that 606 of these children have been waiting between three and four years.

AUTO-ENROLMENT PENSION SYSTEM SHOULD BE IN PLACE BY 2020

Brian Hayes MEP has called on Minister for Social Protection Regina Doherty to start work for the introduction of an autoenrolment pension system where all Irish private sector employees would be automatically enrolled in a pension scheme.

“A roadmap needs to be put in place for the introduction of an auto-enrolment system for all Irish businesses. The new Cabinet needs to make it a priority to ensure that an auto-enrolment system is put into Irish law by 2020.

This is something that can be done through cross-party agreement.

“There is a pension time bomb coming down the tracks, there is no doubt about that. Our pension system is going to become more and more squeezed as our population inevitably gets older. It is a very good thing that people are now living longer and that we have a healthier society. But we need to address the funding of our pension system if we want

our pensioners to be wellprotected into the future.

“The Citizen’s Assembly recently voted for a mandatory pension scheme to be introduced to supplement the state pension. There is consensus around this issue and now that the economy is improving we should take the opportunity to encourage people to save for the future.

“I believe that to begin with we should have a system whereby every employee is automatically enrolled in a pension scheme to which they should contribute at least 1% of their monthly salary which is matched by their employer. This should be done with a view to increasing overall monthly pension contributions to 8% of monthly salary. Of course, employees should be given a short period of time in which they can choose to opt-out of a mandatory pension scheme.

“While there needs to be sufficient lead in time to such a policy, we have to

recognise that Ireland's pension system is still behind the curve. In 2012, the UK introduced an autoenrolment system which is at early stages but is working well and providing long-term sustainability.

Auto-enrolment systems have been introduced in Australia, New Zealand and similar systems exist in the Netherlands, Sweden and Denmark. These countries are recognised as world leaders in pensions.

“In Ireland we are far too dependent on our state pension system. We have a very low take up of workplace pension schemes.

The best way to deal with both of these problems is through an auto-enrolment system which reduces dependency on the state system and ensures people have supplementary pension pots built up.

“A recent global study of pensions called the ‘Melbourne Mercer Global Pension Index’ stated that Ireland’s pension system is good but has serious sustainability problems into the future. It is time that we had a real open debate about pensions in Ireland.

Politicians cannot kick the can down the road as this will inevitably come back to haunt us.”

ONLY 8.9% OF TRAVELLER ACCOMMODATION FUNDING CLAIMED BY LOCAL AUTHORITIES IN 2017 TO DATE Sinn Féin spokesperson on Housing, Planning, Community and Local Government Eoin Ó Broin TD has stated that the central government is failing to ensure that local authorities are drawing down the maximum traveller accommodation funding available.

Deputy Ó Broin said:“Information I received in a parliamentary response from the Department of Housing indicated that only €800,000 of €9m in allocated government capital funding for traveller accommodation has been drawn down to date in 2017.

“Only 8.9% of government

funding has been drawn down by local authorities seven months in to 2017.

We know from previous parliamentary responses that a lot of local authorities are not good at drawing down the funding available to them for traveller specific accommodation.

"Of the €5.5m allocated

in 2016, only €4.3 million was recouped to local authorities. We need to find out why local authorities are continually underspending on traveller accommodation.

“Minister Murphy’s predecessor made a commitment in Rebuilding Ireland, 'to have the Housing Agency commission an expert, independent review of Traveller accommodation expenditure and delivery of units, having regard to the targets contained in the local authority

Traveller Accommodation Programmes.'

“This review was due to be completed in the second quarter of 2017, yet we are still waiting for this review to be published.

“In the meantime I believe we need to look at changing our approach as to how capital funding is allocated for the purposes of emergency accommodation.

Increasing the funding available is no good when it is not being drawn down.

"Sinn Féin is of the view

that the government should frontload funding for local authorities with a good track record of drawing down funding.

“I have written to Minister Murphy asking him to contact every local authority in order to ensure that drawdown for traveller accommodation is maximised. I have also asked him to state what his department is doing to actively encourage local authorities to access the funding available to them. “

GREATER RESTRICTIONS NEEDED ON JUNK FOOD PROMOTION

Dublin Senator, Catherine Noone, has called for greater restrictions on junk food promotion in retail outlets.

This follows the publication of the British-Irish Parliamentary Report on Childhood Obesity.

The report is a culmination of a ten month-long enquiry by the British-Irish Parliamentary Assembly, of which she is a member.

It was undertaken with

the intention of shedding light on the causes and consequences of childhood obesity, in addition to sharing examples of best practice.

Senator Noone said: "Two of the findings in particular jumped out to me, the first was that food promotions play a huge role influencing purchasing decisions and consequently consumption.

“In Britain, 40% of the food in shopping baskets is bought on promotion. Although the study did not cover the role that food promotions play in Irish shopping habits, it’s fair to say our consumer habits are generally very similar to our British Counterparts.

"The second concerned the need for local-level interventions to prevent the location of fast food outlets near schools.

“These outlets often form clusters or ‘doughnuts’ near or around schools. I have previously been very vocal about the need to implement 'no fry zones' around schools.

“The study revealed that when the London Borough of Lambeth had included

restrictions on new takeaways in its local plans, businesses rushed to open before the rules came into force, as they would only apply to new businesses.

“This illustrates just one example of the difficulties faced by local authorities in creating effective regulations.

“As such I fully agree with the Committee's recommendations that local authorities require more power to tackle issues relating to businesses which sell unhealthy foods, possibly reinforced by national guidelines on the location of fast food outlets.

"Among OECD countries, Ireland has the 12th worst figures for childhood obesity, in fact, as the Committee found, it is becoming normalised in both the UK and Ireland.

“As such, I believe restrictions on the promotion of junk food in retail outlets and the provision of increased powers to local authorities to tackle this issue are needed as matter of priority.”

We are continuing our support for and promotion of the Crimestoppers campaign. You may have seen some of our posters in your local area, we have placed 200 posters on lampposts throughout our area of Tallaght & Whitechurch and they’re creating much discussion which we’re delighted about. We’re also promoting use of the line on our Facebook page, Website and various media sources including Tallaght News!

ABOUT TDATF We are 20 years old this year!

Tallaght Drugs and Alcohol Task Force (TDATF) is one of 14 Local Drugs Task Forces set up in March 1997. 2014 marked the addition of alcohol to TDATF’s remit. TDATF facilitates an integrated response to alcohol and substance misuse in Tallaght and Whitechurch, South County Dublin. A key function of TDATF is to assess the nature and extent of alcohol and substance misuse in the area and to coordinate responses. Membership of TDATF includes representatives from the statutory, community, voluntary and political sectors. Through a partnership approach TDATF provides oversight for the implementation of TDATF action plans, which co-ordinate all relevant alcohol and substance misuse programmes / initiatives in the local area. Effective partnership working remains fundamental in today’s challenging climate.

OUR VISION The vision of TDATF is to be the central coordinating body in Tallaght and Whitechurch advocating on behalf of individuals, families and communities in relation to alcohol and substance misuse and related harm.

UPCOMING EVENTS We have some interesting events coming up in the autumn, including our alcohol seminar (as part of SDCC Health & Wellbeing week) on September 20th in Tallaght Stadium – more information on this in our next column!

GARDAÍ IN DEDICATED DRUGS UNIT CONTINUES TO DECREASE

Fianna Fáil TD for Dublin MidWest John Curran has said that the number of Garda Síochána currently assigned to each Divisional Drugs Unit is problematic to the on-going work required to tackle the escalation in drug related crime nationwide.

Figures released to the Deputy reveal that the number of An Garda Síochána currently assigned to each Divisional Drugs Unit has substantially decreased

since 2012 nationally by 18%. Areas in Dublin have seen a severe reduction in resources for dedicated drugs squads, with the number of officers cut in his own area of Dublin MidWest by more than twice the national average by 40% since 2012.

“The policy of ignoring Ireland’s drugs crisis has put communities and vulnerable individuals at serious risk for far too long. We keep hearing condemnation from

Government and repeated promises to crack down on criminal gangs.

“As the level of crime linked to drugs and violence continues to pose a danger to our communities, people are asking why more isn’t being done. The reinstatement of fully resourced dedicated drugs units in all Garda divisions is a necessary component of the overall response required,” added Curran.

PLANNING APPLICATION SUBMITTED FOR DUBLIN MOUNTAINS VISITOR CENTRE

A planning application for the proposed Dublin Mountains Visitor Centre in South Dublin County has been lodged with An Bord Pleanála.

The planned Dublin Mountains Visitor Centre is a joint development proposal

by South Dublin County Council, Coillte and the Dublin Mountains Partnership to create a new “gateway” to the Dublin Mountains located at the combined Massy’s Wood /Estate and Montpelier Hill incorporating the legendary Hell Fire Club site. At an estimated cost of €15 million, the centre will be constructed from natural

materials and integrated into the landscape setting with extensive panoramic views of Dublin City.

The Dublin Mountains Visitor Centre development is founded on a vision that the history, landscape, heritage and amenity of the Dublin Mountains should be promoted as a resource for the enjoyment of the people of South Dublin and for visitors to the area from elsewhere in Ireland and abroad. The project will also provide long term economic benefits by increasing tourism, generating additional spend on local goods and

services and creating new employment opportunities in South Dublin County.

The visitor centre will comprise a dedicated interpretative exhibition and educational facility as well as a café and shop, a rambler’s lounge and toilets.

There will be enhanced access to the site with increased car parking and public transport, road improvements and the construction of a new footpath to the site. The proposal will also deliver improved quality and quantity of walks and trails for people of all ages and abilities incorporating an

iconic tree-top walkway/ bridge from Montpelier Hill into Massy’s Wood.

The proposal provides for the enhancement of the mountain landscape around the visitor centre by replacing large areas of commercial coniferous forest on the eastern slopes of Montpelier Hill with broad-leaved woodland and predominantly indigenous native species.

The submission of the planning application follows extensive public/ stakeholder engagement by South Dublin County Council and Coillte. This process enabled the project team to take into account key local issues raised and incorporate them into the design plans,

ensuring the preservation of the landscape, ecology and heritage features of the unique, natural and made environment of the Dublin Mountains in a manner that is socially, economically and environmentally sustainable.

The proposed Dublin Mountains Visitor Centre has been designed by a multidisciplinary project team led by Paul Keogh Architects.

The Planning Application and Environmental Impact Assessment (EIA) Report in relation to this project have been submitted on South Dublin County Council’s behalf to An Bord Pleanála on Monday 31st July 2017.

LUMP SUM PAYMENTS WILL HELP PREVENT FUEL POVERTY

A decision to allow local people to receive fuel allowances in two lump sums over the winter months will help keep them warm, comfortable and in good

health in their own homes, according to Dublin South West TD and Independent Minister Katherine Zappone.

The Minister says the decision has been taken in response

to calls by campaigners such as Age Action and will help ensure that older people can access money to pay for fuel deliveries.

Those who opt for lump

sum payments will receive €292.50 in October and a second payment in January.

Minister Zappone added: “Stocking up on coal or heating oil can be a hugely

expensive time for any household – requiring a lot of saving.

By allowing the option of two lump payments over the winter months the saving burden is not only being reduced but it is allowing the bulk buying of coal – which sometimes represent a saving of €3 a bag. This will allow the allowances to be stretched further.

Reacting to An Taoiseach Leo Varadkar’s referenda plans, Sinn Féin spokesperson for the arts, youth affairs and LGBTQI rights Senator Fintan Warfield has criticised the government for failing to uphold their Constitutional Convention mandate to hold a referendum on reducing the voting age from 18 to 16.

Senator Warfield said: “It has been over four years since the Constitution Convention recommended that the State

should consider reducing the voting age to sixteen.

"The Government of the day, of which, An Taoiseach served on the cabinet, accepted this recommendation and announced plans to hold a referendum. Nothing has been heard since.

“The Constitutional Convention was a design of the Fine Gael government who proposed the voting age as a priority in its work. It is now simply not a priority

for this Government despite being a forum of Fine Gael’s design mandating the Government to do so.

“In response to questions asked by Sinn Féin on the matter, Fine Gael have stated there are 'no immediate plans' for this referendum and even referenced my own proposed legislation, the Electoral (Amendment) (Voting at 16) Bill 2016 as the Department’s focus on the matter.

"This despite the fact that my own proposed legislation does not claim or intend to fulfill the convention’s recommendations and this Government have dealt with said legislation in a cynical manner to date.

We need to get the message out throughout the South Dublin County Council area that this is available as application forms must be returned by 15th September to avail of lump sum payments.

I am asking that Citizen Information Offices, Welfare Offices and full time constituency offices, such as my own in Dublin South West, are used to get the message out.

‘VOTE AT 16’ REFERENDUM SWEPT UNDER THE CARPET AGAIN

“Simply put, the Government have swept this issue under the carpet for whatever reason and it’s no longer acceptable to kick this issue to touch any longer.”

It is also important to note that the new payment method is an option. Those who receive the allowance can also continue to receive payments of €22.50 per week which amounts to €585 per fuel allowance season.

The Fuel Allowance is a means assessed payment to assist householders receiving long-term social welfare payments unable to provide for their own heating needs.

In the coming winter €229m will be invested in the scheme with an estimated 376,000 homes benefitting.

For many it is a lifeline, in particular during bad weather in outlying areas of Dublin South West.

Information on the new payment option must also be included in the traditional Be Winter Aware campaign in the coming weeks.”

BACK TO SCHOOL COSTS HITTING PARENTS HARD

Dublin South West TD, Seán Crowe, has urged the Government to address the huge cost of sending a child back to school. His remarks come as the children’s charity, Barnardos’, released its annual School Cost Survey that suggests that the huge burden on families remains the same.

The Sinn Féin TD is calling for an increase the Back to School Clothing and Footwear allowance in Budget 2018 by €50 for both Primary and Secondary school children in response

to the real and actual costs facing parents.

Deputy Seán Crowe said: “The Barnardos’ School Cost Survey 2017 is a welcome addition to the debate on back to school costs that are impacting on parents. The survey suggests that despite this issue being to the fore in recent years the actual costs of sending a child to school remain the same and the costs impact most negatively on the less well off.

“Parents spend on average €95 on school specific uniforms at primary level

and between €150 and €200 for them at secondary level.

“Parents are also spending on average between €50 and €100 on books while one-fifth (20%) of parents of secondary school pupils pay in excess of €300. The survey shows that book rental schemes are varied in what they actually cover. Thankfully voluntary contributions are said to have come down slightly.

“The impact of school costs means 45% of parents had to forgo other bills or cut back on daily expenses.

“Clearly the Government are continuing to fail parents and children when it comes to school costs. The fact that parents are falling into greater debt while struggling to cover these costs should be setting off alarm bells in Government.

“Another recent survey by the League of Credit Unions also found that one in four parents will have to deny their children certain school items this year as they head back to school as they don’t have the money to pay for all the costs to go back to

school.

“According to this survey 72% of parents with schoolgoing children feel the backto-school costs will be a financial burden.”

Crowe continued: “Parents are facing into some of the most expensive months of the year with the back to school cost challenge coming at them at break neck speed. The scrambling and trying to cut corners has already begun in the hope of having additional money to send children back to school this September without having to cut other basics.

“Back to School costs are financially crippling families the length and breadth of the State and are particularly difficult for lone parents, low income households, and parents with more than one child of school going age.

“Sinn Féin supports the reduction of back to school costs by increasing the School Books Grant by 30%.

In Government, we would introduce legislation for schools to have generic school uniform policies to reduce back-to-school costs for families.

“Back to School costs has become an annual conversation and this will continue until the Government adopts a more positive and proactive steps to support struggling families.

“Budget 2018 affords the opportunity to do this and I am calling on Minister Richard Bruton to increase the Back to School Clothing and Footwear allowance by €50 for both Primary and Secondary School children in that budget.”

A Fine Gael TD has voiced her support for the Law Society of Ireland statement calling for the abolition of legal fees in domestic violence cases.

“Nonetheless, more work needs to be done to best serve victims of domestic violence. The legal fees required to access legal aid in domestic violence cases were raised in March by the UN Committee on the Elimination of all forms of Discrimination against Women. This issue has since been raised by the Free Legal Advice Centre and the Law Society.

“We need to do everything we can to assist victims of domestic violence and to protect the vulnerable. The abolition of the legal fee required to access legal aid in domestic violence cases would be an important step forward.”

ACTION ON AMAZON SITE CALLED FOR

Local Councillor Charlie O’Connor has called for action on outstanding works at the emergency entrance to the Amazon site on Mayberry Road. The condition of the site has been the subject of much local concern in recent times and Charlie O’Connor has confirmed that he has received many calls on the matter.

The issue was highlighted by the revelation that Amazon had lodged an application with South Dublin County Council for a temporary gas powered generation plant within the Amazon site and had advertised the application in the Irish Examiner. Residents,

Charlie O’Connor represented these local views and was contacted directly by senior management of Amazon and he arranged to meet them in Tallaght. At that meeting, he asked for assurances that works on the entrance would now be a priority for the company and he stressed the upset of the local community in the matter.

In its response, Amazon told Charlie O’Connor that “work is currently underway to improve and enhance the

emergency entrance and will be complete in the next few weeks. The emergency road is being surfaced, the temporary construction fencing along Mayberry Road will be removed and the site and its boundaries will be regularly maintained.

Neighbours should see a change within the coming weeks.”

The local Councillor also raised with the Amazon executives the question of planning applications being advertised in a newspaper not widely read in Tallaght and was assured that this would not happen again.

Charlie O’Connor appealed to the company to be good neighbours to the local community and asked that

concerns being expressed to Amazon would be properly addressed.

He also noted that the planning application on behalf of Amazon for the temporary gas powered generation plant was the subject of a decision by the Council on 27th July last to seek “additional information”.

Finally, Charlie O’Connor stressed the importance of the Amazon plans which he sees as a positive development for Tallaght which hopefully will provide much needed employment and he added that it is important that Amazon would continue to work with the local community.

New research from Bord Bia’s Insight Centre, The Thinking House, highlights Irish consumer attitudes towards diet, grocery shopping, eating habits and cooking. Since 2001, Bord Bia’s PERIscope study, the largest quantitative study of its kind in Ireland, has been exploring consumer attitudes a wide range of food related topics including local food, the environment, and health and wellbeing.

The comprehensive study is carried out across 8 countries - Ireland and the UK, four Continental European markets, along with the US and China –and involves over 8,000 interviews.

Health and wellbeing continues to be a major trend globally and Irish people have a positive perception of their own health, with 88% recognising it is important to eat well and acknowledging a link between diet and mental wellbeing. · Overall Bord Bia found very few people follow an eating regime, with 4 in 10 saying they believe in eating a balanced diet. · People believe their eating habits are becoming healthier, with one third saying they are eating healthily. · Half of people claim to be confused about what we should eat to be while some 60% say nutritional claims and food labels are hard to understand. · The perception of ‘low

fat’ as a healthy choice is experiencing decline, down from 71% in 2006 to 58% · Sugar is also under pressure with 59% checking for sugar content and this rises 71% are conscious of their children’s sugar intake. · Some 94% saying that they try to eat a lot of fruit and vegetables · Over 80% (84%) are trying to eat high fibre foods while 88% see protein as an important part of their diet · People are trying to eat less sugar and bad fat (98%), salt (96%), soft drinks (92%) and breads, cereals, rice and pasta (64%). Meat creates divided opinion with 49% saying they are eating less while 51% are consuming more. · The majority of parents claim they try to make sure their children have a

balanced diet, however four in ten admit it is hard to get kids to eat vegetables. · Fewer parents than ever before are concerned about childhood obesity, falling from 35% in 2007 to 21% Cooking Confidence and Eating Habits · Some 25% of men are solely responsible for cooking in the home. · Only 3 in 10 people are confident that they could produce a good Sunday roast, yet cooking from scratch is showing growth over time rising from 46% in 2005 to 69%. · We love breakfast more than before! While 32% say they rarely have time for a proper breakfast, this is in contrast to 2005 where nearly half did not have a proper breakfast. · 24% are entertaining at home more often · 40% eat takeaway once a week · Three quarters of Irish people eat their main meal in the kitchen in comparison to 25% of those in the UK, who claim to eat in the living room / lounge.

· Half of people bring in their own lunch to work, with less people now going out for lunch.

Price, Local Food and Convenience · The results in relation to value and price sensitivity suggest a softening of the desire to focus on price since the height of the recession.

Price is back at 2005 level with 52% saying the first thing they look at is price (this was at 60% in 2015). · The importance of buying local peaked during the recession at 73% and now rests at 67%. · Checking for country of origin (78%) and quality

symbols (75% up by 20% since 2001) is increasingly important to us. · According to respondents, picking food that are easy to prepare (77%) and quick to cook (69%) are important considerations.

Going Green · Irish people are embracing all things green and becoming more environmentally conscious, having increased to 61% from 56% in 2007. · One in two of us are concerned with the amount of food we throw away. · Half of Irish consumers claim to always buy brands that use environmentally sensitive packaging.

KNOCKMITTEN PARK ASTRO PITCH GETS GREEN LIGHT FROM COUNCIL Sinn Féin TD for Dublin Mid-West Eoin Ó Broin has welcomed a decision by South Dublin County Councils to approve planning permission for the proposed Astro Turf Pitch in Knockmitten Park. The development is being proposed by the Council in conjunction with Knockmitten United Football Club.

Deputy Ó Broin said: "Knockmitten United Football Club have been working with the Council and elected members for two years to secure this amenity for the local community.

"Knockmitten United Football Club provide sports facilities to hundreds of children and teens in in Clondalkin. The club is run by volunteers who give hinge time to their local community.

"The decision by the Council to grant planning permission is a welcome step. It means that should the proposal secure Sports Capital

Funding in September then the project will go ahead.

"During the public consultation a number of residents highlighted concerns related to the development. It is important that South Dublin County Council and Knockmitten United FC respond to these to ensure that the astro is properly run and managed.

"This will be a fantastic benefit to the local community and another valuable resource, particularly for young people in the area."

TWENTY THREE TEENS FROM SOUTH DUBLIN ATTEND INTERNATIONAL YOUTH LEADERSHIP CONFERENCE

Twenty three teens from South Dublin have attended Foróige’s Leadership for Life International Youth Conference in Kildare. The conference brought together 250 teenagers from India, the USA and Ireland to learn how to become leaders in their own lives.

During the week-long conference the teens learned crucial life skills such as empathy, decision making, communication skills, critical thinking and team-work.

Seán Campbell, CEO of Foróige, said “The Leadership for Life programme enhances the vision, passion and idealism

of young people by teaching them key leadership skills and challenging them to use these skills practically.

“Through challenging young people to explore their own values, and express themselves in ways they may not be used to, they develop skills such as problem solving, critical thinking and empathy. This skills are crucial in all walks of life.”

The 250 delegates, aged 15 to 18, graduated on Friday August 6th having completed various stages of the leadership programme.

CHILDCARE AWARENESS CAMPAIGN ‘IT STARTS NOW’ LAUNCHED TO INFORM PARENTS OF €19M IN EXTRA SUPPORTS FOR FAMILIES Government funding of €4m is being provided to improve childcare services for children of school going age and make life easier for parents and families.

The announcement comes as the Taoiseach, Leo Varadkar TD, and Minister for Children and Youth Affairs, Dr Katherine Zappone, launch the latest phase of a national awareness campaign to make families aware of increased supports starting next month (Sept).

The first two strands of this funding announced today will help create over 5,000 extra childcare places in 225 school age childcare services. A third strand will be announced in the coming weeks.

The extra spaces will further increase capacity ahead of new childcare supports which will benefit up to 70,000 children from September.

The next phase of a national awareness campaign will encourage parents to check out their children’s entitlements under the

banner ‘It Starts Now’. This is part of ongoing efforts across Government to support parents and families through a range of policies.

Families are being encouraged to visit a special website www. affordablechildcare.ie which has already recorded more than quarter of a million visits.

At the launch of the campaign the Taoiseach said: “In just three weeks’ time, up to 70,000 children will be able to register for a range of childcare subsidies put in place by the Government of Ireland to honour our commitment to make childcare more affordable for families. For the first time, a universal, non-means tested childcare subsidy will be available for children aged six months to three years. This amounts to a maximum of €1,040 per year, for some the cost of one month of childcare. We will also be providing extra support for parents on lower incomes going back to work or education, providing as much as €145 per week

towards the cost of their childcare.

“In a Republic of Opportunity everyone should have the chance to access employment and education. Childcare can often be a barrier to this, whereas it should be a bridge to opportunity for parents, their children and our economy. These new subsidies will create greater parental choice and financial support for families so they can achieve their full potential. I’m delighted that investment made this year will help families begin to feel a difference in their pockets from September.

Minister Zappone added “The first big step is being taken to accessible affordable quality childcare. Through our awareness campaign we are reaching out to parents and telling them how they can benefit from the extra €19m in family supports now just four weeks away.

There are two ways in which supports will be delivered.

A universal support to every child aged 6-months to 3-years-old and then targeted supports for those families which need it most

– this second category covers children up to 15-years of age.

Ensuring capacity for school age children is important to reach our goals in terms of accessibility and quality.

The funding of €4m will help us to get there.

I am delighted that 225 projects have been identified in the first two rounds of this funding, with the remainder to be announced shortly.

Tánaiste and Minister for Enterprise and Innovation, Frances Fitzgerald T.D. and Minister of State for Business, Pat Breen T.D., have launched the national search to find Ireland’s Best Young Entrepreneurs of 2018 (IBYE) through the Local Enterprise Offices.

IBYE is a programme run by the 31 Local Enterprise Offices (LEOs), including LEO South Dublin with the support of the Department of Enterprise and Innovation and Enterprise Ireland.

The competition is open to people between the ages of 18 and 35 with an innovative business idea, new startup or established business.

Now in its 4th year, IBYE has an investment fund of up to €2million. The closing date to enter this year’s competition is Friday, 29th September, 2017 and there is a €50,000 county investment fund on offer to local winners and runners-up in South Dublin.

Speaking at the national launch, the Tánaiste said: “Building on the success of previous IBYE competitions, this Government wants to support more young entrepreneurs right across the country through the LEOs. Ireland has a wellearned reputation as a country that supports and fosters enterprise.

Our young entrepreneurs are talented, innovative and dynamic. Last year, 180 young entrepreneurs won investment funding for their businesses through IBYE, helping them reach their export and job growth potential. I would encourage all young entrepreneurs, between the ages of 18 and 35, to talk to their LEO about the IBYE programme and the valuable supports available throughout the various stages of the competition.”

Minister of State for Business, Pat Breen T.D. said: “IBYE offers a very significant stepping stone into the world of running your own business for young people aged 18 to 35. It's not just the scale of the investment fund on offer that makes IBYE so important, IBYE entrants can go on to receive intensive enterprise boot camp training from their LEO under the programme, to help them establish and develop their entrepreneurship careers.

Now in its 4th year, IBYE has proven to be a great success in all the regions with more than 1,800 applying across the country last year. I would encourage young people with a business idea or currently running a business to apply for IBYE before the deadline of 29th September, 2017.

Colm Ward, Head of Enterprise with Local Enterprise Office South Dublin said: “The substantial investments available under IBYE are a very important part of the programme and will help more young entrepreneurs here locally to grow their businesses and create more jobs. Other business supports, such as management training, networking and one-to-one mentoring are also at the heart of IBYE. Last year, 450 young entrepreneurs all over the country benefitted from these business supports and 180 of them won investment funding to help start and grow their own businesses, so the rewards are there for participants, as well as for the winners. Taking part in IBYE will help Ireland’s young entrepreneurs move their businesses to the next level with the support of their Local Enterprise Office, whatever stage their business is at.”

IBYE is run locally by Local Enterprise Office South Dublin across three categories: Best Business Idea, Best Start-Up Business and Best Established Business. Up to 450 young entrepreneurs will be invited by the LEOs to attend free regional ‘Entrepreneur Bootcamps’ later in the year to help them develop their business and new venture ideas.

With an IBYE investment fund of €50,000, LEO South Dublin will award up to six investments to three category winners and three runners-up at county level. The local winners in the Best Start-Up and Best Established Business categories at county level will receive investments of up to €15,000 each and the two runners-up will each receive up to €5,000.

The Best Business Idea winner at county level will receive an investment of up to €7,000 and the runner-up will receive up to €3,000 of investment. These winners at county level will progress to Regional Finals early next year and the national IBYE finals will be held in March 2018.

Sheelagh Daly of the LEOs, Martin Corry of Enterprise Ireland and Paul Reid of CCMA Economic, Enterprise, Community and Culture Committee were also at the IBYE 2018 launch.

To enter, local entrepreneurs between the ages of 18 and 35 should visit the IBYE website at www.ibye.ie, to submit their applications online. The closing date for entries is Friday, 29th September, 2017 and there are no entry fees.

DEDICATED TRANSPORT POLICE NEEDED TO PATROL DUBLIN BUS IN TALLAGHT Surge in public disorder on route 27

Local Fianna Fáil TD, John Lahart has said that we must examine measures to better protect passengers that are experiencing repeated incidents of antisocial behaviour on public transport in our community.

The Deputy’s comments follow news that Dublin Bus was forced to alter the route of the 27 bus in Tallaght due to anti-social behaviour in the Brookfield area twice this month.

“Ensuring that public transport is a safe and secure way to travel for all age groups, at all times is vital to maintaining its role at the heart of city life. Dublin Bus provides an invaluable service to many and it is essential that all our public transport facilities are protected to support those that commute,” explained Deputy Lahart.

“The intimidation of bus users and drivers which

has recently escalated on the number 27 route in the Brookfield area must stop, and a zero tolerance approach must be taken to challenge the culprits and combat incidents of public disorder.

“This can only be done by a number of dedicated transport police, possibly from the Traffic Corps of An Garda Síochána, who are visible and frequently patrolling our buses and Luas line in an attempt to deter crime on our public transport system.

“Fianna Fáil has long proposed to set up a specific public transport police section within An Garda Síochána. This proposal is fully outlined in our party manifesto,” he added.

“It is deeply disappointing for staff and bus users that Dublin Bus were forced to alter the route for the past two Friday’s due to such

inconsiderate behaviour.

“A collaborative effort between community groups, youth services and addiction services would also help significantly to tackle this kind of challenging behaviour by some members of the public.

"Security issues on public transport are a serious issue in Dublin. Anti-social behaviour and intimidation must not be tolerated,” concluded Deputy Lahart.

Question I understand that a Central Credit Register is being set up and that all Lenders will be providing details in relation to all our loans to this central register. Will this information be available to third parties? I am concerned that personal information may be relayed to third parties without my permission .

Can you give me some indication as to how this will work?

Answer: You are correct that a Central Credit Register is now being set up by the Central Bank of Ireland under the Credit Reporting Act 2013. Effectively, the Central Credit Register is a national data base that will, on request, provide the following. (a) A Borrower with an individual credit report detailing their credit arrangements with any Lender.

(b) A Lender with comprehensive information to help them with credit assessment in order to determine whether to make credit available to an Applicant. (c) The Central Bank with better insights into national trends in the provision of credit. (d) The Credit Reporting Act 2013 requires all Lenders in the state to submit personal and credit information to the Central Credit Register on loans (including overdrafts, mortgages and credit cards) in relation to borrowings of over €500.00.

From the 30th June 2017, all Lenders will share with the Central Credit Register, personal information that they already hold about all borrowers such as I. Your name.

II. Address.

III. Date of Birth.

IV. Telephone number.

V. Gender.

VI. PPS number. (e) The purpose of gathering together this information in one Central Register is to ensure that there is an accurate record of each individual’s loans (including credit facilities they may have with every Lender within the state.) The Central Credit Register aims to ensure that every credit report it produces is complete and accurate. These Lenders will also share credit information each month about any loans any borrower has worth €500.00 or more. This information will be freely available to all Lenders within the state on application to the Central Credit Register. (f) Loan information will be stored securely on the Central Credit Register

where it will be used to create your credit report. The Central Credit Register will not calculate a score or grade your credit rating. Information will be kept on the Central Credit Register for 5 years after all loans are paid off.

In early 2018, credit reports will become available from the Central Credit Register.

Once available, all Borrowers may request a report on their own personal credit borrowings at any time. Each Borrower will be entitled to one free report each calendar year.

The question arises as to when a Lender, other than your own, may access your credit report. Such information will be available to Lenders if a person is considering an application for a new loan or is asking to change the terms of a loan or if they are asking to review a loan in arrears.

Employers, Landlords or other persons cannot access your credit report without your written consent.

Borrowers do not need to take any action based on this new Central Credit Register.

Suffice to say that you may receive notification from your Lender informing you that under the provisions of Credit Reporting Act 2013, they will be providing information in relation to all your borrowings over €500.00 to the Central Credit Register.

In relation to the Borrowers rights under the Credit Reporting Act 2013, you might note that you have the right to: I. Request your credit report at any time (the first credit report each calendar year is free) II. Insert a 200 word explanatory statement on your credit report.

III. Apply to have your information changed if you believe it is (a) Inaccurate. (b) Incomplete. (c) Out of date. (iv) Make a report to the Central Credit Register if you reasonably believe that someone has or is about to impersonate you.

The Central Bank will publish on www. centralcreditregister.ie the exact date when credit reports will become available.

Effectively therefore, we will all be assessed by every Lender if we apply for a loan as to whether or not our credit rating is good or not. Although it is effectively stated that the Central Credit Register does not give a rating for any Borrower, nonetheless, the evidence will be there for all to see if a loan is in arrears or a Borrower has defaulted on any loan. Lenders will no longer have to request information from Borrowers personally and seek a written authority from the Borrower to release information to a new Lender. The information will be available on request by the Lender to the Central Credit Register without reference to any Borrower. It is perhaps a measure of how technology has advanced to the extent that this is now possible but also the extent to which all our information is posted somewhere and although protected under Data Protection Legislation, nonetheless, could be hacked if not properly protected.

The above however is the present position.

CALLS FOR COMMUNITY RESPONSE TO THREAT TO BUS SERVICE Local Councillor Charlie O’Connor has called for a community response to the now serious threat to the bus service in West Tallaght.

He was speaking after the monthly meeting of the Dublin Bus/Luas Community Forum held in Killinarden Enterprise Centre and attended by Tallaght Gardai, Dublin Bus management and union representatives, Luas management, community reps, Councillor Brian Leech and himself.

The meeting heard details of a large number of incidents involving buses which included reports of stone and missiles throwing, windows being broken, passengers being assaulted and youths scutting on the back of buses.

According to Charlie O’Connor, it was made clear at the meeting that there is now a real threat of the bus services to our estates being withdrawn leaving commuters having to walk to their homes from the Square. He added that there were particular difficulties with the No.27 bus service which was being subjected to regular attacks.

Both Charlie O’Connor and Brian Leech told the meeting that it was important that a combined community effort involving all the stake holders would mount a campaign to protect the bus service to the community. He said that these crimes were being committed by young people from the local area and he particularly called on parents of young people involved in these activities to help protect the bus service for the entire community.

Both Councillors also stressed the importance of supporting the Tallaght Gardai in dealing with these matters and said that withdrawal of the bus service would be a serious blow to the local community.

The annual 'Leap On Your Bike' event is organised by Cathal O'Shea and encourages all cycling enthusiasts to take part, raise money for charity and make new friends throughout the weekend.

This year's event has so far raised €10,000.

Since opening in 2011, LauraLynn has cared for

more than 325 children and their families and provided more than 265,000 hours of short stay care provided to children in LauraLynn Hospice.
