Raley’s Landing:

West Sac police The transformation of the waterfront continues officer shot at on the way to work The Teel Family Trust to further transform the Sacramento waterfront progresses with the latest design plans submitted to the City of West Sacramento for a mixed-use project adjacent to the Tower Bridge. Mike and Julie Teel recently formed a partnership with Mark Friedman of Fulcrum Property in an effort to explore the site’s development potential. The plans submitted include an exciting concept that will enhance, activate and connect both sides of the waterfront by creating a residential, hotel and community experience unlike anything in the region. The proposed project sits on the Raley’s Landing development on the shores of the Sacramento River. The original dock was developed in 1981 by Tom Raley, founder of Raley’s Supermarkets and grandfather to Mike Teel. Tom Raley’s efforts to embrace the Riverfront led to the signing of The Raley’s Landing Development Agreement between the City of West Sacramento, Raley’s and the Teel Family Trust in 1996 and laid the foundation for the transformation of the Riverfront between the

Tower Bridge and the I Street Bridge. “My grandfather was ahead of his time. He had a vision of developing the West Sacramento waterfront,” said Mike Teel. “River 1 is the missing piece of my grandfather’s legacy and I am honored to bring this project to life.” Raley’s Landing spans approximately 18.2 acres located on the West shore of the Sacramento River. It is comprised of four parcels of land initially identified as the Washington Street Property, River 1, River 2 and River 3.

The River 2 site is home to the pyramid shaped Ziggurat building that marks the existing skyline. Originally built by The Money Store in 1997, it is now home to the California Department of General Services. The River 3 site has been home to The California State Teachers Retirement System (CalSTRS) since 2008. In addition to their existing 400k sf, 17-story tower, CalSTRS recently announced approval for a 275k sf second building. The new building is scheduled to break ground

this year with a targeted completion date of 2022. The Washington Street Property now houses the Capitol Yards apartments. The fourth parcel, River 1, sits directly across from the Old Sacramento Waterfront, between the Tower Bridge and the Ziggurat building. The plans submitted by the Teel and Friedman partnership include an initial phase of the development that consists of approximately 57 residential units, a 193 room boutique hotel, restaurant/ bar, and retail space. The

two building structures are planned to surround a shared outdoor space that leans into the river, offering views of Tower Bridge, The Old Sacramento Waterfront and Downtown Sacramento. The project would offer the region a first of its kind; urban living on the waterfront. “Raley’s Landing is one of the most significant redevelopment efforts in the history of Sacramento. We look forward to partnering with the Teel’s on further extending that legacy,” Friedman said.

Fate of County Juvenile Detention Facility remains undecided after recent West Sac workshop BY STACY GROW The Yolo County Board of Supervisors held a Strategic Planning workshop at West Sacramento City Hall on Tuesday, August 13. The West Sac workshop was one of several held throughout the County recently in an effort to update the County’s Strategic Plan, which is done every 3-5 years.

Previously an engagement phase sought input from staff and the Yolo County community. The next and final stage will occur this fall when the Strategic Plan Update is slated to come to the Board of Supervisors for approval. Current Strategic Plan goals focus on Thriving Residents, Safe Communities, Sustainable Environment, and Flourishing

Agriculture. The August 13 workshop focused on the Safe Communities goal with an emphasis on the adult and juvenile criminal justice systems. One topic of concern for some workshop attendees was the fate of the Yolo County Juvenile Detention Facility. At recent Board meetings, the idea has been raised to repurpose the facility as an extension

of the jail and relocate the youth in detention. Some workshop presentations explained how other counties have changed the use of their juvenile detention facilities with declining populations in detention, but the issue remains undecided for now. The County is evaluating using one underutilized portion of the facility for a temporary booking space

for the jail, but that plan is yet to be approved by the State. Beth Gabor, Yolo County Manager of Operations & Strategy stated, “Except for the temporary booking space, there is no plan to repurpose the facility and/or to house the youth elsewhere.” One Broderick resident, Manuela Melbourne, See Juvenile, page 2

According to Sgt. Eric Angle of the West Sacramento Police Department, at about 6:58 am on August 14th 2019, a West Sacramento police officer was driving to work. He was technically off duty, but was just 10 minutes from clocking in. The officer, whose name is being withheld, was driving an unmarked police vehicle northbound on Village Parkway, just at Davis Road. He stopped at the intersection, then began preceding through. As he was going through the intersection, he noticed a red, older model, SUV coming towards him, going Southbound on Village Parkway. As the vehicle passed him, the driver’s side passenger began shooting multiple rounds at him from the back window. One of the rounds fired at the officer, struck his car on the driver’s side, but the officer was not injured. The officer did not return fire, and the SUV got away. The police are unaware if the officer was the target, or if it was just a random shooting. “We just don’t know what the motivation was”, said Sgt Angle. At this time, West Sac PD has no suspects. On Wednesday, Aug. 14, West Sacramento was all a buzz due to the 7 a.m. shooting that had taken place. But apparently that was just a bad

day in West Sacramento, because later that night there was another shooting. Sgt Erik Angle stated that “We don’t know what happened later that night. We just know that

at about 11 o’clock p.m. dispatch got a call by a passerby that there was a subject down on the 1000 block of West Capitol Ave.” The police rushed to the scene to find a His-

panic man, in his mid30s, lying dead with a gunshot wound to his chest. “We don’t know anything else,” Angle said. West Sac police said that they are not releasing the name of the vic-
