FOREWORD When the people of Newport elected a Labour council in 2017 none of us could have imagined the global challenge that we would come to face. Over the last two years, Newport has experienced something none of us ever hopes to see again. The pandemic brought huge challenges to our city, to our families, our businesses, our young people – and, along with it came great sadness and grief.

Through it all your Labour council worked hard to protect businesses and livelihoods and to keep our young people learning. And your Labour councillors found new ways to do things to make sure the help that was needed was there. We prioritised essential service delivery, setting up key worker child care, distributing food parcels, supporting the vulnerable through our community hubs, maintaining refuse collections, and ensuring the continued delivery of care.

And our communities? They rallied together, bringing forward that incredible Newport spirit that we are all so proud of. The pandemic has shown us what matters most. We now need to go back to a society where we look out for each other. Not just in times of crisis, but always.

This is a manifesto for a green and just recovery, a manifesto for families and communities, for businesses and growth. Newport Labour standing side by side with the people of Newport delivering a stronger, fairer, greener Newport for all.

On May 5th the people of Newport will have the chance to decide the future of our City for the next five years. Newport Labour are standing on our record of delivering for you, we stood by you through the pandemic and only Newport Labour will stand by you as we recover.

I am proud to have led our great City over the past two years. It has been an honour and a privilege to do so. When I became Leader I promised that I would lead with passion, integrity and kindness, I promised that we would listen and we will keep listening. As a Labour-led council we have prioritised our people and invested in our place.

Looking back over the past 5 years, in spite of the challenges, Newport is emerging stronger and more resilient than before.

Economic Growth Since 2017 we have seen millions of pounds of private sector investment in advanced manufacturing and future technologies creating employment and career progression opportunities here in Newport.

In 2017, Cardiff Capital Region City Deal invested £38M with IQE co-investing £375M in the Newport Compound Semiconductor - mega Foundry at Imperial Park.

The Foundry, also home to the £50M CSA Catapult, produces wafer chips that are exported globally. We’re leading the way in terms of data and digital technology with global companies investing in the largest data centres in Europe, and multinationals developing their European headquarters here in Newport.

Global companies and international investors have economic confidence in

Newport. The UK’s first Proton Beam Therapy Centre, the Rutherford Centre, is based here in Newport. Train manufacturer CAF Rail considered 100 sites in the UK before finally deciding to invest £30m in a plant here in Newport creating over 300 skilled jobs with more to follow. Celtic Business Park is the location of an Amazon distribution centre and developers St Modwen have further plans to develop additional units there. We’ve also supported the development of the £83m Wales International Convention Centre at the Celtic Manor Resort.

We have achieved this investment through our strong support for business, our positive approach to partnership and a willingness to listen.

Newport is a founding partner of the Western Gateway economic powerhouse, stretching from Swansea to Swindon. We

are playing a leading role in the commission to explore Tidal Energy in the Severn Estuary with the potential to deliver energy security, green growth and skilled jobs for the whole region. We are also one of the ten South East Wales local authority partners in the Cardiff Capital Region City Deal which will create 25,000 new jobs across the region. Both Western Gateway and CCR are supporting the Newport Labour-led bid for a City of Newport Freeport announced in April 2021. Our strength in partnership working delivering real economic opportunities for the people of Newport.

Revitalising our city centre Newport Labour recognise the need to repurpose and restore the heart of the city centre. The digital economy is a growth sector in Wales and a significant and growing number of these businesses are located here.

We are playing a leading role in the commission to explore tidal energy in the Severn Estuary with the potential to deliver energy security, green growth and skilled jobs for the whole region.

Newport hosts the largest data centre in Europe. Some of the world’s largest tech companies are investing here with others developing their European headquarters in Newport. Our City centre hosts a number of innovative digital and tech-based companies; Alacrity, National Software Academy, USW Cyber Security Academy, Tramshed Tech and many others.

In 2018 we launched our city centre masterplan. Supported by our Economic Growth Strategy, the Plan set out our ambitions over the short, medium and long, term for the city centre. Our short term ambitions will have been realised by May 2022.

The first quarter of 2022 has seen the completion of the Market Arcade restoration, Newport Market, Mercure Newport (Chartist Tower) and the IAC building in Mill Street. We’re investing in architectural lighting to highlight the beautiful buildings in High Street. Our new £19.7m riverfront leisure and wellbeing

centre development is under way and this will be followed by the development of the new Coleg Gwent city centre campus.

These two projects alone represent over £100 million of public sector investment in the city centre.

The second phase of the Kings Head redevelopment and the conversion of the former South Wales Argus offices in Market Street have delivered high quality apartment accommodation in our city.

Griffin Island, Albany Chambers, Olympia House, Charles Street Adult Education Centre have all been converted to housing right in the heart of the city centre. The award-winning Central View, 123-129 Commercial Street project providing high quality accommodation for over 55s was completed in 2020.

We understand that the past two years have not been easy for businesses and have worked hard across the council and in partnership with Newport NOW (BID) to provide support. We’ve supported more than 3230 businesses during the pandemic, distributed more than £7 million of funding and administered more than £66.5 million in business rates relief.

Recovery from this economic shock will be challenging and that’s why we’ve increased funding for our City of Newport Business Support grant scheme.

We’re supporting this with a unique Newport City Centre Local Rate Relief Scheme, complementary to the Welsh Government relief scheme, and in most cases, city centre, leisure, hospitality and retail businesses will only have 25% of the rates to pay in 2022-23.

Education Education is a priority for Newport. Since 2017 we have invested over £100 million through our 21st Century Schools programme. We have expanded Welsh medium provision across the City; four Welsh medium primaries and a Welsh

Newport Labour also established Ysgol Bryn Derw the first dedicated ASD school in the South East Region and we’ve expanded Learning Resource Base provision across our primary schools. Newport Labour has invested in Safe Routes to School and we have invested in period dignity within our schools.

We have committed to our Young Persons Promise; a promise developed in partnership with children and young people which builds on the United Nations’ Convention on the Rights of the Child, setting out how children and young people can be involved in decision making across council services. We want to involve our young people in all that we do and ensure that their voices are heard. From our school councils to our eco-councils to our Youth Council we’re supporting our children and young people to have their say.

During the pandemic our fantastic teaching teams and school staff established childcare hubs for vulnerable learners and the children of key workers. We provided over 9,000 laptops and devices to support

blended learning.

We’ve developed “Get Connected” digital literacy sessions, with potential for progression to NCC’s Essential Skills digital courses and are the first local authority in Wales who has signed up to Digital Communities Wales’ revised Digital Inclusion Charter to go on to gain Charter Accreditation. We have worked closely with DWP to deliver both Kickstart and Restart programmes in our communities.

In collaboration with Coleg Gwent, USW, businesses, and 3rd sector partners we continue to deliver a wide range of career focused events and work experience opportunities. Working closely with Ffilm Cymru and partners such as Screen Alliance Wales, Sgil Cymru and Urban Circle, we’re developing and delivering the “Foot in the Door” programme in the city enabling up to 300 young people to benefit from skills development and work experience in the creative industries. As an employer, Newport City Council has also committed to an apprenticeship/trainee scheme, offering opportunities in a range of service areas.

We want to involve our young people in all that we do and ensure that their voices are heard. From our school councils to our ecocouncils to our Youth Council we’re supporting our children and young people to have their say.

As an authority we have also implemented the Real Living Wage for social care workers – when we clapped for our carers we meant it.

Social Care & Wellbeing One of our greatest advances in social care is the way that this administration has completely remodelled care for looked after children. Our aspiration was to move from institutional out of county placements ensuring that our children and young people are cared for as close to home as possible. We’ve led the way in Wales bringing back home our looked after children from expensive placements in England.

Our preventative work to minimise the number of children becoming Looked After has strengthened through new and innovative practices such as Baby & Me, MyST and Family Group Conferencing. We have focused on prevention, bringing Social Workers, Police and professionals from Health and Education work together in our Youth Safeguarding Hub to protect vulnerable adults and children from abuse.

We’ve supported people to remain at home; 135 homes were adapted using Disabled Facilities Grant over the last year alone, with a total spend of £1.3 million and we’ve doubled the value of our Safety at Home grant. Every year through our Community Connector service we help and support over 2,000 people in the community. We’ve worked closely with our businesses, voluntary and community sector organisations to raise awareness of dementia and have supported and

celebrated our carers and our foster carers.

None of this would have been possible without our tremendous social care teams – their dedication and commitment throughout the past two years has been outstanding.

As an authority we have also implemented the Real Living Wage for social care workers – when we clapped for our carers we meant it.

We have increased investment in our homelessness provision establishing an Assertive Outreach team to work closely with anyone who is sleeping on the streets.

Together with partners we have implemented Operation Arreton, providing a multi-agency hub weekly for service users to access multiple services in one location.

We’ve also introduced 25 dedicated Housing First places for entrenched rough sleepers which provide high-level support.

Over the past two years we have increased temporary accommodation by 100% and offer financial assistance and support to establish private rented sector tenancies.

We facilitate a Rough Sleeper Strategic group and operational group which reviews our rough sleeper interventions. This group includes all partner agencies involved in rough sleeping, including the Police, third sector and NHS colleagues. We’re using Housing Support Grant to develop much needed specialist housing and support provision for our most vulnerable.

Climate Change

We’re protecting and transforming our environment, changing our working practices and supporting our residents to do the same.

Labour-led Newport City Council has reduced carbon emissions by 54% over the past 5 years.

All of our street lights have been replaced with LED lights, including our Christmas lights. We’ve installed low level LED lighting to support active travel routes and are replacing many of our bus shelters with solar-powered bus shelters.

Our position on the environment and climate change is strong. Newport Labour led the City Council in the declaration of an ecological and climate emergency and signed up to the Edinburgh declaration on biodiversity.

We’re protecting and transforming our environment, changing our working practices and supporting our residents to do the same.

Labour-led Newport City Council has reduced carbon emissions by 54% over the past 5 years. Our award-winning partnership with Engi co-op installing almost 7,000 rooftop solar panels on 27 NCC buildings, including largest rooftop installation in Wales at the Velodrome.

All of our streetlights have been replaced with LED lights, including our Christmas lights. We’ve installed low level LED lighting to support active travel routes and are replacing many of our bus shelters with solar-powered bus shelters.

Newport is the best performing city for recycling in the whole of the UK. We launched the first electric refuse collection vehicle in Wales in March 2021, now we have four.

We were also awarded the prestigious Best Household Waste Recycling Centre in the UK Award 2021; the only Welsh local authority to reach the final.

Our crackdown on fly-tipping enforcement has led to a number of prosecutions and significant fines.

We have invested in resources to support this and work closely with Keep Wales Tidy and other partners to protect our environments.

The community-led, partner clean up and transformation of the “Road to Nowhere” to the “Road to Nature” is an outstanding example of this. Across the city we have supported our volunteers and community groups to care for their local environments.

We secured more than £2.5million of grant funding to support the Living Levels project; protecting and preserving the environment, culture and history of the Gwent Levels. Our status as a bee friendly city is recognised and our work on biodiversity has enabled the survival of several species only found in the type of habitats that we have in Newport. We’re even introducing some green roofed “bee stop” bus shelters.

We’re investing almost £1million in the restoration of the canal towpath from Bettws Lane to Llantarnam. Our beautiful Belle Vue and Beechwood parks have been repeatedly awarded the Green Flag ward; as has our Newport City Council managed Gwent crematorium.

Transport Improving transport is a priority for Labour.

As an administration in 2021/22 alone we have invested over £10million in active travel. The new Devon Place footbridge will connect our active travel routes linking the west with the east of the city.

Our first secure storage bike project is about to be launched in partnership with our key stakeholders.

We also introduced a successful Civil Parking Enforcement team actively reducing congestion and illegal parking across the city.

We’ve supported Newport Transport in the introduction of electric buses and in December we funded free bus travel within the City boundaries. This initiative was so successful that Transport for Wales funded this scheme an additional month in March 2022. Newport has hosted the pilot for the TfW Fflecsi bus scheme. In 2021/22 we have invested £1milion in pothole repairs.

Newport is also a key partner of the Burns delivery unit, and in 2022 the first stage of our long term campaign for the introduction of an Ebbw Vale to Newport rail link was finally realised.

Homes & Communities Newport is experiencing fast housing growth. We have maintained a 5 year housing land supply and 99% of new housing has been developed on brownfield land. Major developments at Glan Llyn, Llanwern Village, Jubilee Park and the former Tredegar Park Golf course site are all under way and will deliver over 6,000 much needed new homes. We’re supporting RSL partners to build new sustainable homes using modern methods of construction and we’ve worked closely with our Registered Social Landlord partners to deliver new affordable homes and support community regeneration schemes.

In Ringland this has delivered new homes, regeneration of the shopping centre, a new community hub and the Newport East Health Centre is currently in development.

Our Environmental Health team oversee the Rent Smart Wales scheme, protecting private renters, for Newport.

Newport Labour has transformed service provision through our community hubs; bringing services together at the heart of our communities, helping people when they need it the most.

We have introduced a £500,000 Covid Community Recovery Fund for grassroots and community groups. Distributed through a participatory budgeting scheme, in partnership with Aneurin Bevan University Health Board, empowering communities to decide funding priorities.

We understand the difficulties that our residents are facing, that’s why we have increased our funding by an additional £100,000 to address food poverty across the city. We’ve administered over £1.6million of winter fuel support grant payments, maintained an inflation busting council tax increase of 2.4% and will be distributing a £150 Cost of Living payment to all households in council tax bands A – D. We’ve utilised legal and regulatory powers to protect our residents. We have renewed the city centre public space protection order and have introduced a similar PSPO in order to help address ASB and issues causing concern to the community in Pill.

Building on this work, in partnership with Gwent police, we have secured over £700k of Safer Streets funding to support additional community safety work in Pill, Stow Hill and Victoria. We used our statutory powers to introduce a PSPO to protect Market Arcade from vandalism and anti-social behaviour.

Furthermore, in spite of significant financial challenges over the past 5 years, when faced with budgetary pressures and the need to make significant savings, we have prioritised the retention of one of the jewels in our crown; our community safety warden service. We have also successfully achieved the Purple Flag Award for our City centre night time economy. We have helped to make Newport a safer place.

We’re supporting our registered social landlord partners to build new sustainable homes using modern methods of construction.

Sport, Leisure & Culture Host city to elite sporting events such as the Ryder Cup, HSBC British National Track Cycling Championships and international cycling at the Geraint Thomas International Velodrome. Grassroots connections are strong across our communities and well supported by our clubs; the Dragons, Newport Rugby and Newport County AFC. From the inaugural ABP Marathon in 2018 to the amazing volunteer-led Newport Parkrun. Sport is in our DNA. We hosted the British Transplant Games in 2019 and were awarded the accolade of Donor City, the UK Paralympic Team train here; inclusion is central to all that we do.

Our Wheels for All scheme at Tredegar Park provides access to inclusive cycling free of charge to children with disabilities and their families from Newport.

Every weekend hundreds of volunteers support and coach our children and young people at the grassroots level.

Newport is a city with a proud cultural tradition and heritage.

Newport Labour are delivering the restoration of our iconic transporter bridge.

The £11 million restoration and visitor centre development made possible by the third largest HLF grant made in Wales.

The gateway to South Wales, our diverse communities are rich in culture, tradition and language.

Our creative community came together in support of our City of Culture bid, demonstrating the outstanding breadth and depth of talent here in Newport.

Our cultural offer is strong and we will work with partners and stakeholders to grow this. Our music venues are the stuff of legend.

We will support and nurture our night time economy, supporting our cultural community in their continued recovery from the pandemic.

We will celebrate the inclusive work of our grassroots dance, theatre and music organisations with young people in our communities.

Inclusive Newport We’re proud of our citizens here in Newport and the contribution that they make to society.

As a council we recognise the contribution of our veterans community. We have achieved the Gold standard as an Armed Forces Covenant employer and won the Bronze Employer of the Year award at the National Veterans Awards. We also have a dedicated Armed Forces Champion.

We offer sanctuary and support, working closely with groups and communities across the City. We are a city of sanctuary.

Our Labour led Newport City Council is committed to inclusion and fairness and that’s why we set up the Fariness Commission, a first in Wales, to scrutinise the fairness of our policy and decision making.

OUR PLEDGES TO YOU AMBITIOUS - COSTED - DELIVERABLE

A PLAN FOR COMMUNITY WEALTH BUILDING As an “anchor institution” Newport City Council has significant spending power, so too do our public sector partner organisations. We all have our parts to play in strengthening and supporting the economy here in Newport. Working together through procurement and project management strategies we can ensure that make our financial power work for our place. The development of a sustainable procurement model to underpin a programme of Community Wealth Building is central to this. In 2022 Newport Labour Council embedded Social Value as part of our procurement criteria.

A Newport Labour council will develop a programme of Community Wealth Building We will continue to drive forward the progressive procurement of goods and services.

We will utilise community asset transfer strategies to increase the socially productive use of land and property, benefitting those at the heart of our communities.

We will work with our anchor institution partners to gain accreditation from the Living Wage Foundation as a Living Wage city We will work towards the Council of Sanctuary Award. Working with our partners across the city to achieve recognition as a city of Sanctuary.

We will make our financial power work for our place, supporting the local economy and increasing the multiplier effect of local spending.

AND WELLBEING Without doubt, social care remains one of our biggest challenges - it requires care for carers and those who ned care and now, more than ever, we stand ready to support residents.

A NEWPORT LABOUR COUNCIL WILL Focus on investment in early intervention and prevention Increase the number of modern homes developed for Looked After Children here in Newport Work with our unpaid carers to develop a local short break service

Support people to remain independent in their own homes using adaptations and technology Transform social care provision, embracing new co-operative models of care and support Pilot green prescribing across our community hubs and community health networks

A PLAN FOR THE ENVIRONMENT The biggest global challenge of our time, we see Climate Change as something to face head on, while also working hard to make sure our green spaces are well maintained and that they can provide muchneeded space for wellbeing we need them for.

A NEWPORT LABOUR COUNCIL WILL Implement our carbon reduction strategy and introduce a local area energy plan for Newport Expand our intensive clean up-team project across the whole city Hold an annual Clean Air Day event and expand our Clean Air Action groups to every Air Quality Monitoring Area across the city

With a candidate standing in each seat, we are proud to be the only party who wants to stand up for every resident in Newport. We have amongst our numbers:

18 women, an army veteran, ex-steelworkers, a postal worker, youth workers, a firefighter, a youth football coach, business owners, a former police officer, a social worker, a taxi driver, a librarian, teachers, a St John’s Ambulance volunteer, a trained money advisor, an engineer, an ex-NHS nurse, lecturers, Union reps and housing professionals.

We are incredibly lucky in Newport to have Labour representing our city at all levels Every week, elected Labour politicians are standing up for you at all levels of Government.

Jayne Bryant and John Griffiths are the Senedd Members for Newport, representing Newport West and Newport East.

In Westminster, standing up for the city in Parliament, Jessica Morden and Ruth Jones represent their constituencies in Newport East and West respectively, fighting for our steel industry, holding the Tory government to account.

Throughout the very tough last two years, both have played a huge role in Welsh Government, working to ensure that services are safe, and that people were protected and looked after.

From supporting our steel industry, to working for our rural community, our city's families who have been impacted by cruel Tory choices, Jessica and Ruth work tirelessly for everyone across the city, working closely also with our Senedd Members and city Councillors.

From driving forward the Welsh Government's progessive policies, to helping people here in the constituency, much like Ruth and Jessica, Jayne and John work closely with the whole Newport Labour team to deliver the very best for everyone across the whole city.
