Welcome It’s difficult to believe that it’s been a decade since our association was formed as part of a stock transfer from Newport City Council in 2009.

We continue to work with partners at the Council and with a range of other agencies to support individuals and communities across the city.

Ten years on, we now provide homes and services to more than 20,000 residents, leaseholders and shared owners in the city of Newport.

When I joined NCH in late 2014, a signi cant investment had already been made to bring our homes up to the Welsh Housing Quality Standard. This enabled me to work with colleagues, our board, partners and our residents to develop our 2020 Vision - our ve-year strategy which strives to put residents at the heart of everything we do.

A lot has happened since then and we’ve made a lot of changes to the way that we work in homes and communities. I hope this change has been for the better, but we’re not complacent and are continuously working to improve the services we provide to residents and communities. The dedicated and passionate team at NCH continue to work hard to improve the services we offer and increase resident satisfaction levels.

We’re also pleased to be contributing to the demand for more housing in Newport,

supporting the regeneration of the city through developments such as Albany Chambers. Our regeneration and development plans continue to grow, following the unveiling of our rst new build homes at len Court in Bettws last year. With various projects in the pipeline, which you can read about on pages 8 and 9, we’re looking forward to announcing more new homes as we work towards our goal of building 250 new homes each year.

As an association, our focus is on putting residents at the heart of what we do, and we wouldn’t be here today without you.

A message from our Chair I joined the NCH board in 2013 and was elected chair in 2018. I’m sure past and present board members will agree that we joined the board because of our passion for Newport and our commitment to create homes in communities where people want to live.

In order to meet that commitment, we’ve listened and engaged with residents and our dedicated colleagues at NCH to make sure, as a board, we’re focused on doing the right things for the right reasons.

As we look towards the exciting future for NCH, it would be good to take a moment to highlight some of our achievements over the last 10 years: ➤ NCH has invested £165 million in improving homes by bringing them up to the Welsh Housing Quality Standard ➤ We’ve started to move our service offer online and opened a brand-new city centre of ce, making services accessible at a time and location to suit customer needs ➤ We’ve launched apprenticeship and academy programmes to maximise training and job opportunities for local people

➤ Our re nancing has placed us in a much stronger nancial position and reduced loan costs, which means we have more exibility to invest in regeneration projects and build new homes ➤ We’ve changed the way we work so we require less of ce space, reducing costs and impact on the environment As we look back at what we’ve achieved, we know we still have a lot of work to do. Newport is changing, and so are we. In the

months leading up to us achieving our 2020 Vision, we’re now planning what 2025 might look like.

That includes assessing the impact of the challenges we face; such as the Brexit outcome, rent controls, the de-carbonisation agenda and the opportunities we have to regenerate the city, build new homes, and de ne what difference we can make as a social business.

Refinancing To make sure that we can deliver our ambitious plans for the future, we recently changed the way we are financed.

Earlier this year, we successfully secured new loans and investments with some of the lowest interest rates in the housing sector.

This exercise generated signi cant savings that will enable us to boost our activity to regenerate communities across Newport and build 250 new homes every year.

Working with experts at Centrus, Legal & eneral, Natwest arkets, Trowers & Hamlins and Savills we were able to repay our previous loan arrangements and reduce our overall costs, to achieve a deal that helps us meet the needs of residents, both now and long into the future.

As the third largest city in Wales, home to more than 150,000 people, Newport has undergone signi cant regeneration over the past 20 years.

With the highest level of house price growth across the UK in 2018, the demand for housing in Newport has increased.

We have played a signi cant role in the regeneration of Newport and today we are the largest provider of social housing stock in the city, providing homes and services to more than 20,000 residents.

With our re nancing complete, we are now able to ful l our potential, supporting and sustaining our existing communities and delivering much needed new housing in Newport.

Our plans involve various developments around the city, where we have purchased new land to build new homes; and our regeneration schemes, where we are improving existing communities to make sure they are sustainable places fit for the future.

Supporting residents in Newport

In the past 10 y ears, we have helped 106 people find apprenticeship s.

Lovell Homes is one of our partners, and we’re working with them on our ongoing regeneration of Ringland. Elaina joined the Lovell Homes team as a labourer earlier this year - and has been a huge success!

Elaina rst came to an apprenticeship information session held by Lovell and NCH at the Spencer Boys Club in April 2019, where she was keen to take part in a work experience placement.

After she impressed the team with her hard work, she was offered a position as a labourer. Elaina works exible hours to t her work around her two young children, and the Cot Farm homes are now nearing completion.

Tower Blocks Following the tragic events at Grenfell in 2017, we have been working closely with the Welsh Government, Newport City Council and South Wales Fire and Rescue Service on a tower blocks project to make sure that in the event of a fire, our residents would feel safe in their homes.

“Resident safety has always been, and will continue to be, our priority, as evidenced in our decision to install sprinklers in each of our three tower blocks less than a month after the tragedy” In the hours directly following renfell, we initiated a project to make sure the tower blocks in our care either met or exceeded all appropriate re safety standards, and to reassure residents.

Being clear in our purpose was key to the success of this project; helping us to establish trust with residents and move quickly

to deliver open, honest and up-to-date information.

Chief Executive Ceri Doyle says; “Resident safety has always been, and will continue to be, our priority, as evidenced in our decision to install sprinklers in each of our three tower blocks less than a month after the tragedy.

Following the commissioning of the sprinklers, we appointed a contractor to carry out the cladding replacement programme on all three towers. We are pleased to announce this is now complete.”

cladding replacement and sprinkler installation programmes to make sure the impact was minimal, and the feedback received has been positive.

Our work has been commended both locally and nationally as an example of best practice, and in 2019 NCH won the Safety and Compliance Award for Leadership and Board participation with the Association of Safety & Compliance Professionals.

To mark the effective completion of these works, we will be holding an event in January to share our experiences of working with our partners to collectively make sure residents living in the Newport towers feel safe in their homes.

Newport youngsters meet their football heroes We teamed up with leading partnerships developer Lovell Homes and the Football Association Wales (FAW) to offer football fans across Newport the chance of a lifetime to meet their idols in the Wales football team.

We offered some of our youngest residents the chance to watch the team in a training session before their UEFA Quali er against Croatia. The training was followed by a meet and greet, where they could chat to the players and get autographs.

One of the youngsters said: “It’s a great opportunity to come here with all of my friends and to meet so many of our inspirational people... and I got a football shirt signed by Ryan iggs for my team, Albion Rovers.”

The opportunity arose at a fundraising charity auction for National useum Wales, where NCH teamed up with Lovell Homes to support the useum and offer a once-in-a-lifetime opportunity to the children of Newport. Invitations were given to young people from youth clubs and football clubs in Ringland and the

surrounding area, where we are carrying out a huge £30m regeneration project to build 163 new homes and commercial properties.

We are working with leading partnerships developer Lovell Homes to deliver the rst phase of the Ringland master plan, the £7m project in Cot Farm, Ringland, with £4.9m in grant funding from the Welsh overnment.

The Academy Our Academy is a six-month paid work placement programme with us.

The aim of the Academy is to support residents and people looking for a job to gain the experience and the skills they need.

What made you join the Academy programme?

After nishing school, I went to university, but I left before I nished my degree. After that I had a dif cult time nding work and so I volunteered at a charity organisation to get some experience. I joined NCH in 2012 as part of the Academy programme, to improve my skills and help me nd a job.

Were you considering a career in housing before joining the Academy?

Not really. I had an interest in IT and

wanted to nd a job in any business that would help me further my skills in that area. In this job I have improved my IT skills and learnt how to use a variety of different systems.

How was your experience with the Academy?

The roles allow you to gain transferable skills that are useful in both the public and private sectors.

After two years, a position opened in my team for a Compliance Planner and I applied for the role and got it! I have been working in this position ever since, and I have so many new skills and responsibilities.

Are you interested in improving your skills to get into work?

The Academy has supported 63 people in gaining experience of the workplace - and 13 of our Academy trainees are still employed by us!

We’re committed to helping residents increase their disposable income. Our in-house team works closely with residents to support them in accessing their full nancial entitlement.

This includes supporting 741 residents in making new claims for Universal Credit, that's 15 new cases each week.

We've partnered with oney Saviour to work with residents who may be struggling nancially.

This means that 93 residents this year have received further help with their nances. We also work closely with partner agencies to make sure they receive the right assistance.

This year, we’ve supported 136 residents through referrals to other agencies such as social services.

Changing how we offer income support We know that the introduction of Universal Credit is a signi cant change for residents transitioning from Housing Bene t to a system where residents receive monthly sums directly, and we understand that some residents can nd budgeting dif cult.

We’re helping residents move onto the new system. In December 2018 we changed our approach and now identify residents receiving Universal Credit who are in arrears of more than eight weeks, or who are considered vulnerable, much earlier. By supporting them through an Alternative Payment Arrangement (APA) we help residents to stay in their homes for longer. If residents continue to struggle, we also support a further alternative short-term payment system, which helps them to manage their budget. ➤ In December 2018 our APA rate was 19%, equating to 224 residents ➤ Now our APA rate is 30%, with arrangements in place for 595 residents who require support

Residents at the heart Putting our residents at the heart of what we do is the centre of our 2020 Vision. Last year, we introduced a new customer service offer for residents.

Previously, we met with residents at our Nexus House of ce, outside the city centre.

Our residents told us that they wanted a more accessible location, close to public transport - and we listened! Since introducing our new customer service offer for residents last year, we’ve implemented: ➤ A new city centre of ce to make sure residents have easier access to face-to-face services ➤ A new resident portal and website, meaning residents can resolve simple queries and access the information they need online at any time.

This means that we can focus on resolving more complex queries, improving our overall service ➤ A new set of customer service standards, meaning that residents can hold us to account and make sure we’re delivering a consistent and high-quality customer experience

➤ A new approach to resident engagement which means that residents have a variety of opportunities to get involved in all levels of decision making

We opened our city-centre of ce, 195, last year. All rst point of contact services are directly delivered at the of ce, and our focus is on getting it right rst time.

We believe that focusing our delivery of face-to-face services through 195 improves the standard of services we deliver across all channels. Since opening 195, face-to-face visits are up by 47.35%, showing how much easier our new location is for residents to visit.

‘Rob-Bot’ is based on chatbot technology and has been created in direct response to resident feedback asking for more online services. We’re not stopping here we know that many of our residents would like to manage their repairs online, and our next step will help residents do just that. The Scrutiny Partnership The Scrutiny Partnership evaluates our services and business decisions, to make sure that we are resident-focused.

We talked to Joan Curnuck, a resident who is Facilitator of the Scrutiny Partnership, to see what she had to say about it…

Hi Joan, would you like to tell us a little about yourself?

I’m Joan, and my husband and I live in a 55+ shared ownership home with Newport City Homes.

The building is owned and maintained so we don’t have to worry about any of the large expenses, and we love the location as we can walk into town and get the buses anywhere we need to.

I am not working anymore, but I am a keen lawn bowler which takes up a lot of my time in the summer - my husband is retired too but we both volunteer to keep ourselves busy.

So what do you do as part of the Scrutiny Partnership?

We look at the bigger picture, the important decisions that the

managers and the board are making.

It’s a good way to have a say about the future of Newport City Homes.

We talk about all kinds of things such as new developments, and where they prioritise their money and activities.

I am a resident, and I just give my honest opinion on how things will affect Newport City Homes

For example, we have said that we would prefer someone to come in and service the boiler and x a leaking tap at the same time, rather than have two calls. So they are now looking to retrain staff to do these sorts of things so that the impact is less on the resident.

We do feel that we are making a difference.

What inspired you to get involved?

I don’t have as much to do during the winter, but I like to keep busy and volunteer. When I saw the opportunity for the Scrutiny Partnership I had no idea what it was, and I didn’t know much about what Newport City Homes did.

Because I knew nothing about it, it has been really interesting for me. I

haven’t always been in social housing, so I have to ask lots of questions! The range of activities that Newport City Homes undertakes is vast, it’s not just a landlord, so from that perspective I nd it extremely interesting.

Nobody likes change really, and sometimes you have to think outside the box - for me, the Scrutiny Partnership can ask those important questions about any changes that affect residents.

It is exible, and you can put as much time into it as you want.

For example, if you’re not well or you have a hospital appointment you don’t have to come. But you can still make a difference by having a voice and getting involved.

I thought I didn’t have the skills, and I’m not very good with numbers so I was a bit concerned about looking at budgets. But we can have training on any subject that we need, which can help us in everyday life too - or it could help provide important skills and experience for someone looking to get into work.

We also get plenty of tea and coffee!

I would say come along and observe, you don’t have to commit straight away. We have had a few observers this year who have come to the meetings to see what it’s like and gure out if it is for them.

Condensation is one of the biggest causes of mould and damp problems. It’s most common between October and April when it is colder outside your home than inside.

Could the Noise App work for you?

We understand that anti-social behaviour is a key part of resident dissatisfaction with NCH as a landlord. In total, we responded to 1,450 reports of ASB this year and have introduced new processes to support residents in collecting evidence of anti-social behaviour.

We have introduced use of the Noise App - meaning residents are now able to record audio and text evidence of anti-social behaviour and submit this through the app, which we’ll respond to within two working days.

567 residents have registered to use the Noise App, to supply us with evidence of noise disturbance in the event of anti-social behaviour.
