This is one article you will be glad you read. If you’re a building professional that didn’t attend this training—you gave up what could’ve been a “FREE” competitive advantage. Find out why.
A
special training workshop for builders, the On-Site Field Training & Workshop for New Home Construction, took place on February 18, 2020. It included 3 hours of classroom instruction and continued after lunch on two jobsites: one with a home in the framing stage and one in the completed stage. The major subject of the training was on residential heating, cooling, and ventilation (HVAC), with an emphasis on understanding the Manual J. The on-site training covered almost all of the components of a home—including an illustration of blower-door and duct leakage testing, both of which are required by the state. Why is the Manual J important to someone looking for a home? Well, quite simply, the Manual J, which is generally prepared by the HVAC contractor, is the single most important factor in ensuring that your home’s A/C unit is properly sized to the size of the home, among other things. In short, a correctly prepared Manual J will make sure that, as a homeowner, you will save money on utilities, maintenance, and, more importantly, that your home will be comfortable. A home with an oversized A/C unit, the most common problem, will cycle on, cool the home too quickly, and shut off before it has time to remove all of the humidity in the house, thus creating a clammy interior caused by high humidity. Worse, as time passes, your utility bills will be higher, moisture problems will most likely occur, and your unit is sure to need replacement sooner. It’s important to understand that builders do not prepare the Manual J. Licensed HVAC contractors do. But builders should be able to understand the Manual J which, when you see the technical industry jargon on the Manual J, you can appreciate why training would be required in order to understand it. The builders and other professionals who attended this workshop should be commended for taking time off to learn how to ensure that their A/C units are properly sized and compliant with what is required by code. The workshop was presented by two knowledgeable and experienced speakers. First, Jason Vandever, Energy Code Program Manager from South-Central Partnership for Energy Efficiency as a Resource (SPEER), a non-profit regional energy

efficiency organization whose goal is to facilitate and accelerate adoption of advanced building systems and energy efficient products and services by providing training and other resources to the building industry professionals. Jason’s previous experience as Chief Code Inspector for a municipality in Texas was invaluable in interpreting code requirements. The hands-on training and instruction that he provided on site during the afternoon component of the workshop included a whole-house tour that was mind expanding. The mixed audience of local code officials, builders, and contractors made for great discussions and learning opportunities. Those who attended walked away with knowledge that will make a tremendously positive impact on the homes they build—a winwin for them and their homebuyers. Secondly, Bill Weatherly, Program Chief from the Air Conditioning and Refrigeration Department of Licensing and Regulation, shared his 40+ years of experience in the HVAC industry— information that went way beyond what a builder or HVAC contractor would find in a textbook. He had an eye-catching TDLR badge, but he assured us that his “investigative hat” was off for the workshop. Texas Department of Licensing and Regulation (TDLR) is responsible for the regulation of every occupation that requires a license in Texas to protect consumers from shoddy or unsafe work performed by untrained contractors. Now, pay attention to this. Why would a workshop with a TDLR representative be important to a builder and their homebuyer? One main reason is that like many laws, people aren’t aware of them
until they are caught breaking them. Sometimes, they may know the law but choose not to follow it. While builders are not required to have a license, many of their trade contractors are. TDLR is charged with making sure that those performing critical work—especially work that may put people at risk from injury or death such as from a fire due to faulty electrical work—are properly licensed. Of critical note: it is illegal for a trade contractor to advertise if he/she does not have a required license. Their license number must appear on their advertising. If it’s not—buyer beware. Workers without a required license mean they probably aren’t bonded or have workers compensation. If they get injured on your property, they could legally sue you for medical expenses, etc. Protect yourself. Ask to see proof of their license. And then follow up to make sure the license does not belong to another person. Go to www.tdlr.texas.gov and search their name or license number. You can also file a complaint or find out more about TDLR’s enforcement plan on its website. The Blower Door Test and the Duct Blaster Test are used to calculate a home’s Energy Rating Index (ERI—also referred to as the HERS score). Like miles per gallon (MPG) which measure the fuel efficiency of a car, an ERI (or HERS) score is an excellent predictor of a home’s energy efficiency—the lower the score, the higher the efficiency.

Key Questions to Ask a Builder
If you have decided to custom build your new home, the most important challenge you will have is choosing the right builder. Get this wrong and you’ll be reminded every time you have a maintenance problem in your home. At some point, you’ll have to trust you are making the right choice, but here are a few tips that can hedge your bet that you are choosing the right builder.

Ask questions. There is no such thing as a question that makes you seem uneducated. After all, when it comes to building a home, we are not expected to know about construction—the builder is.

Do your research. Today, you can find out a lot about a person or a company online. Start there and don’t forget to see if the Better Business Bureau has had any complaints reported. Ask around: talk to mortgage companies, vendors, and other new home buyers you may know who have already done the research. Check out the company’s website. Is it professional or does it reflect the company poorly? The way a company markets itself says a lot.

Find out how long the company has been in business. A company with a long history means it has stayed in business for a reason. This statement should not mean that a builder with a short history is a bad choice. Often, a new or startup company can be more motivated to grow their reputation as a good builder. Lastly, don’t be embarrassed to ask other builders. Their answers may surprise you.

When you finally meet the builder face-to-face, refer to #1 above. And pay close attention to how they react to a silly question. A good builder will answer you and encourage you to ask more. Treat this first meeting as a job interview—their job interview. Remember that you are looking for a partner—one that will have your best interests in mind, not just theirs, and one you will get along with. The key thing to look for in this first meeting is transparency. Is the builder straightforward with his/her answers? Ask them why you should choose them over another builder. Ask how they got into the building industry. In short, find out who they are.

Ask if the builder is building according to the state’s mandated 2015 International Energy Conservation Code (IECC). The builder may say their homes pass the city’s code inspections, but that wasn’t the question. Many cities in the Valley are not enforcing the 2015 IECC and use an older version of the code. If the homes the company that you are interviewing builds are high-performance homes certified by the BUILT TO SAVE™ program or the ENERGY STAR PROGRAM®, they are compliant—but you should ask for proof. Ask to see the certificate from these programs.

Ask the builder what the average HERS score is on the homes they build. If he or she does not know what a HERS score is, run away. The Home Energy Rating System score is a good indicator of how well the home will perform when it comes to energy efficiency. A home energy rater performs a blower door test and a duct leakage test after the home is completed to calculate a HERS score. These tests are mandated by the 2015 IECC.

Find out what type of architectural styles the builder specializes in and what price range they normally build in. Be suspicious of a builder who only builds economy homes but says they can build a high-end luxury home for you as their first project. You should make sure the builder you choose has a proven track record of building the type of home you are wanting.

It is one thing to talk about the history and expertise of the builder. It’s another to consider the qualifications of the contractors—the people who actually do the work. Ask about their qualifications. Find out who will be on the job site during construction, making sure the work is done properly, and who would be your contact if you have any needs or concerns during the construction phase.
The biggest question most people have is “Can I trust the builder?” As a rule of thumb, if a person is dishonest on little things, you can almost be sure they will do the same on the big ones. You want to make sure your builder will not cut any corners on your home, no matter how small. Here’s a tip: when a Parade of Homes event take place, pay attention to those builders who open their homes near the official Parade homes in order to capitalize on the traffic, without paying the entry fee. If a builder doesn’t see a problem with doing that to a non-profit Builders Association, what do you think they will do when dealing with a homebuyer? Find out if the builder is agreeable to having your new home inspected by a third-party property inspector after it is completed. A good builder will not be afraid to let someone else inspect his/her work. Builders who certify their homes in the BUILT TO SAVE™ program do this as part of the certification process and include these inspections during the construction, before the walls are put in—another great reason to make sure you choose a BUILT TO SAVE™ builder.

How to Make the Most of Your Home Shopping Experience If you’re shopping for a new home, the good news is that there is one that’s just right for you. The downside is that it isn’t easy to find. The reason is that too often we can be fooled by looking at the wrong things. Homes are easy to stage to look appealing for a great first impression. Granite countertops, impressive flooring, designer ceilings, and elegant light fixtures are a few things that will tug at your heart. Yet sadly, the quality of the construction and other lasting features of a home are usually at the bottom of a sales conversation. Typically, on these subjects, a home shopper can only rely on what the home builder or sales consultant says. But it doesn’t have to be this way. Here are some key points and questions to consider before you make what will most likely be the biggest investment of your lifetime—buying a home.
CONSIDER YOUR NEEDS FIRST
You should have a good idea of what your basic needs are. In defining these, you should also consider what your needs will be as your family grows or as your lifestyle changes. Aside from your budget, the number of bedrooms and bathrooms should be the basic element that drives your new home search. Make a list of your priorities and be prepared to throw some of them out. When making the list of what you want, a good idea is also to make a list of what you don’t want. Call it your Deal Breaker list.
LOCATION
A big part of what makes a home right for you is its location. Is your homesite close to schools, work, shopping, and all the other conveniences you may need? Is the neighborhood quiet and safe for your children, and does the new home community offer perimeter fencing or a gated entrance? Does the location provide easy access to expressways or major roads? Remember that coming home is about arriving where you live—and that includes your neighborhood.
GET PRE-APPROVED FOR A HOME LOAN Getting pre-approved for a mortgage loan before you begin your home shopping is highly recommended—especially if you are serious about buying a home. The preapproval process begins with visiting a mortgage lender who will instruct you on what documents are needed to determine exactly what you can afford. Many companies offer free pre-approval services, and the process will help you narrow your search for a new home, thereby helping you avoid the heartache that comes from falling

in love with a home you cannot afford. It is important to note that the amount you qualify for doesn’t mean you should buy a home that equals that amount. Remember to consider all the hidden costs of moving into a new home, which may involve new furniture, new appliances, and moving costs. You also need to include in your budget the monthly costs of homeownership, such as utilities and maintenance.
KNOW WHAT YOU ARE BUYING
As mentioned above, don’t be taken in by a home’s beauty. Ask questions about what’s behind the walls. Is the home insulated with spray foam or batt insulation? Is the air conditioning unit sized properly for the size of the home to avoid high utility bills and an uncomfortable interior? Was the home constructed to comply with the state’s mandated 2015 International Energy Conservation Code (IECC)? Was the home built to minimum code standards or is it a high-performance home certified by the BUILT TO SAVE™ or the ENERGY STAR® programs? If it was built to minimum code standards, was it built to the 2015 code law as required by state law, or was it built to an older version of the code and not compliant? If it was certified as a high-performance home, you should be shown or given a copy of the BUILT TO SAVE™ or ENERGY STAR™ certificate as proof.
KNOW THE ENERGY EFFICIENCY YOU SHOULD EXPECT
As required by the State of Texas, every home built and sold after August 1, 2016, is required to meet the energy efficiency
standards of the 2015 IECC. Mandatory also is that every home be tested with a blower door test and a duct leakage test (unless in conditioned space) to ensure that the home meets the state’s new code law. These tests are performed by a home energy rater who calculates the home’s energy rating score (ERI or HERS score). This rating is an excellent predictor of the home’s projected energy efficiency and will tell you what to expect in utility usage and costs. It is important to know that not all the municipalities in Texas are enforcing the state’s 2015 IECC code, so ask before you buy. The best advice is to look for a BUILT TO SAVE™ or ENERGY STAR® certified home. Only then will you know for sure that what is behind the walls was inspected and tested by a third-party home energy rater and that the home’s construction complied with the 2015 IECC state law.
DO YOU BUY A NEW OR EXISTING HOME? This is a question that will most likely be determined by your budget. While new homes are typically more expensive, there is no doubt that if constructed correctly, a new home is the best option. New construction materials and processes along with new technology and superior energy efficiency construction are a few of the reasons that make new construction the best option. Most important, with a new home, you will have the option of customizing it to fit your needs—exactly. The Rio Grande Valley is an area of the country that has many talented custom home builders ready to build your dream home. However, whether you are buying a new or existing home, remember to ask questions. Don’t assume that every home is built the same way. They are not.

The Rio Grande Valley Builders Association Presents the 2019 Builder of the Year and Lester Miles Associate Member of the Year Awards As the year ended in 2019, the Rio Grande Valley Builders Association (RGVBA) members gathered, as they do every year, to honor one of their Builder members and one of their Associate members with the highest honors the Association can bestow on members: the Builder of the Year and the Associate Member of the Year awards.
Lester Miles Associate Member of the Year: Manny Gonzalez (McCoy’s Building Supply) Manny Gonzalez, employed by McCoy’s Building Supply, was the recipient of the Lester Miles Associate Member of the Year award. This award, posthumously named after Lester Miles, an associate RGVBA member who personified the virtues of generosity and loyalty, is given to a company or to an individual who possesses those qualities. And Manny Gonzalez definitely does. As a long-time member of the Rio Grande Valley Builders Association and currently as a volunteer on the Parade of Homes Committee, Manny has continually been supportive of the Association’s meetings, events, and fundraisers. His generous donations of time and talents, along with the support of his company, McCoy’s Building Supply, are instrumental to the day-to-day operations of the Association. It is members like Manny who form the backbone of the RGVBA. McCoy’s Building Supply is a 4th generation family-owned supplier of building materials and farm and ranch equipment, with over 2,000 employees and 85 stores in five states. The company is a generous supporter of non-profit organizations including Operation Finally Home; Helping a Hero; Habitat Texas; and others.
Builder of the Year: Treviño Construction Mario Treviño and Marisol Villanueva de Treviño, owners of Treviño Construction, have over 14 years in the building industry.
