Nevio Zagaria, MD, Coordinator, Disaster Risk Management for Health Unit, Division of Health Security and Emergencies, World Health Organization Regional Office for the Western Pacific, Manila, Philippines. He worked for international nongovernmental organizations from 1985 to 1996 creating and implementing development and emergency health projects, mainly in Africa. He joined WHO as Emergency Health Coordinator in Angola in 1996 and 1997, then in Geneva as Coordinator of Eradication and Elimination Global Initiatives, and as Coordinator and acting Director of the Health Action in Crisis Cluster between 1998 and 2012, before joining the Regional Office for the Western Pacific in 2012. Gabriella Arcadu, PhD, is a political scientist with expertise in conflict-affected, transitional and fragile states. She has 20 years of experience in the field, including work in Africa, the Balkans, Central Asia, the Middle East and South-East Asia. Since the late 1990s, she has been involved in the Health as a Bridge for Peace programme of WHO, implementing actions in Egypt, Indonesia and Sri Lanka. In 2005 she assisted in the drafting of the Health and Disarmament, Demobilization and Reintegration section of the Integrated Disarmament, Demobilization and Reintegration Standards later adopted by the United Nations. In 2010 she has drafted a global policy for civil–military coordination in the health sector for WHO, carrying out field research in Afghanistan. She has worked in various capacities for United Nations agencies, nongovernmental organizations and universities developing projects for various donors. Since 2009 she has been Director of 4change, a non-profit association she co-founded that provides training and research activities in conflict-prone and fragile countries.
