NO CAUSE FOR PANIC! Has the nation become so lulled into believing that a slightly negative period is a disaster and cause for widespread panic? In a year when most Organisation for Economic Co-operation and Development (OECD) nations are experiencing a recession, Australia might have one too. The International Monetary Fund (IMF) predicts gross domestic product growth of -0.2% for Australia this year. If this happens, so what? Australia, like most modern economies, has experienced only three technical recessions and just two negative growth years over the past 44 years since the New Age began. This New Age supplanted the Industrial Age which in turn displaced the Agrarian Age a century earlier. Australia experienced 27 negative growth years in the Industrial Age from 1865 to 1964, or one every 3.7 years on average, and the falls in GDP were an average of 4.7%. Yet it has had only two negative growth fiscal years in the New Age so far – from 1965-2009 – or one every 22 years. And the average fall in GDP has been 1.5%. Has the nation become so lulled into believing that a slightly negative period is a disaster and cause for widespread panic?

Australia had two depressions in the Industrial Age when GDP fell by 23.5% (1890-93) and 21.6% (1929-31) respectively. But only four per cent of Australia’s population is old enough to remember the last of these, so the pain has mostly faded from society’s collective memory. In Australia in the Agrarian and Industrial Ages, recessions were due to poor agricultural seasons. When this industry was 15-40% of the economy, a bad season could result in a third of the agriculture’s contribution to GDP being lost (equalling 5-12% of GDP). Growth from the rest of the economy couldn’t make up the loss and recession was the result. Now that agriculture is less than three per cent of GDP, such bad seasons can’t give us a recession. These days, it is a large fall of eight per cent or more in capital expenditure that causes recessions: hence governments should pump-prime capital expenditure rather than consumption expenditure, which has never gone negative in the New Age so far.

GOVERNMENT CHIPS IN TO INSULATE HOMES

Homeowners will receive up to $1600 to install ceiling insulation, while investors can receive a $1000 rebate, as part of the Rudd Government’s economic stimulus package. The insulation scheme is part of a $42 billion stimulus package announced that also includes direct cash payments to millions of families, and large investments in schools and infrastructure. All Australian owner-occupiers who don’t already have ceiling insulation will be able to access free supply and installation of insulation – up to $1600 – through the program. Landlords will be able to access an increased rebate of up to $1000 to install insulation in their rental properties, under the existing Low Emissions Plan for Renters. “Once installed, households could save around $200 per year on their energy bills, as well as improve the comfort and value of their homes,” Rudd says, adding

that the scheme will reduce greenhouse gas emissions by around 49.4 million tonnes by 2020 – the equivalent of taking more than 1 million cars off the road. He says the program is also designed to support jobs during a severe global recession. The free insulation scheme for owner-occupiers starts from July 1, although qualifying homeowners who install insulation in the meantime will be able to claim reimbursement once the program commences. The $1000 rebate for investors is available immediately. The Government also announced that its Solar Hot Water Rebate would be increased from $1000 to $1600. BUYING AN INVESTMENT PROPERTY - 6 STEPS TO SUCCESS! Step 1 - Location For a successful investment, you must acquire the right property in the right location at the keenest possible price and with its long-term viability in mind - in both terms of good rental potential and capital growth. Check for proximity to transport facilities, schools, shopping centres, sports and entertainment facilities. The property needs to be located in a safe, attractive environment and the area will have an already established high rental demand. Step 2 - Buy quality The quality of the property is crucial. The building must be appropriate for the market - for example, with at least three bedrooms if located in a family rental area. It should be well-built and have low maintenance external areas (check that the gardens and any other outdoor areas are in good order). Step 3 - Gross versus net returns You’ve collected your rents (the gross return or yield) and now it’s

time to pay out all your investment expenses. You are then left with the net return or yield. This net return is this figure you need to capture regularly in order to understand how your investment is travelling. A quick way to calculate the net return is to determine the gross rental and then deduct 25 per cent (for outgoings such as rates, insurance and maintenance). This gives you a rough idea of the net return before tax. Step 4 - Coping with vacancies Around 30 per cent of all Australians are renters, providing a huge pool of around 5.4 million people who are housed in or looking for rental accommodation.

AMERICA’S MOST EXPENSIVE HOUSE Even in death, Aaron Spelling’s legacy is still causing a stir. The notorious American, who holds a record as the most prolific television producer, notched up another record recently when his widow Candy Spelling put their 4.7acre Holmby Hills, Los Angeles residence on the market. With a price tag of over AU$220M, it immediately became the most expensive residential listing within

the US. The LA Times reports that “The Manor” - which looks like a French chateau and is slightly larger than the White House isn’t just the most expensive house, it’s also the largest in LA. Among the list of extravagances are a grand foyer, library, gym, media room, gift-wrapping room, wine cellar with tasting room and a parking lot that can accommodate 100 vehicles.

Vacant properties can spell real trouble for the investor and are a security risk. You should calculate on a loss of around 2 per cent of your gross possible returns for each vacant week. However, a well kept, appealing property in good condition and in the right area should not be vacant for long periods. Step 5 - Triggers for failure • The purchase price was too high. • The property is in an area of low capital growth potential. The property is too high maintenance. • The rent is too low. • Vacancy periods are too long or too many. • The loan taken out was structured wrongly. • Some tax deductions are missed. Step 6 - Top tips Because of depreciation entitlements on properties (including the purchase price, the construction price and the land value), units generally provide higher depreciation and can often provide a better return than houses. Revalue your properties every year, so that you can use your additional equity to negotiate a larger loan which you can reinvest in another rental property. If you find the right property, buy it.
