Blacktown Conference 2018, funded and organised by Blacktown City Council in partnership with Sydwest Multicultural Services and Community Resource Network (CRN) was held at the Blacktown Workers Club from 21-22 August 2018. This yearâ&#x20AC;&#x2122;s conference featured Asset Based Community Development (ABCD) and the Council had engaged Om Dhungel Consulting and Jeder Institute to deliver ABCD training as part of the conference. The Blacktown Conference, which adopts different formats and themes every year have featured Sector Advocacy, Sector Collaboration, Social Ecology, Change Management, Sector Development and Social Innovations in the past. Blacktown Conference was initiated by the Council in 2007 and its objectives include: Contribution to sector development; provision of affordable learning and development opportunities for the community services professionals in Blacktown City; promotion of local partnerships and a sense of identity for Blacktown city and community organising.

The Conference On behalf of the Mayor of Blacktown City, Councillor Susai Benjamin welcomed the participants to the 11th Blacktown Conference. In his welcome address, Councillor Benjamin said that the city had implemented needs based community development for the last 30 years. However, in recent years ABCD was adopted by non-profit community organisations across the world as an effective community organising and resourcing methodology. He expressed his confidence that the Conference with the ABCD theme will enable the participants to learn this important community engagement methodology and in turn benefit our communities in Blacktown City. Guest speaker Professor Jim Ife from Western Sydney University set the scene with a powerful and inspiring keynote address entitled: Strong Communities and Assets-Based Development. An internationally respected author, teacher and conference presenter on social work, community development and human rights, Professor Jim Ife said that â&#x20AC;&#x2DC;Community is the
way forward’ and that community development is not just a nice idea or an optional extra – it is essential. Jim argued that the individuality and uniformity of dominant Western culture is a road to ecological, cultural and spiritual oblivion and that they must be resisted. He emphasised that it is important to identify the assets of community development – collectivism, diversity, change from below, importance of process, within a framework of human rights and social justice. The rest of the 2-day sessions focussed on Asset Based Community Development training led by Dee Brooks and Om Dhungel. It was delivered in workshop formats which included elements of teaching followed by practice and plenty of opportunity to network and learn from each other through group activities. The Conference was attended by over 100 participants representing various communities, NFP organisations as well as local and state governments. Participants attend for free. Asset Based Community Development (ABCD) Asset Based Community Development popularly known as ABCD focuses on community assets and strengths rather than problems and needs. The process involves identifying and mobilising community and individual assets, skills and passions. It looks at six types of assets to connect. These include:

Based on national and international research complemented by extensive personal experience, the author delivered a special session on “Introduction to Strengths Based Approach to Refugee Settlement” which was relevant for practitioners working with refugees as well for researchers and policy makers. The presentation included guiding principles such as the need to redefine refugees by their strengths and assets, strength-based, holistic approach to refugee settlement and utilisation of lived refugee experience. Key factors of successful settlements – both physical and mental and five steps to successful refugee settlement were other highlights.

In 2015, Blacktown City was the largest and fastest growing local government area in New South Wales with a current population of over 350,000 residents and a projected population of 540,000 by 2036. Blacktown City Council Social profile 2016 notes that Blacktown’s economy sustains about 30,000 businesses and 110,000 jobs. The local economy produces more than $13 billion a year in goods and services. In addition, it has a rich multicultural and diverse population with 176 countries represented and a young population with 45.2% of the population less than 30 years old. Blacktown city with a SEIFA (Socio-Economic Indexes for Areas) Index below state and national average experiences a number of socio-economic disadvantages. The Blacktown City Council Social profile 2016 identifies a number of issues that the community
faces and also notes that, “in some places social disadvantage has remained unchanged for decades”, clearly demonstrating a need to look for alternative approaches to address these issues. The Council’s choice of Asset Based Community Development (ABCD) training this year within the Blacktown Conference framework provided an opportunity to help drive a paradigm shift in community development by focussing on strengths and assets – the positive aspects to contribute to the community’s well-being. The ABCD training was also in line with the Council’s strategic directions aimed at building a vibrant and inclusive community that works towards a clean, sustainable and healthy environment and help drive a smart and prosperous economy. Many of the challenges faced by individuals and communities today require transformational change, which can only be achieved by focusing on the strengths within. The feedback from participants suggests that the Conference, and in particular, the Asset Based Community Development training enhanced local community capacity to drive this change. In Nepal, there are many endangered species and their role in protecting nature Earth and keeping the lineage of the animal species is instrumental indeed. However, people are killing one horned rhinoceros, tiger, elephant , crocodile and many other rare animals mercilessly for some money in international market, but they do not know how these activities, like: illegal poaching and trading is going to affect the whole country directly and to those poachers indirectly.
s it is said by Mahatma Gandhi “The greatness of a nation and its moral progress can be judged by the way its animals are treated.” After studying and observing animal right and welfare status in various places I have realized that the way people treat the animas can be co-related with their emotions, morality and human values with which they are grown up. For instance, in developed countries like Australia, Europe and USA, pets are regarded as family member and all their needs are fulfilled like people’s children, and even the production animal and wild animals are raised in very satisfactory condition. Recently, in Australia there was a great issue about live export of sheep and established greyhound racing stopping in New South Wales but when animal welfare activist regarded it as violation of Animal welfare, and took the issue to parliament then the decision was made in favour of animal rights and welfare, and the government tried to settle those industry people in prudent way who were against this decision. This incident revealed that government of Australia gave value to emotional aspect of animal right more than the economic benefit from them. However, in developing countries like Nepal, Bhutan and other south Asian countries the condition of animal is really pathetic. They do not get enough food nor proper place to live so all there five freedom are compromised which includes : freedom from hunger and thirst, freedom from discomfort, freedom from pain, injury or disease, freedom to express normal
behaviour, freedom from fear and distress. Moreover, we cannot expect anything good happening in such place where the condition of human is so pathetic and even their quality of life is compromised. Even the productive animal which are kept for profit are in terrible condition in commercial farms, it is totally insane and selfish activity. People rarely keep pet and even if keep, all pets are raised by compromising their needs. They
are in such a vulnerable situation that even if they are sick their owners are afraid to take them to hospital because they do not want to pay the veterinary bills. There are no strict rules and regulations for animal rights and welfare, and even if someone violate the rules no authorities are there to punish them. If someone is jailed for some big crimes then also after short time, they are bailed for petty sum of money, which is extremely disappointing. Ultimately, all these weak judiciary system encourage criminals to commit more crime and make life hard for all animal species. It’s totally ridiculous and depicts the inefficiency of the country. and attitude is indeed too dire to ignore, as that can revolutionize the welfare status at a greater extent. We should not just think about now but need to save endangered species for coming generation. Animals are always part of nature and they are benefitting humankind since time immemorial, so if we cannot do anything to preserve them and uplift their standard of living, then at least we should not harm them and should let them live freely on their own.

Changing courses?
Remember these 6 points I
receive enquiries frequently from international students about changing courses and/or transferring to another education institution. Changing courses is not as easy and straight forward as we would like to think. It is a serious decision international student seem to take very lightly, without realizing that may result in their visa being considered for cancellation.
So, it inspired me to write this article in plain English with a hope that it would clear confusion among the students. In many cases, I have encountered education agents, education providers and migration agents also not clear about these rules. 6 POINTS TO REMEMBER:
1. Students must maintain enrolment in a course at the same level or higher AQF level for which they were granted the visa. Changing to a lower AQF level course could result in a breach of student visa condition 8202. A breach of condition 8202 may result in the student’s visa being considered for cancellation.

5. Transfer at same AQF level course:
A Subclass 500 (Student) holder is allowed to change between education providers to a course at the same AQF level.
6. Completing a course early:
Students are granted a visa for the duration of the course for which they have enrolled. If a student later changes their course at the same level but of a shorter duration than that for which the visa was granted, the student should be aware that:
a. Although they do not have to make a new visa application, when they have completed the shorter course they must, within 28 days, either: i.
leave Australia or if they wish to enrol in a further course of study, notify Immigration and apply for a new student visa as required and
a. If a student changes from an AQF course to a non-AQF course.
ii. if they do neither, Immigration might commence visa cancellation action.
c. If a student changes from the higher-level bachelor’s degree (AQF level 7) to a lower Certificate III (AQF level 3) course (for example).
i.
b. If a student transfers to a lower AQF level course. In that case, he/she must apply for another student visa and must not start the lower level course until he/she has been granted a new student visa.
b. Student visa holders who complete their principal course (for which the visa was granted) earlier than the date listed on the CoE, will be in breach of visa condition 8202.
d. If a student moves from Year 12 studies to a non-AQF course, such as a Foundation course.
ii. Students who complete their principal course in the allocated time can remain in Australia for several months until their visa expires (generally 15 March of the following year).
2. Changing from a non-AQF course to an AQF course would not result in a breach of condition 8202.
In these circumstances, the student is expected to either depart or apply for a new visa if they plan to stay in Australia.
iii. Immigration considers students who complete
For example, a non-award university student on a study aboard program would be permitted to transfer to a Bachelor’s degree. 3. Changing from an AQF 10 to 9 is permitted
Students must maintain enrolment in a course at the same level or higher AQF level for which they were granted the visa. Changing to a lower AQF level course could result in a breach of student visa condition 8202. A breach of condition 8202 may result in the student’s visa being considered for cancellation.
For example, transferring from a higher AQF 10 (Doctoral Degree) to the lower AQF 9 (Masters Degree).
4. Changing a package or transferring to a package of courses:
If a student wants to alter the courses in their package of courses or wants to change to a package of courses without applying for a new student visa they must:
a. have started studying in Australia; and
b. remain enrolled in their principal course (the final main course); and c. will start their principal (the final main course) course before their visa expires; and d. continue meet the requirements of Condition 8202.
If the student has a long course gap that may lead
their course (for which the visa was granted) earlier than planned are low-risk and are not using the student visa program to use the migration program with the intent to work. Immigration would not consider visa cancellation for breaching visa condition 8202 within three months of early course completion. So that students who comply with their visa conditions are not penalized for finishing their course early, for reasons such as undertaking summer courses or Recognition of Prior Learning (credits from previous course).
