NADCO area patients given priority

By Kate Jackman-Atkinson The Neepawa Banner On Sept. 8, Dr. Nichelle Desilets will begin taking patients at the Beautiful Plains Community Clinic.

While she is taking new patients, those who live outside the area will have to wait a little longer to get their name on her patient list.

The medical clinic is owned and operated by NADCO, which is funded by the Town of Neepawa and the municipalities of Rosedale, North CypressLangford and GlenellaLansdowne. With many area residents in need of a family doctor, for the moment, only patients who live in a NADCO partner municipality are able to book appointments.

Dr. George Ong, of the Beautiful Plains Medical Clinic, explained that there has been a lot of demand from people looking for a new physician and her calendar is filling into December. He said that while they are tying to accommodate everyone, they are prioritizing people who

live within the area and whose municipalities have supported the clinic.

Dr. Ong explained that those who live outside the partner municipalities, such as residents of Gladstone or Minnedosa, will not be able to schedule an appointment. While they

can’t book appointments, they will be put on a waiting list.

Dr. Ong added that to begin with, Dr. Desilets will be seeing fewer patients a day in order to spend more time getting to know her new patients. “It takes time to get to know people,” he

On August 15, 1945, the initial announcement of Japan’s surrender was made. On September 2, 1945, a formal surrender ceremony was performed in Tokyo Bay, Japan, aboard the battleship USS Missouri. ‘I feel a sense of pride to have served our country and to have survived’ In May of 1945, Nazi Germany surrendered to the Allies, ending the War in Europe. While there were celebrations in the streets of Europe, for Neepawa’s Alfred Newton and other members of the Allied forces stationed in the Pacific, the war was far from over.

For the Allied soldiers in the Pacific, it would take until August 15, 1945 before the initial announcement of Japan’s surrender was made. It would be Sept. 2 before the war officially ended with the signing of the surrender document.

In 1943, 23-year-old Alfred Newton signed up to join the Royal Canadian Air Force. He trained as an air gunner on Liberator bombers and graduated from Bombing and Gunnery School at RCAF Station Macdonald, near Portage la Prairie. He went straight to the Pacific and landed in India in the early part of 1945.

He explained his motivation for joining up, saying, “I just felt it was the thing to do, that our country needed to help [the Allies].” He added that he felt a strong desire to serve, “To have the experience to be called upon to defend our country. When you sign that dotted line, you become the property of Canada, you sense that…

I feel a sense of pride to have served our country and to have survived.”

Newton was posted with 357 Squadron at Jessore, India, 60 miles east of Calcutta. It was a special duties squadron and they flew Liberators and Dakotas to drop men and supplies behind Japanese lines. Those men were under the command of Major General Wingate and were involved in cutting the supply line to the Japanese army. “We’d drop the men and supply them with ammunition and whatever was needed when they were stationed there,” Newton explained.

By mid-1945, most of their flights were taking place in the hill country of eastern Burma. Newton explained, “The Japanese had occupied Burma completely at one time and when the war was over, we had them driven back almost out of Burma.”

Newton considers himself lucky to have made it home alive. “The crew that I went over with, they went out on a trip, I wasn’t with them. I was transferred to another crew and they didn’t come home with me. They were shot down. I feel fortunate that I’m able to be here today.

It’s something I’m grateful for,” he explained After the Germans had surrendered, it was business as usual for those fighting in the Pacific. Newton said, “We didn’t notice much change when the war ended in Europe”.

As the summer progressed, Newton said that they could see the Japanese were weakening. “The Japanese air power was diminishing, we knew that the end was getting near,” he said.

While they knew the Japanese surrender was coming, the end caught them a bit by surprise. “We didn’t know exactly what day the war did end. We were actually on holidays, on leave, when the word came through.” Up in northern Assam, Newton and the men he was on leave with were far from the celebrations at the base.

“We were kind of on our own, so we didn’t do a lot of celebrating,” he said.

Upon hearing the news, Newton said, “We were happy that it was over alright.”

While the war was over, it took until the later part of October before Newton left India. For those couple of months, he said they were mostly just putting in time. They travelled back to Canada via England and landed in England on the last of October, 1945. He had to wait until February 1946 to actually make it home.

“Troops that went over there first got first priority to come home. You had to wait until your number came up,” he explained.

Seventy years later, the memories of his time in India are still vivid. “It was quite an experience, just to see South-East Asia,” he explained. Adding, “I saw a lot of country and it’s an experience. It’s hard to describe, but I’ll never forget it.”

After the war, Newton returned home to Kelwood and took up farming. He’s never been back to southeast Asia. While the farm kept him busy, he added, “I didn’t have much desire to go back. I still have a vivid memory of the time and I didn’t know going back would add anything to it.”

Looking back at the war and the intervening years, Newton said, “I was able to serve overseas and do my part. I don’t want to see it forgotten in a hurry.”

‘I was home on leave’

Helping on the home front

Dudley Lee of Neepawa can well remember where he was when WWII ended on VJ Day in 1945. “I was home on leave for three weeks at the family farm at Makaroff.”

Lee was an RCAF bomber pilot in Europe and flew many times into enemy territory. But with the end of the European part of the war, Lee’s squadron, which had been converted to Mosquito bombers, was in the process of being redeployed to the Japanese Theatre.

There were 24 planes in each squadron with an aircrew of two each and several ground crew. The whole outfit was destined to go to the Pacific portion of the war when the United States dropped the Atom bomb on Hiroshima and then on Nagasaki.

Lee said, “The A-bomb gets a lot of criticism but it has maintained peace in the world since then. The only time it will ever be used again is if a rogue organization, like ISIS, gets hold of it. North Korea would never use it as they know they would be wiped off the map if they did.”

Lee’s career took him from RCAF pilot to machinery dealer, to farmer, to poultry producer. He is now retired in Neepawa but is frequently seen around town talking to his many friends and former customers.

In 1939 when WWII broke out, John Waddell (father of Banner publisher Ken Waddell), was almost 32 years old. His brother Jim was two years older and his brother Bill, four years older. Even so, all three joined the Canadian armed forces. John trained at Shilo but took sick and was hospitalized. He went with the Royal Winnipeg Rifles to Debert, Nova Scotia, but took sick again. He was sent home to Winnipeg and for the balance is the war was in the Army post office.

When the European part of the war ended, calls went out for volunteers to go to Japan and Waddell volunteered. He was turned down again, on account of his health condition.

On VJ Day, he was living in Winnipeg and according to his military records and his middle son’s remembrance of those days, he wanted out of the army, out of the city and to go back farming. He bought a very sandy piece of land at Holland, Manitoba and farmed there for nearly 40 years until his death in 1987.

July 26: Potsdam Declaration is issued. Truman tells Japan, "Surrender or suffer prompt and utter destruction."

July 29: Japan rejects the Potsdam Declaration.

August 2: Potsdam conference ends.

August 6: The US drops an atomic bomb, Little Boy, on Hiroshima. In a press release 16 hours later, Truman warns Japan to surrender or "...expect a rain of ruin from the air, the like of which has never been seen on this earth."

August 9: USSR declares war on Japan and starts Operation August Storm. The US drops another atomic bomb, Fat Man, on Nagasaki.

August 15: Japan surrenders. Date is described as "V-J Day" in newspapers in the United States, United Kingdom, Australia, New Zealand, and Canada.

September 2: Official surrender ceremony; President Truman declares September 2 as the official "V-J Day".

September 8, 1951: 48 countries including Japan and most of the Allies sign the Treaty of San Francisco April 28, 1952: The Treaty of San Francisco goes into effect, formally ending the state of war between Japan and most of the Allied countries.

‘Badge of Courage’ gave PoW hope

A discarded piece of teak wood became an important diversion from conditions in a Japanese prison camp for Len Seaborn.

Seaborn, 86, spent four years in prison camps after the Japanese captured Seaborn’s Winnipeg Grenadiers, who were trying to defend Hong Kong in 1941.

For four years, war prisoners got up at 5 a.m., and began nine-hour work shifts in mines, factories and an airport by 7 a.m.

Work ended at 5 p.m.

PoWs were usually given a bowl of rice in the morning, sometimes a small bun with water at noon, and rice again for supper.

Most PoWs, Seaborn

said, “laid down on the bunks” all evening, spent from work.

But not Seaborn.

While in North Point camp in 1941, a work party brought back a 9x11 inch piece of teak wood from a bombed Chinese temple.

It was going to be thrown out, when someone remembered Seaborn.

“Give it to Seaborn,” he said. “He’s always mucking about.”

For the next month, Seaborn worked to replicate the Grenadiers’ Badge of Courage using a small jackknife, a large bolt for a hammer, a worn file, a small piece of a hacksaw blade and a piece of broken

glass.

Seaborn completed the badge carving complete with decorations of a crown and leaves, and the Grenadier motto “Adsum,” which means, “I am here.”

To make the crown and lettering, Seaborn cut up brass from his web equipment. The leaves and border are made of strips of bamboo cut to precise thickness and length. Seaborn needed more than 2,000 pieces of bamboo and brass for the badge.

“It was something to do,” he said from his Neepawa home, where the badge now hangs. “Most (of the other PoWs) were laying down most of the day. And

all that time, they didn’t do anything.

“I’ve always been playing around, making some damn thing.”

When the Japanese transferred Seaborn out of Hong Kong into Japan, he left the badge with a fellow PoW, Chester Budd, formerly of Kelwood. Budd later brought the badge back to Manitoba after the war.

Only in Canada C anada is a great country, a country only held back by a lack of imagination. The same holds true for Manitoba and yes, it holds true for many rural towns. If we had more imagination and better utilization of our financial, human and intellectual resources, we would be much more than we are. However, we are held back by a lack of those same things. Deep down, everyone knows that.

There are some things we could change and do so almost instantly if we really wanted to.

Why would we spend $20 million in taxpayer dollars to try to find out where $90,000 went when it has already been paid back? That’s what it has cost deciding if Senator Duffy is guilty of breaking some fuzzy rules that may have been broken by many others. Why aren’t we just fixing the rules? Only in Canada.

And only in Canada would we have towns with up to 80 organizations all doing their thing, but rarely talking to each other. You read that correctly, a town like Neepawa has over 80 organizations, all trying to raise money for this project or that project. Some of them have such a small budget that if each board member put in $10 per hour of time spent on meetings and projects, they would be further ahead financially. Canadians have a huge capacity to hold meetings, talk about everything and accomplish nothing. Every town has a large number of groups. Probably way too many.

But even if they need all the groups and projects they have going on, they need to sharpen their focus, shorten their meetings and measure their progress.

Groups need goals, they need well run meetings, they need accurate financial statements. If any of those things are missing then the meetings will drag on leading nowhere. Without a goal,

Perhaps not only in Canada but certainly only in First World countries would we cry about a lion being killed in a hunt. The Cecil the lion story caught the developed countries attention to a greater degree than elections or the stock market. The story that was largely missed was that a student in the United States from that area of Zimbabwe wrote that “we don’t cry over dead lions in my country. We cry over the people who have been killed and eaten by the lions.” Also missed was the information that Cecil was outside a park, not lured but eating on the carcass of an elephant that had died of natural causes. Remember folks, animals die every minute of the day of natural causes or are killed by other animals. We should cry less about dead lions and more about people.

Only in a First World country can we get so far removed from reality that we fuss about every little thing and let the big things roll on by. More folks are upset about chickens being kept in cages than the fact that thousands of babies are being aborted every year and at every age and stage of pregnancy. Before all the so-called pro-choice people get all upset, let it be said that in rare situations, abortion may be a necessary. It should not however be a procedure of convenience or birth control. It’s a complex topic

that needs a lot more attention than it gets but basically abortion needs to be avoided as much as humanly possible. It says a lot when a society worries more about chickens than it does about babies.

Let’s bring the discussion back home to rural western Manitoba.

While we are fixating on chickens or Senate inquiries or Cecil the lion, the bureaucrats are running this part of Manitoba into the ground. Except in a few towns, the recruiting of doctors has been left to bureaucrats, not communities. How’s that working out for us. Most towns are getting fewer and fewer doctors. Neepawa is an exception as it has done the job correctly. Credit is due the community on that front. Lots of room for improvement but unlike many towns that have few or no doctors, Neepawa is ahead of the game. The reason is simple.

The community recognized both the need and the potential. They didn’t fixate on long meetings and endless trivia. They waded through all that. They set a goal and pursued it and did so for 15 years.

If people aren’t interested in making actual progress, then maybe they should just go back to crying over Cecil the lion and when they get tired of that, they can wring their hands over senate inquiries. If the activity is pointless, any activity will do to occupy our time. Only in Canada.

ay by day, more election signs are coming and on October 19, Canadians will head to the polls to elect their federal representatives. On this day, we will select the individual we want to bring forward our views and stand up for the issues that matter to us.

Ottawa may be far away, but federal politics matter to Manitobans. As a relatively small market, many Manitobans rely on buyers outside our province’s borders to buy and sell goods and services.

MY For these farmers and PERSPECTIVE manufacturers, trade deals and the value of the Canadian ate dollar are of vital importackman tkinson ance. In our communities, federal dollars help fund infrastructure and other large capital projects.

Given the importance of federal politics, it’s disappointing to see so much disengagement on the part of voters. In 1867, the first Canadian election, voter turn out was 73.1 per cent.

That election took place over two months and polling took weeks or months to be completed. Voter turn out stayed at about 70 per cent until 1900, when 77 per cent of Canadians went to the polls. In war years elections, 1917 and 1945, turn out jumped to 75 per cent. The highest elections for voter turn out were 1958, 1962 and 1963, when 79 per cent of Canadians cast a ballot.

Things have changed. For the last four elections, we have been hovering around 60 per cent voter turn out. That’s a lot of people whose voices aren’t being heard. For some, the election is a foregone conclusion. They live in a riding dominated by a certain party which they support and they see no point in adding another vote to the winner’s list. But for many, I think the election process is overwhelming. Those trade deals and policy decisions can be hard for the average Canadian to understand when they are busy with their own lives. It’s hard to stay up to date on all of the platforms of all of the parties. It’s hard to wade through the claims and counter claims to find the truth. For many Canadians who feel they don’t have a grasp of the issues and where each party stands, sitting out seems like the safer choice.

The problem is that these individuals add up and their voice is lost from the Canadian political discourse.

This week, we start our first week of election coverage to help readers better understand the candidates, the parties and where they stand on issues that are important to us.

Each week, we’ll ask the candidates about a different issue.

This week, we start at the beginning, with biographies and backgrounds.

I think the first thing that strikes me when I look at the map of our federal constituency of Dauphin-Swan RiverNeepawa is the sheer size. It stretches from west of Portage la Prairie to the Saskatchewan border and from just north of Brandon to Lake Winnipegosis. It’s a relatively diverse area consisting of urban residents in Dauphin and the outskirts of Brandon. It comprises farmers with large operations on high quality farmland as well as those making do on marginal land. It includes about a dozen First Nations. It takes about six hours to drive the riding from corner to corner and within that expanse, there are a wide range of people with different priorities, different expectations and different cultures.

Because of this distance, candidates may be far from our communities at any one time but that doesn’t mean they don’t want to talk to you. This is your chance to ask questions about what matters to you. The good news is that it’s never been easier. Candidates will be visiting communities but they are also available by phone and email, many are also active on social media.

This is your chance to think about what’s important to you and your family and pick the candidate or party that best supports those values.

Getting the government we deserve

T

he more I see it, the more I wonder if those who do these things think before they act.

The setting—a hockey arena. It could be just about any arena in any community. The scene— hockey parents who, from the moment the puck is dropped to start the game, are constantly yelling at the officials, calling them names, questioning their eyesight, parentage, etc.

At home, their children hear more of the same.

Their parents show the same attitude when they speak about the government, the police, their employers and anyone else who happens to be in a position of authority. So the kids display the same attitude at school and on the playground.

Now, move the clock ahead ten years. Those same parents are sitting in a court room where their son is standing before a judge. As they sit in stunned silence, they learn the details of their son’s latest encounter with the law. He had shown up

FAITHFULLY YOURS Neil Strohschein for work drunk, got into a fight with a customer and was fired. He refused to leave and the police were called. He assaulted one of the officers, was placed under arrest and was heard to utter several threats as he was taken from the premises.

Given the gravity of his crimes and a past history of problems with authority, this young man is handed a significant jail sentence. In passing sentence, the judge notes that he has been as lenient as the law will allow. “If you are brought before me again on the same charge,” he says, “I will not hesitate to impose the maximum sentence.

You have a problem with authority and I hope you will use your time in custody to reflect on this issue and make some changes in your life.”

A problem with authority—it’s a universal problem; and it is found in every stratum of society.

Respect for authority isn’t taught—it is caught.

It is a learned response— something we learn by seeing this trait reflected in the attitudes and actions of others. And it begins at the top with the respect those who hold elected office show for the authority of those who elected them.

That’s one of the issues we need to address in the coming election. In a democratic society, the government is the servant of the people. We all believe that; but few of us know what it means.

Twice during his time on earth, Jesus had to quell an argument his disciples were having. They wanted to know who among them would be “the greatest”

in the eternal kingdom of God. Jesus’ reply is recorded in Matthew 20:25ff. “The rulers of the Gentiles lord it over them,” he said, “and their great ones are tyrants over them. It shall not be so among you…whoever wishes to be first among you must be your slave.”

There is much wisdom in these words.

The church I served in Edmonton was 10 blocks from the University Hospital. I was often asked to meet with families who were in shock following the sudden death of a loved one. After being introduced to the family, I asked them two questions: “What do you need; and how can I help?” After hearing their answers, my reply always was: “I will do what I can to help you.”

If every MP, MLA and local councilor was guided by these questions, it would radically change how we are governed. We just might get the government “of the people, by the people and for the people” that Canadians desire and deserve.

Little boxes…

ete Seeger’s song ‘Little Boxes’, back in the sixties, expressed the futility of life. Small cookie cutter houses, the humdrum repetitiousness of going to work; the song is a political satire about the development of suburbia and associated conformist middle-class attitudes. Suburban tract housing, “little boxes”, of different colors, but “all made out of ticky-tacky”, and which “all look just the same.” “Ticky-tacky” -the shoddy material used in the construction of housing of that time.

Where am I going with this one? Little houses are making a strong comeback.

There is even a television series about this tiny homes movement. I watch it. And then I think of our early settlers. Their first home, a log cabin, a soddie or a semlin, provided shelter and, sometimes, warmth.

The movement now is for carefully crafted fully contained homes with most of the amenities. Compost toilets, some with solar panels, every nook and cranny utilised for comfortable living. Some are no bigger than a gypsy caravan, or the covered wagon that crossed the prairies. But oh! So much prettier and comfortable. Some are constructed as a mobile home, some designed to nest on rural family property.

The wardrobes have been replenished with clothes suitable for school and now most students are waiting in expectation of what this new school year will bring. Some High School graduates will have to leave home to get a secondary education. This

pice of downsizing. How tiny can I go? But, if I understand correctly, most towns will not allow anything smaller than nine hundred square feet to be built or settled in their district. These tiny houses are way smaller than that!

Some right around the one hundred square feet. That’s ten by ten – I know! You really have to want to cut down on your footprint, and do without a great many ‘things’. Again think covered wagon. The pioneers had their galvanised tub hanging on the outside, along with buckets and gear. We know what their bathroom looked like – a lot like nature!

I was discussing this

topic with one of my younger friends. There is such a crying need for affordable housing. This concept would not work well for a growing family, but for an individual that requires assistance with living and housing costs, I think it would work. Let’s not make a slum of tiny houses, perhaps a safe ‘village’, or incorporate them into our everyday living.

Less expensive to create, less expensive to maintain, but providing a home and dignity.

We need to dust off the Bible and start reading and “meditate therein day and night... and thou shalt have good success” (Joshua 1:8).

Letters Paying more and getting less My grandmother used to say you can’t help those in need if you’re in need yourself. The NDP government’s fiscal management puts the province in this difficult position, spending much more than it’s bringing in. Even with some of the highest taxes in Canada and after bringing in the largest tax hike in Manitoba’s history in 2013, the NDP can’t get the provincial finances straight.

It took 107 years to get the province to $16 billion in debt, and it has taken only eight years for Greg Selinger, as finance minister and as premier, to double it. As every Manitoban knows, someone has to repay that debt. The interest on it has to be paid, too. That takes money away from front-line services Manitobans value, and from priorities like health care, infrastructure and education. The NDP, however, is focused on paying hundreds of millions of dollars to moneylenders in Toronto and New York instead of addressing long waits for health care and repairing deteriorating roads throughout the province.

Even respected bond-rating agency Moody’s Investors Service has observed that the NDP government’s fiscal management is dismal, and has responded by reducing the province’s credit rating. For the first time in 30 years, Manitoba is ranked higher as a risk and will therefore pay higher interest rates.

And this week, credit rating agency DBRS Limited criticized the NDP’s “weak fiscal discipline” and said Manitoba has the “longest fiscal recovery plans among all provinces, despite having experienced only a very mild recession in 2009.”

The NDP has never met a tax it doesn’t like or wouldn’t hike. Under the NDP, Manitobans are paying more and getting less. And the pressure on Manitobans grows greater by the day because of this mismanagement.

A new Progressive Conservative government under my leadership will review all spending immediately and do exactly what Manitobans in their own homes and small businesses know they have to do – get value for the money they spend, and get back to a balanced position of strength for the future.

Next summer, over 500 volunteers from 100 communities across Canada will operate vintage threshing machines from the early 20th century to harvest a crop of wheat. this event,” adds John Longhurst, who directs communications and marketing for the Foodgrains Bank. “As an organization with deep roots in rural Canada, we are pleased to be part of an event that celebrates farming history and generosity.”

To set the record, all threshing machines must operate simultaneously and continuously for at least 15 minutes. Each machine will be driven by a steam engine, tractor or stationary engine built between 1890 and 1950.

The current record is held by the St. Albert Curd Festival in Ontario, which set a new record last Saturday with 111 machines operating at the same time. Previously, the Olde Tyme Harvest in

Langenburg, Saskatchewan set the record in 2013 with 41 threshing machines.

The Saskatchewan event also raised funds for the Foodgrains Bank.

Harvesting Hope will be held in conjunction with the 62nd Manitoba Threshermen’s Reunion & Stampede, one of Manitoba’s premier summer festivals and Canada’s largest pioneer heritage festival.

The festival is scheduled for July 28-31, 2016 with lead-up activities for Harvesting Hope schedule for July 28-30. Over 15,000 people are expected over the course of the event.

Manitoba Infrastructure and Transportation cuts back services

By Ken Waddell The Neepawa Banner Manitoba Infrastructure and Transportation quietly implemented a new policy on highway mowing this year. In the past, provincial highways were mowed two or even more times a year but not any more. Only Hwy. 1 is being mowed more than once a season. All other highways are now subject to Phase

One mowing which happens after August 24 and that mowing is contracted out. In addition, MIT used to accommodate requests from towns like Neepawa and Minnedosa for special mowing in advance of special community events such as Minnedosa’s Fun Fest or the former Neepawa Lily Festival. Those request won’t be met any longer either.

Hwy. North at Neepawa has become a virtual forest of ragweed, grass and pigweed plants as highways department policies have changed. All highways except Hwy. 1 will only be mowed once per season and only after August 24 each year.

NACI Tigers football hits the field

By Eoin Devereux The Neepawa Banner While it’s still a bit too early to say just how good or how bad the NACI Tigers football team could be this season, the coaching staff is very much looking forward to finding out. The team is heading into the 2015 Rural Manitoba Football League as a bit of a mystery, having lost nine players from last year’s squad, which made it all the way to the championship game.

On Tuesday, Aug. 25, the team held its first practice of the pre-season. Coach Dave Clark said the next few weeks should be very interesting, as the coaching staff sees what they have to work with.

“We have about 38 players out here. I believe last year we had only 24 students try out for the team, so this is very encouraging,” said Clark. “We lost a fair bit of experience as nine players from last year’s team have graduated. There are only four grade 12 students out here right now, so there are lots of Grade 11 and 10 students here. While that bodes well for the next few years, as the younger guys gain more experience, this season could see some growing pains. Though the veteran presence isn’t out there like it was last season, that doesn’t mean the talent level isn’t very good. Already, myself and the other coaches are seeing some very skilled players out here that could step up quickly.”

Clark said that for the next week, the coaching staff will evaluate the players skill levels.

“The first two practices are simply assessing the skill set that everyone is at. Also seeing who came into the season in shape and who needs a bit more time to get into game shape. Next week, we’ll begin running them through some plays. Breaking them off into offence and defence. Showing them some of our defensive schemes and trying to play kids where we think they’ll have a chance to excel. We have a good pool of talent here, it’s our job [as coaches] to put them in a situation where they can show us what they got. We have some good size out here. There are also a couple very quick players. Some impressive speed. Early on, we’re pretty

Clark said though there is not much experience at that position right now, there is talent.

“It’s tough to replace Brenden Cowan at the QB position, but Dylan Oshanyk, who played behind Brenden last year is back. He gained some experience last season, but really didn’t get many chances out there to show

what he had. Dylan has still come a long way from last year. While he does have the confidence of the coaching staff, the starting job is still up for grabs. There are a couple young guys that have good arms and we’ll give them the chance with the ball and see what they can do.”

Rural Manitoba Football League is a nine-man football league that’s comprised of seven teams from high schools in the rural Manitoba area. The season starts at the beginning of the school year and finishes with the RMFL Challenge Cup in November.

Neepawa’s Yellowhead Centre sets fees and rates for 2015-16 Submitted The Neepawa Banner The Yellowhead Centre (YHC) board of directors met last week and set the rates for membership fees and ice rentals. Hall rates are still under review.

For the 2015-16 year, each family that uses the YHC will be charged a $65.00 fee, less the amount of their municipality’s contribution to the YHC. The membership fee is a once per year fee on a per family basis. The municipal contributions confirmed so far this year include $70,000 from the Town of Neepawa, which works out to $45.81 per household based on 1,528 households. That

means the net membership fee for Town of Neepawa residents will be $20 per year.

The Rural Municipality of Rosedale has made a 2015 contribution of $2,500 which works out to $4.14 per household based on 604 households. That means the net membership fee for R.M. of Rosedale residents will be $60.

Although the R.M. of Langford has been a contributor in the past, usually $5,000 per year, no contribution has been received so far this year from the newly created R.M. of North-CypressLangford. If a contribution comes forward, the family membership fees will be

adjusted. The same applies to any other municipality, if they make a contribution to the YHC, the fees will be adjusted. Currently, the membership fee will be $65 per family for residents of all municipalities other than Rosedale and the Town of Neepawa.

The ice rental fees have increased 5 per cent this year. There has not been an increase in ice rental fees for four years, so with annual increases in hydro, repairs and maintenance as well as snow clearing costs, the adjustment was necessary to balance the budget.

Hourly rates for community groups using arena ice will be $105 per hour.

Commercial and out of area groups not paying membership fees will be charged $131.25 per hour.

The Neepawa Figure Skating Club will be charged $78.75 per hour, as the board felt that input cost are lower for their ice time slots due to less ice cleaning and less janitorial work required around their hours of usage.

Hall rental rates will be set at a later date. Concession food and beverage prices will increase for the 2015-16 season as well.

of Neepawa by the former salt plant, the YHC has been owned since its inception by the Neepawa Centennial Project Committee Inc. The Yellowhead Centre is owned by a private community-based corporation and not by the Town of Neepawa or the surrounding municipalities. Over the past number of years, the YHC has reduced its debt load to zero and has a small reserve fund for emergency repairs. The hall is 71 years old and the arena and waiting room

area are 44 years old, so major breakdowns are inevitable, thus the need for a reserve fund. The board and management apply for as many grants as possible for upgrades and operating expenses.

Neepawa Natives, NACTV mourns loss of Gary Reidle

By Eoin Devereux The Neepawa Banner A familiar voice for the Neepawa Natives and Neepawa Access Community Television (NACTV) has been silenced, as Gary Reidle passed away on Thursday, Aug 20, after battling cancer. He was 59 years old.

Reidle was a former president of NACTV and played an important role in shaping the identity of the station. NACTV general manager Ivan Traill said Gary will also be remembered as an ardent supporter of community television.

“Gary started at NACTV in 1978, around the same time when I did,” said Traill.

“He was always a big part of the operation in those early years. Helping with everything you could imagine.

Cameras, editing, on-air, you name it. He was also a big part of the Lions Bingo and helped run it for about 12 years. We wouldn’t be what we are without his

In the early years of the TV station and its partnership with the Neepawa Natives, Gary served as the play by play announcer for the games. In the past few years, he shifted to the position of colour

commentator, working alongside Wayne Jacobsen.

In a media release, representatives with the Neepawa Natives organization sent its condolences to the family and remembered Gary as a good man, who wore the team colours as

proud as anyone in the community.

“Gary was the play-byplay announcer for the team and worked diligently for NACTV helping to provide quality programming for Neepawa’s community television station. He was a

great fan of the MJHL team and the pre-game ritual was always Gary coming up to the office to get the scoop on what was going on. For representatives of the club, it was always a good experience prior to the start of the game.”

Volleyball Camp ends on high note

By Eoin Devereux The Neepawa Banner Young athletes from across the westman region recently gathered in Neepawa to hone their skills at the Beautiful Plains Extreme Volleyball Camp. About 60 participants between the ages of 11 to 17 took part in the tenth annual event, held from Aug. 17 to 21 at the NACI gymnasium.

Co-coordinator and volleyball coach with the Vincent Massey [Brandon] Vikings, Al Hart, has been involved with the event since its inception. He said it’s been incredible watching this training and development camp expand over the past few years from its humble beginnings.

“When [the camp] first started, there were just a few athletes from Neepawa involved, but over time, it has grown to include youth from across western Manitoba,” said Hart. “Around the region, we have people from Stonewall, the Russell area, Carberry, Minnedosa. You name it. It’s been very good to see it branch out as it has, because the goal when we started this was to give kids in the westman area an opportunity for a high level volleyball camp so they didn’t have to travel as far to Brandon or to Winnipeg.”

Along with Hart, other coaches who were a part of creating the camp in 2006 were Bill Gadd and Krista Carlisle. Additional coaches who helped the event to flourish over the years include Kurt Hunter, Pat Thompson and Kelly Deroo.

Carlisle, who is not only a co-founder, but has also served as coach for NACI’s varsity girls volleyball team, said that it’s been very gratifying seeing the skill of local players blossom throughout the past 10 years.

“Myself, along with Bill [Gadd] and Al [Hart] thought that having a week of volleyball training would really help the players from across the region and it has,” said Carlisle. “It’s really made volleyball better in our town.

It’s been really great.”

This is the last year of the Beautiful Plains Extreme Volleyball Camp, as Carlisle is moving on to another opportunity in a different community. Carlisle said it’s difficult to step away, it is very gratifying to see the camp end on a high note.

“Really appreciate everyone who has been involved over the past decade. The coaches throughout the years, Bill and Al’s ongoing dedication and of course the athletes.” noted Carlisle.

Traill added that himself, along with many who had the honour of knowing Gary will remember his devotion to the team and the station.

“Outside of his family, his three passions were always the Natives, the Saskatchewan Roughriders and NACTV,” said Traill adding, “With the Natives, Gary was always a huge promoter of the team.

[Gary] was never down on them. He always had a positive remark or perspective on what was happening out there on the ice. Away from the game, he kept tabs on the players, got to know them and their families quite well. His loss will be felt for quite some time.”

Election 2015: Meet the candidates in the Oct 19 federal election Name: Robert Sopuck Party: Conservative Party of Canada Home Sandy Lake Political experience: The incumbent, Sopuck was first elected in a by-election in November 2010. He was re-elected in the 41st federal election, held May 2011.

For almost five years, he has been a member of the Standing Committee for Environment and Sustainable Development and the Standing Committee for Fisheries and Oceans. In addition, Sopuck served as the Chair of the Manitoba Regional Caucus.

From 2011 to 2013, Sopuck served as Chair of the Canada-Ukraine Parliamentary Friendship Group.

Biography: Robert Sopuck received his Bachelor of Science (B.Sc.) from the University of Manitoba and Master of Science from Cornell University. From 1976

Name: Kate Storey Party: Green Party of Canada Home: Grandview Political experience: A long-time member of the Green Party, Storey first ran for the party in the 2006 general election.

She spearheaded a National Green Agriculture and Food Policy paper which was well received.

She has testified before Parliament’s Committee on Agriculture and AgriFood on behalf of farm families and a sustainable rural economy.

Biography: Storey is an organic farmer, wildlife habitat specialist and manager from Grandview. In 1987 Kate and her husband Doug moved their four young children to his family farm and over the years, they learned to work with nature and have developed the farm into a sustainable organic grain and cattle business and an ecological reserve.

Storey is a graduate of the University of Manitoba with a science degree in Botany and an interest in nature and natural farming systems. Kate worked in wildlife research, focusing on the effect of human activity on the habitat of Manitoba’s endangered woodland caribou herd and later worked as a habitat specialist for the Nature Conservancy of Canada.

Storey is now the president of the Manitoba Organic Alliance. She has been an advisor to the National Farmers Union and a director on the MB Rural Adaptation Council, the Farm and Rural Stress Line and the MB Organic Marketplace Association.

He and his wife, Caroline, live on their 480 acres of land in the Sandy Lake area.

Name: Laverne Lewycky Party: NDP Home: Dauphin Political experience: Federal Member of Parliament for the Dauphin riding from 1980 to 1984. He served as the party’s Multiculturalism critic from 1981 to 1984.

He served on committees including: the Constitution Committee; Special Committee on Participation of Visible Minorities in Canadian Society and standing committees on management and members' services; privileges and elections; agriculture; miscellaneous estimates and the special joint committee on official languages.

Biography: Born in Dauphin, Lewycky has a background in sociology and communication studies. He graduated from the University of Manitoba with his B.A. (Hons.) and M.A. degrees. After losing his federal seat to the Progressive Conservative party in the 1984 election, he left national politics to do doctoral studies.

He studied at McGill University, Carleton University and Providence Seminary As an educator, Lewycky has taught as a university and college professor in Manitoba, Ontario, Quebec and New Brunswick. As a consultant, he has worked as an internal communications advisor and an advanced communications officer with various federal government departments such as Health Canada and Canada Revenue Agency. He has published various chapters in books and peer reviewed journals, especially in the area of multiculturalism.

Lewycky lives in Dauphin with his wife, Lois (Reimer) Lewycky.

Name: Ray Piché Party: Liberal Party of Canada Home: Onanole Political experience: In 1998, Ray Piché was elected and served as a councillor for the Town of Emerson.

Biography: Ray Piché is an avid outdoorsman and a bilingual small business owner. He joined the RCMP at the age of 21 and was stationed in Regina and Ottawa before settling in Manitoba in 1986. His time in Manitoba included postings in Emerson, Brandon, Wasagaming, Minnedosa and Pukatawagan. When in Pukatawagan, Piché was given one of the community’s highest honours, which recognized him as an outstanding community member.

In 2006, Piché retired from the RCMP. Since his retirement, he and his wife Leita, who grew up in Neepawa, have opened a number of small businesses at CFB Shilo. Currently, he works with the Liquor and Gaming Authority of Manitoba as a Licencing and Permit Adviser.

Piché has worked closely with members of Canada’s military and received the 2014 Brandon Salutes Award for unfailing and enthusiastic support of the military community. He also received the 2010 CFB Shilo Business Award of Excellence for his work on the base. Piché is a member of the Shilo and Area Service Club and currently serves as the Chief Steward of Local 425 of the Manitoba Government and General Employees’ Union.

Obituary Ella Braun

September 28, 1946 - July 12, 2015 Peacefully with her family by her side, Ella passed away after a short battle with Cancer on July 12, 2015 Born September 28, 1946 to Wilhelm and Anna Leoppky in Altona Mb, she grew up on a farm in Halbstadt Mb. with her brothers. Wilbert (Hilda), Edgar (Margaret), Larry (Anna) Dennis (Greta) On August 14, 1971 Ella was lucky enough to marry Harry Braun of Plum Coulee Mb. After marriage Harry and Ella lived in a number of places but moved to Altona where they had their Children, Lisa in 1975 and Jeff in 1976, later moving to Neepawa, Mb in 1978 where they planted their roots.

Ella was known for her never ending devotion to her family, her warm inviting smile, her creativity in crocheting, her love of chatting and for just being “Mom” Ella worked in and out of the home over the years making many lasting friendships. She found her strength in God and the truth in his word, which sustained her to the end.

Ella was predeceased by both her parents, and by her grandchildren, Nicholas and Olivia Schouten and Wyatt Braun.

Surviving are her Husband of 44 years Harry Braun, Son Jeff Braun and daughter-in-law Tricia. Daughter Lisa Schouten and son-in-law Corrie, and special granddaughters Sabrina and Zoe Schouten.

Ella will be missed dearly by her family and the lives in which she touched. She will never be forgotten.

Funeral service was held July 16, 2015 at the Neepawa United Church officiated by Rita Friesen. Interment followed at the Riverside Cemetery. Pallbearer was Jeff Braun, and Whites Funeral Home was in care of the arrangements

Obituary Merle Woodley (nee McEwen) Peacefully, on Friday, August 21 2015, Merle Woodley passed away with family by her side at Lions Prairie Manor at the age of 92 years.

She was predeceased by her husband Sydney Kenneth Woodley; mom Geneva Pearl McEwen and her adopted daughter Darlene McClay. Merle is survived by her daughters Barbara (Ivan) Foster and Terry Woodley; grandchildren Kelly (Melvin) Meisner and their children Ryan (Kristin) Meisner and Lindsay (David) Dyck, Albert (Annette) O’Dea, Sean O’Dea and his son Louis O’Dea, James (Cherie) Foster and their children Laryssa and Taylor, Candy Croy and her children Shane Foster, Kayla Foster- Kufus and Candy’s husband Bill. Merle is also survived by her great-great grandchildren.

Merle dedicated her life work to the Salvation Army and was involved since June 27, 1963. Captain Merle Woodley was in full time ministry with the Salvation Army for many years beginning in April 13, 1973.

Beside corps (church community) appointments, she also held an administration position at Divisional Headquarters in Winnipeg. She retired from ministry with the organization at the age of 65.

A Memorial Service will be held at Heritage Park Temple in Winnipeg on Saturday, August 29, 2015 at 3:00 pm. Interment will be held at a later date in the Minnetonas Cemetery.

In lieu of flowers, donations may be made in Merle’s memory to your local Salvation Army.

Healthy feet– part II Our feet are an important aspect of our health and well-being but are often neglected and abused. The feet are the foundation of our body, bearing the weight of our entire body. They give us mobility, enabling walking, running, jumping and climbing. They help give us balance and stability so we can change from one position to another.

In order for us to have a smooth walk or gait pattern, the feet must absorb the forces from the ground with each step we take. The energy or force from the ground is transferred from the feet to the legs, pelvis and spine.

The foot is comprised of three arches: one on the inside of the foot, one on the outside and one across the ball of the foot. When one or more of these arches collapse, problems can develop. A fallen arch can occur suddenly, with an injury, or occur more gradually, with weight gain or aging. Pain in the knees, hips or back may be one symptom when the normal arch alignment is altered.

Shoes that are too narrow, too short or too large cause stress on the feet, leading to problems such as corns, calluses, blisters, ingrown toenails, hammertoes, nerve impingement, inflammatory condi-

tions or aggravation to bunions.

Shoes with poor shock absorbing qualities cause increased force to be transferred from the ground to the feet, especially on cement surfaces.

Sweaty feet can lead to rashes and eczema. Wearing a nylon sock or shoe decreases air flow to the foot leading to fungal infections such as athlete’s foot.

Our feet have 250,000 sweat glands per pair and excrete as much as 1 cup of moisture per day.

To minimize or prevent foot problems, wear shoes that fit well and are comfortable. Choose shoes that are best suited for

the activity. When walking on concrete, choose a shoe that has extra shock absorbing characteristics in the sole. Consider purchasing an insole to provide support under the arch along the inside of the foot. Preventing fallen arches is easier and makes one less likely to develop pain and other symptoms.

Remove corns and calluses that may be altering your gait due to pain, cleanse feet daily washing and drying thoroughly especially between the toes. Apply lotion to keep the skin moisturized and nails properly trimmed. Massage feet regularly by rolling the foot on an acupressure ball or simply start with a tennis ball or golf ball depending on foot size. Maintain flexibility in the foot and toes by performing the following exercises.

• Towel curls – place a towel on the floor and pull the towel towards you, using only the toes. Repeat 10 or more times.

• Marble pick-up – place 10 to 15 marbles on the floor and pick up one marble at a time with your toes putting each marble in a small bowl.

• Heel raise – sitting or standing, lift the heel off the floor, keeping the toes flat on the floor, bend the foot at the main toe joints. If standing most of your body weight will be supported by the other foot.

• Sand walking – is an excellent method to strengthen the foot and toes.

• Remember to be kind to your feet by giving them a little extra TLC and choosing proper footwear.

Wintergreen: nature’s Aspirin Wintergreen oil has a sweet, minty smell and is steam distilled from the small evergreen herb’s leaves. It is used in flavoring numerous products.

The methyl salicylate and salicylic acid acts like a natural aspirin. For pain relief, dilute and massage into the soles of the feet, back of the neck or area of concern. Because it’s a natural pain reliever, it’s used for all things related to the muscular and skeletal systems. For example, arthritic pain, bone pain, muscle cramps, rheumatism, tendinitis, joint pain and rotator cuff, to name a few. To treat these ailments, dilute two drops of oil and massage over affected areas and into joints. Repeat two to three times daily, or as needed. It is a beneficial massage for soothing head tension and muscles after exercising.

Traditionally used for snake and dog bites, stings from poisonous insects and it can be beneficial for infected and rotting wounds, sores and ulcers.

By John Drinkwater The Neepawa Banner Kelsey Connor is the new owner of the Marina on Clear Lake, which includes the Martese cruise ship. Connor purchased the company from former owners Sheldon and Eugenia Willey.

Kelsey was born south of Brandon, in the Brandon Hills. He began working at the Marina during the summer season while in grade 10 high school at Crocus Plains and continued as he attended university in Winnipeg, where he studied Environmental Design. Kelsey commented, “This course is an undergraduate to architecture and I now run my own drafting and design company called KJC Design. This has been put on hold whilst running the Marina and I plan to continue design work during the winter.”

Connor has gained much experience and responsibilty in all types of watercraft. In fact, he has driven the Martese for nearly 10 years. Of the business, he said, “Paddle boards have become popular recently. People propel these using a paddle while standing on the board.

It requires good balance and calm water. I've heard of people conducting yoga classes using this equipment, but not in this area. We have very loyal staff. Many will work here for three or four years during high school.

They like working in the sun and fresh air and meeting people. Sheldon & Eugenia are well connected in the area and many staff grew up around here.”
