A piece of Neepawa’s history was taken down on Monday, Mar. 26. The land will be made available for Budz N Bloom daycare for $50,000 according to an agreement that was made last year by Neepawa Town Council. The Neepawa Resource Centre building has been a part of this community since 1949. It’s on the same location as the John Deere business that had been taken down in the fall of 1946 when Angus McDougall purchased it. In 1949, McDougall built a garage there and called it McDougall’s. A Minnedosa man, named John Kosmolak, became McDougall’s partner in 1957 and also the manager of the automobile business.

Angus McDougall was born and raised in Russell until he moved to Neepawa in 1933. He worked with his brother, Kenneth, at the Pool Elevator, General Store and Post Office in Mentmore. During this time he had met Agnes

and they were married in 1939. About 30 years after building the garage, on April 1, 1978, there was a change in ownership and Hans Wieland took over the business and changed the name to Hans Wieland Chevrolet - Oldsmobile

Ltd. Wieland then sold the company to Steve Dennis of Valley Chev-Olds. Later Dennis sold it to Rick Murray of Murray’s GM who in turn, sold the property to the Town of Neepawa. The property included the building that became known

as the Neepawa Resource Centre and the land that is currently the location of the Neepawa Nursery School, the Neepawa Public Library and Gillies Entertainment Media and Flashback Collectables. The property also included he land across the

street which is currently occupied by the Royal Bank and the MNP building.

When the town bought the Resource Centre they held a grand opening on Nov. 22, 1994.

Improvements approved for Water Plant, Public Works shop

Upgrades to the air handling system at the Water Treatment Plant and Public Works shop have been approved. On Tuesday, Mar. 20, Town Council voted to accept a bid from Neepawa Plumbing and Heating (1979) Ltd., on the replacement of the air handling system at the Water Treatment Plant. The successful bid came in at a cost of $26,497, excluding taxes.

Neepawa Plumbing and Heating also won the bid for the supply and installation of a maintenance storage ventilation system at the Public Works shop at a cost of $58,750, excluding taxes. In total, there were three quotes that came in for this work. A schedule for the work to be done was not discussed at this council meeting.

Subdivision approved Approval has been granted to a subdivision along the south side of Main Street between Brown and Tupper Avenues.

The property is currently vacant and owned by Big N Rich Ltd. The intent of the developers is to create four lots out of the existing two titles. The proposed lots will be serviced by water and septic services will be a holding tank, with the liquids pumped to the town sewer.

Access to the proposed lots will be from Emma Street to the south. No driveways are proposed onto Main Street. The approval of the subdivision is subject to a number of provincial requirements.

Medical clinic lottery Councilors were informed that the Neepawa & Area Development Corporation (NADCO) is nearly the start of its

annual Medical Clinic Lottery. The lottery is in its 12th year of operation and assists in raising funds for renovations and upgrades of the medical centre, which receives not provincial or federal government funding. The early bird draw is scheduled for May. 7, while the final draw for the $100,000 grand prize will be on June 4. NADCO also confirmed that it is now a member of the Construction Association of Rural Manitoba (CARM), which advocates on behalf of its members through promoting proper standards & best practices and lobbying for appropriate regulations and legislation. As well, NADCO indicated that a physician requirement meeting has been scheduled for early April.

Other business The Town of Neepawa has approved a second and third reading of a by-law to close a portion of Cameron Street. The reason for the closure is that the southern portion of that municipal road is no longer required for public purposes. A version of this by-law had already been approved by Council in late 2017, but had to passed once again, because the Property Registry office, based out of Morden/Winkler, wanted an alteration to the formal wording.

Town Council has approved its renewed membership in the Trans-Canada Yellowhead Highway Association. The Association is non profit organization established in 1947 to promote the development, maintenance and use of the Yellowhead Corridor as vital to Canada’s national transportation system and national unity.

A fireworks display at Riverbend Park has been approved for Canada Day (July 1). The cost of the display was not made public during the Council meeting.

On Apr. 8-11, 2018, the Knox Presbyterian Church will host the 52nd annual Neepawa and District Fine Arts Festival. This year, the four day event will feature performance categories consisting of piano, vocal performances, and speech arts. There are 145 entries with performances including a range of ages, competitive and noncompetitive, and solos to large groups of participants.

The executive has been working since the fall to coordinate adjudicators, tune the grand piano, and collect scholarships from community members and service groups. The executive has continued to grow to 13 members and now each executive only has one role. The publicity

chair, Cheryl Beaumont, reports that a few years ago one person would have several roles; however, now with the surplus of help, some roles have co-chairs.

She mentioned that “as a working parent, sharing the responsibilities makes being on the executive committee enjoyable.” With more people on the executive, the committee was able to bring back the speech arts categories and plan for an extra day of performances.

As the festival approaches, the executives are looking forward to welcoming the adjudicators Eleanor Epp (piano) and David Klassen (vocal and speech).

Both have many talents and experiences as performers and music teachers. Their biographies will be in the festival’s program which are available before the festival if you are a Friend of the

Festival.

The schedule for the Fine Arts Festival includes: Sunday, April 8: Piano solos in the afternoon, Piano duets and trios in the evening Monday, April 9: Piano all day Tuesday, April 10: Choral workshops in the morning, vocal solos in the afternoon, choral evening Wednesday, April 11: speech choirs in the morning, individual speech in the afternoon Follow Neepawa and District Fine Arts Festival on Facebook for up to date information. The NDFAF is looking forward to audience members enjoying the area’s talent. Door admission is $2/session, evening concerts are $5, and Friends of the Festival do not pay admission.

Manitoba Hydro is in a big mess

anitoba Hydro is in a very bad place right now, but it has little to do with last week’s resignation of most of the board.

The board was appointed by the current PC government and they say they came to a point where they couldn’t get action from the government on many key issues. As a result they resigned.

Premier Brian Pallister said it was because the cabinet did not approve a $70 million payment to the Manitoba Metis Federation (MMF). The now former Hydro chairman, Sandy Riley disputes that.

That Hydro was planning a $70 million payment to the MMF is very disappointing. Pallister called it persuasion money and I don’t know what else to call it. The MMF finds the term offensive, as did Riley, but I find it offensive that any group of people would be paid money to avoid future objections to Hydro lines. This pay-off practise by Hydro has been going on for decades. I also find it offensive that some First Nations groups, some environmentalists and the Manitoba NDP forced Hydro to spend 20 times that amount on the western route Bipole III hydro line. It is also offensive that the NDP, when they controlled Hydro, put the utility so far in debt by building too many dams without having contract export sales.

During the 2011 election the NDP swung the election their way by plastering the countryside with “Save Hydro” signs in the hopes that voters would assume that a PC government would sell Hydro.

It worked, but the message was ironic and outdated. By the time neepawa

Ken Waddell of the 2011 election, the NDP had already sold Manitoba Hydro to the bankers and to some First Nations Communities. Hydro, even then, was so mired in debt, that it may never get out of the hole.

Last year, when it was announced that Hydro was cutting 900 jobs, it was a huge shock. At least it was a huge shock until you listened to hydro workers. Many said it was not unexpected and was long overdue. Talk to almost any retired Hydro worker and they will tell you Hydro is over staffed, should never have bought the obsolete assets of Winnipeg Hydro, that they spent way too much on BiPole III and northern dams.

The new downtown Manitoba Hydro building is a building that was not necessary, cost too much and many mechanical aspects of the building simply didn’t work.

The amount of actual Hydro being used in Manitoba that is being produced by the extra dam capacity could have been produced much cheaper by natural gas powered plants and we might not have needed BiPole III at all.

Buried deep in Hydro’s books is another nasty little secret. Manitoba Hydro pays a water rental tax to the province. I have been told it is $250 million each year.

Hydro is also forced to pay a loan

guarantee fee to the province.

Manitoba Hydro has become an over-inflated political football and it is likely to explode. It has taken many years to get Hydro into the trouble it is now experiencing and it will take many years to get it out.

Hydro can’t go down, as we all know, but it does have to change course. The spending has to stop as does the water tax and the loan fees. Hydro rates have to go up, that is the only way energy conservation will happen. And Hydro needs to stop spending money on home and business repair programs that distort people’s view on renovations.

If Hydro didn’t pay the water rental fee, the loan fee, the many layers of persuasion money and didn’t pay people to insulate their houses and replace windows it would make a difference. It would also help if they sold some power east and west as well as south.

Good luck with southern sales as long as gas fracking is cheap and the U.S. is in their never ending protectionist mode.

Maybe Hydro should be sold with a caveat that Manitobans get a fixed or formula price on electricity for 100 years. The mess is so bad that every option should be examined.

cross rural Manitoba, residents are concerned about safety. They’re concerned about the ability of the RCMP and local police forces to effectively tackle issues such as property crimes and illegal drugs, in the face of stretched budgets and competing demands on their time. They’re looking for support from government.

The provincial government MY has introduced PERSPECTIVE new leg islat ion aimed a keeping us safe, but not in the Kate way that many Jackman-Atkinson Ma n itoba ns, especially those in rural areas, are looking for. Last week, Bill 17 received first reading. This bill takes existing distracted driving regulations and adds more penalties. When passed, it will mean that anyone caught using a hand-held communication device while driving will not only face fines and demerits, but also a roadside license suspension— three days for the first offence and seven days for each subsequent one.

Despite the minister hinting otherwise, the suspension only applies to the use of hand-held electronic devices and not the full range of distracting practices, such as grooming and eating.

However, the Highway Traffic Act has a broad definition for the “use” of a hand-held electronic device, it even includes holding the device in a position in which it may be used. The only permitted use is a cell phone, used as a telephone, in a hands-free manner.

But apparently devices aren’t distracting for everyone. The Highway Traffic Act allows police, fire and ambulance personal to use them while carrying out their duties. Additionally, the law doesn’t apply to CB radios, family band radios or mobile data terminals used for business-related communications, such as dispatch, that aren’t held in the driver’s hand when moving. The government has made the punishment for using hand-held devices as serious as that for drinking and driving, but not applied it to everyone.

We all know that distracted driving is unsafe; MPI statistics show that it is dangerous and sometimes deadly. In 2016, 11,093 drivers were involved in collisions due to distracted driving. In those collisions, 1,839 Manitobans were injured and 102 experienced serious or fatal injuries. Of all of the accidents in 2016, one in three deaths and one in five serious injuries on Manitoba roads could be attributed to a distracted driver. We also know that people haven’t been taking the existing legislation as seriously as they should; in 2016, over 5,000 drivers were convicted of using a hand-held device while driving.

The problem is that “distracted driving” encompasses more activities than just using hand-held electronics and while they might net you a ticket, especially if you’re involved in an accident, none of them result in such harsh penalties, even if they are as distracting. For example, MPI data shows that a driver is four times more likely to be in a crash if they are talking on the phone while driving, even while using a legal hands-free device.

Distracted driving is dangerous and I’m in favour of safer roads, but my biggest problem with this legislation is that the suspension can’t be appealed. While police can prove other forms of impairment through breathalyzers or blood tests, there is such test for the use of hand-held electronics. Am I looking at a phone in my lap or the cruise control setting on my steering wheel? Am I resting my head on my hand or holding a phone? It comes down to he said-she said, with the driver coming out on the losing end— with no recourse.

The use of hand-held electronics while driving is dangerous, but is it more or less dangerous than the other illegal practices you’ll see on Manitoba roads? It feels like the government has gone for low hanging fruit, with innocent Manitobans getting a rotten deal.

My tribute to a giant

he Christian community lost a spiritual giant just over a month ago. On February 21, after a long battle with Parkinson’s and other ailments, Rev. Billy Graham passed away. He was 99.

His body was laid to rest on March 2 on the grounds of the Billy Graham Library in Charlotte, North Carolina; next to the body of his wife who predeceased him in 2007. But his words will live on, thanks to audio tapes of his radio sermons, video tapes of sermons given at crusades and the many books he wrote during his lifetime.

Graham was affectionately called “America’s Pastor.” He was the one from whom Americans sought words of comfort and hope in the face of some monumental disasters. Presidents, kings and political leaders of all persuasions visited with him and spoke candidly about issues they were facing in their countries.

So did religious leaders of all faith traditions. Their discussions were frank and cordial and while they “agreed to disagree”

FAITHFULLY YOURS Neil Strohschein on some issues they found enough common ground to be able to engage in meaningful and productive discussions.

I never met Mr. Graham (as he was often called by those who worked with him) personally. But his weekly radio program (The Hour of Decision) was required listening in my childhood home and I was one of several hundred ministers who worked as a Counselors’ Supervisor for the crusade he held in Edmonton, Alberta. Based on this and other exposure to his ministry, I have developed a deep respect for the man himself, for the life he lived and for the work he did.

There were, in my view, two things that made Graham’s ministry so successful.

First, he stuck to the basics. He was a preacher of

the gospel—the good news of the death, burial and resurrection of Jesus Christ as an atoning sacrifice for the sins of all humanity.

That was the theme of every message he delivered.

Phrases like: “We’re all sinners; Christ died for us all” and “I invite you to come to Christ tonight” were repeated again and again to make sure that people heard and understood his message and knew what he was asking them to do.

He stressed the need for a personal relationship with God through faith in Jesus Christ. He would often say that “baptism doesn’t save us, church membership doesn’t save us, observing the sacraments, doing good deeds, even holding positions of church leadership doesn’t save us. We are saved when we repent of our sins and believe in Christ for our

salvation.” Those words resonated with everyone and hundreds of people responded each night to that message.

Second, Graham’s crusades brought people of all faith traditions together for eight days of meetings.

But every person who made a commitment to Christ was referred to a local church for follow-up visits and additional guidance. His goal was always to complement the work of the local church; not to compete with it; which is why he ended every crusade service by saying: “Please, go to church this Sunday.”

Like all preachers, Graham had his critics. But he had an even deeper sense of who he was, what he had been called to be and what he had been called to do.

And he remained faithful to that calling until he died.

For that, he deserves our admiration and respect.

In his life and ministry, Billy Graham brought God to the people in an extraordinary way. May he now rest in peace. May God be with him and with us until we meet again.

hat role do pets play in our lives?

I can only speak from my own experience.

From the time I was very young I have always had access to a pet. True, the first one was a working farm dog, never allowed in the house, but Rena and I, then Butch and I, spent countless hours together.

Sometimes gathering the sheep or cows, sometimes tramping the bush with a book and a 22. Yes, I grew up with a gun. My father insisted that I know how to use a gun properly, and the year there was a bob cat prowling the home bush, it was required that I not head out there without the gun.

And cats. Farm cats, also not allowed in the house, still were cherished pets.

As we children grew older, cats did become house pets.

Those sundry small animals allowed me to cuddle and cherish, allowed me to formulate thoughts and feelings, all without any

Once managing a home of my own, cats and dogs were a natural part of everyday. Not every critter was allowed indoors, and the pattern repeated itself, as my children grew up and away, animals in the home became the norm. There was the wee kitten rescued from the ditch that we doll bottle fed until it was old enough to lap from a saucer, the dogs that adult children needed to farm out, and the occasional stray that stayed. And now I have two dogs that helped me maintain my sanity after my partner of 40 years died.

They needed to get up and out even if I didn’t want to.

Responsible pet ownership dictates that their needs must be met.

So, where am I going with this? I acknowledge that the pets in my life truly benefitted my mental health, my self-awareness and my sense of responsibility. Today I watch people I care deeply about struggle to balance a budget and maintain a pet. For those on any form of government assistance there is no money allocated for a pet, never mind for transportation, communication, or entertainment.

I recognize that the funds supplied are designated for basic human needs, food and shelter. And medical needs. We are so much more than flesh and blood.

We are artists, creators, dreamers and yearners.

The warmth of a pet on the lap, or snugged in beside us in bed, the welcome voice of someone who cares enough to call, a trip out to visit a friend or family member, things that the majority of us take for granted, are denied to many that need it desperately.

I k now t i me s a r e changing, and I give grateful thanks. Individuals depending on food banks can now, at times, obtain food for their pets. There are folks that would do without necessary food to provide the physical needs of their four footed family member. It takes a bit of thinking outside the existing box to be comfortable with donating pet food to food banks. It takes a bit of courage to petition our overly petitioned government to find the funding to include some extra money for those on assistance. Let’s think outside the box.

Observation

Many thoughts are crossing my mind this week. The kids are enjoying a week free from school. It is the time for chocolate bunnies and eggs, but also new life born on the farms. Calves are born and bunnies, kittens and puppies will follow soon.

However my main thought this week is the commemoration of the crucifixion and resurrection of our Lord and Saviour, Jesus Christ. His death was foretold by the prophet Isaiah in the Old Testament. Christ, who had no sin, carried our sins to the cross. His blood was shed for our iniquities.

HE HAS RISEN!! When the women came to the grave, they found it empty and the angel told them that He had risen from the dead, just like He said.

This Easter let us celebrate that Jesus Christ has risen from the dead and is alive. May it be a real celebration for all of us. His redemption is free if we let the Lord have His way in our life.

Just don’t go there

The next time you are tempted to try an internet “quiz”, pass up the opportunity if you value your privacy. Very few people will invent a quiz just for fun. Most are looking for a return on invested time and your personal information is marketable. No hacking required, no pesky firewalls or passwords to circumvent; just put out an enticing quiz to get what you want.

Many of you will have experienced receiving an e-mail or visiting Facebook to find a post that says: “According to this quiz I should have been a (doctor, lawyer, accountant, artist, etc.) or I am an xxxxxx (where do you fit on the political spectrum?) with a link to try the quiz yourself. There are dozens of variations of the internet quiz.

It all seems innocuous and a bit of a break for a giggle or two.

However, by taking the ‘quiz’ you are going to a new web site and the quiz is designed to reveal a lot about what you like and dislike and how you think.

It never occurs to you that when the site asks for your e-mail address to receive the results, the objective is to link you to the information you have provided (all in fun). Your personal data has been harvested and kept for future use in selling you things or in sending you political messages as a couple of examples.

You unwittingly and willingly went to a site that harvests your personal information. It is probable that if you try to access the same site a few weeks (or even days) later, it will have disappeared. It has not disappeared at all. The site name and web links will have changed but the harvesting operation continues 24/7.

It is only one of the many ways that your personal information is taken without your knowledge or consent. You get no warning that the answers you provide will be recorded and kept. That is illegal which is why the names and internet links change rapidly and the harvester frequently changes computer servers to avoid tracing and detection.

By the way, what your real personality?

It is tempting, isn’t it?

I strongly recommend you do not go there.

Tempers flare as prayers become personal

The excitement in the Valley was palpable that Tuesday evening as the good folks made their way to the fellowship hall of the Anglican Church for what would soon be known as “The Debate of the Century.”

The atmosphere was similar to that of a county fair or street carnival as a group of Cooper’s loyals waved signs proclaiming, “Down with the Bank of Canada!” while the Ladies of the Auburn Hat Society passed out lemon cookies to children trying to hang on to their parents along the crowded walkway.

Campaign attire revealed the sentiments of those in the crowd. Raymond Cooper’s supporters proudly wore “In Your Heart, You Know He’s Right” buttons, while those of “Silver Tongue” Dick Bland’s adherents proclaimed, “God’s Own Man.” Absent from the festivities were any signs of support for the Juliet Stoughton, the last-minute candidate who tricked Cooper and Bland into taking part in a debate just two days before the mayoral election. I suppose it was hardly a surprise as only a handful of Valley residents had met Juliet in the year since she moved to the Valley.

Iris Long hurriedly finished laying out Wednesday’s issue of Lennox Valley Hometown News, leaving only space for a front-page photo and story about the debate. Next to the debate story she listed the results of a just-completed poll of Valley voters under the headline, “Valley Poll Full of Surprises.”

Iris left the newspaper office and hurried over to the debate site carrying her well-worn camera and note pad. This election was the biggest story of her long career and she wasn’t about to miss the fireworks about to take place at the Anglican

Church.

Neither Lennox Valley nor Springfield was big enough for a network-affiliated TV station. However, students at Spring County Technical College were on hand to broadcast the debate over the local cable access channel.

Using her inf luence as secretary of the Spring Valley Business Club, Vera Pinrod made arrangements for Matt Pinkin, meteorologist at Channel 6 News, to travel the 60 miles to Lennox Valley to moderate the debate.

All the ingredients were present for a slugfest of historical proportions. The candidates lined the stage in three chairs, with Mayor Dick Bland in the center seat. A single podium graced the stage, blocking those along the centre aisle from seeing Bland clearly. A microphone was mounted on the front of the podium connected to a portable speaker on the floor below.

Moderator Pinkin took the stage, provoking an almost deafening roar from the audience. Celebrities were rare in the Valley, although 1998 saw more than its share between TV evangelists and performers at the county fair.

As the crowd watched in silence, a coin was tossed determining who would speak f irst. Raymond Cooper would be first, followed by Mayor Bland, then Juliet.

The moderator told each candidate to make a oneminute opening statement.

Cooper approached the podium as a sizeable portion of the audience cheered.

Looking over the assembly, he paused, then asked everyone to bow their heads.

As everyone except Iris Long lowered their heads, Raymond began to pray, “Let not the foot of pride come upon me, and let not the hand of the wicked drive me away. There the doers of iniquity have fallen. They have been thrust down and cannot rise.”

His fans were beside themselves. Their champion once again was led

by God to deliver a heartfelt prayer. That it came straight from Raymond’s “Book of Famous Prayers” was unknown to them.

Dick Bland was a seasoned politician. Not to be outdone, as his 60 seconds began, he also asked the audience to pray with him.

Quoting directly from Judges 15, “Silver Tongue” prayed, “Lord, I have been smitten by the jawbone of an ass.”

That’s when things began to get out of hand. Cooper supporters took the prayer personally as Bland loyalists cheered the mayor on. It was obvious the meteorologist was in over his head.

Just when it seemed that the debate might have ended before it began, the crowd hushed as Juliet Stoughton took her place behind the podium.

I took a trip one weekend this winter without packing my suitcases. Friends and I travelled to Israel; I did the cooking and they provided the pictures and travelogue.

Great way to travel! I am sharing two of the recipes I used for the meal. Try them and enjoy your adventure.

The flavors in this Kofta (spiced meatball) are delicious.

The little oval meatballs are juicy and packed with taste.

Kofta 1 1/2 -2 lbs. of ground beef 1 small onion, very finely diced 2 large garlic cloves, minced 1/4 cup finely chopped parsley 1 1/2 tsp. cinnamon 1 1/2 tsp. allspice 3/4 tsp. nutmeg 1 tsp. salt 1 tsp. pepper

3/4 tsp. cayenne pepper Sauce: 1 cup of Tzatziki dip/ sauce 2 Tbsp. lemon juice 1 clove garlic, crushed Garnish: 1/2 cup chopped cilantro 1/4 cup toasted slivered almonds paprika

Put all the Kofta ingredients in a bowl and mix well.

Shape into little torpedo shaped fingers about 3 inches long. Place on a platter in the fridge until ready to cook.

Place on a cooking sheet and bake in a 375° oven for 15-20 minutes or until cooked through. You do not want them over cooked as it will dry them out. Mix the sauce ingredients and place on a serving tray. Place the meatballs on the sauce. Put them back in oven for 2-3 minutes for the sauce to warm up a bit. Garnish with the cilantro, slivered almonds and a dash of paprika.

3 medium beets, cut into match stick size 2 medium carrots, cut into match stick size 2 cups Jicama, cut in match stick size 5 large radishes, cut in match stick size 1 cup celery, cut in matchstick size 1/2 cup of cilantro or

parsley, chopped Dressing: 5 Tbsp. olive oil 4 Tbsp. lemon juice 3 Tbsp. red wine vinegar 1/2 Tbsp. fresh lemon zest 1 Tbsp. sugar 1/2 tsp. salt 1/2 tsp. pepper

Prepare the veggies. Mix the dressing ingredients together. About 1 hour before serving mix together and refrigerate until ready to serve. If you have a mandolin the match stick size of veggies are much easier to make.

The town of Gladstone came out en masse to help commemorate their Curling Club’s 125th anniversary Mar. 23-25. A banquet was held over the weekend as part of the Open Bonspiel, which featured over 60 teams and more than 300 people attending.

1998: Sylvester wins the Rosebowl

80 years ago Tuesday, March 29, 1938 If you want to hear motorists “blow up,” ask them about the condition of Highway No. 4 between Neepawa and the Arden ridge. What with holes and corduroy, it is described as a real “gizzard shaker”. Coming off the good stretch between Gladstone and the ridge, it is the more noticeable. Whether or not the government intends to put this section in good shape this season is not known. What should be done and what is going to be done are two different things.

70 years ago Thursday, March 25, 1948 Congratulations to Bert and Dempsey Allan of Riding Mountain who won first prize in the Regional Contest of the National Barley Contest for 1947.

The prize consisted of $160 and 10 bushels of Montcalm barley. Total value of the prize was $210.

This prize was awarded to a sample taken from their cartload of O.A.C. 21 Barley.

60 years ago Friday, March 29, 1958 The Dairy Science class from the University of Manitoba, under the guidance of Dr. J. M. Nesbitt and Assistant Dairy Commissioner Kerr, paid a visit to the Neepawa Creamery on Tuesday morning. The purpose of the trip was to acquaint the students with the manufacturing methods now used in the dairy industry. While in Neepawa they were also shown through the Neepawa Salt Well.

50 years ago Friday, March 29, 1968 A new principal for Neepawa Area Collegiate Institute has been selected by the Beautiful Plains School Division Board to succeed Cecil Cox, who has been promoted to superintendent of the Division. After reviewing 10 applications received for the position of Neepawa Collegiate principal, the board approved the application of Ivan Trail, currently the principal of Shilo Collegiate. Superintendent Cox was authorized to negotiate a contract with Mr. Trail for the position.

40 years ago Thursday, March 30, 1978 Neepawa hockey fans are looking forward to Sunday, April 2, when the Neepawa Bantams play against a visiting Bantam team from Hammarby, Sweden at 1:30 p.m. in the Yellowhead Arena.

The Swedish players are in Canada to compete at the Lions’ International Bantam Tournament in Winnipeg and accepted an invitation to play an exhibition game here. The Neepawa team will be coached by Bud Johnson, assisted by Don Martin.

Sylvester said although she hasn’t made any career plans she “hopes music will be a part.” Along with the Rosebowl, Sylvester was awarded the Dr. Bjarki Jakobson scholarship. The runner up to the Rosebowl, Allison Bailey was awarded the Patricia Middlemass scholarship.

It’s not about money,

it’s about the nature of democracy A special editorial from the Manitoba Community Newspaper Association

O

n Dec. 4, Cathy Cox, provincial minister of sport, heritage and recreation, tabled Bill 8, The Government Notices Modernization Act, for first reading in the Manitoba legislature.

At first glance, the bill seems procedural, even innocuous. Its first part proposes that The Manitoba Gazette, the government’s official online portal for legal notices, be made available to the public free of charge. It then recommends amendments to 24 statutes relating to the government’s publication of official notices, removing requirements that such notices to be published in local newspapers and replacing them with the requirement or option of publishing them in The Manitoba Gazette.

But all is not what it seems at first glance.

The Manitoba Community Newspapers Association wants to make it perfectly clear that, by doing away with requirements to publish government not ices in newspapers, the Progressive Conservative government of Premier Brian Pallister will make it even more difficult for Manitobans to monitor its activities and business.

Most importantly, this bill will affect the manner in which everyday Manitobans learn about things such as changes to school board boundaries or hu-

man rights complaints.

Let’s be honest here.

The Manitoba Gazette is a little-known house organ that catalogues items of government business which must be legally published, such as notices to creditors of an estate or notices of legal name changes. It is generally only used by people in government or legal circles and it is genuinely difficult to find online, even when using the search window on the government’s own website.

Making something accessible does not necessarily mean people will use it, and making The Gazette free does not mean the public will visit the website. The whole point of a legal requirement to publish government notices is to ensure that such information is broadly distributed. The 49 member papers of the MCNA deliver hundreds of thousands of newspapers to the doors and

mailboxes of Manitobans throughout the province each week. Our readers see those notices and thus learn of public hearings on f lood prevention or the use of fertilizers and pesticides in nearby farmlands.

Bill 8 will effectively bury such notices in an internet backwater, while t he gover n ment tout s phrases such as “openness and ease of access.”

Not about money It will likely be pointed out that MCNA’s member newspapers earn money from publishing public notices. Rest assured, the sum of that revenue is not significant enough to be make-or-break for our members.

This is not a money issue. It is a question of the openness of government and the nature of democracy.

Rather than reaching out directly to the people who may be affected by their notices, via a medium

that is still very much useful and familiar, this government is content to wait for people to somehow discover what is happening by visiting a website they’ve never heard of.

The scenario rather begs the question: What other information would this government like to obscure?

Ag Expo returns to Neepawa Yellowhead Hall will be jammed with exhibitors

The inaugural Neepawa Ag Expo was held in 2017. and featured 35 exhibitors. This year’s event is expected to host many more.

By Ken Waddell Neepawa Banner & Press The 2018 Neepawa Ag Expo will feature several guest speakers, some good food, a lot of information and a giant Ag auction.

The first annual Ag Expo was very successful last year, but committee member Matt Lowry said, “The number of exhibitors and sponsors is up by a considerable number.” At print deadline, there were 48 participants, up from 35 in 2017.

The Ag Expo showcases industry dealers and suppliers from a wide area. Exhibitors display their equipment or supplies and services to area growers and producers.

Display areas are set up courtesy of the hockey club at Neepawa’s Yellowhead Centre Hall and in return, the exhibitors offer up product and services for the large auction which is scheduled to start at 6:30 p.m. The show starts at 2:00 p.m and the there will be a Happy Hour at 4:00 p.m. A Beef-on-a-Bun supper is being served at 5:30 p.m.

The Ag Expo is a major event in the lead up to spring seeding. “It’s a major fundraiser for the Native Hockey Club. It’s greatly appreciated,” said Natives team president Ken Waddell. “Only about 20 per cent of a junior hockey team’s income comes from season ticket and game day ticket sales so a project like the Expo that serves the Ag community is a great boost both for the team and the farming community,” Waddell added. “The team is intent on adding quality events for the community in addition to the actual hockey games. There is so much more to the team being part of the community than just our hockey games.”

The Ag Expo income will largely go towards the team’s ice bill at the Yellowhead Centre. Waddell said, “The team is the largest single team ice rental customer at the YHC and 34 per cent of the income at the Redline Grill comes from Neepawa Natives games.”

The Neepawa Natives have been a community owned team for 11 years. Each year the team holds a public annual meeting (AGM) and a board of directors is elected.

The team has over 1,500 names of fans, supporters and alumni in their data base and over 100 volunteers work with the team over the course of the year.

Lots to like from Neepawa Natives Prospects Camp

Young hockey prospects from across the province recently hit the ice hoping to make a lasting impression at the Neepawa Natives annual spring evaluation camp.

The event was held at the Yellowhead Arena on Mar. 23-25 and featured a mix of draft eligible players, as well as members of the MJHL club’s 50-man protected list.

Neepawa Natives general manager Myles Cathcart said just under 100 players participated in the camp and that the level of talent that was on display was impressive.

“The 2003 draft eligible group of players was very strong this past weekend.

This was the first experience for all of these players at a junior camp and they impressed the scouting staff. We have been watching these players all year and it was good to have them all in one spot to evaluate together. Many of our list players have developed as the season progressed and it was nice to see their progress. We had a few other players that impressed us from other areas of North America, so we can now track them to continue the process,” stated Cathcart.

Cathcart, along with head coach Dust in Howden, director of player personnel/head scout Byron Billett and the rest of the scouting staff evaluated the players through a series of intense practice and drill sessions and several scrimmages.

returning players.

“I was really pleased with the level of talent that was out there on the ice and with the intensity that was displayed,” Howden said.

“One pleasant surprise was the physicality of the scrimmages. [The prospects] realized that with so many players aging out this past year, there are opportunities to make this team next year. We could use a little extra grit in the lineup, so that was good.”

A few pleasant surprises Howden also said there were a few under the radar players who came in and took full advantage of the opportunity. He added that the team will look to lock in those surprise prospects and take a closer look at what they can do come the fall.

As the camp drew to a close, an important component of the weekend took centre stage, in the form of the exit evaluations. These sessions involve the players sitting down with staff from the club and discussing elements of their game that they could work on and

suggestions for the best way to improve or refine their skill set. Cathcart said the response to these examinations has always been very positive, as both the players and their parents appreciate the honest assessment. He added that it’s important to provide the type of feedback that the prospects can use to improve their game.

Cathcart also thanked the veteran players who participated in the camp.

He noted they served as great ambassadors for the organization.

“I want to add our returning players were very professional this past weekend. Communicating with the young kids and promoting the community of Neepawa and the organization. The players are not obligated to come to this camp, but many came to support the team.

It is nice to see them give back to the team.”

The next big event for the franchise will be the 2018 MJHL Bantam Draft, which is set for June in Winnipeg.

Local youth recently had the chance to learn about Canada’s national sport.

No, not hockey; Canada’s other national sport. A lacrosse skills camp was recently organized by the Town of Neepawa and the Manitoba Lacrosse Association (MLA). The workshops were held on Monday, Mar. 19 and Thursday, Mar. 22 at Hazel M. Kellington (HMK) Elementary School, with the sessions split into Kindergarten to grade four age participants and grade five and older.

Town of Neepawa director of recreation services, Nicole Synchyshyn said the camps went really well, adding that for many of the kids, it was their first experience with lacrosse.

“In total, we had 84 youth participating. That’s a solid number to start off with, as many of these kids have not played the sport before,” stated Synchyshyn.

“Once [the participants] were taught the basics of the game, however, they really took to it. I’d say that the response was overwhelmingly positive.”

The skills camp was operated by Jeff Michaluk and Jerrett Smith, with Michaluk serving as the local facilitator and Smith as an instructor. Michaluk said his son took up the sport in Saskatchewan, before the family moved to Neepawa.

He said it proved to be a great companion sport, to go along with hockey or baseball.

“It’s a great sport for improving hand-eye coordination and cardio. It’s good for hockey. It’s good for baseball. Catching, throwing, running. And it’s just something new for the kids to try,” Michaluk said.

Smith, meanwhile, has been involved with the sport at a high level for several years, having played junior “A” in Ontario for several years. The Winnipeg native was also a prospect for the New England Black Wolves of the National Lacrosse League. He said introducing the game to a new generation of players is very fulfilling.

game in a community like [Neepawa],” stated Smith.

“It’s good to see the enthusiasm of the kids for the sport.”

The long term hope is that a youth league could be developed for the area.

A similar effort was put forward in Carberry a few years ago, and has seen several local teams formed there.

Synchyshyn said it would be great to see something similar happen here.

“We’ve been in discussions with the organizers of the teams in Carberry.

They’ve been very helpful

in walking us through the process. What we’d like to do here is develop a similar program in Neepawa.

Perhaps a couple teams to start and if there is enough interest, a youth league. But for right now, this is just the test run, to see what’s the interest. We’d need to purchase lacrosse nets, sticks and other equipment, if we decided to move forward.

What we need right now, is simply to know whether or not, there is genuine interest in bringing lacrosse to Neepawa.”

Obituary Joan Laureen Cox (Sulkers) 1934 -2018 With grace and peace, Joan Laureen Cox passed away in Neepawa, Manitoba March 21, 2018.

Joan was born March 19, 1934 in Winnipeg, Manitoba to Hermanus and Johanna Sulkers. She grew up on the family farm just outside Transcona. After graduating from Transcona Collegiate, she continued on to business school and then, to St. Boniface School of Nursing. She graduated as an RN in 1956 and headed north to Lynn Lake to work. Shortly after arriving, she met the love of her life Gordon. They married March 16, 1957.

Joan loved to nurse and her work as a hospital administrator, but for many years she also ran Joan L. Cox Ltd in Lynn Lake. She kept active outside of work too; volunteering on local and provincial boards; and with many service groups, including the Lions and Rebekahs. Joan and Gordon travelled whenever they could, including eight trips to Hawaii. After she retired, they would escape the cold Manitoban winters and head to Mesa Arizona. Retirement gave her time to do the things she loved, including reading, crossword and jigsaw puzzles, watching curling and the Blue jays. Still, one of her greatest joys was spending time with her children and grandchildren.

Joan was predeceased by her husband, son Kenneth James, parents, and brothers Albert and Richard. Left to cherish her memory are her children Lorne, Barb (Cliff) Halwas, Dena (Bill) Karlson, and grandchildren Clayton, Brittany (Conor), Ben (Elizabeth), Michael and Ally. Mom will always be in our hearts and we are forever grateful to have had her in our lives.

The family would like to extend their gratitude to Doctor Ong and the staff at Neepawa Hospital, the staff at Country Meadows Personal Care Home and Rossburn Personal Care Home for the wonderful care and love given to Mom. Lillian Mary Wiebe (nee Letkeman) passed away peacefully at Neepawa Hospital at the age of 82 years on March 19, 2018 with her family by her side.

Lillian was born April 30, 1935 in the RM of Stanley. She was the first born child to Abram and Olga (Dyck) Letkeman. She grew up in the 1-6 District west of Morden. Two sisters and six brothers were added to the family and she was a great helper to her mom, caring for the younger ones and grandma taught her to bake bread, prepare meals, milk cows and all the other household chores. She grew up working hard.

Lillian went to work in Winnipeg. When her youngest sister was born she returned to her family home to assist her mom in caring for the needs of the family.

Later, she got a job in the Carman Hospital as a cook and that’s where she met the handsome John Wiebe who was there because of a mishap. On May 5, 1957, she became his bride and they set out on their life starting in Carman and then in Calgary. It was mom’s dream to own a farm and for a short time they farmed land north of Amaranth MB. In 1964 they bought land northwest of Glenella and settled down to farm life and raise their family of two daughters and three sons – Marlene, Arthur, Gordon, Sharon, and Harvey.

Besides caring for her family – cooking delicious meals, baking wonderful buns and pies, growing a huge garden to feed the family, canning vegetables, fruit, fish etc., making wool blankets and sewing clothes for her family - mom was dad’s right hand man. Milking cows, raising chickens, driving tractor, stooking bales, trucking at harvest, and the “go for”.

She also enjoyed her church family and was involved in each place she lived.

In 1979 she started working outside the home at Eastview Lodge and that opened up a whole new world of caring for the elderly and formation of friendships.

After retirement she enjoyed the grandchildren, and sewing quilts, especially blue jean quilts and many other crafts, as well as playing cards with friends.

Mom loved her farm and she was determined to stay on the farm her whole life; and she did.

Lillian was predeceased by her husband of 58 years, John; her parents, Abram and Olga Letkeman; sister, Margie; brothers, Ben, Thomas, Charles, and William.

Lillian is survived by Daughters: Marlene and Sharon (Dave) Rempel. Sons: Arthur (Teresa), Gordon (Debra) and Harvey. Grandchildren: Art - Brian (Brittany) and Kyle Wiebe, Jeff, Jon and Josh Fiskel; Gordon – Leanne (Donovan) Haus and Joanne Wiebe; Sharon – Coleman (Karly) and Alix (Jackson). North Dakota’s Special Olympics basketball program has a special connection to Neepawa. On Mar. 9-10, Minot State University (MSU) hosted the Special Olympics North Dakota (SOND) Basketball Tournament. This years event in Minot featured over 500 athletes participating in either adult and youth divisions and a grand total of 32 teams involved. One of the teams was the Minot Beavers, who are coached by Shelby Gillies of Neepawa.

Gillies, who is currently a junior at MSU, has been working with some of these athletes for the past three years, through the University’s Disability Services program called ASTEP. For two of those years, she’s served as either an assistant or head coach for basketball.

In an interview with the Banner & Press, Gillies noted that it is it’s extremely fulfilling to be involved with this endeavour.

“It is always awesome to see the athletes having so

much fun. They’re excited to participate in the tournament. Leading up to the tournament, we practiced for an hour, twice a week for seven weeks and attended the district tournament. It is exciting for [the coaches and volunteers], because the athletes, they are always smiling, always so happy.

They’re excited about what they’ve accomplished and for the chance to do well, potentially win! And they should be, because they have put in a lot of time and practice to get there.”

While these players still go into the tournament with that competitive fire burning inside them, these games are about much more than just winning. Gillies noted that the participants cheer one another on and celebrate their accomplishments; a level of sportsmanship that many other sports programs could, perhaps, take a lesson from.

“They truly embrace the motto of the Special Olympics: ‘Let me win.

But if I cannot win, let me be brave in the attempt.’” noted Gillies.
