We have a new voice in Ottawa speaking for us, as Conservative candidate Dan Mazier has been elected as the Member of Parliament (MP) for

the Dauphin-Swan RiverNeepawa electoral riding.

Mazier was able to claim the victory on Monday, Oct. 21, with 24,942 votes, an impressive 64.5 per cent of the total vote. Laverne Lewycky, the NDP candidate, finished well behind,

in second, with 5,404 votes, while Cathy Scofield-Singh was third, with 5,103 total votes.

Former fire hall in Neepawa going out with a bang

From Oct. 21 to 23, people living and working near the former fire hall building in Neepawa may have noticed some unusually loud noises.

During that time, First Avenue between Hamilton and Mill Streets were closed while the building was being used for police training exercises. The loud noises were controlled explosions in the old fire hall, to simulate different situations the police might encounter on the job.

Having served one final purpose, the plan for the old fire hall is demolition. The Town of Neepawa expects it will be demolished next spring, as there are still steps that have to be taken before any work can commence.

Canada at the crossroads

his little list shows a fatal flaw in the Canadian tapestry. It shows the 2018-19 equalization payments that provinces receive, a long standing system that aims to bind Canada together.

NL - $0 British Columbia - $0 Alberta - $0 Saskatchewan - $0 PEI - $419,000,000 Nova Scotia - $1,933,000,000 New Brunswick - $1,874,000,000 Quebec - $11,732,000,000 Ontario - $963,000,000 Manitoba - $2,037,000,000 Equalization payments are intended to help provinces get through some tough times, drawing on the resources of “have” provinces to support “have-not” provinces. The problem is that the list of “have-not” provinces always seems to be the same list and to be on the receiving end and the “have” provinces giving.

For Canada, this list is a huge problem. The Maritimes get payments year after year. Quebec gets huge payments, year after year.

Manitoba limps along, gathering payments year after year.

Six months ago, all this may not have meant much. Political life plodded along, without much thought about this obvious financial fracture in Canada. But all that changed on Monday night, as the election results rolled in.

Quebec said loud and clear that they want sovereignty, they want out of the Canadian federation.

We all thought that separatism was dead, but au contraire, it is alive and well, flourishing in fact. The separatist Bloc Quebecois and the people of Quebec have told us, they want out. How will Quebec finance their $11.7 billion dollar deficit without neepawa

Ken Waddell holding hands with the “have” provinces? The BQ leader said on election night that sovereignty will have to wait. Of course it will, as he and his predecessors know very well, Quebec can’t survive without the annual gift from the “have” provinces.

Alberta and Saskatchewan voted almost exclusively Conservative in an almost total regional repudiation of the ruling Liberal party and its leader, Justin Trudeau. Considering those two contrasts leaves us all with a very divided country.

Quebec wants out. Letting Quebec have the desire of its heart would save the “have” provinces billions of dollars. With the continued repudiation of western values, desires and economic viability, Western Canada will obviously talk seriously about separation.

The saving in taxes and not having to concede the resource stifling nonsense forced upon them by Quebec (and to a certain extent by the Maritimes) the West may well abandon their now ancient cry from the 1980s that “The West wants in”.

They may well want out of a union where they are no longer wanted.

So where does this leave Manitoba? Over two billion last year in the equalization hole, Manitoba is far from being a “have” province. The Pallister government is making some baby steps in that

direction, but without a major upswing in food production and processing, mining, forestry and manufacturing, Manitoba could have a hard time convincing the three western provinces to adopt us into the Western Canadian family.

If Manitoba doesn’t accelerate its development, we will get left behind economically, if not politically.

Monday’s election is enough to make me want to be a separatist, albeit an unwilling one. The shameful fact that Manitoba is still a “have-not” province spurs me on to encourage economic development. All Manitobans need to apply our natural resources, skills and human resources to get Manitoba to the point where we can proudly say we pay our own way. We won’t keep leaning on our western neighbours for handouts.

And we won’t be part of the political blackmail that the Bloc Quebecois wants to force us into.

Manitoba will never have the political power to over balance eastern influences, but shame on us if we don’t grow up and get on the road to self-sufficiency.

e hear a lot about the east-west divide in federal politics, but that might not be the whole story. I read a column in a recent edition of the Moosomin World-Spectator about the urban-rural divide in Canadian politics and it got me thinking– what if that’s the cause of much of the divisiveness we see today?

by P.J. Fournier. Kate Fournier is an Jackman-Atkinson astronomy and physics professor and a political commentator. The site features statistics and analysis, including compiling various polls, and an interactive map,coloured to represented the party each riding is expected to elect. In the lead up to the election, except for the northern parts, the prairies were coloured dark blue and on Oct. 21, they overwhelmingly elected Conservative MPs. Is this a case of east versus west? I always thought maybe so, but when you look at rural Ontario, it’s also trending blue. Maybe it is something else.

On Sept. 29, Maclean’s published an article by Fournier called, “The urban-rural divide, right along party lines”. It combined data from Statistics Canada about each riding’s population density with Fournier’s seat projections and it showed the starkness of the urban-rural divide.

In the lead up to the election, of the top 20 most densely populated ridings, apart from one considered “safe NDP”, the Liberals were competitive or expected to win in the rest. It’s more or less the same story, until you get to number 54, the Quebec riding of Beauport-Limoilou, with 2,872 people/km2, which was expected to be a toss up for the Conservatives. By number 67, we start to see a more even split between the Conservatives and Liberals, with some NDP representation. Then, at number 200, where there are 104 people/km2, the ridings increasingly favour the Conservatives.

This holds until Canada’s eight most thinly populated ridings, which favour the Liberals or NDP. Fournier notes that in the middle of the list, there is little correlation between population density and projected winner, but that’s not the case at either end. In districts where there are fewer than 100 residents/km2, the Conservatives lead in voting intentions. As the population density grows to over 2,000 residents/km2, Liberals take a significant lead over the Conservatives, even more so in the country’s most densely populated ridings. Of interest, Fournier found that while NDP support was stronger in the higher population density ridings, the party had a steady level of support across the country, with no correlation to population density.

If you think about it, this explains so much of what we see in our current politics. It explains ridings struggling to find candidates, as we saw in Dauphin-Swan River- Neepawa, which was without a Liberal or NDP candidate until close to the nomination deadline.

It explains the deep animosity we see between Liberal and Conservative supporters. Parties advance policies that their supporters value and if that support is highly concentrated in a certain type of riding, they won’t make strides to develop policies that will appeal to all Canadians. Do rural Western Canadians not vote Liberal because the party’s policies don’t reflect Westerners’ needs? Or do the Liberal’s policies not reflect the needs of rural Westerners because they don’t typically vote Liberal?

I don’t have the solution to this problem, but I know it does little to help unify the country. Our democracy needs healthy debate and a variety of ideas. We are a diverse country and finding issues that unite us is harder than those that divide, but there are things that transcend where a Canadian lives. In order for that to be the new reality, we all have to make a conscious effort.

Gratitude month, part four

A

few yea r s a go, at the invitation of her mom, my wife and I along, with her younger son, spent the Christmas holidays in Palm Springs, California. Our f lights took us through four different airports– three in Canada, one in the United States.

Just prior to our departure from Palm Springs, an event took place that raised the “security alert” status in the United States to Orange– one step below Red. We were told, as we checked in, that we could expect delays while passing through security; and we did. But we also experienced something that my wife and I have never forgotten.

Because of her stroke, Kathryn walks with a cane and wears a brace on her left foot. One of the female security officers approached her and led her to a chair in the screening area. The officer then proceeded to do a “hand search;” but not before getting Kathryn’s

FAITHFULLY YOURS Neil Strohschein permission to touch her and always using the back of her hand. We were overwhelmed by the respect and consideration this officer showed us that day.

A f ter we h ad been cleared, I asked if I could speak with her privately for a moment. My words were simple: “We know you have a job to do. My family and I would like you to know how much we appreciate your kindness and consideration.

We will never forget you or the kindness you have shown us today. Thank you so much.”

The lady smiled and said: “Sir, that is how we are taught to serve every person who comes through this area. It’s nice to know that our work is noticed and appreciated.” I don’t

know how the rest of her day went, but I know there was a smile on her face as she watched us make our way slowly to our gate to catch our f light home.

I have had a few occasions since then to do something similar. I am constant ly look ing for people who go above and beyond the call of duty to help a customer, serve a client or care for a patient in hospital or a care home. If I am able to do so, I personally express my gratitude for what I have seen. Saying a few words of thanks takes less than 30 seconds, but the impact it has on the individual can last for hours.

As I noted in an earlier column, God has given each of us a unique combination of talents, skills

and resources. He has placed us in our respective communities so that we can use these gifts to add value to the lives of others.

Sometimes, all it takes is a simple word of thanks to let others know that their hard work is being noticed, their services are appreciated and they are not being taken for granted.

In his letters to believers of the first century, St. Paul encouraged his readers to look for ways in which they could encourage others.

Random acts of kindness, expressions of gratitude and words of support are a few of the many ways in which this can be done.

Criticizing the actions of others is easy. Anyone can tell us what’s wrong with something we said or did. But that’s not what God asks of us. His desire is that we will look for the good in people, take note of the things they do well, thank them for what they’ve done and encourage them to keep on doing them. That’s something we should do every day.

Miss Daisy is the f light risk and she was safely beside me. Henry Hoover has separation anxiety and seldom lets me out of his sight, but he was gone. I walked around the yard, checked under the neighbour’s patio and the other neighbour’s garbage– Miss Daisy’s go-tos.

I asked children playing if they had seen a little white dog and they said with confidence that yes, headed west to the bushes. I walked around that block, peering into the bushes and calling.

Nothing.

It was my supper time and plans had been made, so I left the back door to the garage open and headed out, certain that by then, 30 to 40 minutes later, the prodigal would return.

I checked on our return.

Nothing! This was getting worrisome. I posted on social media that he had gone for a walk about.

Friends called, neighbours joined the search. They headed east, so I went west.

I then called the grands and asked for help. They headed to my home and I slowly cruised the back alleys and streets, praying not to spot a white smush on a road. My phone rang.

Hoover was captured and home. As the neighbours had circled the block, they spotted him, heading out of the bush, directly across the street from the house.

Thankfully, Hoover loves and trusts them and they brought him home, safely.

First, I was elated to

have him back. Then, cross as t wo st ick s. I had missed the Westman Youth Choir because of him and he showed no remorse. None. He wasn’t overly dirty. He wasn’t tired. He had room to consume his supper. Ah, but the tale was not yet told. As he lay beside me, I could hear the intestines rumble.

Noxious gas filled the area.

Noxious, I tell you!

There was one trip out before bedtime. Profitable.

There was a 2:00 am outing, also profitable. Then at 4:00, the sounds of retching sprung me from my bed.

Now if that was a sound on my alarm clock, I would never hit snooze or drift away to another slumber…

Yep. Bits of bone and cartilage, on the f loor. And one more trip outside.

Through out it all, Henry Hoover remained cheerful, annoyingly cheerful.

His sister discouraged him from coming back to bed and I didn’t blame her. Hoover suffered no ill effects. And I now slip on the leash, even for the midnight yard time. Can’t be trusted!

I should have suspected something, for earlier that day, both dogs really wanted to explore the west side of the street, something they have never before expressed an interest in.

Thanks to friends who cared and shared. Sorry to anyone Hoover may have annoyed– besides me! It is the price I pay for loving the little creatures.

These two little dogs have been my companions, encouragers and offer unconditional love and support. There are many of us dog lovers. The worry and caring, well, it’s worth it.

When I moved to Alberta, I did not realize how much I would miss my friends in Manitoba. Now I have been here one year and started new friendships. This happened because people looked out for me and wanted to get to know me. Friendship is a very important part of life. However, we need to look around us and see who needs a friend.

Jesus had many friends where He could drop in and spend a night. When we know Jesus in a personal way, we belong to Him. Jesus is our Saviour, our King, our Friend, the One who will always be there for us, no matter what or where we are or will be. The angel told Joseph in Matthew 1:21 “and she shall bring forth a son and thou shalt call Him Jesus: for He shall save His people from their sins.”

Jesus is our Saviour and will be a friend forever.

Letters

There is a debate on climate change

I was deeply saddened to read the letter on climate change by PhD student Reanne Ridsdale. I hope she is not doing her studies in science, because her letter indicates a profound lack of understanding about science.

She makes several mistakes in her letter. For example, “There is no scientific debate around climate change.”

This is preposterous on its face, because there is always room for debate in science. This is how science moves forward. As soon as anyone closes debate, they cease to be a scientist and have become an ideologue. The debate about climate science is ongoing and widespread and ranges from scientists who are deeply concerned not about warming, but about the possibility of an approaching “Maunder minimum” that will result in widespread cooling of the earth, to skeptics who simply do not accept climate science as being sound science properly based on correct use of computer models and statistical analysis, to the so called luke-warmers who agree the earth’s climate is warming, but do not agree on how much of that warming is due to carbon dioxide produced by humans and how much is simply the normal cycles of the earth.

Ms. Risdale’s letter also included other mistakes. For example, she quoted the 2018 IPCC Climate Change report, but that report references a Nature paper on sea warming that has since been withdrawn by the authors for a major mistake in the math that rendered the paper worthless. There is absolutely no evidence whatsoever for the claim that we have “12 years” to respond or our society is doomed. That is pure alarmist dogma of true believers in the religion of Catastrophic Anthropogenic Climate Change, not informed of science I know of.

Panama

As a land bridge between two continents, Panama is known for its famous canal that allows boats to sail between the two oceans without having to go all the way around the South American continent. This Central American country is bordered by Costa Rica and Colombia and is situated between the Caribbean Sea and the North Pacific Ocean. Panama, the name means “many fish”, is blessed by nature with a fresh supply of seafood. The country is very diverse, with mountains, rain forests, beautiful white-sand beaches and 1,500 islands to explore. It is a wonderful place for bird watchers, scuba diving with whale sharks, snorkeling the rainbow reefs of Bocas del Toro, or exploring the ruins of Spanish forts on the Caribbean coast. If that is not to your fancy, visit Bocas and tour the “Monkey Farm” botanical garden. Painstakingly carved out of 10 hectares of rainforest over two decades, it contains hundreds of species of trees, ornamental plants and wildlife. On the quieter side, tour the “Castle Inspiration”, built by Canadian Robert Bezeau. Made out of 40,000 PET bottles, it has four levels, measuring 14 meters high and was built to bring awareness of single use plastic bottles in our oceans. Panamanians are some of the friendliest people in the world and most of them speak at least some English, although the official language is Spanish. Panama is an international crossroads, with tourism being a large industry, so they appreciate and enjoy tourists.

In long ago times, Panama’s indigenous peoples lived beside both oceans and fished in mangrove swamps, bays and coral reefs. Panama became the first Spanish colony of the Pacific in 1501. The indigenous peoples were suppressed and many died with diseases and from cruelty. Today, they are five to eight per cent of the total Panamanian population and still live on ancestral lands and continue to strongly hold on to their traditional culture and language. Panama broke with Spain in 1821 and joined with Colombia, Ecuador and Venezuela to form the Republic of Gran Colombia. This republic dissolved in 1830 and Panama remained part of Colombia.

In 1878, France was granted the rights to build a canal. After malaria and yellow fever claimed over 22,000 lives, the French declared bankruptcy and abandoned the project. In 1903, Panama split from Colombia and permitted the U.S. to continue building the canal. In 1914, the canal was finally completed, owing to the efforts of 75,000 laborers, many who perished during the construction. Over the years, there were violent clashes between the Americans and the Panamanians. In 1999, the U.S. ended nearly a century of occupation in Panama by closing all of its military bases and turning over control of the canal to the Panamanians.

Panama has also been a crossroads of many cultures for many centuries and this is reflected in its cuisine. Panama has had Spanish, American, Afro-Caribbean and indigenous influences with its own tastes in terms of ingredients, spices and cooking methods. They have an abundance of seafood, fresh fruits and vegetables. Most of the traditional food contains rice, meat, beans, yucca root, plantain, yams and coconut.

Arroz con pollo and sancocho, two chicken dishes, are considered national favourites.

They eat a lot chicken! The most common side dish seen in Panama is Arroz con Guandu. Essentially, rice is cooked with some sort of peas, beans and spices to create a great tasting rice dish. Platano Maduro is everywhere in Panama. It is the plantain cut in small slices and fried. Hojaldras are fried dough slices, a Panama breakfast staple. Ropa Vieja, literally translates to “old clothes” in Spanish. This is a beef stew made with flank steak, garlic, onions, bell pepper, diced tomatoes, cumin and bay leaf. Bofe are cooked cow lungs. The texture of bofe is sort of spongy and it is often cooked in a thick sauce. Sao are cooked pig’s feet in a vinaigrette dressing. No Me Olvides are a perfect way to finish any meal. This ice cream cup is made with a cookie layer, secret sauce and whipped cream, all things delicious. Raspados are Panamanian snow cones, topped with sweet syrups and condensed milk and are sold everywhere.

This recipe is a favourite salad for special occasions. Adding beets to the potatoes adds sweetness and a beautiful colour. This salad can be eaten warm or cold.

Ensalada de Papas (Pink Potato Salad) 4-5 medium potatoes 1/2 cup chopped cilantro 1-2 carrots, peeled and sliced in large pieces 1 clove garlic 2 beets, washed 2/3 cup mayonnaise 1 tsp. salt 1 tsp. prepared mustard 3 hardboiled eggs, peeled and diced salt and pepper to taste 1/2 cup diced green onions Peel and quarter the potatoes and put in a large pot. To the top of the potatoes, add the carrots and salt. Add water and cook until the potatoes are just tender. Drain water. In another pot, add the beets and water and cook until beets are tender. Drain the water off. Peel and dice the beets. Mix the onion, cilantro, garlic, mayonnaise and mustard in a bowl. Add the vegetables and eggs and mix to coat with the mayonnaise.

Season to taste with salt and pepper.

Help HOPE scare away hunger on Halloween night

Halloween is scary, but so is hunger. Over 845,000 Canadians use a food bank every month and about 40 per cent of them are children. Here in Neepawa, on average, the local Salvation Army, now renamed the Neepawa Community Ministries Centre, helps approximately 15 to 20 families per month.

This past September, 1,186 lbs of food was provided for families in our area, translating to $3,083 worth of food. To help support this very important issue in our community, the NACI HOPE group

will be out on Oct. 31 to “Scare Away Hunger!” Students will be “trick or treating” for non-perishable food items. Some non-perishable food items that are needed in our area include: canned meats, canned fruit, cereal, coffee, flour, sugar, rice and school snacks, such as granola bars.

Students will be going into the community and will be knocking at your door between 6:00 and 8:30 pm on Halloween night to collect any food or monetary donations. The food and money will all be given to the Salvation Army to help families in need in our community and area. Help HOPE “Scare Away Hunger” on the scariest night of the year!

What’s the BIG Idea? awards almost $10,000 to new businesses in Westman

Thursday, Oct. 17, at the Neepawa Legion.

The Town of Neepawa and the Minnedosa Area CDC returned as partners to host the full day entrepreneurship event, including guest speakers, an entrepreneur trade show, and the pitch competition, where entrepreneurs from M innedosa, Neepawa, Gladstone, Brandon and Killarney competed for cash and prizes.

From Minnedosa, McKay Lodge, a bed and breakfast opening in a designated heritage home owned by entrepreneurs Andrea Playter and Sean Traill, collected a $1,000 prize from Minnedosa Area CDC, $500 from the RM of Minto Odanah, as well as a marketing package from the Minnedosa Tribune. Dressed with Dignity, pitched by Wendy Jarema, provides clothing alterations to seniors with disabilities and received $500 plus a one-year membership from the Minnedosa Chamber of Commerce and a marketing package from PromoTime, Neepawa Banner & Press and Provost Signs. Gill Smith presented Valley Life Beginnings, a new community daycare, and earned $1,000 from the Town of Minnedosa and $500 from the Minnedosa Rotary Club.

Neepawa entrepreneur Mike Reader pitched his business, Mike’s Machining, a machine shop specializing in props and replicas from sci-fi and Hollywood movies, and was awarded with $1,000 from NADCO and $150 from the Neepawa Lionelles. Amanda Roels also earned $1,000 from NADCO for her nutrition consulting agency, Apple Nutrition. Christine Saavedra took $1,000 from the Town of Neepawa for her bubble tea shop, Emotions ‘n Tea. Merycel Morales pitched House of Higantes Food Products, a stuffed milkf ish producer and

earned $500 plus a oneyear membership from the Neepawa Chamber of Commerce.

The $300 award for Best Pitch of the Day from RBC was awarded to Jennifer Murray and Patricia McGarvey for the Ultimate Baby Bag, a trendy diaper bag filled with everything needed for a new mother’s first days in the hospital. $500 for Best Overall Idea from Minnedosa Credit Union and Beautiful Plains Credit Union was awarded to Enchanted Quill Press, a book publishing company started by Gladstone’s Joanne Armitage-Pogue and Rhianne Parkes.

Guest speakers presented on a variety of entrepreneurship topics and a heartfelt lunch keynote from Michelle Gerrard of Neepawa Home Hardware transitioned the day into the pitch competition.

Previous Big Idea winners Magen Swift (BOHO Soul Market), Elika Canete (Smile Pinoy Foods) and Mlee Kingdon (Theradream Therapeutics) spoke about their first year in business.

Big Idea is sponsored by the Minnedosa Area CDC, Town of Neepawa, World Trade Centre Winnipeg and Community Futures Westman. All awards are generously donated by local organizations and businesses, which believe in the value of supporting small business development.

110 years ago, Tuesday, October 26, 1909 When it was first announced that the Imperial Oil company would establish a distribution warehouse in Neepawa, we regarded the move as somet hing wor t hwhi le for the town. But now it is learned that shacks for storage are being rented at every town of any size in the province. As Minnedosa, Carberry, Gladstone and Carberry are being made “distributing points” the Neepawa territor y will be identical with the circulation constituency of this paper, which should be catered to by Neepawa hardware dealers.

Note: O ne of those “Carberry”s is either supposed to be another town, or was simply repeated in the original passage. Examination of the original passage gives no clue.

70 years ago, Thursday, October 27, An overwhelming majority of 459 Friday paved the way for construction of a new memorial hospital for Neepawa and district, together with a small nursing unit at Glenella, as part of the Manitoba government’s larger hospital area program.

Residents of Neepawa and area passed the bylaw authorizing expenditure of $170,000 for a 30-bed hospital in the town of Neepawa and $30,000 for a 6-bed medical nursing unit at Glenella by a margin of 953 to 495.

60 years ago, Tuesday, October 20, 1959 The stork made a number of calls in this area during the storm, and there is a report of one case in which he did not wait for the expectant mother to arrive at the hospital.

The incident occurred about 1 ½ miles from Gladstone as Mrs. Berg, district health nurse, was bringing the mother to hospital.

They had started out by car and then received some aid from a truck before finally bogging down in the snow.

An MPC bombardier arrived too late to move them to Gladstone, and the public health nurse was obliged to preside at the delivery before the bombardier towed the car to the hospital.

Russel Paulley recently announced that the minimum wage would rise by 10 cents to $1.35 an hour, effective Dec. 1, as an interim measure until the final report of the Minimum Wage Board was received.

Mr. Paulley stressed that $1.35 should not be considered “a satisfactory, adequate, or even temporarily satisfactory minimum wage.” It was only intended, he said, to provide some amelioration until a definitive report was made by the Minimum Wage Board.

Note: Using the Bank of Canada’s inflation calculator, $1.35 in 1969 has been equated to what would be $9.24 today.

Recent weather Mazier thankful for the support slowing down of volunteers and voters lagoon progress Neepawa Town Council - Oct. 15, 2019

The most recent council meeting for the Town of Neepawa was a bit of a housekeeping session. That gathering, held on Tuesday, Oct. 15, did however provide some valuable updates on a few ongoing projects of significances for the community.

Neepawa’s manager of operations, Denis Saquet provided an update on the upgrades to the wastewater treatment lagoon, especially in regard to some of the earth work around the project. He noted that recent weather conditions have hampered some of the earth work planned for Phase One, ensuring that they will likely not be able to hit their targets this year.

The current plan will see continued work on the site for as long as possible.

As for building construction on-site, that has not been hindered, though the traditional lagoon style treatment will have to be carried on for another winter.

Another project that Saquet had an update on was the bike park. He indicated that trails two and three have been excavated and the perimeter of the great trail is currently about 50 per cent completed.

Due to the weather related delays, the work on phase one of the lagoon project will not meet the deadlines set out through the Clean Water and Waste-water Fund. As part of the funding support from that federal body, the upgrades needed to be done by Mar. 31, 2020.

The Town has formally asked Manitoba Water Services Board (MWSB) to request an extension for them. The request to the

federal fund must be made by the MWSB. The Services Board has agreed to make the request for an extension to Sept. 30, 2020.

Phase two management The Manitoba Water Services Board and Town of Neepawa have also come to terms on an agreement for phase two of the wastewater treatment lagoon upgrades. The MWSB will provide project management services for the project, ensuring that it is carried out, managed and completed in a professional, safe and prudent manner and in accordance with the terms and conditions of the agreement.

Misc Councillor Murray Parrott noted that the subdivision at the former C.N. property is completed and that the Town is now able to issue titles for commercial lots to parties interested in setting up businesses. As well, storm sewers and manholes are being installed at the site.

The Neepawa and District Chamber of Commerce has requested the designation of courtesy curb-side pickup parking spots in the downtown core.

The Chamber believes that the creation of these 10 to 15 minute parking options would better support seniors and young families, encouraging them to shop local. A request was made for the approval of at least two designated spots downtown, with the option to add more if there is a reasonable demand. Council indicated that it is open to the establishment of such spots and to talking with the Chamber of the ideal rollout of such a plan.

Continued from Page 1 The journey to get to this moment was a long one for Mazier, who first announced his intentions to vie for the Conservative nomination back in July 2018. The 55-year-old farmer from Justice put his name forward as a Conservative Party of Canada nominee when incumbent Robert Sopuck announced his plans not run in the 2019 federal election.

After fending off the challenge of two other candidates during the nomination process, Mazier then went about introducing himself to the people of the riding, who may have been unfamiliar with him and his background. During his victory speech at the Farmery Estate Brewery in Neepawa on Monday, Mazier noted that the experience taught him a lot about the great diversity that exists within our region. He added that he was very grateful to the constituents for their support.

“Thank you DauphinSwan River-Neepawa. This is just absolutely amazing. I cannot express how much I appreciate your support and dedication to this whole campaign. What a journey this has been over the last year and what a sprint it’s been over the last 40 days. We’ve attended hundreds of community events, knocked on thousands of doors and put tens of thousands of kilometres on my old Dodge,” said Mazier. “There is so much untapped capacity and opportunities within this riding. [This riding] is just a gem waiting to be shone.

It is amazing. This is such a diverse riding. A strong forestry industry near Swan River. We produce half of the potatoes in Manitoba in this riding. We produce the most canola. There are things like that that we have to realize.”

Mazier also set aside special acknowledgements to outgoing MP Bob Sopuck, his campaign manager Bob Edmondson and his wife Leigh for their support throughout the process. As for what’s next, Mazier plans

to ensure constituents’ voices are heard and will operate in their best interests.

Yellowhead Centre at a loss Volunteer run facility posts $47,736 loss for the year

By Eoin Devereux Neepawa Banner & Press The year end numbers for the Yellowhead Centre in Neepawa are not looking so good. On Monday, Oct. 21, the Yellowhead volunteer board held its annual general meeting (AGM ). The gathering was the public’s chance to review the facility’s financial statements and get an update on its long term outlook.

Total income for the Ye l l o w h e a d C e n t r e last year, including the o p er at ion a l r e venue, donations and the farming fundraiser project, totalled $379,712. The expenses, however, totalled $427,448, facilitating a year end loss of $47,736. A decrease in group registrations, as well as a drop in income from the Redline Grill and the annual farming project were notable reasons for the loss. Yellowhead board president Brian McCannell said another factor is simply the rising cost of running a building of this size.

“The cost of operating a

facility such as the Yellowhead Centre continues to increase. We’re trying to keep the ice as busy as we can. We try to do some fundraising and bring in events such as hockey tournaments and socials. It’s important for the board and staff to explore new revenue streams and to receive local support,” McCannell said.

“You see hydro increases every year. You’ll see our insurance is gone up quite a bit this year. We discovered this past year that we were underinsured, by quite a large margin. We corrected that, but it will add to our operating expenses. Every year the expenses go up and we’re just trying to do our best with these rising costs.”

McCannell said that all they can do is try to keep the facility as busy as they can.

NACI ready to host Slasher Showdown

A Halloween hockey tradition is returning to Neepawa next week, as the NACI Tigers are set to host the annual Slasher Showdown. This year’s tournament features eight teams from across the province, with the Tigers starting things off on Thursday, Oct. 31, at 8:15 pm against the Beliveau Barracudas.

NACI Tigers co-coach Troy Brister said that the Showdown is a tremendous way for the team to prepare for the start of the Westman High School Hockey League (WHSHL) regular season.

He said the tournament gives them the chance to face different opponents in a more intense game atmosphere than what is generated by the league’s

usual pre-season schedule.

“This tournament was started in 2003, it has always been run around the Halloween weekend. This year, we have three teams from outside our league coming to compete, so it is nice to be able to play teams we don’t usually see during the season,” said Brister.

Brister, along with co-

coach Mike Adams, look after getting things organized for the tournament in terms of inviting teams and scheduling. As for the actual support during the games, Brister noted the parents of the players step up in a big way, running the clock, penalty box and selling 50/50 tickets for the three days. In total, around 40 people will end

up helping work over the weekend.

As for the regular season, NACI will begin on the road to Sandy Bay on Monday, Nov. 4. The home opener in Neepawa will follow on Sunday, Nov. 10, when the Tigers host the REMP Renegades. The start time at the Yellowhead Arena for that game is set for 7:15 p.m.

Natives fall to Steelers Tigers win pair of games to close out RMFL regular season

A pair of late season victories by the Neepawa Area Collegiate Institute (NACI) Tigers football team have them going in the right direction heading into the Rural Manitoba Football League playoffs. Recently, the Tigers were able to win a pair of road games, first in Shoal Lake versus the Parkwest Outlaws and then in Dauphin against the Clippers.

It was another tremendous home effort for the Neepawa Natives on Wednesday, Oct. 16, versus the Selkirk Steelers. Unfortunately, that effort didn’t equal the result they were hoping for as Neepawa was defeated 4-2.

Dramatic comeback for NACI An amazing late game rally powered the NACI Tigers to a 40-23 victory over the Parkwest Outlaws on Tuesday, Oct. 15. Trailing 24-6 midway through the third quarter, the Tiger’s offence put up 34 unanswered points, including five touchdowns and a pair of two point conversions.

NACI quarterback Ward Brister had a big game, going 13-for-19 passing with three touchdowns.

He also added five rushes for 20 yards, including a one yard TD run. Brister’s receiving core, meanwhile, tallied some big numbers on the day and came up with some clutch catches when it mattered. Braden Haslen accumulated the best numbers, with six catches for a combined 108 yards. He also had a pair of touchdowns and a two point conversion catch. Other notable receiving efforts included Ryan Belisle, who

had a pair of catches for 104 yards, including a 72 yard touchdown reception. As well, Conner Kasprick had five receptions for 74 yards.

On the ground, the numbers were a little more subdued, as the Tigers had to air it out often due to the trailing early in the game.

Running back Conner Kasprick still contributed though, with 13 rushes for 83 yards, including a 65 yard run T.D. Defensively, the Tigers did start off a bit sluggish, but clamped down late when the game was up for grabs. Ryan Belisle and Colter Birnie had outstanding performances. Belisle had five tackles and one interception, while Birnie also had five tackles, but added three quarterback sacks. Riley Neufeld (four tackles), Trey Martin and Conner Kasprick had three tackles a piece.

NACI win in overtime The NACI Tigers’ game versus the Dauphin Clippers on Friday, Oct. 18, proved to be even more dramatic than their previous showdown against Parkwest. In their final game of the regular season, NACI needed overtime to get past Dauphin by the score of 23-22. The game winning play turned out to be a rouge kicked by Riley Neufeld on the three yard line in the second overtime.

Brister went 8-for-17 for 273 yards, with a pair of touchdowns and three interceptions. The leading receiver was Bellisle, who

had four catches for 193 yards, including a pair of touchdown receptions. On the ground, it was Kasprick who led the way with 10 carries for 105 yards, including a 70 yard touchdown run Although the defence as a collective put up solid numbers, it was Colter Birnie who had the most tackles on the day with 13. He also added one interception.

Playoff matchups With these most recent results, the NACI Tigers have concluded the RMFL regular season with a 3-40 record, good enough for fifth place within the eight team circuit. In the Murray Black Cup semi-finals, NACI will face Moosomin (0-7-0), while the sixth place Parkwest Outlaws (2-5-0) will take on the Dauphin Clippers (2-5-0).

Meanwhile, in the Doug Steeves Championship bracket, which features the top four ranked teams in the league, Swan Valley (6-0-0) will face Virden (3-4-0) and Interlake (6-0-0) will meet Southwest (5-2-0).

Barbara Frances Davie

In Ottawa, Barb was blessed with two daughters, Margaret and Lynn. She returned to Manitoba to be closer to her family in 1950, where she eventually moved to Neepawa and met Roy Davie. She and Roy married in 1955 and two more children, Charlotte and Lawson, joined the family. Barbara became a farm wife; driving combines, trucks, tending livestock and enlisting her father to help with her garden. Every year, the family would spend many afternoons swimming at Lake Irwin or enjoy a week of holidays at her sister Dorothy's cottage at Salt Lake.

Barbara was an active member of the Dumfries community, including the Dumfries WI, where a lot of friendships were forged. Social life revolved around getting together with neighbours to play cards, WI meetings, school events and watching baseball games. In the winter, Sundays meant bridge in the afternoon with Grandma and Grandpa Children, suppers of roast beef or lamb and poker in the evening hours with Grandma and Grandpa Davie. Barb loved these times with her family.

Sports were always a big part of Barbara's life. Barbara got involved with baseball in Neepawa as a dedicated fan, when Roy was playing and coaching the Farmers, and continued to be actively involved as her children and grandchildren played the game over the years. She was an official scorekeeper for the MSBL starting in 1977 and continued in that role for over 25 years. She received recognition from the MSBL for her dedication to the sport of baseball in Neepawa during that time.

Bowling was a passion of Barbara and Roy's every winter.

Their Friday night mixed league was always followed by a party with cards and a few drinks. They also traveled to tournaments in Brandon, Portage and other communities with 10-pin lanes, and this continued even after Evans Lanes moved solely to 5-pins. Barb was the secretary of the 10-pin league in town and even served as a Director of the Brandon Women's Bowling Association for a time. Any bowler who came to town for a tournament could count on great hospitality at Auntie Bert's "Blue Room", in a little house just adjacent to Evans Lanes, that would eventually become Barb and Roy's home when they moved off the farm.

Obituary Barb was born August 5, 1927 in Shoal Lake, MB, to parents Ella and George Children, who immigrated from England.

Barbara grew up with her family in many communities in MB and she loved spending time swimming with her family at their cottage at Beaver Lake. As a teenager, the family moved from Flin Flon to Ottawa, to help with the war effort. She often spoke about her high school days in Ottawa spent watching football games and helping in the orchards after long bike rides out from the city.

After Barb and Roy moved into town, she began to golf at the Neepawa Golf and Country Club. She loved getting together with her friends to golf and particularly enjoyed taking her grandchildren for early morning golf. Many of her grandchildren got their start with the sport after going out for 9 holes with Grandma. A highlight of her golfing career was getting a hole-in-one with Mark and Michael in attendance, a milestone most of her children have not yet achieved.

Barb kept busy with many hobbies in her retirement. She loved duplicate bridge and played for many years. She and her bridge partner would travel to Minnedosa to play, and she and Roy played in a duplicate bridge league at the Yellowhead Manor that was started by her father. She was part of several ladies bridge groups over the years, and Barb enjoyed hosting with tea and cookies whenever she could. She was an avid reader and could often be found with her nose in a mystery novel. Barbara was also a talented seamstress and enjoyed knitting sweaters and other items for friends and family.

Barbara loved to travel. A few trips she particularly enjoyed were vacations to Great Britain with Roy and her sister and brother-in-law, Dorothy and Wallace. While there, she visited her brother, Dick, and his wife Betty at their dairy farm and met some of her relatives. She also enjoyed traveling with friends across the USA and Canada. Occasionally, Barb and Roy even traveled to ball tournaments with her niece, Darlene, in her husband Warren’s small passenger plane.

After her husband, Roy, passed away, Barb lived in Elks Manor for a time, before moving to Country Meadows Personal Care Home in December, 2014. She received the best of care while at Country Meadows, from all the dedicated and wonderful staff who loved and cared for her there. She enjoyed many visits with her friend Marsha, who had a special place in Barb's heart.

Barb is survived by her four children, Margaret (Bill) Johnson, Lynn (Jack) Elliott, Charlotte (Jim) Evanyshyn, and Lawson (Bev) Davie, as well as her special niece, Darlene Gillies, and many other nieces and nephews.

What Barb valued most was time spent with her family. She had eleven grandchildren and twenty great-grandchildren, who were always welcome at her home. Every one of Barb's grandchildren knew how much their Grandma loved them and how proud she was of them. She will always be remembered by her grandchildren for her accepting nature and unconditional love and support.

A Funeral Service was held at the Neepawa United Church on October 21, 2019.

Obituary Bernice Cantin (The Lady in Blue)

On Wednesday, October 16, 2019, Bernice Cantin passed away peacefully at the McCreary/Alonsa Personal Care Home in McCreary, with her family at her side, at the age of 88 years.

Bernice was predeceased by her parents Bill and Lea Miscavish and her husband Noel Cantin.

She leaves to mourn her passing and cherish many fond memories: her brother Leon (Ella) Miscavish, her daughters Lois (Allistair Callegari), Vivian (Martin Law), Joan (Randy Brydges) and Roxanne (Jean-Louis Maguet), her ten grandchildren that she adored; Shawn, Scott, Philip, Michael, David, Kimberley, Katherine, Aurele, Celeste, Denelle and her six great grandchildren.

Bernice was born in McCreary, MB on February 12, 1931.

She was married to Noel Cantin for 58 years, until Noel's passing in September of 2005. Together, they raised 4 daughters who were the focus of their lives and devoted many volunteer hours working at ski races, dances and fundraisers, passionately followed by the same level of committment to their grandchildren's hockey games, tennis matches, ringette and ski races.

The focus of Noel and Bernice's life were their family and friends. Being avid skiers, they would take an annual family ski holiday out west. Bernice loved to celebrate a great day on the slopes, sipping apricot brandy in the evenings with her family. Their home in McCreary was always open by hosting many out of town skiers on weekends with great meals and drinks.

She was an avid golfer, curler and contributed significantly to the Catholic Women's League, the Legion Ladies Auxiliary, Economic Development Society, the McCreary History Book and spent many years directing the Catholic Church choir.

Funeral Service was held on Saturday, October 19, 2019 at 1:00 pm from Our Lady of the Nativity Roman Catholic Church, McCreary, MB. Fr. Patrick Neufeld officiated with a private interment in the McCreary Catholic Cemetery.

Obituary Jean Cassells Jean was born September 4th, 1931 in Greene County, Mississippi, to Charles and Christine Wade. While serving as a secretary at Tabernacle Baptist Church in Chicago, Illinois from 1952-1958, Jean earned her Bachelor of Religious Education degree at Northern Baptist Theological Seminary in 1958, having already achieved her "Mrs." degree in 1956, when she married the love of her life, Samuel Herbert Cassells, in Chicago.

She began a joint ministry with Herb at Stevenson Memorial in Victoria, BC, later also ministering with him at Emmanuel Baptist in Trail, BC, Crescent Heights Baptist in Medicine Hat, AB, First Baptist in Asquith, SK and First Baptist in Neepawa, MB, where she and Herb served the Lord together for 18 1/2 years. Jean has been a resident of Neepawa since 1977; the last 22 years of her life spent living "happily ever after" with Herb, in a home designed and built for her by her adoring husband. Jean was a dedicated prayer warrior and a woman of great faith, often quoting: Proverbs 3:5 ~ "Trust in the Lord with all your heart."

She is lovingly remembered by her adoring husband Herb; Sisters: Annie Lois & Alma Jo; Children: Bryan (Carolyne), Rosemary (Gerald), John (Claudia), Sharon; Grandchildren: Janelle (Tim), Mitchell (Tess), Lance (Madison), Chelsea (Rainer), Spencer (Kayla), Bryce, Samuel, Elise, Matthew; Great-Grandchildren: Bent, Alec, Teal, Yehoshua.

Jean is now joyfully reunited through Christ with her parents Christine and Charlie, sisters Velma, Marie, Marilyn, Doris and brother "Buddy" (Robert) who all predeceased her.

Thank you to all who honoured Jean at her service on October 22nd.

NACTV is Neepawa’s local access television station, which has served the community and surrounding area since 1977 and is broadcast across the country.

Helping to drive away hunger Letter to the editor

Farm Credit Canada (FCC), Students at HMK School in Neepawa and members of the Neepawa Natives hockey club recently did their part to help combat hunger in the community. The youngsters at the school were asked to support the FCC Drive Away Hunger campaign, by bringing in food items and cash donations. An impressive 410 pounds of food was brought in. The Natives then did their part, by helping to move the mass of donations from the school to the food bank at the Neepawa Community Ministries Centre (formerly Salvation Army Neepawa). FCC representative Madison Taylor said they were very thankful for the assistance from the school and the team in this endeavour.

Continued from Page 5 Take sea level rise. Even the worst projections of NOAA indicate the rise can only be measured in millimetres per year. This means it will take decades to hundreds of years for the sea level to rise enough to drown our coastal cities.

Docks and other coastal structures will need replacing due to aging long before we need to be worried about them going underwater due to climate change.

Ms. Risdale also makes a common alarmist error in her assumptions. Ask any old-timer in our community and they will tell you we have always had winter storms, forest fires, floods, droughts and heat waves. To claim any one weather event is evidence of global warming is simply silly. Even NOAA, which has been tracking hurricanes for decades, states there is no evidence whatsoever that hurricanes are getting worse or that they will get worse, even if the worst global warming projections are correct.

As an indication of how complex and hard to predict our climate is, again according to NOAA, tornados have been decreasing in both frequency and strength across the continent, not increasing. Ms. Ridsdale needs to keep in mind the Sept. 12, 2019 statement by WMO SecretaryGeneral Petteri Taalas. “...the science-based approach is undermined when facts are taken out of context to justify extreme measures in the name of climate action. Action should be based on a balanced view of the science available to us and not on a biased reading of reports by the Intergovernmental Panel on Climate Change, of which WMO is one of the parent organizations.”

Finally, I will close by addressing Ms. Risdale’s comment about the extinction of the dinosaurs. The latest science shows the impact of the asteroid/comet Chixulub wiped out most of the non-avian dinosaurs. Volcanic activity at the Deccan traps occurring around the same time and possibly triggered by the impact killed off the rest, except for the avian dinosaurs. Avian dinosaurs adapted and are still with us. We now call them birds.

It’s time to stop terrifying children with ideological nonsense and start giving them the real facts that real scientists are telling us about climate change. And instead of needlessly scaring the daylights out of people by telling them we only have 12 years or our society is going to end, we can point to the birds and tell our children, as they adapted to climate change, so too can we adapt. After all, we humans are a lot smarter than birds. Let’s leave terrifying fairy tales for Halloween, where they belong.

International Pink Sisters dragonboat in Holland

Annette Beatty (pictured on left) was invited by International Pink Sisters to paddle at a small Dragonboat Festival on the outskirts of Amsterdam on Sept 7. They were the only women’s team there and breast cancer survivors as well. The team was made up of members from Canada, the United States, Germany and Cyprus.

They participated in five races on Sept. 7 against teams from Romania, Germany, Netherlands, Dubai and China. It was special for Beatty, as breast cancer has taken many of her family members in the Netherlands. On Sept 8, 12 dragon boats did a canal paddle tour in Amsterdam, paddling approximately 25 km to promote awareness, support and hope!

Fire Safety Week comes to Hazel M. Kellington

9, the Neepawa Fire Depar tment had their fire safety trailer at Hazel M. Kellington School as part of Fire Safety Week. The trailer is equipped with a mock household, with several fire hazards, as well as simulated fire and smoke to help kids learn what might cause a fire and what to do in the event of a fire in their home. Classes came throughout the day to get a refresher on the importance of fire safety from Neepawa fire fighter, Craig Unger.

All business owners and home owners or renters should have an exit plan in case of an emergency!
