New’sletter for Neath Town Council!

Welcome to your new community newsletter which will highlight some of the work and projects that the Town Council are delivering across the community.

We provide social media platforms to share news and provide information and we’re trying to extend the awareness of what the Town Council delivers for you locally. We’re also aware that not everybody is on social media so to cover this, we’ve decided to create a newsletter which we’ll share every six months.

In this newsletter you’ll be able to see that we’ve started 2023 as we mean to go on. We’re all impacted by the current economic crisis and therefore we have focused on retaining the community assets, functions and events which so many of us enjoy.

A few things to know….

How are we funded?

The ‘Precept’ is a tax that Neath Town Council charge their local electors to meet their budget requirements. Town and Community Councils do not receive any direct funding from central government and rely on their Precept plus any other income they generate from services or facilities they provide. The Town Council Precept is part of the Council Tax and is collected from local electors via their Neath Port Talbot Council Tax payments.

Due to the national cost of living crisis which is affecting all households this year, Neath Town Council wish to reassure its residents that the town council tax for our area for 2023/24 will not be increased

Members acknowledged the extreme difficulties that households and families in the community would experience and have strived to maintain the current community tax costs for all its Town Council Wards.

The Town Council budget has been calculated to try and minimize the escalating costs in delivering all its community functions whilst still maintaining the same level of services which have been in place for many years.

Neath Town Council recognize these are challenging times for everybody.

Town Mayor – Cllr. John Warman

Council’s area is split into 8 Ward’s to make covering the region by local Councillors easier. This way, as with the benefit of having smaller, local Wards, its much quicker for our Councillors to cover the area and will know what’s going on and the main areas of concern in that Ward.

All the information gained by the Councillors is then discussed at monthly Council meetings for all Neath Town Council Wards. Find out what Ward you live in on the maps in this Newsletter.

What’s going on?

Last year, we saw a significant increase in the community coming together for our events. We were delighted to have the consent to hold our events once again post COVID. We are hopeful that this year, we will see even more come together and be part of all our Town Council events once again.

I’m sure many of you will already know me as I previously served this area as a County Borough Councillor for 12 years and have been a Town Councillor for 7 years.

I had the very great honour of being elected as Neath Town Mayor between 2017 and 2019, which was a very busy, but very enjoyable two years. I am very much a family man first, and live in Harle Street with my wife and children.

I am a firm believer in responding quickly and effectively to any problems or complaints that residents might have and I have a very good track record in that respect. I have even found myself up to my knees in freezing cold water, helping to clear drains during a flood. I jointly set up a support network at the start of the pandemic, which made sure that residents had help during lockdown, with shopping, collecting prescriptions and picking up deliveries. I supported 28 residents during that time and also made several referrals to the NPT Safe and Well scheme. I also volunteered at the NPT Safe and Well Hub, taking deliveries of fresh food every morning and making up hundreds of food parcels, which we despatched to the most vulnerable residents throughout the whole County Borough.

Just over a year ago, I set up the “Team Neath North Litter Picks.” We started out with just a few volunteers but have now built it up to a larger group. I now organise regular monthly litter picks and have also developed a Litter Picking Hub, where people can borrow equipment.

At Neath Town Council we have set up our own dedicated Events Committee. We are also members of a partnership committee with the NPTCBC events team. We provide the Christmas Lights for the town and the beautiful hanging baskets throughout the summer, both of which I am very much committed to supporting for the foreseeable future.

I am proud to have represented the Cimla ward on Neath Port Talbot Council for the last 45 years. Both my daughters were brought up and educated in Cimla and I am a Governor at both Crynallt Primary and Cefn Saeson.

It has been a privilege to serve as both the County Council and Town Council Mayor, as well as being a past member of the Mid and West Wales Fire Authority and Swansea Bay Port Health Authority. An active campaigner, I have led the local campaign calling on Welsh Water to adopt the sewers in the area. I have been involved in a number of successful campaigns including that which resulted in the abolition of the Severn Bridge tolls.

As a member of the Press Council I took part in the adjudication process for various cases which involved complaints against the press. My adult life has been devoted to supporting people, listening to their concerns and helping them.

Hello! My name is Megan Poppy Lloyd and I represent Gnoll ward on the town council for Plaid Cymru. I'm originally from Newport but found my home in Cimla as a child.

I'm incredibly passionate about my local area and hope that all of the residents of Gnoll ward know that they can contact me about any issues in the area and I'll do my best to help.

I'm currently a chef and also work with my family-run business in Melin, Vintage 7.

I can often be found in Gnoll Park with my two dogs, Captain and Pilot, so if you see me around, please, feel more than welcome to come and have a chat! I look forward to hearing from you over the coming years and will be organising a surgery in 2023.

I have lived in Neath all my life and attended Melin Juniors primary school, followed by Cwrt Sart Comprehensive school. I have recently graduated from my master’s degree in Education Policy, which I studied at Cardiff University.

I joined the Labour Party in 2017, since then I have taken part in many campaign and canvassing sessions, as well as being a part of the Cardiff Labour Students society whilst studying at university.

This is my second year being a Town Councillor for the Cefn Saeson Ward, after being elected back in May 2022. I am looking forward to working with the other Town Councillors to serve the community and make a positive difference.

I currently work as a Parliamentary Assistant for Christina Rees MP, which allows me to engage with real-life issues of the constituents of Neath.

I enjoy doing community work, which is what influenced me into being a Councillor. Over the last few years, I have been doing collections for the homeless and participated in sleep-outs to raise money for homeless charities. I like to spend my spare time either paddle boarding, cold-water swimming, baking or spending time with my friends and family. I also learned sign language during lockdown, which has allowed me to share sign videos to schools across Neath and on social media.

I have lived in the Cefn Saeson Ward for 23 years. Married to Caroline, I am currently retired. My work experiences included mechanical engineering roles at Port Talbot Steelworks, Human Resources Management roles at Swansea Council & South Wales Police and Health & Safety roles at South Wales Police.

I am particularly interested in all elements of social well-being in the communities of Neath and recognise that a sound economic base is a clear requirement for the future potential of all our people.

I see a clear role for Town Councillors in being the 'eyes and ears' of the community, focussing on what is important to each person, regardless of differing views and needs and engaging with community groups and partnerships as a feature of the overall culture of the Ward.

Lived in Neath for over 15 years & served as a Neath Town Councillor, representing Cefn Saeson Ward since 2008. I have 2 grown up boys. One works in the legal profession & the younger one in the insurance industry. I am a qualified Accountant but do not practice my profession at the present. I prefer work as an individual, quietly without fuss & publicity.

Having a wealth of practical experience & knowledge in Commerce, Industry & Foreign Trade, gained as part of my work & extensive travelling abroad on business.

I have always firmly believed that an individual living in a community must, share, serve & contribute to the welfare of others, especially those who can not defend or speak for themselves. My principles & beliefs in life have been to work & fight for equality, social justice & fairness to all .

I was born in Neath and brought up in Harle Street which is in the ward I represent, where my husband, Alan, and I still live. We have 4 grown up children between us who have given us 8 grand children.

I have been a Labour party member since a young age but only became active in 1998. Following on, I have been very fortunate and privileged to have been elected to serve the residents of Llantwit and Merra at every election since 1999. I have had the honour to be Mayor of Neath Town Council on two occasions 2004/05 and 2014/15, which were both busy years. I am also the Leader of the Council. I am currently a governor at Gnoll Primary School and Alderman Davies C in W Primary School.

Before my retirement in 2014, I worked for Glamorgan CC, West Glam CC and NPTCBC in the Education Department for almost 40 years. I then became a Magistrate, a role I find thoroughly rewarding and interesting. I became a Labour party member at a young age but didn’t become active until 1998.

Along with my fellow Councillors, I am committed to supporting and sustaining initiatives and events that promote and enhance our warm, friendly town of Neath. I understand there are anti social issues within the town, as there are with all other towns and cities, however we work closely with police and other relevant agencies to bring about change.

I support and help organise the Christmas Light Switch On, our event at the Food and Drink Festival, all our Party in the Park events etc. I am a founder member of the Neath Real Ale and Cider Festival which was first held in 2014 which has grown from strength to strength and increases footfall into the town

Within my ward, I organise a children’s Christmas Event with Santa being driven around the whole ward in his mobile grotto. I provide free mulled wine and mince pies for adults along with selection boxes for the children, generously sponsored by Simi and Nav from Leonard St Post Office. A couple of years ago, I purchased large poppies and display them every year throughout the ward. I also organise the very successful Jubilee and Coronation Street Parties. Several years ago, I instigated the trees on the “tump” to be lit at Christmas time. I will always do my best to support my constituents and will try to ensure that the Llantwit and Merra ward is a safe, neighbourly and happy place to live.

I was born and brought up in Neath, where I have lived most of my adult life. I have been living in Gnoll Drive for the last nine years. It has been my privilege to serve as a Neath Town Councillor for the last six years and I am very grateful to the people of Llantwit and Merra for their support in returning me for another period on Neath Town Council. As a Councillor I have worked well with others to keep spending within strict limits in these financially difficult times.

I was a teacher for many years and I am now employed as a regional officer for the trade union UCAC.

In my spare time, I am a keen jogger and a supporter of Neath Rugby Club and Swansea City Football Club. A regular visitor to the Gnoll Park , I am keen to promote the use of the park for all residents of the area. I am also a supporter of events at The Gwyn Hall and Neath Little Theatre and I am also supportive of locally organised initiatives such as the Food and Drink Festival and the Neath Comedy Festival.

As a Town Councillor, I have also helped organise , actively supported and participated in Neath Town Council events such as Party in the Park and the Christmas Lights celebration.

Neath deserves a vibrant, safe and pleasant town Centre, free from anti social behaviour, and as we look to the future after some extremely challenging years, I will continue to work tirelessly with others to improve the life of residents. Neath residents deserve to live in well maintained and litter free streets and to enjoy local amenities, including adequate local parking and a thriving town centre which attracts a variety of businesses.

I pledge to work for all the residents of the area, to listen to your concerns ,to stand up for our community and to serve you to the best of my ability, to provide a better Neath.

I have been on the Town Council since 2017 and am currently the Deputy Mayor. Neath born and bred, I am a stand-up comedian by trade, though before that, I taught Secondary and College students in the area. I run the Neath Comedy Festival and am involved in organising several other events around the town, including the Neath Ale and Cider Festival, and of course, play a role with Neath Town Council Events. I am also the Clubhouse manager at Neath Rugby Club, a team I am very passionate about.

I was brought up outside Ammanford in a village named Garnswllt and attended a local primary school in the village then went onto Gowerton Girl’s Grammar School. I then went to Cardiff College and passed out with Catering qualifications, going onto work as a Bakery and Hotel Manager. Furthering my career, I went to work as Supervisor of Staff in Pullmans factory in Ammanford. I then married Mervyn and moved to live in Neath where I worked in Country Maid Bakery as Confectioner Supervisor. I had twins girls in 1973 and went to work at Cefn Saeson Comprehensive school as Cook Supervisor.

Having a background in trade union work, I also joined the Labour Party and became a Member of Neath South and East Labour Party. I am a Member of St Joseph Catholic Church, Neath. I became Councillor in 1987 for Neath Community Council.

In May 1991 I became Councillor Neath Borough Council which then became Neath Port Talbot County Borough Council. Over the years, it has given me a very great pleasure to serve as a Councillor representing Penrhiwtyn Ward. Serving Neath Town Council with my other Town Council members we are able to work with the community and support different organisations.

I have been very fortunate in being the Neath Port Talbot County Borough Council Mayor and also having the great honour of becoming the Town Mayor for Neath Town Council in 2021.

I have great interest in supporting Neath RFC, Cooking, Music, Reading and enjoy attending Neath Little Theatre. I enjoy spending time with my family, extended family and friends.

I was brought up in Swansea but have lived in Neath for the past 18 years, I now live in the Melin with my wife and two step children. Until recently I worked for the previous Plaid Cymru Member of the Senedd, Bethan Sayed. This was where I developed a passion for politics. My role involved helping people with a variety of different issues, I would always try my best to help them and make sure they felt listened to and that they had someone they could turn to for support.

I was elected to represent you, the residents of Neath East on Neath County Borough Council and the residents of Penrhiwtyn on Neath Town Council. It came as a shock but I was also truly humbled that you put your faith in me to improve our community for the better. I want to be accessible to you, I want to work with you as together I believe we can make our community even better.

Outside of politics I enjoy spending time with family and friends, I played rugby for many years until my legs said it’s time to watch the game instead. I also enjoy doing activities with my step children, as Neath Port Talbot has some amazing destinations to visit.

Born and raised in Penrhiwtyn, but attended Cefn Saeson Comprehensive before studying Archaeology and Welsh at St. David's University College, Lampeter. I lived in North Pembrokeshire after marrying and raised my children there, but returned to the Neath area in 2016 and now live in Tonna. Penrhiwtyn has always been my home and I have always been proud to be associated with the area and want to see it thrive.

Hello everyone, my name is Thomas Cooze and I'm a chef based in the Melin. Having recently moved back to Neath after having spent several years working in England, it's been truly amazing not only to be welcomed back to my community but elected to represent them on the Town Council.

Originally from the North of Ireland, I have lived in Wales since 2007. I came to study physiotherapy in Cardiff and have been working for the NHS ever since. I've lived in Neath now for nearly half my time in Wales, and I love it.

I was originally elected as part of the Labour party, and now sit as an Independent.

I've been inspired by the people around me to get involved in locally - like volunteering with FAN, joining in with the Eaglesbush litter pick, helping others start an orchard at the Galv, supporting the MCT, even helping organise the Neath Green Festival. I never would have done any of these before. It feels good to get involved - it's ok to pick one thing, or help occasionally when life and head space allow - that's my experience.

Cllr. Mrs Leanne Jones - Melincryddan Ward

I was born and bred in the Melyn, attending Melin Primary and Cwrt Sart Comprehensive. I continue to live here with my husband Andrew and our three children who attend the local schools. I was elected as Town Councillor in 2017, and a County Councillor for Tonna, both roles of which I'm extremely proud of.

In a bid to support and drive improvements for local young people, I stood and was elected for the position of Governor in the local Comprehensive, Cefn Saeson and Melin Primary school.

I have been extremely visible online and in person over the last six years, and have worked with the various groups that are in area, always seeking residents views on plans and ideas that effect that area. I set up the Facebook page Melyn and Penrhiwtyn for residents to engage and ask questions.

I stood for the role of Town Councillor in 2017, and was re-elected in 2022 and I still maintain the strong vision I held when I was elected: to make a positive, meaningful difference to the community and those within it. I am still extremely proud on a daily basis to undertake this role and always enjoy working with and alongside the residents of the ward and beyond.

Originally from the Amman Valley, Carmarthenshire the daughter of a coal miner, I was brought up in a close knit village community. Education was a priority in my family and I was encouraged to work hard in school which enabled me to pass my 11 plus and gain entry to Amman Valley Grammar School. After which I qualified as a Teacher at Swansea College of Education.

Marriage brought me to live in Port Talbot and after a year working for the Post Office at Cardiff, I obtained a teaching post in the Afan Valley where I taught for the rest of my career. Coming from a similar background I felt that I had an affinity with my pupils and parents and I feel privileged to have had an input into the lives of so many young people. In my current role as a Councillor I hope that I will have the opportunity to encourage the young people and parents of the area the importance of education and to take advantage of the services provided by the excellent schools we have in our community.

I have lived in Cimla for around 40 years and love the area. I was a member of Saint Peter and Saint Paul’s Church until it sadly closed. I now worship at St. Thomas' Church in Neath where I now sing with their choir. I am Secretary of Neath Town Council Mayoress Appeal where we organize events to raise money to enable us to purchase Christmas gifts for those children who find themselves in care or refuge through no fault of their own. 'Whilst serving as Town Mayoress during 2019 to 2021 years I have met so many wonderful people from all sorts of organizations, I have visited schools in the area and attended many local events. This has been a memorable experience which has been instrumental in my decision to become a Town Councillor to serve the people of this unique, historical Town.

To assist residents during the last winter Bob & I together with fellow councillors hosted a Warm Hub every Tuesday at Cimla Community Centre. This proved so successful that we will continue running it every second Tuesday of the month during the Summer & Autumn, updates will be given on local Social Media Groups.

I joined the Labour party in 2019 and this year was proud to receive the confidence of the Mount Pleasant community when they elected me as one of their Town Councillors.

I am married with one son and two grandchildren. I’m a Welsh speaker. My hobbies include gardening, reading, playing scrabble and driving my little white car, which I call Anton.

I was born and spent my early years in the mining village of Gwaun Cae Gurwen. After attending the local primary school there I continued my education at Pontardawe Technical School gaining GCE passes in Maths, Religious Instruction, Woodwork and Welsh. (When collecting my results the school head told me I was well qualified for a job as an undertaker)! Not taking this advice, I worked in the coal industry until I was able to fulfil a long time ambition by joining the Police force. During my 30 years’ service I worked throughout South Wales ending my service as a Community Sergeant at Bonymaen, Swansea.

After retirement I continued to work at various jobs until my final retirement when I reached 65. I then joined the Labour Party, although I had always been a keen socialist but owing to my previous employment, I was unable to join a political party. Whilst attending a local meeting I was asked if I would be prepared to represent the Mount Pleasant Ward of Neath. Having for most of my life working in a public service environment it was an easy decision to agree to this new challenge.

Serving the community of Mount Pleasant with Neath Town Council has been a new era in my life, one that has made me look at Neath with fresh eyes, especially after having the honour of serving as Neath Town Mayor between 2019 to 2021. I am Governor at both of Neath's faith schools - St. Josephs Catholic in Cimla and Alderman Davies CIW.

Outside my Civic duties I enjoy gardening, Welsh Rugby, is a Patron at that Jewel in our Crown Neath Little Theatre, and is a member of Pelenna Valley Male Voice Choir. The rest of the time I spend with my family: Sara, Richard, Emma, Taylor, Lilly and Finley.

Cllr. Alex Sims - Mount Pleasant Ward

I was born and brought up in Briton Ferry before moving to Cimla in 2001. I continued to attend my local Briton Ferry primary school before attending Dwr Y Felin Comprehensive School and then Neath College. On completing my A Levels I attended Aberystwyth University where I graduated with a degree in French & Spanish. I spent two years teaching English abroad, firstly in inner city Paris comprehensive schools and then a technical college in the French countryside. On returning to the UK I worked in a language school in Cardiff.

After my experiences working in France under a French Labour government, I joined the Labour Party on my return to the UK.

I worked for a rail company in their community relations department, travelling across Wales to speak to politicians, businesses and local communities about how access to the railway impacted their lives. I then went to work for the trade union UNISON as their Policy & Campaigns lead in Wales where I designed and orchestrated campaigns on increased pay for NHS staff as well as the impact of austerity on local authorities in Wales. I currently work as a researcher in the Welsh Parliament.

It was a privilege to be elected to the Council in 2022 to represent the people of Mount Pleasant and I enjoy serving with my fellow councillors to help make Neath a happy and vibrant place to live and visit.

I was born locally in Griffiths Buildings, Penrhiwtyn, 200 yards from where I now live. Most of my younger days were spent between the Melin and Penrhiwtyn enjoying the input of my grandparents, relatives and friends. I am married and have 2 children and 3 grandchildren all of whom live locally. I have now retired; I have had a long-varied employment starting as an apprentice in Ford Motor Company Jersey Marine and finishing my career in the NHS as a Full Time Convenor for Unite the Union.

I was elected to Neath Port Talbot County Borough Council in 2004 and have subsequently had experiences of the Audit Committee, Social Care Health and Housing Committee, Planning Committee and Licensing and Gambling Committee. I have used these experiences to help residents with their issues.

I am a school Governor for Neath Welsh School supporting the education of our youngsters.

I recently retired as a member of the South Wales Police Authorities Custody visiting scheme after an excess of 20 years. I believe in being active in the community and have enjoyed time with Melin Advice Centre and the fundraising for the Community Christmas Lights.

I look forward to representing the residents of Mount Pleasant on Neath Town Council.

Community Engagement Officer – Carys Hope

My name is Carys Hope and I am the new Community Engagement Officer Intern for Neath Town Council. I am currently completing my second year of full-time studies in Swansea University studying a BSc in Social Sciences.

I strongly believe that my degree will assist me in gathering strong qualitative and quantitative sources of data from a range of people who live within the boundaries of Neath Town Council.

My internship will allow me to gather information on positive aspects of the community and understand what is succeeding. It will also allow me to understand areas of improvement and provide ideas on what can be implemented in order for levels of engagement between groups and individuals to continue to strengthen.

Within my time at Neath Town Council, I will hope to build new relationships with members of the community, organisations and the institutions which operate within Neath Town Council.

Youth Representative – Lilly Kayes

My name is Lilly Kayes, and I am the current youth representative for Neath Town Council. I am 17 years old and currently going into my second year at Neath College where I study Law, Politics and English. My current subjects coincide with the nature of my role here at the council, where I get to enjoy my interest in politics.

My role in the council is to meet with local youth organisations in the area. Upon meeting these youth groups, I hope to support their needs and interests whilst using my status to achieve this. I hope to be an aid to groups that need support from Neath Town Council, whilst still learning about the local community and how the local youth groups contribute to society and the importance of their roles.
