The Department of Education hopes to improve outreach to rural schools by providing the same opportunities available to urban and suburban students.

ED: MORE OUTREACH TO RURAL SCHOOLS NEEDED The Department of Education (ED) seeks to improve its outreach to rural communities by hosting listening sessions across the country that will be used for a “rurally focused review” as required under Title V of the Every Student Succeeds Act (ESSA).

ED said it hopes to better reach rural communities by providing the same opportunities available to urban and suburban students.

Many obstacles prevent rural districts from taking advantage of equal opportunities. A lack of common definition for what is “rural” can cause confusion

about eligibility when it comes to federal funds available across numerous agencies. In addition, rural schools often lack the staff to apply for grants.

Streamlining the process by simplifying applications and collaborating with other federal agencies is key to increasing participation from rural districts, ED said.

The overall review will take the listening sessions into account as ED develops policies, priorities and program initiatives under ESSA. The feedback will “consider how the department currently solicits and receives input and addresses the needs

of rural schools in our programs, policies and organizational structure.”

Across the nation, rural America accounts for onethird of schools and 59 million Americans, as of the 2010 census.

ED said it recognizes “the unique challenges faced by many, if not most rural students: high rates of childhood poverty, limited health care, fewer career opportunities, isolation from basic services, as well as schools that don’t have the necessary transportation, technology, teachers, courses and resources to provide students with a truly 21st century education.” s

amily farming and ranching is at North Dakota’s core. One out of four jobs in North Dakota is, in some way, related to agriculture.

Simply put, it’s who we are.

I consider myself fortunate to be part of the North Dakota Farmers Union family as your new editor, and I look forward to bringing you news through the Union Farmer.

I am originally from a farm along the Canadian border north of Sherwood, a small town an hour north of Minot. A Dickinson State graduate, I spent 13 years in a newsroom working for multiple newspapers, and I’m excited to face the challenges that lie ahead.

Our staple publication will have a different look going forward. We’ve redesigned the cover to emphasize the people who work hard to make agriculture the most important industry in our state.

Other changes can be seen in this edition, and a few

more will be phased in over time.

I welcome any input on the Union Farmer. One such suggestion I heard from a family was to better identify people in pictures. We’ll do our best to make sure that happens.

NDFU MEMBERS WILL VISIT WASHINGTON D.C. TO DISCUSS FARM SUPPORT, THE TPP, THE RFS AND CORPORATE CONSOLIDATION IN AGRICULTURE

N

ational Farmers Union is hosting members from all over the country for a legislative fly-in Sept. 11-14 in Washington, D.C. Family farmers and ranchers from North Dakota will head to Capitol Hill to urge members of Congress to provide adequate food and farm support, reject the flawed Trans-Pacific Partnership trade agreement, oppose legislative changes to the Renewable Fuel Standard and hold hearings to examine corporate consolidation in agriculture. Taking emergency action on the low price of farm commodities is also on the agenda.

Farm, food support

Net farm income for 2016 is forecast to be $54.8 billion, more than 50 percent lower than 2013 and 4.2 billion less than it was in 1996. Despite a drastic decline in commodity prices, input costs remain high. Total farm expenditures were four percent higher last year than in any year from 2011-13, while many commodity prices have fallen 40 percent or more since that same time period. The crisis has also

limited access to affordable credit to producers, and total farm debt at commercial banks has continued to rise.

Trans-Pacific Partnership

The Trans-Pacific Partnership is a multilateral trade agreement with 11 other countries (Canada, Mexico, Australia, Japan, New Zealand, Chile, Peru, Brunei, Vietnam, Malaysia and Singapore) that will set rules of trade for decades to come.

It’s promoted as being excellent for farmers due to increased export opportunities.

However, current trade agreements with 20 other countries have hardly affected the volume of U.S. exports of corn, soybeans and wheat in 30 years.

The World Trade Organization, which is tasked with enforcing

these agreements, consistently undermines U.S. sovereignty.

Its latest trick was warranting $1 billion in retaliatory tariffs on U.S. goods because of Countryof-Origin Labeling (COOL), a law that required fresh cuts of meats, nuts, fruits and veggies be labeled with the country in which they were produced. More than 90 percent of consumers favored the law, and American producers were proud to label their products.

The TPP also fails to address currency manipulation, a major contributor to a U.S. trade deficit nearing $550 billion.

Renewable Fuel Standard

The RFS is the nation’s main policy driver for renewable fuels.

It requires that 36 billion gallons of renewable fuel be blended into the nation’s fuel supply by 2022.

The RFS is good for the economy, good for U.S. energy security and good for the environment. It creates competition in the transportation fuel sector, ensures access for cheaper, clean, low-carbon alternatives to oil and creates more choice for consumers at the pump. It also creates jobs and contributes to rural economic development, creating $184.5 billon of economic impact and supporting more than 850,000 jobs nationwide per year.

reduces foreign oil use and greenhouse gas emissions from the transportation sector, which makes up 31 percent of U.S. carbon emissions. While the Environmental Protection Agency has made mistakes administering the program since 2014, the RFS has been successful by driving rural investment and making the transportation fuels market more shock resistant. No legislative adjustments are necessary.

Corporate consolidation

Commodity prices continue to sit below the cost of production. The downturn in the farm economy has spurred a third wave of consolidation of agriculture input companies.

Six companies own 63 percent of the global seed market, 75 percent of the agricultural chemical market and more than 95 percent of all trait acres for corn, soybeans and cotton in the U.S. Five of the six companies are in various stages of merger proposals.

The meat-processing sector

is also heavily consolidated, as the four biggest pork companies slaughter 74 percent of hogs in the U.S, the four biggest beef companies slaughter 85 percent of all cattle, and the four largest chicken companies slaughter 54 percent of all chickens in the U.S. The consolidation in agriculture results in increased costs for farmers and prices for consumers, less choice and competition and less innovation.

Farmers and ranchers bear the brunt of the massive negative economic consequences from increased consolidation.

Arrowwood Prairie Co-op had a grand opening Aug. 4 for its new full-service store in Wimbledon. The public was allowed to tour the facility and was also provided lunch.

APC CELEBRATES STORE OPENING

ore than a year ago, Wimbledon-based Arrowwood Prairie Co-op faced the dilemma of whether it should put money into its downtown headquarters.

The result was a brand-new location to better service all of its customers’ needs. The new full-service stop on the east end of town celebrated its grand opening on Aug. 4 with lunch and door prizes, allowing the public to tour the facility.

The business had a soft opening June 15, and general manager Paul Klosterman said the public reaction has been positive.

Paul “We haven’t had a negative Klosterman comment about the place,” Klosterman said. “Business has really picked up.

We’ve had people who aren’t local stop in and say, ‘Wow, I didn’t know this was here.’”

APC president Jim Slag said it was a necessity considering the condition of the previous location.

Access for bigger trucks was also key.

“The station was old and needed repair,” he said.

“Plus, the diesel end of it has been a bigger part of our business throughout the last few years, and the downtown facility was hard to get to for semitrucks. We needed a better way to deliver diesel and a bigger area for our (convenience) store. The expanded area has been great. Trucks are coming in and out of here all day.”

Slag said the co-op envisions adding to its stable of services that include agronomy, parts, gas and diesel, and vehicle repair as well as its C-store operations.

“I could see it growing more with the service end,” he said. “Down the road, we could maybe add

a mechanic for heavy-duty trucks. It’s tough to get those serviced now.”

That leaves the co-op with the decision of what to do with the previous property. Slag said the co-op has options, but wants to see it end up in the right hands.

“We’ve had interested parties, but we’d like to see a business take it and use it,” he said. “If the right person comes along and wants it, we’ll sell it if it benefits the community.”

The grand opening was well-attended, with people walking steadily through different areas of the building before sitting down to lunch.

“This is a good deal for us,” Slag said. “Putting this place here is a big investment for us, and we’re proud to do it for the good of the community.” s

Midway through lunch, a good turnout meant a little bit of waiting as the line extended out into the shop area.

Signing up for Loan Deficiency Payments through your local Farm Service Agency office can help offset low prices.

LDP PROGRAM COULD BE TRIGGERED

With prices continuing to drop, farmers and ranchers are reminded to sign up for Loan Deficiency Payments through their Farm Service Agency county office.

When the nationally determined value of a crop falls below the county loan rate, the difference can be paid out in LDPs. “It’s one of the safety nets that congress has put together when commodity prices go down,” said Aaron Krauter, state executive director of the North Dakota Farm Service Agency. “It’s a mechanism to help producers get some income for their commodity.”

North Dakota hasn’t had to worry about that, with the last

LDP trigger occurring for durum wheat in 2011.

“In recent years, we’ve had very high commodity rates,” Krauter said. “We haven’t seen these for five years.”

The price for winter wheat has already dropped below trigger levels once, though it was only for a day. The price must stay below the county rate on a “fiveday rolling average” to trigger the payments.

If prices do fall below, producers can’t take advantage of the program unless they’ve previously signed up. That means filling out the right forms in a timely fashion, provided the producer has beneficial interest.

Krauter said the payments

are in place to alleviate some of the pain that arises from falling prices. He said producers can check with their local FSA office to fill out all of the proper forms.

“In North Dakota, you just don’t know what’s going to happen in the marketplace,” Krauter said. “If triggered, you want to have that option.”

Eligible commodities for LDP are barley, canola, chickpeas, corn, cotton, crambe, dry peas, flaxseed, grain sorghum, honey, lentils, mohair, mustard seed, oats, peanuts, rapeseed, rice, safflower, sesame seeds, soybeans, sunflower, unshorn pelts, wheat and wool.

SCIENTISTS CLOSING IN ON BEEF MYSTERY

North Dakota State University scientists are a step closer to solving the mystery of why 90-plus percent of beef cows become pregnant after artificial insemination, but only 50 to 60 percent still have a viable embryo 30 days later.

The North Dakota Agricultural Experiment Station scientists have developed a technique that allows them to obtain fetal tissue and evaluate factors affecting embryo development in the early part of pregnancy, from days 16 to 50.

“Up until about day seven after fertilization, it’s easy to look at what’s going on,” says Carl Dahlen, a scientist in NDSU’s Animal Sciences Department.

“But for the rest of the loss period, it’s like a big black box.”

The scientists are focusing on nutrient transfer to the embryo and development of the placenta (an organ that connects the developing calf to its mother), and how and when those occur.

They’re also studying how disruptions in nutrient supply and placental development may cause embryo loss. They

found that the transfer changes dramatically during the first 50 days of pregnancy.

“We’re seeing impacts on some of the key indices as early as 16 days after breeding,” Dahlen says.

Days 16 to 50 of pregnancy in cattle are a key time because that’s when the embryo is transitioning into a fetus, according to Joel Caton, another scientist in NDSU’s Animal Sciences Department who is involved in this project. This transition period is critical in development because a great majority of organ systems are in place and differentiated by 50 days after breeding.

While fetuses receive many nutrients through a shared blood supply with their mothers, that’s not the case for embryos.

Instead, transporters, or nutrienttransferring tissues, carry specific nutrients to the embryo before a shared blood supply is established.

As part of their research, the NDSU scientists have identified two transporters that had not been identified before in cattle.

“We’ve opened the door on

that black box to take a look,” Caton says.

Learning why so many embryos are lost is important because beef production needs to be as efficient as possible if the U.S. is going to help meet the challenge of feeding 9.2 billion people by 2050 with the available resources, he notes.

“There’s no one else in the world who is doing this research,” Dahlen says. “This puts NDSU squarely in the forefront of this research.”

Caton and Dahlen are among nine scientists from campus and the North Dakota Agricultural Experiment Station’s Central Grasslands Research Extension Center (CGREC) near Streeter who are working on this issue with assistance from about a dozen graduate students and a few undergraduates.

The scientists are using Angus heifers from the CGREC and state-of-the-art technology in NDSU’s Advanced Imaging and Microscopy Core Laboratory, Animal Nutrition and Physiology Center and Animal Science Nutrition Laboratory to aid their research. s

FAR FROM HOME SOUTH AFRICA’S PRETORIUS ENJOYING TIME IN NORTH DAKOTA

iaan Pretorius was pleasantly surprised to see the way family farms in North Dakota help each other out.

From South Africa, Pretorius left his wife Annelien and three children for work in America four years ago, and he said the difference in farming is notable.

“We do it different in South Africa– farmers are working by themselves,” Pretorius said. “People are always working with you here. It makes it nice.

You get encouragement to keep going.”

Pretorius, 49, has become a mainstay on the farm of Milton and Darlene Erickson, who reside just north of Maddock. The couple has had other South Africans on their farm, but none like Pretorius.

“It had never really worked out that well, but Riaan really has,” Milton said.

“He fit in right from the start, which I thought was unusual.”

Milton, a longtime North Dakota Farmers Union member, said Pretorius’ outgoing nature made fitting in much easier.

“I think he knows more people around here than I do,” Milton said with a laugh.

“He’ll talk to anybody. He’s a good mixer, just a natural blend to have him here.”

Said Pretorius: “You have to make it happy for yourself over here, far away from your family.”

Pretorius has enjoyed trips all over North Dakota, recently visiting the Peace Gardens. He also took his wife to Medora when she came to visit last year.

“She loved Medora,” Pretorius said.

“Even if you don’t go to the shows, it’s still fun to go into town. She liked the little shops.”

Whether Riaan will stay in America is unknown, completely dependent upon if he can get a green card. He has been able to Skype with his family each day.

“We’re working on something,” Pretorius said. “We’ll see what the future holds.” s

NDFU SIGNS ON

FARM AND RANCH ORGANIZATION BACKS EFFORTS TO IMPROVE RAIL COMPETITION FOR ‘CAPTIVE’ SHIPPERS Shippers extremely limited by one railroad could be getting some help.

North Dakota Farmers Union is signing on to a letter from the Rail Customers Coalition (RCC) asking the Surface Transportation Board (STB) to adopt a proposal allowing more opportunities for competition between railroads for a “captive” shipper’s business.

“NDFU supports competitive switching in the rail industry,” NDFU president Mark Watne said. “Increasing rail competition benefits shippers solely dependent on a single railroad for their business.”

Competitive switching would allow qualified captive shippers that are paying very high rates the opportunity to seek a competitive bid from a second railroad in the vicinity of the shipper’s sole-served facility.

The letter holds the promise 10

of facilitating competition between railroads for raildependent shippers across America. The proposed rule is not a free-for-all. Instead, it would simply facilitate the interchange of traffic between railroads that continue to operate on their own tracks and networks.

Railroads, by their own admission, switch thousands of cars between them every week and thus, the proposed rules would not burden the rail industry with cumbersome regulations. The board’s rule is designed to ensure that new competitive switching arrangements would not clog the rail system or lead to operational inefficiencies.

The STB oversees the nation’s freight rail industry, balancing the needs of railroads and shippers.

The four railroads remaining after the Staggers Act, which deregulated the industry in 1980,

are believed to be strong and financially sound, controlling more than 90 percent of the country’s rail traffic.

The RCC is not questioning their importance or their critical role in the economy. However, many rail customers have only one railroad serving their farm or factory, making them captive shippers. They have to confront the reality of a monopoly, which means high shipping rates and unreliable service with no real incentive for the railroad to work with their customers.

Canada has provided a blueprint for a working arrangement, as competitive switching is commonplace and a legal right for captive shippers. They’ve shown that rail competition works well for both railroads and their customers, and it will spur railroads to negotiate better rates and service terms. s Union Farmer • www.ndfu.org

Keep Farm Bill in mind at election time

T

he most positive news about the most negative presidential campaign in modern history is that, in 80 or so days, we can forget to remember it.

Or should that read “remember to forget it”?

It’s hard to get the words right when it’s so easy for our political actors to get them wrong.

In their hands and on their lips facts become fiction and fiction becomes fact.

For example, according to estimates from the not-for-profit, non-partisan Tax Policy Center, only 5,300 of the 2.4 million Americans who died in 2015, or only two of every 1,000, paid estate taxes.

But, noted Republican presidential candidate Donald Trump in an Aug. 8 speech to the Detroit Economic Club, “American workers have paid taxes their whole lives, and they should not be taxed again at death and it’s just plain wrong and most people agree with that.”

None of these facts, however, will keep political candidates — or several farm and ranch lobbying efforts — from campaigning this year on the tried-and-not-true “death tax” fiction. Many already are.

Maybe that’s because both candidates and voters prefer the cheap talk of untruth to the hard walk of honest truth.

Take the 2014 Farm Bill.

Big Ag sold it as a cost-cutting, hands-off law that would give farmers better control over what they produced and, in turn, better control over their bottom lines.

And, initially, it did just that; total federal direct farm program payments fell from around $11 billion in 2013 to $9.7 billion in 2014.

Then the ground shifted.

Generous crop insurance benefits, included in the 2014 law, encouraged farmers to focus heavily on corn and soybean production in 2015 and 2016.

The expanded acres, combined with good weather, sent total production upward and crop prices downward.

In turn, total federal program payments began to climb. In 2015, according to the U.S. Department of Agriculture (USDA), the “costsaving” 2014 Farm Bill cost $10.6

billion. Earlier this year, USDA forecasted 2016’s total federal farm support will balloon to an estimated $13.9 billion, or 30 percent over last year’s cost and 40 percent more than 2014’s tab.

Worse, the increased spending isn’t actually supporting farm and ranch income. Nationwide, total net farm income fell from $123.3 billion in 2013 to $90.5 billion in 2014, then to $56.4 billion in 2015 and, now, to a forecasted $54 billion in 2016.

As such, we have a farm policy where taxpayers openly subsidize overproduction and lower prices while everyone with a stake in food’s future — farmers, ranchers, and taxpayers — hopefully, or nervously, awaits a crop disaster to lift commodity and food prices.

In light of this failure, will the 2014 Farm Bill be discussed on the campaign trail this election season or will producers and the public alike be offered the same tired platitudes about how “America feeds the world”?

We need that discussion because the Congress we elect Nov. 8 will write the 2018 Farm Bill and all Americans deserve something better than a crop failure to make our farm policy a success. s

n Thursday mornings during the growing season, Bill Rahlf heads outside to start picking the many fruits and vegetables that make up three large gardens surrounding his house.

When he adds in the three acres on the property his brothers share, it’s an all-day affair. Still, it beats the alternative for the 81-year-old machine shop veteran from Sutton.

“I can’t sit around,” Rahlf said. “I’m not a TV person. I like to keep busy.”

Aug. 7-13 was National Farmers Market Week, which celebrates direct farmer-to-consumer transactions in the marketplace. Each Friday, Rahlf hauls 20-plus different fruits and vegetables to Cooperstown and Binford to sell. It makes for quite a Thursday.

“It takes me a long time to get everything ready,” said Rahlf, who estimated he spends 30 hours a week on his gardens. “It’s all-day Thursday to get ready for Friday. I start some picking on Wednesday night. I wait until Friday morning to get my cabbage and cauliflower and broccoli that you don’t want to take a day ahead of time. You want that fresh.”

His produce list is long: asparagus, artichokes, beans, beets, broccoli, cabbage, carrots, cauliflower, corn, cucumbers, dill, eggplant, gourds, kohlrabi, melon, onions, peas, peppers, potatoes, pumpkins, raspberries, rhubarb, squash, strawberries and tomatoes. Among the peppers, customers can often choose from 16 different kinds.

They also have the option of winter and zucchini squash.

As successful as it’s been, Rahlf said it hasn’t all worked. He experiments once in a while with different produce to see if it has any popularity among his customers.

“Okra didn’t go, and a few people wanted turnips,” Rahlf said. “But I had a lot of extra, so I had to quit turnips.”

It’s a far cry from when he started 26 years ago, planting mostly tomatoes.

He slowly grew more for his own use and had been handing them out to friends.

“I was giving it all away, and people would say, ‘Let us buy that,’” Rahlf recalled. “So I started a farmers market.”

It was on the honor system back then.

Rahlf’s selection was less, as was the time he could devote to it while working for Sheyenne Tooling and Manufacturing in Cooperstown.

“I’d set it up before work and leave my money box,” said Rahlf, who still works part-time for Sheyenne. “Then I’d go back and pick it up at noon at lunch time. I never saw the people, but everything was always gone.”

It’s grown into a long season. He starts tomatoes and peppers on the radiator in his basement in March and plants peas “as soon as I can till the garden in the spring.” The season ends with frost on his pumpkins in late October.

Rahlf, a longtime Farmers Union member, plants his own plants and weeds his own gardens, except this year has been much harder in that regard.

“It’s been a bad year for weeds because of all the rain we’ve had,” he said. “There are a lot of weeds, but it keeps me busy.”

Rahlf said he figures to cut down in the near future, noting beans could be one of the first to go.

“Beans are a job, because it takes a long time to pick,” Rahlf said. “Peas too, but they’re early enough, there isn’t anything else to pick.”

When he does finally close his farmers market, Rahlf said he’s not sure if anyone will take up his mantle. For now, he’ll continue to provide fresh fruits and vegetables to the community.

“Just about everybody in Cooperstown quit their gardens because of me,” Rahlf joked. “It’s very important I do it.” s

ts n e v e IC P E d n a s Camp As the summer of 2016 comes to an end, NDFU youth who participated in camp will have made memories and friendships to last for years.

Part of the activities at camp include a focus on cooperatives.

Campers organize and operate their own camp co-op store, with profits donated to charities selected by the campers.

NDFU Youth Education Specialist Bri Sorensen commented, “What a great summer! From learning about the Olympics to swimming in the lake and pool, campers fully enjoyed the camping season.

The summer staff brought enthusiasm and energy which enhanced the camp experience for the campers. I’m sad to see the summer come to an end but already excited to plan camp for 2017."

In addition to camps, youth may attend countysponsored EPIC events. These education-based events are offered to grades K-12 and use a curriculum provided by the state office. This year’s topic, “Broaden Your Horizons, ” encouraged students to explore their future.

By attending camps and EPIC events, youth are able to earn credit toward awards and trips.

Logan County held their EPIC event in the Napoleon Park with 50 youth in attendance. Activities included NFU’s curriculum: “Broaden Your Horizons,” team building, a park beautification project, donations to the local food pantry and swimming at the city pool.

Members of the North Dakota Leadership Seminar (NDLS) spent their time at the Farmers Union’s Heart Butte Camp as part of their Summer Excursion. NDLS is a non-profit organization dedicated to teaching leadership and community service skills to high school sophomores. In addition to having fun and catching up with other alumni, members transported the bunk beds in the boys’ and girls’ cabins, so the floors can be cleaned and painted. Third Year Award participants traveled to Minneapolis/St. Paul where they toured the CHS grain barge and headquarters, Valley Natural Foods, volunteered at Feed My Starving Children, shopped at Mall of America and spent an afternoon at Valleyfair. They made up for the lack of sleep on the bus ride home!

Youth participated in the fishing derby held in conjunction with the Dunn County Farmers Union picnic at Lake Ilo National Wildlife Refuge.

merican family farmers and ranchers are experiencing the worst farm economy in more than a decade.

As the trend is forecasted to continue for low commodity prices and high cost of production, NFU is calling on Congress for immediate action to ensure family producers can stay on the land and provide for the country. NFU is also ramping up efforts to provide dairy farmers with immediate assistance through the USDA, as well as convening emergency dairy committee meetings to address issues with the current dairy safety net. NFU and Food and Water Watch are calling on the U.S. committee reviewing the ChemChina acquisition of Syngenta to block the proposed merger.

The heartland is hurting!

American farmers are the best in the world - but their livelihoods are at the mercy of market fluctuations and Mother Nature.

As it stands now, the economic reality in rural America is a ticking time bomb. Congress cannot stand by and watch an entire generation of farmers be wiped out as a result of rock bottom commodity prices, rising inputs and an inability to access affordable credit.

Net farm income for 2016 is forecast to be $54.8 billion. That’s more than 50 percent lower than 2013 and $4.2 billion lower than it was in 1996.

Input costs remain high despite a drastic decline in commodity prices. In fact, total farm production expenditures were four percent higher last year than in 2011, 2012 and 2013, while many commodity prices have fallen 40 percent or more since that same time period.

NFU is calling on Congress to: • Immediately begin working on the next farm bill to provide a stronger safety net to protect family farmers and ranchers from very low prices.

• Provide emergency assistance to producers in need.

• Provide USDA the necessary resources in order to get Title I payments to producers immediately instead of waiting until the end of the commodity marketing year.

• Increase funding for FSA guaranteed and direct lending programs.

A strong and effective farm safety net is essential to the food security of our nation. Failing to act now is not an option for America’s family farmers and ranchers.

Dairy support

NFU sent a letter to U.S. Department of Agriculture (USDA) Secretary Tom Vilsack in August, requesting much needed relief for U.S. dairy farmers. The letter suggests the USDA use existing authority to aid dairy farmers during the difficult economic downturn that is distressing the industry.

Last month, NFU established an emergency dairy planning committee to address shortcomings in the current federal dairy program and build support for a stronger safety net and emergency assistance for U.S. dairy producers.

Margin Protection Program for Dairy (MPP-Dairy), the federal dairy price program established in the 2014 Farm Bill, has provided very little benefit for dairy producers despite farmers heavily investing in the program.

In 2015, U.S. dairy producers paid $73 million into MPP-Dairy and only received $700,000 back from the program.

Specifically, NFU is urging

USDA to use its authority under the Commodity Credit Corporation Charter Act and Section 32 of the Agriculture Adjustment Act of 1935 to provide direct financial support that will protect all of our nation’s dairy farmers from further crisis.

The U.S. has lost more than 18,000 dairy farms in the past decade, and the trend is continuing with the current milk price declines.

Opposition to merger

ChemChina, a Chinese government-owned chemical company, proposed to buy Swiss seed and pesticide maker Syngenta earlier this year, is drawing scrutiny from NFU over national security and competition issues for American producers.

This is just the latest effort in an alarming trend of Chinese government-owned entities acquiring other agriculture companies.

NFU and consumer group Food & Water Watch (FWW) are now urging the Committee on Foreign Investment in the United States (CFIUS) to block the proposed purchase of Syngenta AG by China National Chemical Corporation (ChemChina). In a letter sent to the committee, the two organizations emphasized the need to regard food security as a component of national security, highlighting the dangers of a Chinese state-owned enterprise acquiring one of the world’s largest agrichemical and biotechnology seed manufacturers.

The proposed merger of ChemChina and Syngenta would also create a conflict in both approving and manufacturing seeds and agrichemicals, giving the post-merged ChemChinaSyngenta a significant commercial edge in accessing the Chinese market. s September 2016

ur state’s economy is struggling due to the collapse of commodity prices for wheat, corn, beans and the price of crude oil. It is a reminder of how closely tied North Dakota’s economy is to agriculture and the energy industry. It is a lesson we cannot ignore when planning state budgets: fluctuations can occur quickly.

One sure way to stabilize economic fluctuations is to guarantee a price that covers the cost of production for our commodities.

In agriculture, commodities are priced on the overproduction or oversupply of a crop versus the demand. With the ability of family farmers to exceed consumer demand with a high level of productivity, we often drive prices to the low side of the market due to excess supply.

Even with high crop yields, many

farmers this year won’t be able to recoup what it cost to put their crop in the ground.

From a state and citizens’ perspective, we should be pursuing avenues that ensure cost of production pricing to help us maintain a strong and successful economy. That will require a paradigm shift away from a system that bases commodity prices on overproduction.

What family farms do for this nation and our state is undervalued. The ramifications of low commodity prices, rapidly dispersed throughout our economy, causes suffering. It’s time that farmers, the very people who grow the wealth upon which our economy depends, receive a greater share of it. At a minimum, prices should cover the cost of production like any other product on the market.

I am also concerned about dramatic budget cuts to research

and development. Technology, research and value-added opportunities are tools producers can use to help overcome low prices. These concepts take dollars to develop.

NDSU, our land grant college, has to have a strong agricultural research arm. We need the Extension service to help enhance agricultural production. We need more students in agriculture to develop processing and valueadded opportunities. We need to be expanding state-based research, rather than research biased to the whims of those paying for the study. Now is not the time to cut research dollars.

When times are tough, that’s when our state needs to be prepared to step up and battle for its interests. It is time for our leaders to adopt a new paradigm shift for agriculture and fight for better commodity prices. s
