● Past President Moriarty commented on full attendance and wished each candidate good luck in becoming the next Secretary of the NCPGA

● Past President/Executive Director Dumas passed around a “goodbye” card for Carol Gossett; he welcomed guests Caitlyn Doyle, Mike Ray, John McNair and Suzy Schneider, and commented on the quality of the four candidates for office of Secretary.

V. Action Items

a. Board Meeting Minute Approval – Motion by Duncan to approve the February 10, 2023 Board minutes/ second by Bailey/ motion carried Executive Session Minute Approval – Motion by Naylor to approve the February 10, 2023 Executive Session minutes/ second by Duncan/ motion carried

b. Board Director Swearing-In – Vice President Bailey led each of the following Directors in taking their oath for service on the Board of Directors : Andrew Larkin, Jeremy Ostrom, Sam Frick, John Hermans, Jeff Wilson, and Andrew Workman.

c. NCPGA Secretary Election

i. Letter of resignation from Devin Meheen was read; his resignation is due to his move to Florida for a new job. His resignation created a vaca ncy for the office of Secretary.

ii. Secretary Candidates: Four candidates addressed the Board privately one at a time; ten (10) minutes was provided to each candidate for their presentation; randomly drawn to determine order of presentation:

1. Andrew Workman

2. Scott Kirkwood

3. TJ Duncan

4. Mark Naylor

After presentations were given, ballots were distributed in person and virtually; all votes were tallied by Executive Director Dumas which determined that TJ Duncan won the majority vote to fill the position of Secretary . Vice President Bailey lead new Secretary TJ Duncan in taking the oath of office.

d. NCPGA Bylaw 6.3 – Review of proposed language to reduce the size of the Board of Directors by removing the six Chapter Presidents and one Honorary Director positions. Chapter Presidents will be represented by a Director assigned as Liaison.

i. Motion by Duncan to propose the suggested language, subject to review by legal counsel, to the Membership for approval/ second by Bailey/ motion carried .

e. Hall of Fame Committee – Chair Moriarty presented suggested language to change to the nomination process so that candidates must be nominated each year with no limit to the number of times he/she can be nominated. Currently reads: “A nominee may remain on the ballot for eight years”; Suggested change: “There is no limit to the number of times a nominee may be presented on a ballot.”

i. Motion by Moriarty to approve suggested language/ second by Bailey/ motion carried.

f. Consent Agenda – Chapter Reports provided by Bay Area, Monterey Bay Area, North Coast, North State, San Joaquin, and Sierra Nevada chapters.

i. Motion by Duncan to accept reports as submitted/ second by Iskander/ motion carried.

VI. President’s Report

– Eric Lippert, PGA

a. Strategic Plan – President Lippert thanked the Committee for their work on the draft. Mark Naylor provided an overview of components of the plan: SWOT Analysis, Education Long-Term strategies, Employment Long -Term strategies, Tournament Long-Term strategies, and Player Development Long -Term strategies.

b. Committee Assignments – The following suggestions were provided from the floor for President Lippert’s consideration:

i. Utilize Chapter networks; tap into experienced Members to serve as mentors; anyone willing can serve as a mentor; encourage face to face engagement;

ii. Reinstitute “New Member Orientation” program

VII. Vice President’s Report – Nick Bailey, PGA

a. Financial Narrative, February 28, 2023 – The 2023 Operating Statement now includes the Foundation’s financial summary.

b. Financial Statements, February 28, 2023 – Results for period ending 2/28/23 reflect Net Operating loss of $11,157, which is consistent with results from the same period last year. Current cash position of $149,739 reflects annual slow activity period; total Liabilities & Unrestricted Net Assets are $594,256. April 2023 marks the beginning of collection for 2023 Partner Agreements.

c. Resolution for new PGA Membership Classification – Review of proposed new classification “A-25” for PGA Members primarily employed in a senior leadership role

within a PGA Recognized Golf Facility.” This class could cover a variety of leadership roles for Members taking on more tasks for facility enhancement (membership sales, F&B, accounting).

VIII. Secretary’s Report – Nick Bailey, PGA

a. Membership Report – Members 860 (up by 5 since last Board Meeting); Associates 176 (up by 10); New Members in last month 2; New Associates in last month 15; Transfer in 9; Transfer out 8; Class F 58; Reserve 26; ADM Certified 213.

IX. Executive Director/COO Report – Len Dumas, PGA, CCM

a. Section Revenue Base – For period 4/1/23 to 3/31/24, Association Development Programming (ADP) funds will be $189,108; to be distributed in equal payments in June 2023 and October 2023. Section Strategic Funding Program provides the opportunity to earn additional $26,738 to $46,238, depending on the level of participation required. In previous years, the NCPGA has earned all of the additional funds

b. Unclaimed Property Agreement – Outstanding checks totaling approximately $30,000 are subject to claim by the State of California; funds cannot be claimed by the Association; oversight by KPMG through recent contract with the PGA of America

c. Assistant Executive Director – The search for candidates is underway and managed by Career Consultant Caitlyn Doyle, PGA.

d. Lagoon Valley Project – A community housing and golf course project, west of Vacaville, is being considered as a long -term future home for the Section office.

e. Regional Director Update – The new Regional Director is Mike Ray, PGA.

X. Hall of Fame Update – Class of 2023 – Dede Moriarty, PGA

a. Following its next meeting, the Committee will announce its decision on the 2023 Hall of Fame Inductees.

XI. NCPGA Foundation Report –Tim Burr, PGA, given by Suzy Schneider

a. In 2022, a total of 23 programs were held at ten different golf facilities, serving 511 Veterans. In 2023, a total of 32 programs will be held at fourteen different golf facilities estimated to serve 650 Veterans. Three Instructor training seminars were held in March which provided training for 27 additional instructors. The average class size is 24 Veterans which requires 5 Instructors; Instructors can be PGA, Associates, or LPGA professionals.

b. Premier Fundraising Event – The Langley A Tribute to Legends will be held August 14 & 15 at Pebble Beach Resorts, honoring PGA TOUR Legend Sir Nick Faldo, and San Francisco Super Bowl legendary quarterback Steve Young.

c. How to Help? 1) Become an Instruc tor, 2) Become a Facility Partner by offering discounted rates for non-peak tee times, 3) Hold a fundraiser for PGA HOPE.

XII. PGA of America Reports

a. Regional Director – Mike Ray, PGA, was welcomed to the meeting. Ray served thirty years with the South Texas Section PGA as Executive Director. Ray’s motto is “communication is key.”

i. Career Consultant - Caitlyn Doyle, PGA – Report as submitted. Summary on PGA ExecuSearch; Section ED application period will close on 4/16; Key messaging about the New 3.1 program for the Associates; PGA Compensation Survey completion goals currently at 41% - need to be at 51% in order for Section to earn additional revenue of $19,500; Member -Search Committee positive feedback; list of upcoming travel/events.

ii. Player Engagement Consul tant – Junko Harkins, PGA – report as submitted. Review of all Player Engagement opportunities: “Learn, Coach, Host”. Update on PGA Junior League which has over 29,000 registrations nationwide. Season schedule for Section Qualifiers and Championship was pr ovided. PGA.Coach profiles have increased. 2023 Drive, Chip and Putt National Finals at Augusta National are complete, and the 2024 season registration is now open.

b. District 11 Director –John McNair, PGA – report as submitted

i. USGA National Development Program is putting PGA and LPGA Professionals at the center of its framework of the American Development Model focused on coaching and player development.

ii. Deferred Compensation – PGA Members can earn up to $1,500 a year to a deferred compensation fund by participating in a combination of 16 activities.

iii. Regional Model Leadership Changes – Monte Koch will remain in his role as Career Consultant for the Pacific Northwest Section, and Mike Ray has become the new Regional Director.

XIII. Tournament Director – Shawn McEntee, PGA – report as submitted

a. Completed Tournaments: NCPGA Yamaha Match Play Championship - 58 players, EZGO Club Team Championship - 88 players, Pro Series #3 – 101 players

b. Upcoming Tournaments: NCPGA Two Person Club Team Championship, April 17-18 at Bayonet Black Horse, Yamaha Pro-Scratch April 24th at Diablo Country Club, NCPGA 4- Pro Scramble June 12th at Lakeridge Golf Club, Section Championship August 7-8 at Lake Merced Golf Club, Senior Section Championship August 21 a t Del Rio Country Club, and Associate’s Championship August 28 at Castlewood Country Club.

c. 2023 PGA Professional Championship - April 30-May 3 at Twin Warriors GC and Santa Ana Golf Club in Santa Ana Pueblo, New Mexico. Section Professionals that qualified: Scott deBorba, Brad Marek, Tom Johnson, Rodney Wilson, Warren Pineo, and Mike Woods.

Since the previous meeting, the Strategic Planning Committee met on April 26, May 10, and June 2. The Strategic Planning Committee is approaching this task diligently and methodically given the goal and the various aspects involved in the localization of the Path to Membership

Meeting Discussions, Tasks, and Committee Education

Resources and Additional Committee Members: The Committee discussed:

• Utilizing and customizing resources from the PGA of America

• Creation of a mentoring network with a strong social media presence

• Recruit a networking SME for in person or virtual session with Associates

• Accountability is defined as delivering and follow up on contact with Associates

• Mandatory meeting, i.e., Assocaites must attend an orientation or similar session with their Chapter President and Section Officers and Executive Director; Attendance at the Summer and/or Annual Meeting

• Committee additions will include our Section Career Consultant and Chairs of the Assistant Associate Division

Educating the Committee:

• The Committee met with Todd Sammons, PGA, Director, Education, of the PGA of America on June 2. Todd was very complete within the description of the program, program costs; highlighting the most recent 3.1 rollout which has been extremely well received from Associates.

• Significant aspects of the Path to Membership include elimination of manuals, all materials are online; elimination of Level test out, replaced by periodic quizzes; Selection of career path when entering Level Two

• Current Career Path elections: 50% Teaching and Coaching; 49% Golf Operations; 1% Executive Management

• Todd Also sent us the Supervising Professional Guide, a tremendous resource to allow the Committee to fully understand the intricacies of the program and local resources

Re: Committee Inaugural Meeting

The initial meeting of the Teaching and Coaching Committee was held Tuesday, May 30. Attendees were NCPGA Directors Andrew Larkin, PGA, Ashley Wood, PGA and Executive Director Len Dumas, PGA CCM.

Topics covered:

• Additional CTE Members, consisting of varied ranges as an instructor/coach; varied customer base, i.e., Adults, Juniors; varied experience with the use of technology

• As Coaches: recruiting players by providing an experience describing the changes that occur moving from a high school player to a college player.

• As Instructors: Review and encourage instructors to utilize the vario us programs available such as Get Golf Ready and Operation 36. Additional

• Marketing: Encouraging instructors/coaches to become ADM Certified and ultimately PGACoach

• Discuss the 2024 Player Teacher Forum as a live event

• Discuss developing a regularly scheduled online session as well as a quarterly live session.

The first Pro Am of the year was recently h eld in the North Coast Chapter. Host PGA Professional Greg Senestraro welcomed a very nice field at Redwood Emp ire G&CC in Fortuna. We hope to have many more succ essful events such as this in the near future at the following facilities: Beau Pre GC, Baywood G&CC, Eureka GC and Buckingham G&CC. In addition, we are narrowing down some dates/facilities for some Pro/Pro events. We are looking forward to making the rest of 2023 a successful one with Our current officers are President Ted Mattila (Buckingham GCC), Vice-President Don Harling (Beau Pre GC), Secretary Greg Bean (Baywood GCC), Education Chairman Brent Stone (Beau Pre GC) and Tournament Chairman Mark Wotherspoon (Buckingham GCC)

o Sierra Nevada Chapter is doing great, and we are one of the strongest Chapters in our Section in play financial situation and tournament opportunities . I recently sat in on several forums at the PGA Show with the National Golf Course Owners Association, The National Golf Foundation, and Pellucid Corp., all predict an upward trajectory again in 2023.

• Outline Goals, Objectives , Strategies for 2023

o This meeting is designed to be more interactive . While we give our reports, others are encouraged to ask questions and add their point of view. We want everyone to take something from this meeting. We want to create more communication and be as transparent as possible across the Chapter.

• Chapter Election Results & Current Board

o In the most recent election, we had no new applicants interest in running for the board (shame on you). With that, TJ Duncan and John Hughes whom both were schedule to move off the board, decided to re -run and were both re -elected onto the chapter board for the 23’/24’ seasons.

o Furthermore, TJ Duncan once r e-elected, ran for the secretary position on the board, and currently assumes the position.

o With that, we had one additional chapter board member position available, and as acting president I elected Ray Otis to our board for the 23’/24’ seasons. Ray will be a great representative of you, our chapter members.

• Current Bank Balance

o We have a healthy bank balance currently of $.

o The recap from last year is inaccurate as it shows us losing $7,173 on tournaments, when that should be closer to $3,453. The loss is directly related to the Brooks Park Cup which is the only event that we don’t charge for but still have the expenses.

• 2023 Budget Projections

o Looking to continue working toward zero cost events, but would like to use some of our extra funds to bring in some education opportunities for the Chapter. 2023 budget looks good.

• Tournament schedule for 202 3

o The current schedule was in everyone’s packet . Went through schedule for ’23 and discussed how to sign up and register. Talked about having more Chapter events.

o We plan to offer Education Opportunities on May 16 & May 26 in conjunction with our Stroke Play Tournaments. Education topics are TBD.

o The MSR Cycle is ending on June 15, 2022. There are many offerings through the Section to knock out some MSR Opportunities.

State of Junior Golf in our Chapter

• Truckee Tahoe Junior Golf Tour, Doug Flynn (on the phone)

o Great opportunity for Juniors in the area to play golf at some amazing courses at an affordable rate. Started in 2012 and has had successful growth .

o We had good participation in 202 2 and we are looking forward to more numbers this coming season. The 7–10-year-old age group is biggest to get for future golfers.

• First Tee Northern Nevada, Chris Dewar -Mazzaferri

o Spring Classes are sold out and on a waitlist. 20 new coaches in 2023.Wants more younger and vibrant staff, not older teachers.

o Board changed groups and classes to keep older kids playing .

o Thank you to all of our facilities.

o Held LPGA/USGA clinic at Sierra Sage with 100 girls.

o Update on Wildcreek being the new First Tee Facility .

▪ Will use storage containers for multi -levels on range .

Hello fellow Members, Associates, and Invited Guests,

The game of golf continues to thrive, though experiencing a minimum decline , certainly here in California, Northwestern Nevada and nationally. Our local programs such as PGA HOPE, PGA Junior League and Drive Chip and Putt continue to expand throughout our Section, thanks to the incredible hard work and diligence of all of you, our NCPGA Members, Associates, and Partners.

NATIONAL

The Deferred Compensation program has now become a reality. Launching on April 1, the program establishes individual retirement accounts for Members in Good Standing, and is annually funded by the PGA of America. Contributions are based upon credits earned due to participation in established programs. Not only does the Deferred Compensation Plan serve our existing Membership, it also serves as a recruiting tool for the next generations. Be sure to register in this valuable program

PGA Frisco is now officially open! The recent Kitchen-Aid Senior PGA Championship was competed on the Fields East Course as the inaugural event. Many members of our national staff are in place, Associates are working their way to PGA Membership, the North ern Texas Section has it’s new home up and running, and through the design of activities and public spaces highlighted by two championship golf courses, we once again firmly establish ourselves as the experts in the game and business of golf.

All are encouraged to visit PGA Frisco.

It would be a mistake to not address the elephant in the room as it relates to the recent decision by the PGA Tour, DP World Tour and LIV Golf who is in step with the PIF to unify. Undoubtedly we all have questions and feelings on how this may or may not impact golf as a whole as well as our personal businesses. It is likely the most discussed subject at all of your clubs since the most recent announcement. For the time being, it is important for us to note that we as an Association have and always will be the gatekeepers of golf to those who wish to enjoy the game. We should take pride in our role of fostering the game of golf and sharing it with those who have a passion or are developing a love for the game. The recent decisions are not a reflection of the PGA Professional and our National leadership is working hard to ensure the entire golf landscape is aware of our roles in golf vs. those of the player leagues. In many ways the recent news, much like the success of Michael Block , serve to highlight what all of you do to serve the game and share it on a daily basis.

The Section staff and the Board of Directors have been extremely busy this year . While the work is ongoing and we continue to look for ways to serve our members, we have been wor king diligently on the following items.

1. We are in the process of hiring a new Assistant Executive Director, in order to complete the needed size and skill set of our Section staff to best serves our Members and grow the game. With the current state of the game, our ever-expanding PGA HOPE programming and service goals are now in reach.

2. Secretary Devin Meheen accepted a position in Florida earlier in the year. This led the Board of Directors to hold an off-cycle election. There was great interest among board members with 5 running for the vacated officer seat. The candidate pool was outstanding but ultimately , TJ Duncan received the necessary votes to replace Devin as our new Secretary. TJ has been a very strong board member and will no doubt be a great leader for the Section in the coming years.

3. In an effort to continue providing effective and efficient leade rship, we are in the process of reducing the size of our overall board. Upon completion of a National survey, it was brought to light that our board was by far the largest of the 41 Sections. We also felt that we were bifurcating our local chapter leadership by requiring them to participate in all Section meetings in addition to their chapter duties. By allowing them to focus on their chapter and restructuring our board duties we are certain that membership is still well represented and communication will be improved.

I cannot tell you what a privilege it has been and continues to be working alongside so many great professionals that are willing to donate their time for the betterment and service of their fellow PGA professionals.

Results for the year-end period April 30, 2023, reflect a Section operating NOL (Net Operating Loss) of ` $17,975 vs. the budgeted NOL of $14,226, for a variance of $3,749. The variance in General and Administrative Revenue is based upon the accrual timing of ADP funds, the PGA of America Fiscal Year vs. our Section Calendar Year. Actuals are 6 months of the prior year vs. 12 month of the new rate. The Tournament variance is a result of reduced costs as to reduced event participation, spread over several events, in several categories. A post close adjustment is necessary to correct the wage distribution of the wages to the Communication and Membership categories. This adjustment does not affect the net result for the period.

Our cash position as of April 30, 2023, is $379,355, inclusive of $ 266,275. In cash reserves. Many NCPGA Partner contracts are entered into in Q1 of any year, and have varied remittance schedules. Therefore, in effect we do advance the funds for Q1 and early Q2 events. The most significant additional item in Accounts Payable are costs generated from the EZGO Championship, $41,000. The remainder is facility fees, general invoices and purses payable.

The month of June begins substantial cash flow based upon the receipt of the first Association Program Development Funds (ADP), of $95,000. and Section Dues income $85,000 (received as of this date).

Just a reminder of the image of our Player Engagement Suite of ‘opportunities’ that our golf professionals can engage in. They do not have to offer ALL these programs; they can pick and choose what best fits their goals and needs as well as the consumers.

Our most recent one went over the Deferred Compensation and Compensation Survey. We had a great turnout for it and we hope to continue to touch on those items in the future webinars as well.

PGA Family Golf

PGA Family Golf is LIVE online. The membership fee has been updated from $45 to $25. There is still work to be done on the content and materials in the Coach Resources Center but program registration is open for 2023!

We have also confirmed our national PGA Family Golf Event in December of 2023 at PGA West on the Mountain and Dunes Courses in Southern California!

Here are some updates and changes to report:

2023 Membership pricing: $25 per family (similar to PGA Jr. League Gamechanger Fee)

• This is a one-time fee per year that allows each family to register for multiple events

We are moving forward with the online store to replace the Team Kit process.

• Coaches will get a credit for every family membership fee paid to their facility and can purchase items to use as team gifts.

• Coaches will receive one set of the 3 pennant flag awards, a nd these will also be in the store for purchase

• Coaches can purchase items over the credit that has been earned

• The remaining family cup merch will be in the store at a discount for anyone that wants to use it

Team size

• To simplify the format/operation, th e facility guide and recommendations will be geared toward 2 -4 player teams, but professionals and facilities can do what they would like

• The tech will not be adjusted and families can register up to 6 people

• We are working on this an d hope to have more details here soon.

We have 5 facilities currently registered in the NCPGA but no programs are published yet. My goal would be to have at least 3-4 programs run this year with these new updates and changes.

PGA Professional and Amateur Event Consideration

The PGA Board of Directors, at the recommendation of the Membership Committee, modified the Regulations allowing for combination of two 18-hole scores to count as the 36-hole PAT score, by allowing Section events that include non-PGA Professionals, and clarified the policy for PGA Golf Management University events.

PGA Medical and Disaster Relief Fund

The PGA Board of Directors encourages all PGA Members to contribute to the PGA Medical and Disaster Relief Fund, which has disbursed more than $1,700,000 to PGA Members in need over just the past ten years.

DEFERRED COMPENSATION

Registration is now live. As we all know, there are tax rules that prevent the Association from directly giving money to members. But the basic principle is that we can reasonably compensate a member for performing services that advance our exempt purpose; specifically for growing the game of golf. Therefore we created a plan whereby members that participate in programs that meet specified performance objectives can earn a contribution towards a deferred compensation fund.

PGA Members can potentially earn up to $1,500 a year to a deferred compensation fund by participating in combination of 16 activities

The aim is that over the years these investments will grow and provide a supplemental income for the member upon reaching the age of 65

In addition to all our programs and other benefits this is now a very real and accessible vehicle to accumulate wealth towards a more comfortable retirement. We further hope that this can serve as a truly significant lure and recruiting tool to attract new talent to our great and growing industry.

This won’t be without challenges but for the first time ever we got a response of yes we can do this from the IRS. We will roll out, review and refine the program over the first few years.

REGIONAL MODEL LEADERSHIP CHANGES

As the Regional Model evolves some adjustments to our current leadership team have been made. With the evolution of the Regional Director role, Monte Koch raised his hand and indicated that he would prefer to stay in his role as the Career Consultant serving the Pacific Northwest Section and we know he will continue to be a superstar. Our members are his passion and we know he now he will continue to provide amazing service to the PNWPGA Professionals. This move has led us to make a few additional modifications to the current Regional Leadership:

-Mike Ray will now take over leadership of the West Region given his strong relationships with the Executive Directors in his new territory.

• -Don Sweeting will now take over the Atlantic Region leadership where he has previously managed some of the current staff and also served as a Career Consultant

• -The final move is moving Ted Logan into the Southeast Region- Regional Director. Ted applied for the Southeast Regional role last year, but agreed to put his application on the sideline to assist in finishing the PGA Teaching Ted's responsibilities in the PGA.Coach space will be assumed by Anthony Vitale.
