September 3, 2004 The Honorable Governor Arnold Schwarzenegger State Capitol Building, First Floor Sacramento, CA 95814 Dear Governor Schwarzenegger: On behalf of the National Council of La Raza (NCLR), the largest, national Latino civil rights organization in the U.S., and the Early Care and Education Task Force of the California NCLR Affiliate Network (CNAN), we write on an issue of great importance to the Latino community: the education of its youngest children. NCLR and CNAN strongly support the development of a highquality preschool system in California and view the AB 712 legislation as a critical first step toward building an inclusive, equitable preschool system for all of California s children. We urge you to sign this bill into law. As you are aware, Latino children constitute the fastest-growing population in the state. In fact, researchers noted (earlier this year) that more than one out of every two babies born in California is Latino. In addition, the state s young child population is increasingly linguistically diverse. During the 2002-2003 program year, 51% of children enrolled in Head Start centers throughout the state were Spanish-language dominant compared to 43% for English-language dominant children. Unfortunately, young Latino children are underrepresented in early education programs. For example, 47% of three- and four-year-old children in California are Latino. However, less than 37% of these children attend preschool. In addition, early education programs often fail to adequately address the quality of early education services for Latino and English language learner (ELL) children, who require linguistically and culturally responsive services to meet school readiness goals. AB 712 addresses a critical issue for the Latino community by calling for a plan to build a diverse early care and education (ECE) workforce that supports positive academic outcomes for all children. However, in order to achieve an ECE workforce that meets the needs of Latinos and ELLs, the Blue Ribbon Committee established by AB 712 must place a high priority on increasing the number of bilingual teachers and personnel with expertise in working with these children and their families. As a first step, NCLR and CNAN strongly urge you to ensure that the Blue Ribbon Committee s members reflect the diversity of the state and have experience and expertise in providing preschool services to Latinos, immigrants, and ELLs. Moreover, the Committee s composition should include representatives from all regions of the state. In addition, we strongly believe that the work of the Blue Ribbon Committee should address the following issues: Appropriate time frames. The Blue Ribbon Committee should consider the unique needs of preschool teachers who face language and geographic barriers when setting time frames for teachers to complete degree requirements. In addition, the Committee should consider a flexible approach with regard to preschool teachers who face language and geographic barriers and are making progress toward the preschool teacher degree requirements.
