California Police Misconduct Records Now Available in Public Database

The public can now search internal affairs documents and other police-misconduct records from nearly 700 California law enforcement agencies through a database created by UC Berkeley and Stanford University.
The Police Records Access Project database, which contains roughly 1.5 million pages of records from 12,000 officer-misconduct and use-of-force cases, was jointly published Monday by CalMatters, The Los Angeles Times, the San Francisco Chronicle and KQED.
The database is the first of its kind in the nation and will allow the public to search for particular types of misconduct or uses of force. It will also allow police departments to better research potential job candidates and can help researchers identify policing trends.
“The creation of a public facing database is critical for all of the stakeholders in the criminal legal system: whether public defenders, innocence organizations, prosecutors, police departments or academics,” said Barry Scheck, co-founder of the Innocence Project and a professor at Yeshiva University’s Benjamin N. Cardozo School of Law.
The database took seven years to produce. It was compiled by journalists, data scientists, lawyers and civil liberties advocates working with the Berkeley Institute for Data Science, UC Berkeley Journalism’s Investigative Reporting Program and Stanford University’s Big Local News.
The ACLU Foundation of Southern
California, California Innocence Coalition, the National Association of Criminal Defense Lawyers, UC Irvine law school’s Press Freedom Project and UC Berkeley law school’s Criminal Law & Justice Center also collaborated on the project.
The project began after California legislators approved a series of laws aimed at improving law-enforcement transparency. Senate Bill 1421, approved in 2018, and SB 16, approved in 2021, granted public access to use-of-force and other misconduct records.
However until now, those records were only available by filing a specific request to an individual agency.
“This living database makes the transparency and accountability aims of SB 1421 a reality,” said Tiffany Bailey, senior staff attorney at the ACLU Foundation of Southern California, which will contribute an additional 200,000 records to the database from its own efforts to obtain public records.
“Critically, families who have lost loved ones in California will now have direct access to the information they need to seek meaningful accountability that has too often been denied.”
The documents in the database were released by law enforcement agencies, district attorneys offices and other organizations and were redacted in compliance with California’s public records laws. The database does not include crime scene photographs, audio recordings or videos. Police Records Access Project team members further redacted personal infor-

Humboldt was a little late to the fresh ramen party. So, when word spread Susukino would be sliding into a spot in Northtown Arcata, we were ready to drop in like a marinated boiled egg. The fresh noodles, long-cooked pork and chicken broth and charred pork belly built a following, but the zangi appetizer — marinated and fried hunks of chicken in the style of the snowy northern island of Hokkaido — is edging it toward a cult.
The de rigueur shoyu, miso and tan-tan soups all have their fan bases, but the
san (sour) variety is chef Gori Igarashi’s specialty, brightened with vinegar. The acidity plays against the fat of the pork and the salt in the broth, heightening all the flavors.
Of course, there are options to customize from the topping’s menu and four heat levels of added spice (*dabs forehead). And with the mellow hangout vibes and late-night hours, Susukino may be just what Arcata diners ordered.

I love boba and so does Humboldt, with North Coast Journal readers showing Boba Monster that love by naming the shop as the top spot for Best Bubble/Boba Tea in this year’s Best of Humboldt contest. Rep. Jared Huffman
With the backing of Journal readers, North Coast Congressmember Jared Huffman is making his inaugural debut as Best Local Politician this year. Having served as the Second District’s representative since 2013, there’s probably a lot you already know about him, including his work on environmental and water issues, from restoring salmon habitats and securing relief for impacted fishers to advocating for the Klamath dams’ removal and the return of stolen lands to local tribes. You might also have noticed that he’s also an outspoken critic of President Trump and the actions of his administration.
But did you know Huffman’s also the dedicated pet parent of a cat named Truman? And while he may have been awarded a Best in Show blue ribbon by Journal readers, it’s often the representative’s faithful, if sometimes aloof, feline that steals the show with his social media prowess. The tabby’s Facebook page Congressman Jared Huffman’s Cat Truman alone has 18,000 followers and, along with obligatory lounging in the sun shots, Truman’s not afraid to show some claws while helping his human get out the word about important issues.
“I am honored to be selected and proud to say that when Susan and I adopted Truman we did not know his true potential,” Huffman says in an email to the Journal. “But Truman far exceeded our expectations and now has his own Facebook page and a significant following – outsmarting algorithms to bring people real news. It just goes to show that a rescue is always a chance worth taking.”

With a name like Small Dog and a personality that’s anything but, the fourlegged boss at The Jefferson Project has officially claimed the crown for “Best Shop Dog Who Runs the Place.” Though, to be fair, he’s been running it for years.

Inside The Jefferson Project — a community-powered nonprofit revitalized from a once-vacant school — Small Dog’s presence is more than precious. He’s a grounding force in a space dedicated to real change: food access, clothing for families, art, education and connection, all fueled by neighborly care and grassroots action. pats and belly rubs distributed. Humboldt voted, and the results are clear: Smalls isn’t just running the show, he is the show. Part icon, part office legend and all heart, Small Dog is proof that big things come in small, adorable packages.
It was an amazing run to end the summer for the Crabs. The Crabs hosted game one of the Pacific Empire League Championship Series, and the crowd of 1,400 fans was electric. “In all my years here, I don’t think I’ve ever seen this park like that. It was amazing,” said Crabs coach and three-time MVP Jeff Giacomini. Behind that energy, the Crabs would show resilience and emerge victorious in game one, 10-8. They traveled to Healdsburg for games two and three the following night, where they would battle but fall behind early in both games. The Crabs were ultimately unable to recover, and the Healdsburg Prune Packers would go on to win their fifth straight championship.
But we aren’t here to dwell — we are here to celebrate the amazing summer that was. This being the North Coast Journal’s Best of Humboldt issue, it only seems fitting to highlight the best Crabs and hand out our Player of the Year awards.
NCJ Defensive Player of the Year: Keenan Morris
Without a doubt, the best defensive play of the year was what has become known as “the catch” that Timmy Reed made in game two of the championship series. Running to almost the 400-foot sign in centerfield, Reed would press the “full send” and launch himself up and over the fence to rob the Packers of a home run and swing momentum briefly for the Crabs. “It’s the craziest thing I’ve ever seen in person on a baseball field. I’m not even that athletic in my dreams,” said Crabs utility man Parker Rodgers.
Others shared similar sentiments, with standout reliver Brody Jacobs calling it “the best play I’ve ever seen.”
Even more amazing was the defensive and all-around play from “The Honey Badger” Keenan Morris. In 41 games, Morris hit .317 with 20 RBI. He was a mainstay in the leadoff spot for our Crabs. The sign of not just a good, but a great leadoff man is the ability to get on, get over and get in. Morris exemplified that all summer for the Crabs, with more walks that strikeouts — winning that battle 26-20. He also had more stolen bases than strikeouts, with 27 bags. But his most impressive stat of all
is that in 41 games played, with most of his starts coming at the “hot corner” third base, Morris had only two errors. “He’s my favorite player — he gobbles up everything, he is a complete vibe out there,” said local DJ Toby Tullis.
NCJ Reliever of the Year: Max Hippensteel
This was the hardest call because of how strong Brody Jacobs came on down the stretch. Jacobs finished the summer with a 3.20 ERA. He was 3-0 with three saves and 37 strikeouts.
However, the guy who got the call in during the most high-leverage situations all summer, and defending his crown, was two-time winner Max Hippensteel. Hippensteel had three wins and three saves. With his devastating Vulcan Change, the University of California at Davis product had an ERA of 2.97 with 47 strikeouts in 33 innings pitched.
NCJ Starting Pitcher of the Year: Myles Standish
The local southpaw got the start on opening night and never looked back. He solidified himself as the staff’s Friday night ace with nine of 10 quality starts, going 6-1. He gave up two or fewer runs in seven of those starts, while striking out 59 batters in 56 innings pitched.
NCJ Offensive Player of the Year: Cameron Sewell
Sewell could easily have been the MVP. The Sacramento State University product was the best offensive player for the Crabs from wire to wire. He led the team in batting average, hitting .372. His nine homeruns topped the team, and his 47 RBI ranked him second on the team. Sewell also added 24 stolen bases, behind “The Honey Badger” Morris. It wasn’t just the stats but the moments: game-tying home runs, go-ahead singles and walk-off hits.
NCJ MVP: Adam Enyart
This award could have gone either way, as Sewell and Enyart are both deserving, but here’s my case. Enyart was brought in predominately as a pitcher. The plan was for him to get at-bats and fill in early while other teammates trickled in from their college playoffs in the beginning of the
summer. Enyart got off to a scorching hot start hitting four home runs and driving in seven in the Crabs’ first six games. “We are going to keep him in the lineup. I don’t know if that was our original plan, but the kid is kind of forcing our hand right now,” said head coach Robin Guiver. Enyart would go on to be a mainstay in the middle of the lineup all season. His .363 batting average and seven home runs both ranked him second on the team, while his 57 RBI put him far ahead. Oh, and remember, he’s a pitcher. His four wins were good enough to rank him second on the team. His three saves tied him for No. 1 on the team, one of them in game one of the championship series. The standout struck out 32 batters in 24 innings, and that twoway dominance is why he is the MVP of this summer. He will continue his journey and join teammate Cameron Sewell at Sacramento State University this season.
So that is a wrap for this summer. The amazing tradition of local guys contributing to the Crabs continues to be a driving force. Coach Jeff Giacomini was a threetime MVP. Two of our awards go to players who grew up being bat boys for the Crabs. Kids that attended Crabs’ summer camps now coach at the same camp. “Parker was my catcher, and Keenan was my shortstop growing up,” said Standish.
“It’s meant the world to me, and it’s been a dream come true to play out here,” added Rodgers.
Personally, I want to thank the Crabs and the community for another incredible summer. Getting to throw out the first pitch of the championship series and feel the electricity in the ballpark that night was truly special. Until next summer: Go, Crabs, go! ●

I’m going to make an unhappy announcement about current events and follow with a couple suggestions.
On July 31, Derek Russell, the owner of AMPT skate shop died suddenly and unexpectedly. Please bear in mind I am writing this on Monday, and this paper will be in your hands no sooner than Thursday, which is a week after this tragedy and therefore still fresh. My first suggestion is to respect the feelings and privacy of his family and loved ones while they navigate their loss. I wish to extend my own condolences to them all. I didn’t know Derek but my brother certainly did, as did friends of mine in the community, particularly those involved with skating and disc golf. All I have heard is that he was a great dude and this is a terrible loss for everyone. So here comes my second suggestion. When enough time has passed, the community should consider honoring him with a memorial. Not just a plaque, but something usable and interactive with skaters and/or disc golfers. I am not in those groups but I know some fantastically creative people are, so I leave it to them to consider something appropriate, and to us as a community to help make it happen. Again, wait for the dust to settle on this, let his people grieve, and consider helping memorialize him and his love of Arcata and its unique skate and disc culture, of which he was a very important part.
I know I’m the live music guy, but our community is always smaller than we think, with far more connections than we often realize. All hands bury the dead and our home would never be the same were it not for the efforts of all the wonderful folk who fill it with music, art and the kinetic beauty of ephemeral motion personified by someone shredding the streets and skate parks. May it all roll on past our own time into the lives of those in the future.

Humbrews continues its August tradition of celebrating the music of the Grateful Dead with the first night of Daze Between Fest at 8:30 p.m. For a mere $10, you can enjoy a night of mostly acoustic tunes from the previously mentioned group, as well as the Jerry Garcia Band, performed by Jerry’s Kids — not the OG hardcore punk band — joined by Stephanie Hartwell-Mandella and Samantha Day. If you’re looking for something completely different, the Logger Bar is hosting a group of one-man bands at 8 p.m., including It & I, Arthur Buezo and Polybanderous. No cover.

One last shout out — for this week — for the Logger Bar, where local metal is on the menu, with two excellent groups chugging it out at 8 p.m. Psyop Victim and War Möth have graced these pages many times before, and will many times in the future, if I have anything to say about it. Highway to van/wagon tour life duo Anna Moss and Joel Ludford, aka Handmade Moments, is jamming tonight at 7:30 p.m. The sound is hard to pin down, so I’ll list the ingredients instead: ukelele, upright bass, saxophone, and vocals with beat box and purr. This should be a fun one for people who celebrate young eclectic tastes poured out onto the wooden stage under the curtained and well-lit proscenium of the Arcata Playhouse. Puppeteers for Fears presents Robopocalypse: The Musical at the Arcata Theatre Lounge at 7 p.m. It’s all in the title, really, but to be clear: This is a musical — chock full of puppets — about the terrifying ascendance of cyber overlords and malevolent AI masters ruling the human race like the screen-chained little piggies we are. Yikes! But all in good fun and with musical guest Blunderbust. This comes after a national tour, so these puppets are warmed-up, loose and limber, and ready to tell their story. A statement of decision was not requested.
THE COURT FINDS AS FOLLOWS: 1. Named defendants B.F. Barca and Virginia Barca, a husband and wife, took title to the Property on March 11, 1925. The Property description
in the indenture transferring the Property recorded in the Office of the County Recorder of Humboldt County on March 12, 1925, in Book 171 of Deeds, at Page 367, described it thusly:
BEGINNING at the Northwest corner of Sixth and “M” Streets, of said City of Eureka, and running from thence North along the West line of said “M” Street, one hundred and ten feet to an alley; thence West along the South line of the alley, sixty feet; thence South parallel with said “M” Street one hundred and ten feet to the North line of said Sixth Street; and thence East along the North line of said Sixth Street, sixty feet to the place of beginning.
BEING Lot number Five of Block number Sixty-three of said City of Eureka, County of Humboldt, State of California, as marked and designtated on the map or plat thereof now on file and of record in the Office of the Recorder of the said County of Humboldt, State of California.
2. Upon the death of B.F. Barca, the Property passed to his surviving wife, Named Defendant Virginia Ziliotta (formerly Virginia Barca), and Named Defendants Peter Barca, Albino Barca, Walter Barca, Mary Barca Fetterman, Adeline Barca Luis, and Zelda Barca (“the Heirs of B.F. Barca).
3. This transfer was accomplished via a probate case (No. 23996) in the Superior Court of California of California, Santa Barbara County. The Property description used is unknown.
4. On August 25, 1945, the Heirs of B.F. Barca, deeded the Property to Named Defendant Ella May Stenman Strauss, by Deed recorded January 11, 146, in the Office of the County Recorder of Humboldt County, in Book 278 of Deeds, at Page 449, describing it thusly:
Lot 5 of Block 63 of the City of Eureka according to the Map of said City of Eureka on file in the Recorder’s Office of Humboldt County, California.
5. This deed transferring the Property identified the lot, block, city county, and state, but did not include the metes and bounds description.
6. On October 15, 1956, Ella May Stenman Strauss and Named Defendant Leo G. Strauss, husband and wife, deeded the Property to Named Defendants Hal Guthridge, Len Hartman, Don McRae, and Amador Rossi, by Deed recorded in the Office of the County Recorder of Humboldt County on February 19, 1957, in Volume 432 of Official Records, at Page 76, as Document No. 2576, (the “Guthridge et al Deed”) describing it thusly:
Lot 5 in Block 63 of Eureka according to the map thereof on file in the office of the Recorder of Humboldt County, California, in book 1 of Maps page 16.
7. This deed transferring the Property clearly identified the lot, block, city, county, and state, but did not include the metes and bounds description, and did include a reference to a specific map.
8. On September 1, 1959, Named Defendants Hal Guthridge and Helen E. Guthridge, husband and wife, Len Hartman and Constance Hartman, husband and wife, Don McRae and Fern F. McCrae, husband and wife, and Amador Rossi and Georgie L. Rossi, husband and wife, deeded the Property, along with neighboring Lot
6, to Plaintiff City of Eureka, by Grant Deed recorded in the Office of the County Recorder of Humboldt County, on September 28, 1959, in Volume 553 of Official Records, at Page 357, as Document No. 15771, for the sum of $29,000, describing it thusly: Lots 5 and 6 of the City of Eureka as per Map recorded in Book 1, Page 16 of Maps, and copy thereof in Book 6, Page 2 of Maps, in the Office of the County Recorder of said County. 9. The deed transferring the Property clearly identified the lot(s), block, and city, but relies on preamble reference to identify the county and state, did not include the metes and bounds description, and included a reference to two recorded maps. 10. Plaintiff has owned and occupied the Property continuously and without a known adverse claim since it was deeded to Plaintiff on September 1, 1959 - more than 65 years ago.
11. On or about November 8, 2024, Plaintiff became aware of a cloud on title described as an exception to coverage in a preliminary title report as follows: “[A]ny land lying outside the Map filed in Book 1, Page 16 of Maps, and a copy thereof in Book 6, Page 2 of Maps, Humboldt County Records, which is included in the Assessor’s Parcel Number and being shown on the Humboldt County Assessor’s Parcel Map.
12. The exception appears to stem from the fact that the map filed in Book 1, Page 16 of Maps is an incomplete map, and part of Lot 5 in Block 63 is abruptly “cut off” in the copy of that map on file with the Humboldt County Recorder’s Office. 13. The result is that Book 1, Page 16 of Maps does not coincide with the metes and bounds description of the Property, in that a portion of that description is not shown on Book 1, Page 16 of Maps.
14. The discrepancy in the Property descriptions described above was inadvertent.
15. The above-described failure of the deeds to accurately reflect the intent of the parties resulted from a mutual mistake of the parties. NOW, THEREFORE, IT IS ADJUDGED, ORDERED, AND DECREED:
1. That Plaintiff City of Eureka is the owner in fee simple of the Property and that no defendant has any interest in the Property adverse to Plaintiff.
2. Carolyn Whitmire
January 10, 1942 - July 26, 2025
Carolyn Whitmire (née Foutz) went to be with the Lord on July 26, in the early hours of the morning. She was surrounded by her family and passed peacefully.
Carolyn grew up in Ukiah with parents Joe and Stella, sister Joan and brother Calvert. She and Joan were charter members of the Dolphins swim club and enjoyed competing on the Ukiah High swim team.
Carolyn attended Humboldt State University and after marrying the love of her life, Fred Whitmire, she spent most of her adult life with him in Eureka. Carolyn was an educator with Eureka City Schools and was passionate about helping all students to reach their potential, whether they were in the gifted program or resource education. Carolyn was an outgoing and highly social person, always curious about and respectful of other cultures. She was generous to a fault with family, friends and even complete strangers and would not hesitate to give the very shirt off her back to help others. Setting an example for all of us, she was an unflinchingly bold person who never hesitated to fight for what is right regardless of the strength of opposition or any threats posed. Among other things, she always stood up for racial equality in times when it was unpopular and sometimes dangerous to do so. She was a private pilot, an accomplished horsewoman, and trained her dogs to compete in agility events. She was also a talented hostess, who regularly threw large parties for Fred’s colleagues and supporters of football at College of the Redwoods and Humboldt State. She is survived by her husband Fred, children Deborah Davids (Peter) and Phillip Whitmire (Anna), and grandchildren Sebastian and Nathaniel Whitmire. Carolyn was also a mother to Phillip Webb, who loved her as much as she loved him.
Graveside services in Ukiah will be held on Wednesday, August 6, at 11:00 a.m. in the Russian River Cemetery District, 940 Low Gap Road, Ukiah, CA 95482. Lunch will be served following the service at Left Coast Seafood Restaurant, 110 W. Standley St. in Ukiah.
Services will be held on Friday, August 8, at 11:00 a.m. at First Covenant Church, 2526 J St. in Eureka. Refreshments will be served at the conclusion of services. All are welcome.
Arrangements are under the direction of the Eversole Moruary.

Assistant or Engineering Technician II / Utility Services Planner to support the planning, design, and inspection of the District’s water and sewer infrastructure and provide critical customer and contractor interface.
Engineering Technician I / Utility Services
Assistant is an entry-level position that supports the Engineering Department through technical, administrative, and customer service functions. The role includes drafting, field inspections, GIS and modeling, utility mark and locate, and coordination with the public at the planning counter.
Engineering Technician II / Utility Services Planner is a journey-level position that serves as the District’s lead representative for developmentrelated planning, inspection, and coordination. This position works with contractors, developers, and other agencies, performs plan reviews, leads field inspections, and administers programs such as source control, backflow prevention, and crossconnection control.
Ideal candidates will demonstrate strong problemsolving and communication skills, attention to detail, and the ability to work effectively in the field and the office.
Current 5-step salary ranges:
• Engineering Technician I / Utility Services Assistant: $30.87 – $37.52 per hour
• Engineering Technician II / Utility Services Planner: $39.44 – $47.93 per hour
