NCA Deed Restriction Committee Report

The New Year will be bringing with it a number of changes regarding Northdale Civic Association Deed Restrictions. Based on responses to surveys by NCA members plus Northdale residents, there will be a greater emphasis on enforcing the Deed Restrictions. Most notable among these changes is the departure from the NCA Board of Frank Giordano, the long-time Chairman of the Deed Restriction Committee.

Frank Giordano, who joined the NCA Board 18 years ago, recently submitted his resignation. He has cited health issues and the desire to spend more time with his family as reasons for this decision. Throughout his tenure, Frank has dedicated a great deal of time and energy to making sure that Northdale remains an active, attractive and well cared for community. He has spent

innumerable hours touring the neighborhoods, fielding phone calls, interacting with lawyers, responding to countless emails and, over the years, sending out hundreds of letters to homes with deed restriction violations. Frank’s commitment to Northdale and the NCA has been greatly appreciated and will certainly be missed. To Frank, we send a much deserved “Thank you!”

As of January 1, 2019, the Northdale Civic Association will be using a neutral third-party firm to inspect neighborhoods and respond to deed restriction-related issues. Merit Association Management-Perfected will take over the duties that Frank Giordano carried out for almost two decades. MAM-P will focus on these main concerns: parking on the grass and blocking the sidewalks/walking paths; unkempt properties; overgrown grass; and mold/mildew on homes. One of the goals of the Association is to help Northdale maintain its property values and continue to

be a place where people want to raise their families. It is the Association’s desire to work with residents to make Northdale a place where people are proud to live.

The Northdale Civic Association looks forward to your support for all of its efforts. You can show your support by becoming a member of the Northdale Civic Association. The membership fee is $50.00. These fees go toward the “fun” things such as the Concert in the Park, Howl-o-ween and the Holiday Tree Lighting and Movie in the Park. They also finance the serious and necessary business of Deed Restrictions which are needed to guide and respond to property maintenance matters.

WHAT IS THE NCA?

The Northdale Civic Association is a volunteer organization whose mission is to make Northdale a better place to live and increase property values by enforcing the deed restrictions to which each homeowner is legally subject.

The NCA is also the organized voice of Northdale, and represents residents when issues affecting Northdale are raised by Hillsborough County, the State of Florida and other governing bodies. The NCA issues this Newsletter and organizes the following events and programs: Welcome Wagon, Easter Egg Hunt, Community Garage Sales, Family Fun Festival, Northdale Pumpkin Run, Holiday Decorating Contest, Meet the Candidates, and the Northdale OWLS (Older, Wiser, Lively, Seniors). Board meetings are open to the public and held on the 3rd Tuesday of the month except December.

ANNUAL MEMBERSHIP IS ONLY $50.00. All members are eligible to run for NCA Board positions in elections held each May. Elections for those positions are made by the sitting board at the monthly board meetings. The dates of those meetings are posted in the Community Calendar.

DEED RESTRICTION VIOLATIONS

Residents can request an investigation of deed restriction violations. Complaints need to be in writing or submitted online. The NCA conducts periodic neighborhood inspections and will act on their findings when necessary.

To request an investigation of a possible deed restriction, follow the instructions at www.northdale.org or, if you prefer, mail us a complaint. Print out an online form and mail to NCA Deed Restrictions at 3853 Northdale Blvd. #374, Tampa, Fl. 33624.

When a violation occurs, a letter will be sent to the violating homeowner with a request to correct the problem. After a reasonable amount of time passes, and the problem persists, the coordinator may contact you with the available options. Some of these options could include legal action against the homeowners.

The NCA will not become involved in conflicts between neighbors, animal problems or landscape issues due to drought.

Happy New Year and best wishes to all in 2019. I want to take this opportunity to thank the volunteer members of the NCA Board of Directors who have served the Northdale community with their time, talent and dedication throughout the past year. We currently have an open position on the board to fill. If you are interested, I invite you to attend the January 15th board meeting at 7 P.M. in the Bill Castens Gymnasium Conference Room at Northdale Park. If you have questions regarding what is expected of a board member, I suggest reviewing the NCA By Laws (especially page 2 through 4) that can be found on the Northdale website www.northdale.org. The NCA Board meets the 3rd Tuesday of every month except in December. Meetings are open to the public and we look forward to residents attending.

The NCA is proud to sponsor many family-oriented events which help to build good relationships and opportunities to interact with neighbors; such as, the Easter Egg Hunt, Family Fun Festival, Candidates Night, Holiday Tree Lighting, Concerts in the Park, etc. All of these events would not be possible without the help of the dedicated staff that work at Northdale Park under the leadership of Patrick Cullina. The partnership the NCA has formed with the park is imperative to the success of these annual events as well as to the continued success of the Northdale OWLS seniors group. I want to thank them sincerely for their commitment and support of the community.

Winners of the Holiday Lighting Contest will be published on our Facebook page as this newsletter went to press prior to the final judging. Please be sure to Like us on Facebook to keep abreast of other community activities and events.

I encourage residents to attend the Public Safety Fair which will be held on Friday, January 11th from 9:30 A.M. to 12:30 P.M. at Northdale Park. Topics on crime prevention and personal safety will be covered at this free event. Operation Medicine Cabinet will be available where unwanted medications or expired prescription drugs can be dropped off for safe disposal by the Hillsborough County Sheriff’s Office. In addition, you may bring sensitive papers for safe document shredding and disposal. There will be free food, drinks and the opportunity to win raffle prizes. This event is co-sponsored by the Northdale OWLS, Hillsborough County Sheriff’s Office and the Hillsborough County Parks and Recreation Dept., Northdale Park. Northdale’s Spring Community-wide Garage Sale will be held on Saturday, March 16 from 8 A.M. to 1 P.M. It’s a great opportunity to clear out some much needed space in your garage, cabinets and closets.

 School Library And Media Showcase

All students have been asked to participate in SLAM. Grades K-2 have heard at least 8 titles. More information is on the Claywell Website. Grades 3-5 were asked to read all or as many as they can of the SSYRA 2018-19 books. (15 titles) Now it’s time to choose your favorite. Create either a 2D artistic reaction or a 1 minute digital piece. Artistic works are due back to the teacher by January 22nd. JUDGES NEEDED for the SLAM showcase on January 31st. If you have a job that involves art or movie making and would be willing to judge, please contact Deborah.kline@sdhc.k12.fl.us 

Need Community Members for SMATH Night

Come one, come all to our annual SMATH Night on January 17, 2019 in our cafeteria. We are looking for any community members who would like to run a booth. Claywell Programs

Read A Classic, See A Classic Forsooth! Students in 5th grade have been reading the classics. Each teacher worked with their students by setting a goal as to how many they should read by the end of December. Those children that meet their goal will join Mrs. Kline on January 18th (tentatively) to watch a classic movie and eat popcorn.

Fresh Market Days Coming to Claywell

Thanks to the grant that Mrs. Paloumpis and Mrs. Kline received from FAITC, we will start hosting Friday market days. Mr. Gries has overseen that students produce crops. Please call the school for more details in January if you would like to purchase from our Friday market.

NORTHDALE SPECIAL TAX DISTRICT

Wishing all our neighbors a Happy New Year!

After the holidays, trash becomes a problem and Hillsborough County has published guidelines to make the process easier on the homeowner.

We can begin by keeping plastic out of our food chain and purchase products that have less plastic packaging; choose reusable products instead of single-use items; look for products that are packaged in recycled materials, recycle plastic whenever possible and never flush plastic down the toilet. As an aside, NEVER flush contact lenses as they are too small to be filtered out by wastewater treatment facilities and they do not biodegrade easily. This goes for putting them down the drain as well.

These items can not be processed; soggy or soiled paper, light bulbs, glass windows, mirrors, dishes and cups. You can recycle plastic bags, packaging and film by placing in a single bag, tied securely and placed in the blue cart. Alkaline batteries (such as AA, AAA, C, D or 9-volt) can be safely disposed of in your gray trash cart. Cordless power tool battery packs, lead-acid batteries and rechargeable batteries can be brought to a Hillsborough County Community Collection Center, our closest facility is located at 8001 W. Linebaugh Ave.

Repairs, painting etc. continue on the walls throughout our community. If you have a wall problem at your residence, please be sure to let us know so that we can check it out and get you on the list for repairs and/or replacement.

NORTHDALE SPECIAL TAX DISTRICT

WHAT is the NSTD?

The Northdale Special Taxing District is a Hillsborough County dependent tax district. The District was originally set-up under a State ordinance, but in 1992 was adopted under County ordinance #92-35. The County collects the taxes for the District and provides the ordinance or regulations that give authority to the District. Funds are derived from the County non-ad valorem tax of $130 per residential unit. Residents in single family homes, along with apartments and condominiums are assessed $130. Also, all properties within Northdale boundaries including businesses and other non-profit groups are taxed based on an equitable per residential unit basis.

The District is responsible for maintaining the common areas throughout Northdale. These areas include the main entrances coming into Northdale, landscaping in common areas alongside roadways and medians, neighborhood entrances, the outer surface of the block walls and along the roadside. The District also maintains selected lakes and wetland areas along the main roadways in Northdale.

The District is governed by a Board of nine trustees who are elected by the public or appointed by the Board. Board members must be registered voters and reside in Northdale. The trustees receive no compensation for their work. The board has hired an administrator to complete many of the day-to-day details of the District. The administrator is a sub-contracted (paid) position.

Although the District does maintain the common areas in Northdale, there are many areas that the District does not control. The District does not maintain roads, street lighting, street signs or utility lines. Also, the District does not maintain private property or enforce deed restrictions. Deed restrictions are enforced by the Northdale Civic Association (NCA). The District and the Civic Association are two different and separate bodies. The District is a public governmental body and the Civic Association is a private association of Northdale residents. Only the Civic Association has authority to issue deed restriction warnings.
