WHATISTHENCA?
The Northdale Civic Association is a volunteer organization whose mission is to make Northdale a better place to live and increase property values by enforcing the deed restrictions to which each homeowner is legally subject.
The NCA is also the organized voice of Northdale, and represents residents when issues affecting Northdale are raised by Hillsborough County, the State of Florida and other governing bodies. The NCA issues this Newsletter and organizes the following events and programs: Welcome Wagon, Easter Egg Hunt, Community Garage Sales, Family Fun Festival, Northdale Pumpkin Run, Holiday Decorating Contest, Meet the Candidates, and the Northdale OWLS (Older, Wiser, Lively, Seniors). Board meetings are open to the public and held on the 3rd Tuesday of the month except December.

ANNUAL MEMBERSHIP IS ONLY $35.00. All members are eligible to run for NCA Board positions in elections held each May. Elections for those positions are made by the sitting board at the monthly board meetings. The dates of those meetings are posted in the Community Calendar.

DEED RESTRICTION VIOLATIONS
Residents can request an investigation of deed restriction violations. Complaints need to be in writing or submitted online. The NCA conducts periodic neighborhood inspections and will act on their findings when necessary.
To request an investigation of a possible deed restriction, follow the instructions at www.northdale.org or, if you prefer, mail us a complaint. Print out an online form and mail to NCA Deed Restrictions at 3853 Northdale Blvd. #374, Tampa, Fl. 33624.
When a violation occurs, a letter will be sent to the violating homeowner with a request to correct the problem. After a reasonable amount of time passes, and the problem persists, the coordinator may contact you with the available options. Some of these options could include legal action against the homeowners.
The NCA will not become involved in conflicts between neighbors, animal problems or landscape issues due to drought.

At our last NCA meeting in July there was some discussion about having a committee or group of residents going to homes to discuss Deed Restriction violations where an obvious violation appeared. It brought to mind a few incidents that occurred some years ago when, what we called back then “a neighborhood coalition.” I remember it specifically helped to remove some serious issues and saved expensive legal fees. One case involved a used car lot in someone’s back yard and another involved a renter using his back yard for tearing up used metal junk. My point here is this: if you have a group of neighbors that see an issue that reappears often why not approach the offender in a friendly way to discuss. Believe me it works. This explains to violators their neighbors care. The NCA can send a violation letter that will remove a problem only to have the violator repeat the problem. Let me offer a suggestion to where this idea will work. 1) Trash cans parked in front of a garage forever. Maybe you can suggest that they be put from view or at least on the side of a home. 2) Cars parked on the grass or blocking the walking path. Is there anything more trashy looking than that? The property values in Northdale have been increasing and homes here are hard to get. Just ask a realtor. Can you imagine what the values would be if we can clean up the trash can and grass parking issues?
MEMBERSHIP: I cannot emphasize enough the importance of your membership to the NCA. Those of you that receive and read this newsletter are well aware of the events we do in an effort to bind our community. What non members may not understand is how important your dues are in deed restriction enforcement. There are over 2700 homes in Northdale and over 2500 of those fall under the NCA deed restriction guidelines. If we have only 30% of the
homeowners as members that leaves a small budget to enforce deed restrictions. In the past we mailed out a survey and an application to join the NCA. Many wrote back that they wanted more deed restriction enforcement. The NCA Board agrees with that. My purpose here is to seek your help in speaking with your neighbors about membership. Discuss the advantages of membership. I know for a fact that our members are not the deed restriction violators. Members take pride in our community.
REMINDERS:
Commercial vehicles are not permitted, County Code will be notified.
Debris in a driveway such as paint cans, ladders, barbeque pits is an unkempt home.
Mold and mildew on mail boxes and siding is easily cleaned with household bleach. Every home should have an address in plain view, especially for emergency vehicles.

If you are interested in volunteering for a two hour block or more in the media center, please contact Deborah Kline at deborah.kline@sdhc.k12.fl.us. There are many ways you can assist: check –in/check-out, shelving, assisting students, book fairs, decorating, and more! There will be a media center volunteer training September 5th at 1:30 and another one will be offered as needed. All are welcome to attend. The media center is a great place to really get to know our student population and our book collection so we hope to see you here! If you have volunteered in the past, you can start right away. The hurricane season is still with us and we remind you once again to stock up on supplies such as batteries, canned food and water. A good rule of thumb is one gallon per day per person. Should evacuation become necessary, have a plan in place dealing with your family’s needs as well as the safety of your pets.
Also, don’t announce your vacation plans on social media, likewise your children, as to when you are gone. Basic steps to take while gone include stopping mail & newspaper delivery or have a trusted neighbor pick up.
While we are about social media, AAA also offers some tips on sharing with caution; make sure your passwords are not commonly used or easy to guess from what you share i.e. your pet’s name or your favorite hobby. Also, be careful with quizzes. Social media tests and games are fun, but they could be part of a scam, so shut them down if they ask for too much personal information. And finally, as I mentioned earlier, keep your vacation plan announcements to a minimum.
US Lawns continues to enhance our community. Vines destroyed problems along Northdale Extension are being replaced and with all this rain they should take hold nicely.
Wall repairs, replacement and painting is an ongoing project and the Trustees have been advised that bids are out and we should have some results by the time we hold our meeting in August. Bench replacements should be completed within the next six weeks.

WHAT is the NSTD?
NORTHDALESPECIALTAXDISTRICT
The Northdale Special Taxing District is a Hillsborough County dependent tax district. The District was originally set-up under a State ordinance, but in 1992 was adopted under County ordinance #92-35. The County collects the taxes for the District and provides the ordinance or regulations that give authority to the District. Funds are derived from the County non-ad valorem tax of $130 per residential unit. Residents in single family homes, along with apartments and condominiums are assessed $130. Also, all properties within Northdale boundaries including businesses and other non-profit groups are taxed based on an equitable per residential unit basis.
The District is responsible for maintaining the common areas throughout Northdale. These areas include the main entrances coming into Northdale, landscaping in common areas alongside roadways and medians, neighborhood entrances, the outer surface of the block walls and along the roadside. The District also maintains selected lakes and wetland areas along the main roadways in Northdale.
The District is governed by a Board of nine trustees who are elected by the public or appointed by the Board. Board members must be registered voters and reside in Northdale. The trustees receive no compensation for their work. The board has hired an administrator to complete many of the day-to-day details of the District. The administrator is a sub-contracted (paid) position.
Although the District does maintain the common areas in Northdale, there are many areas that the District does not control. The District does not maintain roads, street lighting, street signs or utility lines. Also, the District does not maintain private property or enforce deed restrictions. Deed restrictions are enforced by the Northdale Civic Association (NCA). The District and the Civic Association are two different and separate bodies. The District is a public governmental body and the Civic Association is a private association of Northdale residents. Only the Civic Association has authority to issue deed restriction warnings.
Although separate, the District and the Northdale Civic Association work to achieve the same goal of making Northdale a great place to live.
