If you’ve ever asked yourself if you are getting value from your membership in the Northdale Civic Association, I’d like to give you a couple of reasons why it is an outstanding investment.

The NCA serves as an organized voice to represent residents when issues affecting Northdale are raised by Hillsborough County, the State of Florida or other governing bodies. We have been known to fill a couple of buses and head down to a BOCC meeting to voice our position when a matter is of concern to Northdale. The NCA has represented Northdale to secure such community assets as: Hillsborough County Fire Rescue Station 41, the Bill Castens Gymnasium at Northdale Park, and the Northdale-Lake Park Greenway Trail. When flooding issues on the trail were identified, the NCA brought the problem to the attention of the proper agencies to ensure it got resolved. We are currently looking at another asset which has been added to the budgeting for Northdale Park. These things take time to come to fruition, but

we’re constantly working to improve our community park. Hundreds of seniors, youth and families enjoy the facility and the activities offered there.

How about this value for your NCA membership! At the April 14th Northdale Family Fun Festival all current active NCA members, including any new members that joined the NCA at the festival, were included in a drawing for door prizes. The 1st prize, donated by the Tampa Bay Rays, a Suite and 16 tickets to the June 10 Rays vs. Mariners game, plus an autographed baseball by Blake Snell. The 2nd prize, donated by the Home Depot, a barbecue grill, and the 3rd prize, donated by the Home Depot, an 18V Makita drill. Winners will be announced in the next edition of the newsletter, as well as on our Facebook page. Join your neighbors and Like us on Facebook.

The 2018-2019 NCA Membership Campaign begins on June 1st. The annual membership

amount will remain $35.00, as it has for many years. That’s an investment of less than $3.00 a month which the NCA asks of each homeowner. Your NCA neighborhood representatives give of their time and share a common goal – to ensure that Northdale remains a great community, a safe community and a respected community. Northdale has a reputation of being active and involved. We want to keep it that way. We hope you’ll support our efforts by becoming a member, or renewing your membership. Please note: Starting in May the Northdale Civic Association monthly meetings will now be held on the 3rd Tuesday of each month. We do not meet in December. Meetings start at 7 P.M. and the public is invited to attend. Unless otherwise posted, meetings are held at Northdale Park, in the Bill Castens Gymnasium conference room.

The Northdale Civic Association is a volunteer organization whose mission is to make Northdale a better place to live and increase property values by enforcing the deed restrictions to which each homeowner is legally subject.

The NCA is also the organized voice of Northdale, and represents residents when issues affecting Northdale are raised by Hillsborough County, the State of Florida and other governing bodies. The NCA issues this Newsletter and organizes the following events and programs: Welcome Wagon; Easter Egg Hunt: Community Garage Sales: Family Fun Festival: Northdale Pumpkin Run; Holiday Decorating Contest; Meet the Candidates and the Northdale OWLS (Older, Wiser, Lively, Seniors). DEED RESTRICTION VIOLATIONS

Residents can request an investigation of deed restriction violations. Complaints need to be in writing or submitted online. The NCA conducts periodic neighborhood inspections and will act on their findings when necessary.

To request an investigation of a possible deed restriction, follow the instructions at www.northdale.org or, if you prefer, mail us a complaint. Print out an online form and mail to NCA Deed Restrictions at 3853 Northdale Blvd. #374, Tampa, Fl. 33624.

When a violation occurs, a letter will be sent to the violating homeowner with a request to correct the problem. After a reasonable amount of time passes, and the problem persists, the coordinator may contact you with the available options. Some of these options could include legal action against the homeowners.

The NCA will not become involved in conflicts between neighbors, animal problems or landscape issues due to drought.

Too many cars on lawns!! There is an alarming trend right now in Northdale. There are too many residents parking their cars, and sometimes small trucks, on their lawns. Another issue is many cars blocking the walking path. These situations cause a negative effect in our community. This past month the NCA has sent violation letters to more homes than any month in recent memory about these issues. Maybe it is a copycat effect when one does it, another thinks it is fine to do. Folks, please understand the residents reading this are not the problem. Those ignoring this are the problem. The NCA sends violation letters when it can, why not tell your neighbor about the negative impact this issue has. Ask a realtor trying to sell a home how a prospective buyer reacts when they see these things. FYI: street parking in Northdale is legal if you park on the street in the direction of the traffic pattern. Also, be careful to allow space for emergency vehicles to pass.

Another issue of concern is the parking of boat and boat trailers in driveways and/or on the lawn. The recorded covenants or deed restrictions concerning this issue can be found on our web site, under Deed Restrictions in your area, and they are recorded in the public records of Hillsborough County, Florida. These restrictions, that apply to your home, provide that boats, other watercraft and boat trailers may only be parked or stored in the garage, or on the lot behind a fence and must concealed from view from the street.

Mold and Mildew are problems. While doing inspections, it is unpleasant to see so many homes that have mold and mildew stains on them. As we mentioned so many times before, this is an easy

problem to solve with a simple application of household bleach. Mix bleach with a little water, apply to areas in need, then hose off. Presto the stains are gone. The bleach works wonders on walls, siding and even mail boxes. FYI: Home Depot and Lowe’s sell many products for this purpose in addition to the bleach.

Membership makes a difference: We try to do what we can with what we have. When we have to pursue a bad situation for whatever reason, it takes money. Your dues of $35 per year are vital in deed restriction enforcement. Contrary to what you may hear, Northdale does have enforceable Deed Restrictions. With a limited budget, the NCA Board made a decision years ago to go after the most flagrant violations first. We are currently involved with cases that require funds to pursue. When we send a violation letter, most homeowners respond in a positive manner. When they do not, we follow up with a second request. If a situation persists, then we make a decision to seek legal help. When a homeowner gets that letter from our attorney, they realize we are for real. So please understand why we need your dues!

Next month the hurricane season will be upon us and we remind you once again to stock up on supplies such as batteries, canned food and water. A good rule of thumb is one gallon per day per person. Should evacuation become necessary, have a plan in place dealing with your family’s needs as well as the safety of your pets.

Also, don’t announce your vacation plans on social media, likewise your children, as to when you are gone. Basic steps to take while gone include stopping mail & newspaper delivery or have a trusted neighbor pick up. Set lights, TV or radio on a timer, varying the times, so it appears someone is at home, never hide a key outside, arrange to have your lawn cut and make sure windows & doors are securely locked.

A review has been made by US Lawns and a Tax District Trustee to determine what removals, changes and/or replacements are needed to bring our community landscaping back from our recent cold snap. This proposal was brought before the Board of Trustees at their most recent board meeting and was approved unanimously. The proposal included stump grinding where all trees have been removed. You should already be seeing improvements.

Also, you will note that replacement has begun on benches and trash receptacles located throughout our community; yet another enhancement brought to you via your tax dollars. Wall repairs, replacement and painting is an ongoing project and the Trustees are currently reviewing these needs and will continue to repair on an as needed basis throughout the community. We are currently accepting bids on current wall painting where needed.

The Board of Trustees will be meeting next month to approve the Tax District budget for the next fiscal year. If you have any questions or suggestions, please contact either a Trustee or our Administrator listed on the opposite page.

Remember, our community safety depends on your eyes and ears. Stay alert and report any unusual activity immediately to the Sheriff’s office by calling 911 or their non-emergency number 813- 247-8200.

WHAT is the NSTD?

NORTHDALESPECIALTAXDISTRICT

The Northdale Special Taxing District is a Hillsborough County dependent tax district. The District was originally set-up under a State ordinance, but in 1992 was adopted under County ordinance #92-35. The County collects the taxes for the District and provides the ordinance or regulations that give authority to the District. Funds are derived from the County non-ad valorem tax of $130 per residential unit. Residents in single family homes, along with apartments and condominiums are assessed $130. Also, all properties within Northdale boundaries including businesses and other non-profit groups are taxed based on an equitable per residential unit basis.

The District is responsible for maintaining the common areas throughout Northdale. These areas include the main entrances coming into Northdale, landscaping in common areas alongside roadways and medians, neighborhood entrances, the outer surface of the block walls and along the roadside. The District also maintains selected lakes and wetland areas along the main roadways in Northdale.

The District is governed by a Board of nine trustees who are elected by the public or appointed by the Board. Board members must be registered voters and reside in Northdale. The trustees receive no compensation for their work. The board has hired an administrator to complete many of the day-to-day details of the District. The administrator is a sub-contracted (paid) position.

Although the District does maintain the common areas in Northdale, there are many areas that the District does not control. The District does not maintain roads, street lighting, street signs or utility lines. Also, the District does not maintain private property or enforce deed restrictions. Deed restrictions are enforced by the Northdale Civic Association (NCA). The District and the Civic Association are two different and separate bodies. The District is a public governmental body and the Civic Association is a private association of Northdale residents. Only the Civic Association has authority to issue deed restriction warnings.

Although separate, the District and the Northdale Civic Association work to achieve the same goal of making Northdale a great place to live.

March and April were fun months at Claywell! In March we had our Dr. Seuss Day, 3rd grade Seuss Olympic Competition Kick-off, Spring Fling, Book Fair, Family Skate Night, and Mrs. Kline was able to take five students to the District SLAM event at the Tampa Convention Center. In April Mrs. Kline wrapped up her Junie B Jones book club for second graders and began her Fairy Tale Unit. Second graders were treated to local storyteller, Katie Adam’s Cracker Cinderella puppet show on April 6th. Qualifying 5th graders entered the Mythology book club. Our PTA ran a Penny War contest which ended on April 13th. The students enjoyed being able to watch as the money grew in each jar. We also planted gardens from traditional to hydroponic. Students observed, measured, and some even got to eat the “fruits of their labor.”

What’s in store for May? Mrs. Kline will host the culmination of her book clubs with competitions. The Seuss Olympic Competition for 3rd grade will take place on May 15th; the Fairy Tale Bowl for second graders will take place on May 16th, and the Mythology Bowl for 5th graders will take place on May 17th. Also all third through fifth graders will get to meet and hear a presentation from author Sarah Frank who is currently a student at Blake HS. Read her book One Chance

The last day of school is May 25, 2018 but that doesn’t mean students should stop reading or learning. Please encourage your children to go to any of our public libraries. Sign up for the numerous free programs that they offer! Read for 20 minutes every day and log in your minutes through the scholastic website assigned to Claywell. (ask Mrs. Kline for details).
