PRESIDENT’S LETTER

The Northdale Civic Association’s 2017-2018 Membership Campaign is now under way. Dues remain $35.00 annually. A tri-page membership invoice has recently been mailed to all Northdale homeowners. Please support your neighbors and community by becoming an active member in the NCA. Only with the commitment of membership dollars is the NCA able to continue to provide deed restriction enforcement, maintain the Northdale website, support the Neighborhood Watch program, publish the Northdale Newsletter, put on community events like the Egg Hunt, Family Fun Festival, 5K Pumpkin Run, Concerts in the Park, Meet the Candidates Night, community garage sales, etc. The NCA also serves as the voice representing the community when issues that arise impact Northdale. For those of us of a certain age, please note that the OWLS (Older Wiser Lively Seniors) annual membership fee of $15.00 is waived for NCA active members. An option for online payment is also available at the Northdale website, www.northdale.org

At Your Service is a quick and easy way to submit and track a request for service on a variety of topics, such as: Mosquito Request, Trash & Recycling Request, Road & Sidewalk Request, Animal Request, Public Records Request, Water & Sewer Request, Code Violation Request, Public Records Request, etc. A photo can be submitted with your request and a number will be assigned to your submission so you can track its progress.

Unfortunately, it is reported that the Zika Virus will continue to be a problem this summer. Please do your part to help control mosquitoes by removing any standing water around your home and repair any damaged window and door screens. Wear insect repellent and cover up with long-sleeve shirts and long pants if out at dusk or dawn when mosquitoes are most active. Have a happy and safe summer.

The Northdale Civic Association is a volunteer organization of concerned citizens whose mission is to make Northdale a better place to live and increase property values by enforcing the deed restrictions to which each homeowner is legally subject.

WHAT IS THE NCA? DEED RESTRICTION VIOLATIONS

The NCA is also the organized voice of Northdale, and represents residents when issues affecting Northdale are raised by Hillsborough County, the State of Florida and other governing bodies.

Residents can request an investigation of deed restriction violations. Complaints need to be in writing or submitted online. The NCA conducts periodic neighborhood inspections and will act on their findings when necessary.

Forms are available in each edition of the Northdale Newsletter. There are forms online at www.northdale.org.

The NCA issues this Newsletter and organizes the following events and programs: Welcome Wagon Program; Easter Egg Hunt; Community Garage Sales; Family Fun Festival; Northdale Pumpkin Run; Holiday Decorating Contest; Meet the Candidates; and the Northdale OWLS (Older, Wiser, Lively, Seniors). Board Meetings are open to the public.

To request an investigation of a possible deed restriction, follow the instructions at www.northdale.org or, if you prefer, mail us a complaint. Print out a form online or pick one up at the UPS store or the Sheriff’s station in the BOCC building. Mail it to NCA Deed Restrictions at 3853 Northdale Blvd, #374, Tampa, FL 33624.

When a violation occurs a letter will be sent to the violating homeowner with a request to correct the problem. After a reasonale amount of time passes, and the problems persists, the coordinator may contact you with the available options. Some of these options could include legal action against the homeowners.

The NCA will not become involved in conflicts between neighbors, animal problems or landscape issues due to drought.

Annual membership is only $35. All members are eligible to run for NCA Board positions in elections held each May. Elections for those positions are made by the sitting board at the monthly board meetings. The dates of those meetings are posted in the Community Calendar.

There are times when we receive a complaint and go to investigate the complaint, but the inspector sees no violation. When the inspector has a need to contact the complainant about such a situation we may hear that the violation has returned. Let me give an example. We received a complaint about a large pontoon boat being parked in a driveway and/or grass. When we inspected, it was gone. When the complainant was contacted about this we were told it had returned. Again when inspected it was gone. This is just an example of what we sometimes experience. We feel we have a solution that will benefit all. With the help of our computer guru Mike Kohanyi we revised our Deed Restriction Complaint Form on our web site. The new form includes a place for you to include a picture of the violation. The new form in addition to providing your personal information asks you to provide the violators address and a description of the violation. The big change is you can now add a picture to the complaint form. Most folks have a smart phone. If in the example above, you provided a photo, it will go a long way toward solving an issue. The new system also provides a big help in record keeping. Please be descriptive in the explanation area.

Animal issues: unfortunately, we still have some folks that feel it is important for them to feed and house numerous cats. We have some that leave their garage doors ajar to allow cats to feed. We are aware of a situation where raccoons are entering a home to feed. The homeowner/ renter does not seem alarmed about this. We are seeking legal council to combat this. Rabies is a concern and safety of our community is important to us. If you have a neighbor that engages in this practice please submit a complaint form to us. I am sure our legal people will ask us to provide how many of our residents object to this practice.

Latest complaints: This past month cars parked on the grass or blocking the walking path seems to be the top issue. It is especially annoying to see the grass parking when there appears to be ample room to park in ones driveway. In May I received a call from a homeowner that was irate because she was selling her home and when the realtor later called her about the potential buyer, she was told the potential buyer was turned off by all the parking on the grass nearby. Constantly blocking a driveway is totally inconsiderate.

Restriction enforcement. We currently have some issues that require legal fees. We do what we can with what we have. The NCA is committed to doing everything we can to keep our neighborhood’s property values on an increasing scale.

Northdale Golf Club Announces New Menu

The new Pizzeria & Grille at Northdale Golf Club features Italian and American favorites served up by Chef Joseph Marchica, who has been tossing pies for over 40 years in Tampa Bay.

The new menu offers traditional, Sicilian and specialty pizzas, calzones, hot and cold subs, salads, burgers and more. Online reviewers are raving about the garlic knots!

The Club also features a fully stocked bar and large screen tvs. The atmosphere is great to get a drink

REAL ESTATE NEWS

As the summer is heating up, so is the local real estate market in Northdale. Currently, lack o f inventory continues to drive prices up. At publication time, there were only 27 homes currently for sale in Northdale. Based on current demand, that’s a little less than two months supply, making it a seller’s market.

In this seller’s market, home prices continue to climb are up approximately 14% over last year for the current average sales price of $260,550.

All of this is great news for our residents here in Tampa. The 33624 zip code continues to be one of the most sought after in the Tampa Bay area. Got

WAWA NEARS COMPLETION

Wawa gas station and convenience store is set to open this summer. This much anticipated store is the first Wawa in the area and is located at the corner of Northdale Boulevard and North Dale Mabry Highway. No announcement has been made yet for a Grand Opening Date.

DEVELOPER ANNOUNCES PROPOSED CHARTER SCHOOL

A local developer has announced plans to transform the West Village Commons into a K-8 Charter School. The proposed school would occupy the majority of the plaza, formerly anchored by SweetBay, on Ehrlich Road.

A recent meeting held by Carrollwood Village Homeowners Phase I, II & III rolled out additional details of the proposed project. The school would serve approximately 1050 students. Traffic entrance and exits will be located on West Village and Turner Roads.

With no buses offered, the proposed project has many homeowners concerned about the traffic on the already congested side streets. Also, Carrollwood Village has many residents who are concerned about the safety of residents walking in the area.

Another concern is the impact this school

might have on the remaining businesses in the West Village Commons. These tenants are on month to month leases and it is unclear if they will be asked to leave. One long term tenant, Alex’s BBQ, has occupied the plaza for over 20 years.

The impact of new charter schools is an often hotly debated topic. In addition to development and traffic woes, some point out the impact on area public schools. Often, charter schools draw away teachers and staff from the already overburdened Hillsborough County School system.

Charter schools place students based on an application system that uses a lottery to determine enrollment.

The upcoming zoning hearing is currently scheduled on Monday, August 21 at 6 PM at 601 E Kennedy Boulevard.

NORTHDALE SPECIAL TAX DISTRICT REPORT

Well, here we are back in the hurricane season for the next five months. As author Mark Twain once said, “Climate is what we expect; weather is what we get.” Along with the storms come thunder, lightning, tornadoes, waterspouts and moving water and we should all be aware of what to do during these conditions.

No place is safe outside when thunder storms are in the area. When you hear thunder, lightning is not far behind. Immediately seek safe shelter and stay there at least 30 minutes after you hear the last sound of thunder. Stay off corded phones, computers or other electrical equipment, avoid plumbing and stay away from windows and doors.

Tornadoes are possible during the storm season so be ready to act quickly if a warning is issued. Go immediately to an interior room (closet, hallway or bathroom). The wind speeds inside a funnel can reach 500 miles per hour. Waterspouts are tornadoes that occur over water.

Protect your documents; make a list of your important documents and then make copies of each one. Included should be insurance policies, car titles, passports, Medicare cards, medical paperwork, birth certificates, tax returns, Social Security cards, important photos and don’t forget your pet’s paper work.

Sporting goods stores sell water tight bags.

Stock up on items such as first aid supplies, toilet paper, garbage bags, insect repellent and sun screen and WATER! Beat the last-minute rush and stock up NOW!

Most importantly; do not announce your vacation plans on social media, warn your children not to share your plans with friends via Twitter or Face Book and any of the millions of ways kids talk to each other these days.

WaWa is gearing up for their grand opening and their trees and extensive landscaping are an asset our entry and community. I hear their coffee bar is exceptional. Stay safe and thanks for supporting Northdale; a firstrate community!

Northdale Special Tax District

What is the NSTD?

The Northdale Special Taxing District is a Hillsborough County dependent tax district. The District was originally set-up under a State ordinance, but in 1992 was adopted under County ordinance #92-35. The County collects the taxes for the District and provides the ordinance or regulations that give authority to the District. Funds are derived from the County non-ad valorem tax of $130 per residential unit. Residents in single family homes, along with apartments and condominiums are assessed $130. Also, all properties within Northdale boundaries including businesses and other non-profit groups are taxed based on an equitable per residential unit basis.

The District is responsible for maintaining the common areas throughout Northdale. These areas include the main entrances coming into Northdale, landscaping in common areas alongside roadways and medians, neighborhood entrances, the outer surface of the block walls and along the roadside. The District also maintains selected lakes and wetland areas along the main roadways in Northdale.

The District is governed by a Board of nine trustees who are elected by the public or appointed by the Board. Board members must be registered voters and reside in Northdale. The trustees receive no compensation for their work. The Board has hired an administrator to complete many of the day-to-day details of the district. The administrator is a sub-contracted (paid) position.

Although the District does maintain the common areas in Northdale, there are many areas that the District does not control. The District does not maintain roads, street lighting, street signs, or utility lines. Also, the District does not maintain private property or enforce deed restrictions. Deed restrictions are enforced by the Northdale Civic Association (NCA). The District and the Civic Association are two different and separate bodies. The District is a public governmental body and the Civic Association is a private association of Northdale residents. Only the Civic Association has authority to issue deed restriction warnings.

Although separate, the District and the Civic Association work to achieve the same goal of making Northdale a great place to live.

I had the pleasure of popping by to meet the cake crew: Tammy, Lisa & Amber! While is was there they were sampling their highlighted flavor: Strawberries and Cream. My favorite is the red velvet! (Oh, you just gotta try it!) These bundt cakes will make you forget what a cupcake is! The cakes are super moist and light. The frosting is the real deal created with cream cheese and real butter. What do you offer for birthdays?

We offer a variety of different decorated cakes in two sizes 8” and 10” and 10 different flavors. Our crafters make each deco topper by hand and they are crafted and wrapped in cello wrap. We also offer bundtlet towers, which includes 1-3 bundtlets in your choice of flavors, wrapper in cello wrap and a ribbon of your choice. Our assorted bundtinis are sold by the dozen and are great for any party.

Why did you choose our area for your storefront?

I chose Carrollwood because we knew this was a very close-knit community, full of great families and supportive local businesses. We want to make genuine connections in our community and make the community a sweeter place.

Do you live in the Carrollwood Area? Tell me a little about yourself?

I actually live in Odessa. I have 4 children, 2 step children and 2 grandchildren. I have a wonderful husband Ralph who is very supportive of me and we both own the bakery.

Do you eat cake every day?

I do eat it every day, except Sunday, but in very small amounts. I have to taste test it to make sure it is the best we offer.

Why is it important to support a local Biz like your versus the big box stores for cakes?

Because we are a small business trying to make a difference in our community by providing an exceptional experience in the bakery and a fantastic brand. We want to be a part of the community’s celebrations whether it is a birthday, graduation, mother’s or father’s day or a wedding, etc. We know if our cake is at your celebration your guests are going to enjoy every bite of their cake. It will leave a lasting impression.

What else would you like our Northdale readers to know?
