PRESIDENT’S LETTER

Community events bring positive recognition to Northdale and the NCA has several planned for the upcoming months. Within the pages of this newsletter, you’ll find information on the March 10th Concert in the Park, the March 18th Community Garage Sale, the April 1st Northdale Family Fun Festival & Parade and the April 15th Easter Egg Hunt. So, please mark your calendar so you won’t miss the fun.

All of these events are possible due to the dedication and commitment of your volunteer Board Members. Countless hours go into soliciting sponsors and restaurants to come to the festival, or to donate Easter baskets for the Egg Hunt raffle. We are proud that these efforts have grown these events and made them more popular every year. I want to express my appreciation to the event committee members that work so hard and to the staff at Northdale Park. Their partnership with us is the key to making many of our NCA events, as well as the Northdale OWLS senior group activities, such a success.

Please be considerate and clean up after your pet. Many of the common areas of Northdale now have doggie poo stations with bags to pick up waste. However, it’s still a frequent complaint from residents that their neighbors are not doing so.

I want to remind all Northdale residents to make sure that your home has clearly marked house numbers. In the case of emergency, it may be the difference of seconds in getting assistance to you or your loved ones.

The Northdale Civic Association is a volunteer organization of concerned citizens whose mission is to make Northdale a better place to live and increase property values by enforcing the deed restrictions to which each homeowner is legally subject.

WHAT IS THE NCA? DEED RESTRICTION VIOLATIONS

The NCA is also the organized voice of Northdale, and represents residents when issues affecting Northdale are raised by Hillsborough County, the State of Florida and other governing bodies.

Residents can request an investigation of deed restriction violations. Complaints need to be in writing or submitted online. The NCA conducts periodic neighborhood inspections and will act on their findings when necessary.

Forms are available in each edition of the Northdale Newsletter. There are forms online at www.northdale.org.

The NCA issues this Newsletter and organizes the following events and programs: Welcome Wage Program; Easter Egg Hunt; Community Garage Sales; Family Fun Festival; Northdale Pumpkin Run; Holiday Decorating Contest; Meet the Candidates; and the Northdale OWLS (Older, Wiser, Lively, Seniors). Board Meetings are open to the public.

Print out a form online or pick one up at the UPS store or the Sheriff’s station in the BOCC building. Mail it to NCA Deed Restrictions at 3853 Northdale Blvd, #374, Tampa, FL 33624.

When a violation occurs a letter will be sent to the violating homeowner with a request to correct the problem. After a reasonale amount of time passes, and the problems persists, the coordinator may contact you with the available options. Some of these options could include legal action against the homeowners.

The NCA will not become involved in conflicts between neighbors, animal problems or landscape issues due to drought.

Annual membership is only $35. All members are eligible to run for NCA Board positions in elections held each May. Elections for those positions are made by the sitting board at the monthly board meetings. The dates of those meetings are posted in the Community Calendar.

HOW TO JOIN THE NCA

The NCA would like to take this opportunity to thank GM Keith Kulzer and the owners of the Northdale Golf Course, Fore Golf, for the attention they are giving to restoring the facility to promote the course and the community. In the past six months there has been an improvement in the appearance of the facility especially in the tennis areas. The owners realize there is more to do and assure us they will continue to work on improvements. That being said I personally, at the invitation of Keith, recently took a tour of the course and the homes that outline it. Before I get to my findings let me state this first. As you may or may not know the homes on the golf course have a second set of deed restrictions. All Northdale homes have the same deed restrictions but the golf course homes have a second set. When we perform a normal inspection run we obviously cannot see the back of the properties. During my tour I witnessed some homes with deplorable conditions such as broken fences, mold and mildew filled pools and unkempt back yards and patios. The broken fences are of the 3 or 4 foot variety. Remember buildings and or fences that block the golf course view is a violation. We are currently in discussions with our attorneys about some of

these issues and how we plan on addressing them. Where applicable the Code Enforcement folks have and will address the pool situation. We go that route because it is a health issue and it is expedient. We hope that the Northdale residents will support the golf and tennis efforts. A revised golf and tennis facility will only enhance our property values. Keith has also informed us that they plan on enhancing the restaurant facility and you do not have to be a golfer to enjoy them. Stop in at lunch time and see for yourself.

We receive complaints in many forms such as e mails, phone calls and letters. When you have an issue that you feel needs attention please go to the web site and file your complaint there. Not only does it help keep order, if a visit to a mediator is required it satisfies a legal requirement. Please understand we keep everything confidential and before we go to mediation we will let you know because a mediator may want that info.

The NCA Board firmly believes that members have a greater pride in our community and tend to do what they can to maintain a higher standard of appearance. We see in some areas where a few homeowners keep a lovely property, those they surround join in to try to do the same. It does not take a whole lot of effort to keep the landscape trimmed, keep mildew off of

walls and mail boxes and keep vehicles off the grass and blocking walkways. A little concern for your neighbor will go a long way toward protecting your property values. If you are not already a member, please become one.

Junie B Jones Book Club

Some second graders have been participating in Mrs. Kline’s Junie B Jone’s Book Club which began in February. Students are required to read at least 6 of the books in the series. They attend the club on a weekly basis where they participate in exciting related activities.

Scholastic Book Fair

Our goal is to put over 2000 books into the hands of children and to help create home libraries.

Storytelling Festival

The Storytelling Festival will be held at the Robert Saunder’s Public Library on April 22nd from 10:00-4:00. It’s a fun event to attend. They have a storybook character parade, a bookstore, and national storytellers. Go to the following website for all the details: http://www.tampastory.org/

Millionaire’s Club

Congratulations to all our students who have read over 1 Million words so far this year. They will be treated to a ceremony with the principals and media specialist on March 23rd where they will receive a certificate and a prize bag. Parents will be invited. The top five winners will also receive a B&N gift card and the top winner will receive an e-reader purchased by our PTA. The contest ends on March 10th. Way to go Millionaires!

Mythology Kick Off

Fifth graders will attend the Mythology Club kick-off on March 7th. They will be asked to read the five Percy Jackson books and to take a qualifying test in order to get into the club. 24 students will be accepted. Once in the club, they will meet once a week. ART GALLERY OPENS IN NORTHDALE

Recently, Northdale gained its very own art gallery with the opening of D’Arte Gallery Wine & Tappas. Owners, Bosko Curich and Cristina Denegri invite you all to stop in at this one of a kind venue. In addition to art, they feature an extensive wine menu and tapas style

Golf Course Adds Practice Range to Facility

Long time residents will remember that the golf course originally had a practice range across the street where Claywell Elementary is located today.

Golfers can purchase practice balls by the bucket for a nominal fee. Check in at the clubhouse for pricing and specials.

Golfers rejoice! The Northdale Golf & Tennis Club has added a practice range to allow golfers to warm up prior to play or to just practice their skills.

NORTHDALE SPECIAL TAX DISTRICT REPORT

Spring is here and WaWa is moving along with their construction…it took a while but is now a reality. We have an easement covering the monuments at Northdale Blvd. so there will be no changes to those areas. Word is that WaWa will be replacing many of the trees removed during site prep.+

We are often asked where the $130.00 annual tax assessment goes each year. Here is a basic breakdown of where your money is spent over the course of a year. Income is about $400,000.00 with repair and maintenance budgeted at approximately $260,000, professional services and contractual obligations at $110,000, accounting $2,000, insurance $3,000 and the balance going to utilities, printing, supplies etc. Surpluses are carried over into the next fiscal year. A reserve is carried covering unexpected expenses. For the safety of our community the tax district hires off duty deputies for about 120 hours per month doing 5 hour shifts approximately 25 days each month. Shifts vary as to time and day. This cost falls under contractual obligations to cover the deputy rate per hour and a monthly fee to the Sheriff’s office. The district also has contracts for common area maintenance, which includes tree trimming, irrigation repairs, etc. along with monthly treatment of various ponds as well as our contract with our Administrator.

The adjacent page includes names of current trustees and contact information for the Administrator. Note that the district meets the second Tuesday of each month at 7 PM in the conference room in the Bill Castens’ Gym in the Northdale Park complex. Visitors are always welcome. The district functions under the jurisdiction of Hillsborough County and current Florida Sunshine Laws. Input from residents is appreciated whether suggestions for improvement or notification of issues which need attention. Northdale Special Tax District

What is the NSTD?

The Northdale Special Taxing District is a Hillsborough County dependent tax district. The District was originally set-up under a State ordinance, but in 1992 was adopted under County ordinance #92-35. The County collects the taxes for the District and provides the ordinance or regulations that give authority to the District. Funds are derived from the County non-ad valorem tax of $130 per residential unit. Residents in single family homes, along with apartments and condominiums are assessed $130. Also, all properties within Northdale boundaries including businesses and other non-profit groups are taxed based on an equitable per residential unit basis.

The District is responsible for maintaining the common areas throughout Northdale. These areas include the main entrances coming into Northdale, landscaping in common areas alongside roadways and medians, neighborhood entrances, the outer surface of the block walls and along the roadside. The District also maintains selected lakes and wetland areas along the main roadways in Northdale.

The District is governed by a Board of nine trustees who are elected by the public or appointed by the Board. Board members must be registered voters and reside in Northdale. The trustees receive no compensation for their work. The Board has hired an administrator to complete many of the day-to-day details of the district. The administrator is a sub-contracted (paid) position.

Although the District does maintain the common areas in Northdale, there are many areas that the District does not control. The District does not maintain roads, street lighting, street signs, or utility lines. Also, the District does not maintain private property or enforce deed restrictions. Deed restrictions are enforced by the Northdale Civic Association (NCA). The District and the Civic Association are two different and separate bodies. The District is a public governmental body and the Civic Association is a private association of Northdale residents. Only the Civic Association has authority to issue deed restriction warnings.

Although separate, the District and the Civic Association work to achieve the same goal of making Northdale a great place to live.

Foodie’s Corner

Sometimes we need to go beyond the brand, behind the line to see who is there dedicating themselves to our community. Thomas McHale of Beef O Brady’s in Northdale is our unsung hero in the culinary local scene. Tom rarely says no when it comes to helping our area families, students and youth sports. Tom has owned the Beefs in Northdale since 1996. He’s seen how our area has evolved and is grateful that folks choose Beefs for their casual dining in Northdale.

What’s the Secret Sauce to Beefs Success? Tom: “When you come to Beef’s you are passing a lot of other new spots to walk in my doors. We want to thank our customers by going above and beyond. We want our customer’s to be like family. Our bartenders and wait staff are welcoming, they love introducing regulars to new customers. We feel like we are hosting a fun gathering every day. We also love sports teams coming in! We have over 25 TV’s with every sport on all the time! Giving back to the community means everything. It’s the way I was raised. I welcome schools, non-profits, sport’s teams to come do spirit nights and our pancake give back. It’s a lot of fun and helps everyone.”

Let’s talk wings! We all love Beefs for their wings, they have a new flavor to make you dream in dry spices! It’s their Nashville Hot dry rub. It is different than what you’ve ever had at Beefs. It has a savory blend with a kick of heat! Tom’s favorite is also the Nuclear Wings, it has an extreme heat with a lot of flavor. Definitely have the cool blue cheese ready to help cool down those taste buds! (an ice cold beer wouldn’t hurt either).

Fair Fare near home! Their fried pickles are one of their most popular appetizers. The crunch and dill flavor will have you dipping with delight! Now, to the funnel fries…yes, funnel FRIES! The basket is filled with fried sweet dough with a generous dusting of powered sugar. There are even chocolate and caramel sauces for dipping! They are melt in your mouth delicious, just like the carnival but in your own neighborhood, everyday!

I know while I was in interviewing Tom, I was mesmerized by his interactions with his regular customers, staff members and students who came in. His compassion for others and gratefulness for those who walk thru the door is apparent. He took the time to talk with Gaither students and asked about their game and how they were doing. Then welcomed several new guests and joked with regulars all while being interviewed and answering questions to the staff. He is a remarkable jewel in our community, next time you are craving wings or want a good burger with fries, please consider giving back to the man behind the wings in Northdale.

2017 Northdale Easter Egg Hunt

April 15 at Northdale Park

 9:00 A.M.—10:00 A.M. Raffle Registration

 10:00 A.M.—Easter Basket Raffle (located at playground pavilion)

 Easter Egg Hunt to begin immediately following the raffle.

 Easter Egg Exchange—all Easter Eggs should be exchanged for an Easter goody bag provided by the Northdale Civic Association

EASTER EGG HUNT RULES

 Children must collect Easter Eggs in age appropriate areas (ages 4 & younger around marked off area under trees; ages 5 to 10 yrs old in marked off area in open field).

 No more than 8 eggs collected per child.

 All Easter eggs must be returned to receive a Free goody bag.
