Gymnasium Gets Resurfaced

PRESIDENT’S LETTER

I have served on the NCA Board of Directors since 2005. Over the years I’ve seen how committed your NCA board members are in keeping Northdale a safe, active and well-maintained community. We’ve been striving hard to win the support and confidence of all our homeowners and our hope is to convince the majority that membership in the NCA is a sound investment in their community. So, it is distressing when I look at the decline in active NCA paid members for the 2016-2017 membership campaign. When the membership invoices went out in June, we included a survey form. The returned forms indicated that the number one priority for members was to have deed restrictions strictly enforced. So, it is interesting that the majority of deed restriction complaints we receive come from non-members. We ask non-members to join when their complaint is handled. Some do, but most ‘forget’. I do appreciate and want to thank those that have seen value in paying their $35.00 annual association membership dues as well as the many residents who volunteer to help with community events. If you would like to support the community by joining the NCA, you can mail in payment using the form in this newsletter, or pay on-line at www.northdale.org.

The NCA is proud of the family-oriented events that we promote and sponsor for the community. The largest, the Northdale Family Fun Festival & Parade will be held on April 1. It brings thousands of visitors to Northdale Park and we’ll continue to offer all the food, games, entertainment and parking free to the public. We thank our many long-time table vendors and participating restaurants that make it possible. The Spring Egg Hunt, 5K Pumpkin Run, and Concerts in the Park are geared to young and old alike. The ever expanding Northdale OWLS program has provided many seniors the opportunity to travel, socialize and build strong friendships that extend far beyond Northdale's borders. If you are a paid member of the Northdale Civic Association your annual OWLS membership fee is waived. It’s important to note that we cannot provide these programs without building strong alliances. We partner with the Hillsborough County Parks, Recreation and Conservation Department, Northdale Park, the Hillsborough County Sheriff’s Office, the Bob Sierra YMCA, as well as others, to bring these events and programs to the community.

I want to remind all Northdale residents to make sure that your home has clearly marked house numbers. In the case of emergency, it may be the difference of seconds in getting assistance.

The Northdale Civic Association is a volunteer organization of concerned citizens whose mission is to make Northdale a better place to live and increase property values by enforcing the deed restrictions to which each homeowner is legally subject.

WHAT IS THE NCA? DEED RESTRICTION VIOLATIONS

The NCA is also the organized voice of Northdale, and represents residents when issues affecting Northdale are raised by Hillsborough County, the State of Florida and other governing bodies.

Residents can request an investigation of deed restriction violations. Complaints need to be in writing or submitted online. The NCA conducts periodic neighborhood inspections and will act on their findings when necessary.

Forms are available in each edition of the Northdale Newsletter. There are forms online at www.northdale.org.

The NCA issues this Newsletter and organizes the following events and programs: Welcome Wage Program; Easter Egg Hunt; Community Garage Sales; Family Fun Festival; Northdale Pumpkin Run; Holiday Decorating Contest; Meet the Candidates; and the Northdale OWLS (Older, Wiser, Lively, Seniors). Board Meetings are open to the public.

Print out a form online or pick one up at the UPS store or the Sheriff’s station in the BOCC building. Mail it to NCA Deed Restrictions at 3853 Northdale Blvd, #374, Tampa, FL 33624.

When a violation occurs a letter will be sent to the violating homeowner with a request to correct the problem. After a reasonale amount of time passes, and the problems persists, the coordinator may contact you with the available options. Some of these options could include legal action against the homeowners.

The NCA will not become involved in conflicts between neighbors, animal problems or landscape issues due to drought.

Annual membership is only $35. All members are eligible to run for NCA Board positions in elections held each May. Elections for those positions are made by the sitting board at the monthly board meetings. The dates of those meetings are posted in the Community Calendar.

DEED RESTRICTION COMMITTEE REPORT

As we begin a new year it is difficult to think it will be ten years since we began the process to renew the Deed Restrictions in Northdale’s thirteen neighborhoods. We started the process in June 2007 and completed it sometime in 2010. Our goal at that time was to have the same restrictions for all the neighborhoods with the additional set of restrictions that would apply to the golf course homes. In spite of the challenge of the Marketable Recording Title Act (MRTA) we managed to meet most of our objectives. You may not recall but the MRTA did not allow a ten year renewal, so we basically had to start over.

We realize that we have had quite a turnover in residents since then, so allow me to review a few things. First we apply Deed Restrictions to all homes not just members of the NCA. Next we do weekly inspections and we review complaints. It is important to understand that if you file a complaint it remains confidential. If the case you filed gets to a point where legal action is required we will seek your approval to move forward before we speak with our attorney. The reason is that we try mediation first and many times the mediator will insist on the name of a complainant. Currently we are represented by Becker/ Poliakoff a leading law firm in this field.

Some of the issues that we see this time of the year have to do with mold and mildew and annoying leaves that need attention. As I have stated many times in the past bleach does a miracle job on walls and mailboxes. If you have oak trees on your property then attention to leaf removal is imperative. It is not neighborly to allow the leaves to fly around to your neighbor’s property or fill the streets.

The trash can situation has improved somewhat but still many folks still leave them in front of their garage. Believe me your neighbors don’t like it and it looks awful. I can tell you we get complaints from folks that do not want us to tell you that they don’t like it because they want to keep good relations so they say nothing to you. Take the hint. Another issue at this time of the year is an unattended pool. Mildew and mold in your pool water is not only unsightly but it is not healthy for you or your neighbors. Again we get anonymous contacts about this issue. Our inspectors cannot see this from the street nor can we go on a property to see it. If a complaint is submitted we will call you to discuss and probably contact Code Enforcement for you with the proper procedure to rectify the issue.

MEMBERSHIP: If you have not done so already, please consider sending in your 2016/2017 membership dues of $35. Not only do the dues help us with Deed Restriction issues, but it is obvious to us our members take even more pride in our community. Please remember that no part of the $130 taxes paid to the Tax District goes to the NCA.

KIDS Goes to ABC Action News

Read A Classic See A Classic Celebration

Students in 5th grade were challenged to read as many classics as they could from September – December. Those that met their goal, will celebrate with Mrs. Kline on Jan. 11th by getting to see a Classic movie, eat popcorn, and get a little prize.

Martin Luther King Day January 16 No School

Celebrate Literacy Week

All students will celebrate literacy during the week of January 23-27. Various fun activities will be held to encourage students to read. For example: whole school goal=read 1 million words and wear a hat “Hat’s Off to Reading!”

Science Carnival/Community Members Needed

All PreK-5th graders and their families are invited to our Science Carnival on January 25th from 6:00-7:00pm in the cafeteria. Community members that work in a Science field are welcome to set up a booth for our students. Please contact Teresa Stillman at 975-7300 if you can volunteer your time.

Millionaires (Donations needed)

Students in grades 2-5 are eligible to attend our Millionaires ceremony if they meet the goal of reading 1 million words or more by the end of the 3rd nine weeks. Donations are needed of anything that might have 1 million written on the item. Please turn in your donations to Deborah Kline by 2/17/17.

Award Ceremonies

Principal Jones and Asst. Principal Best will host several award ceremonies Feb. 1-2 for all students who earned honor or principal honor roll. Other awards are announced at this time as well. Parents are encouraged to attend.

Mrs. Mason & Mr. Gracey, our PE teachers, will be encouraging our students to get heart healthy by participating in the Jump Rope for the Heart program. Help send the Gaither band to Carnegie

This April, the Gaither High School Wind Ensemble has been invited to perform in the prestigious National Band and Orchestra Festival at Carnegie Hall. A trip of this distance comes at a cost for the 180 member band. The Boosters for the band are doing all they can this year to help raise money for the trip.

When approached about helping with a fundraiser for the Gaither High School Marching Band, Jeremy Gomez instantly agreed. Gomez is a native of the Tampa area and owner Generation Food Truck, an event company known for organization large scale food truck rallys. “Anytime I can help my Carrollwood community and host a food event, I’m in,” says Gomez.

Gaither High School is hosting the Tampa Bay Chocolate Festival II on Saturday, January 28th from 12 to 8 pm. Admission is FREE but onsite parking is $5. All proceeds from the parking will go towards Gaither High School Fundraiser to help send the 180 member band to Carnegie Hall in April.

This food themed event will feature entrees, drinks and of course desserts! There will also be non-food vendors on hand and drawings, music and entertainment.

REAL ESTATE NEWS

2016 was a great year for real estate in the Tampa area. Median home prices in Hillsborough County grew by approximately 10% in the last year, more than twice the national average. Rent prices grew at an even faster pace.

Does all this growth signal a bust or a slow down in 2017? Most experts are predicting another year of real estate growth for Tampa. Major real estate website Trulia named the Tampa Metro in the top 10 “Hot” markets to watch across the nation. Low interest rates, downtown and riverfront development, the University of South Florida and the beautiful weather were sited for high placement.

NORTHDALE SPECIAL TAX DISTRICT REPORT

Happy New Year! We hope you enjoyed the lovely decorations at our entry monuments as well as those at the entries at Newkirk and Dawnview. Construction is completed for the most part along Dawnview. We have no word on the WaWa construction but will keep you informed as we do.

Recently Hillsborough County published in the Tampa Bay Times the Dos and Don’ts for curbside residential recycling. If you place items in your blue cart that are not recyclable your cart will not be emptied and an “Oops” tag will be placed on it. Blue containers should be rinsed and free of food residue. Paper, cardboard and paperboard should be clean and dry. When dirty or wet items are placed in your blue cart, they can contaminate the entire load, meaning that none of the items can be recycled. PLASTIC BAGS should never be placed in your blue cart as they get tangled in recycling equipment. It not only damages the equipment but it requires workers to manually remove the bags; a difficult, dirty and potentially dangerous task. Recycle them at your local grocery instead or place in your grey cart.

Do recycle these items in your blue cart, loose not bagged; clean plastic bottle and containers, aluminum cans, food trays and pie tins; steel and tin cans and containers as well as clean glass bottles and jars. Dry paper, newspaper and junk mail, milk, juice and broth cartons and boxes, dry cardboard and paperboard. Flatten and cut down or fold cardboard boxes to fit in the cart. Any other items will contaminate your blue cart and you will be tagged. Remember, when in doubt, leave it out!

Our nearest hazardous waste collection center is located at 9805 Sheldon Road. First Saturday monthly, 8 am to 2 pm. Electronics are only accepted at the Community Collection Center, 8001 W. Linebaugh, 7:30 am to 5:30 pm, Monday through Saturday. Go to HCFLGov.netRecycling or call 272-5680 with any additional questions.

Northdale Special Tax District

What is the NSTD?

The Northdale Special Taxing District is a Hillsborough County dependent tax district. The District was originally set-up under a State ordinance, but in 1992 was adopted under County ordinance #92-35 The County collects the taxes for the District and provides the ordinance or regulations that give authority to the District Funds are derived from the County non-ad valorem tax of $130 per residential unit Residents in single family homes, along with apartments and condominiums are assessed $130. Also, all properties within Northdale boundaries including businesses and other non-profit groups are taxed based on an equitable per residential unit basis.

The District is responsible for maintaining the common areas throughout Northdale. These areas include the main entrances coming into Northdale, landscaping in common areas alongside roadways and medians, neighborhood entrances, the outer surface of the block walls and along the roadside. The District also maintains selected lakes and wetland areas along the main roadways in Northdale.

The District is governed by a Board of nine trustees who are elected by the public or appointed by the Board Board members must be registered voters and reside in Northdale. The trustees receive no compensation for their work. The Board has hired an administrator to complete many of the day-to-day details of the district. The administrator is a sub-contracted (paid) position.

Although the District does maintain the common areas in Northdale, there are many areas that the District does not control. The District does not maintain roads, street lighting, street signs, or utility lines. Also, the District does not maintain private property or enforce deed restrictions. Deed restrictions are enforced by the Northdale Civic Association (NCA). The District and the Civic Association are two different and separate bodies. The District is a public governmental body and the Civic Association is a private association of Northdale residents. Only the Civic Association has authority to issue deed restriction warnings.

Although separate, the District and the Civic Association work to achieve the same goal of making Northdale a great place to live.

Foodie’s Corner

The newest and coolest concept for pizza in our area is Uncle Maddio’s Pizza! (Located at the corner of Van Dyke and Dale Mabry) What’s new? What’s cool? It is the way customers can walk up and build their own pizzas & salads with an assembly line style bar with ease! Let’s talk Pizza, there are three different crusts to choose from: traditional (thin with a great crisp), whole wheat (great flavor) and gluten-free (great texture). Talk about Sauce-a-palooza, it is difficult to choose from their Tomato Basil, Garlic Olive Oil, Herb Pesto, Buttermilk Ranch & Spicy Buffalo sauces. The choices continue to grow with their 7 cheeses (my fav is the goat cheese), 25 veggies, and 14 meats to top your pizza to perfection! Can’t choose? Just pick one of their Signature Pizzas, we had a Portabella Pesto and Steak & Blue two of their most popular. We also made our own with sundried tomatoes, whole wheat crust, tomato basil sauce, carmelized onions, red onions, & broccoli , it did not last long! Their pizzas are quick easy and super fresh. Prices are $7.99 for a small pizza with up to 3 toppings. Signature Pizzas range from $8.99 for a small to $19.99 for an XL.

We sampled their two most popular salads the Chopped with mixed greens, turkey, ham, bacon, roma tomatoes, mozzarella and a creamy gorgonzola dressing and my fav (seriously I could order this every day), the Santa Fe with mixed greens, grilled chicken, black bean corn salsa, bacon, cheddar, cilantro and a delicious creamy chipotle ranch dressing. I know they are known for their pizza’s but their salads are a highlight for sure! They also offer Garlic Breadsticks with marinara sauce. We just had to try one, the dough was thin and crispy with a generous amount of garlic and parmesan perfect for dipping!

The sweetest parts of Uncle Maddio’s is the fresh made cannolis and a delightful creation called the Love Cookie the Love Cookies are either chocolate chip or oatmeal cranberry white chocolate! They bake them daily but they can also pop it in the oven for you so you can devour it warm. They are crispy around the edges but warm & gooey in the center. I highly suggest ending on a sweet note!

“Everything is fresh!”

Northdale’s homegrown food co-op, Carlita’s Bowl, continues to grow.

When Carla Horning starting buying fruits and vegetables in bulk in 2004, she never would have guessed that she’d be running a 120 member food co-op all these years later. Now, Carla runs the weekly operation out of her garage in Northdale.

Each week, members can choose from large bin or a mini bin of vegetables, fruits or mixed. Mini bins are $25 and large bins are $35. Joining is easy. Simply contact Carla to arrange for your first bin. Pickup is every Tuesday, from 1 to 7 at Carla’s Northdale house. Once you’ve had a chance to try a bin, Carla will contact you about membership. She offers a variety of ways to buy and pay.

SAUCY QUEEN

Michele Northrup, aka the Saucy Queen, has been burning down the competition within the fiery food industry. Her all-natural gourmet hot sauce company, Intensity Academy Sauces, has won more than 50 national awards within eight years. Recycling the Wrong Items Can Give Your Cart the Blues

The overwhelming support by residents like you have made the County’s blue cart recycling program a success. In 2015, more than 63,000 tons of material was collected from our household customers. To increase the amount and quality of materials being recycled at the processing facility, Hillsborough County is making some changes to items accepted in the blue cart. These changes will allow a greater volume of material to be successfully recycled, therefore conserving natural resources, reducing pollution, and supporting the local economy.

One change is that plastic grocery bags and plastic film will no longer be accepted in the blue carts as they damage recycling sorting equipment, lower the efficiency of the recycling process, and decrease the overall amount of material recycled. Plastic bags and film should instead be recycled at receptacles in front

of many local grocery stores. Remember bringing your own reusable bags helps eliminate the creation of these plastic bags.

Styrofoam™ of any type will also no longer be accepted in the blue cart, but Styrofoam™ egg crates and trays can be recycled at many grocery stores.

Recently, customers have attempted to recycle many materials such as hoses, chemicals, and electronics that should not be placed in the blue cart and can’t be recovered at the recycling facility. To help our customers identify items that can’t be recycled in their carts, the County will begin using “Oops” notification tags on recycling carts that contain items not accepted in the curbside recycling program. The tags list many common items not accepted in the curbside program.

Here are some items that should never go in your blue cart:

Plastic grocery bags or plastic bags of any type

Tarps, cords, hoses, or chains of any type Electronics (accepted free at the County’s Community Collection Centers)

Clothing, Shoes, or Textiles

Light bulbs

Batteries

Shredded paper or soggy paper

Yard waste (leave at the curb for your separate yard waste collection)

Pressurized tanks

Construction or demolition materials

Cooking ware, dinning ware, drinking glasses, ceramics, or cutlery

Rubber items

Clothing hangers

Food waste or items with food residue

Scrap metal Diapers

Styrofoam™ or expanded polystyrene

No bags of any kind should be placed in your cart. All program recyclables should be placed in the blue cart clean, dry, and unbagged to ensure proper sorting. A good rule of thumb is “when in doubt, throw it out.” It’s okay - items tossed in your gray garbage cart are used to make renewable electricity at Hillsborough County’s Resource Recovery Facility.
