President’s Letter

The Northdale Civic Association (NCA) is proud to sponsor the following events for the community. We start off on Friday, March 11th with a free Concert in the Park featuring the band WhiteHotGrill. They’ll be playing from 6 p.m. to 9 p.m. at Northdale Park. Bring your family and friends and join your neighbors for an enjoyable evening of music under the stars. Don’t forget to bring along refreshments and a blanket or chair. Any questions, please call NCA Board Member, Frank Giordano at 813-961-9259.

On Saturday, March 12th bargain hunters will want to get out early to search for that special find at the Spring Community Garage Sale. It’s a great way to meet your neighbors. Check out the online treasure map at www.northdale.org to find participating neighborhood addresses so you can plan your search for that great buy. The Spring Egg Hunt at Northdale Park will be held on March 26th. The event is free for children 10 and under. Starting at 9:00 A.M. the registration table will open where participating children will receive a ticket for a prize drawing of gift baskets donated by local businesses. The prize drawing will take place at 10:00 a.m. with the egg hunt immediately following. Bring your camera to get a photo with the Easter Bunny and a basket for the little ones to collect eggs. The Northdale Family Fun Festival and Parade will be held on April 9th . The fun begins at 10:00 a.m. with the start of the parade. Get your place along Northdale Boulevard, from Mapledale Drive to Spring Pine Drive, to give the participants a warm welcome. The NCA is proud to once again offer food, bottled water, parking, games and live entertainment free to the public. This is only possible due to the generosity and commitment of our many table sponsors and participating restaurants and food vendors. If you would like to volunteer an hour or two at the festival, your help would be most appreciated. Please note that community service hours are available for students. We welcome Jessica Kingsborough as a new NCA Board member. Jessica will also be Editor and Publisher of the NCA bi-monthly Newsletter effective July 1st, replacing Jim Plautz who has moved out of the Northdale community.

If you are interested in volunteering, the Northdale Civic Association (NCA) has numerous committees that need assistance,including:countyrelations, events, deed restrictions, computers, finance, advertising and publishing this newsletter.

DEED RESTRICTION VIOLATIONS

Residents can request an investigation of deed restriction violations. Complaints need to be in writing or submitted online. The NCA conducts periodic neighborhood inspections and will act on their findings when necessary.

Residents can request an investigation of a possible deed restriction. Follow the copious instructions at http://www.northdale.org/ or, if you prefer, mail us a complaint. Print out a form on line or pick one up at the UPS store or the Sheriff's station in the BOCC building. Mail it to NCA Deed Restrictions at 3853 Northdale Blvd. #374, Tampa FL 33624.

When a violation occurs a letter will be sent to the violating homeowner with a request to correct the problem. After a reasonable amount of time passes, and the problem persists, the coordinator may contact you with the available options. Some of these options could include legal action against the homeowner.

The NCA will not become involved in conflicts between neighbors, animal problems or landscape issues due to drought.

The Northdale Civic Association is a volunteer organization of concerned citizens whose mission is to make Northdale a better place to live and increase property values by providing assistance in enforcing the deed restrictions to which each homeowner is legally subject.

The NCA is also the organized voice of Northdale, and represents residents when issues affecting Northdale are raised by Hillsborough County, the State of Florida and other governing bodies.

The NCA issues this Newsletter and organizes the following events and programs:WelcomeWagonProgram; Easter Egg Hunt; Community Garage Sales; Family Fun Festival; Northdale Pumpkin Run; Holiday Decorating Contest; Meet the Candidates; and the Northdale OWLS (Older, Wiser, Lively, Seniors). Board Meetings are open to the public.

Deed Restriction Committee Report

Many times we get requests to publish Deed Restriction complaints and results. I personally, and the Board agrees with me, that it is not wise to take a chance to embarrass anyone. That is not what we are about. We attempt to make folks aware of issues and hope they will respond in a positive manner. Our goal is to make our community a wonderful place to live and keep property values as high as possible. Even though we feel some violations by a few, are inconsiderate of their neighbor’s rights, we still will not give specifics to the public. What I will attempt to do is try to explain how important your membership is by citing two examples:

My first one is this: recently we received a series of complaints (26) about conditions in one neighborhood. The first thing I like to do is determine if the complainant and the violator are NCA members. In this case 23 were not members of the NCA. Then I will do an inspection to determine if any or all are violations. In this instance I decided that 6 where worthy of a violation letter. (We cannot by County law send violation letters in many landscape situations where drought is involved). Of those 6, none are NCA members. Unfortunately, most of the complaints we receive are violations on homes where the owners are not members. My opinion is that NCA membership exhibits pride in home and neighborhood. In other words in most of the time, NCA members have pride in their properties.

In my second example we experienced a situation where we needed legal help. We get to a point when we exhaust our options and have no choice but to seek help. The only thing I can tell you about this case is the NCA spent over $1000 so far in an attempt to rectify this problem. The point here is this, membership is vital in allowing the NCA to continue in our attempt to keep Northdale’s property values up. There are times when we need funds to rectify a situation. You can do the math here. How many members at $35 each are needed in this case to help settle this issue?

So far this year our membership is a little down. Northdale still has many pending foreclosures and consequently too many vacancies which lends to a lower membership rate. Another issue is many folks tell me they thought they were members. Some say I thought my spouse or partner sent the dues to you. Some folks think the $130 a year paid to the Tax District for common area maintenance is membership to the NCA. It is not. It is our hope that everyone feels that $3 a month is not a lot when it comes to our property values. If you have an idea that you would like to share with us concerning membership, please feel free to write to us with your ideas. Northdale Special Tax District

NORTHDALE SPECIAL TAX DISTRICT REPORT

It appears that it is time to remind all Northdale residents once again that the $130.00 line item on your annual tax bill, received each November 1st, does not include the $35.00 annual membership fee for the Northdale Civic Association.

The Tax District and the Civic Association are two separate entities; the NCA provides deed restriction assistance and social events and is strictly a voluntary membership, on the other hand the Northdale Special Tax District uses your mandated tax monies to maintain the common areas of Northdale and include not only lawn mowing and edging but maintenance of the walls throughout the community, signage, tree trimming, lighting and maintenance of entry monuments and generally assures that your community is at all times kept in prime condition. So when your NCA annual invoice is received each year, please do not confuse it with the Northdale Special Tax District and think it has been paid in the $130.00 tax bill. IT HAS NOT!

Frequent complaints from our residents concern residents who walk their dogs and do not pick up their droppings. Shortly you will see “Dog Waste Stations” placed throughout our community. They will be installed at or near all bench locations aswellasotherstrategic“busyspots”! Pleaseusetheprovided plastic bags to remove doggy waste from our neighborhoods. Your neighbors will appreciate it. Thank you!

Walls will continue to be repaired or replaced along Dawnview and Northdale Blvd. Extension during the next several months. This will be an ongoing project as funds become available. We are aware of the locations where the fig vine has died or has failed to flourish. Keep in mind it takes at least three years in full sunshine for these vines to grow and spread along the walls.

As always we are all working together to make Northdale a safe and desirable community. Let us know if you see or hear anything that requires our attention.

Northdale Special Tax District

What is the NSTD?

The Northdale Special Taxing District is a Hillsborough County dependent tax district. The District was originally set-up under a State ordinance, but in 1992 was adopted under County ordinance #92-35. The County collects the taxes for the District and provides the ordinance or regulations that give authority to the District. Funds are derived from the County non-ad valorem tax of $130 per residential unit. Residents in single family homes, along with apartments and condominiums are assessed $130. Also, all properties within Northdale boundaries including businesses and other non-profit groups are taxed based on an equitable per residential unit basis.

The District is responsible for maintaining the common areas throughout Northdale. These areas include the main entrances coming into Northdale, landscaping in common areas alongside roadways and medians, neighborhood entrances, the outer surface of the block walls and along the roadside. The District also maintains selected lakes and wetland areas along the main roadways in Northdale.

TheDistrict is governed by a Board of nine trustees who are elected by the public or appointed by the Board. Board members must be registered voters and reside in Northdale. The trustees receive no compensation for their work. The Board has hired an administrator to complete many of the day-to-day details of the district. The administrator is a subcontracted (paid) position.

Although the District does maintain the common areas in Northdale, there are many areas that the District does not control. The District does not maintain roads, street lighting, street signs, or utility lines. Also, the District does not maintain private property or enforce deed restrictions. Deed restrictions are enforced by the Northdale Civic Association (NCA). The District and the Civic Association are two different and separate bodies. The District is a public governmental body and the Civic Association is a private association of Northdale residents. Only the Civic Associationhasauthoritytoissuedeedrestrictionwarnings.

Although separate, the District and the Civic Association work to achieve the same goal of making Northdale a great place to live.

Claywell Elementary

2015-2016 School Year

Lightning Visits Claywell

Students in grades 4-5 were able to attend a street hockey workshop sponsored by the Lightning right on the Claywell campus. All students were given a jersey, hockey stick and a ball after they were trained how to play. Our P.E. teachers, Mrs. Mason and Mr. Gracey were integral in getting the Lightning to come to our school. Thank you Lightning! This was an exciting day for Claywell.

Media Center Programs

Students in 1st grade are finishing hearing all 8 of the F.R.A. 2016 children’s books. They will vote on their favorite which will be sent into the state.

Students in 2nd grade will get to watch Katie Adams, professional story teller, share her puppet show called Cracker Cinderella to kick-off their 4 week study on fairy tales.

Students in 3rd grade will begin participating in the Seuss Olympic Competition by reading designated Dr. Seuss books. If you have any hardback Seuss books that are in great condition that you would like to donate, please contact Mrs. Kline at Deborah.kline@sdhc.k12.fl.us

Students in 4th grade are continuing to read the Sunshine State Reader books, or as we call them, the Battle Books.

Students in 5th grade will attend the Mythology Bowl kick off and take a qualifying test to be a part of the Mythology Club.

Paws to Stalls Pet Sitting Offers Personalized Pet Care Pet Sitter Serves North Tampa & Lutz

Cynthia Adams opened Paws to Stalls Pet Sitting in October, 2015. Her philosophy is to help pets be as comfortable as possible while their family is away, by keeping them on their regular schedule and giving them lots of love and attention. Paws to Stalls Pet Sitting provides inhome care for most domestic pets, as well as horses. Pet sitting visits vary from 15 to 60 minutes. Tampa Orchid Club

The Tampa Orchid Club will meet on Tuesday, January 26th, at the Northdale Recreation Center, 15550 Spring Pine Dr., Tampa. This month our guest speaker will be Laura Newton, a TOC member, an AOS Judge, and an excellent speaker. The topic will be on “Judging Fundamentals” which will encompass many tips on what to do (or not to do) to grow award winning orchids.

The doors open at 9:30am and the meeting begins at 10am and finishes around 12 noon. The meeting will be followed by a pot luck lunch. There will be a member plant sale, a bloom table where experts discuss orchids brought in by members and a silent auction.

Pinchers is decorated inside like a typical Key West restaurant. There are mounted fish on the walls and Keys style signs. They have a tiki style bar, a main dining area and even a fish market where you can buy fresh fish. The menu is very diverse, offering many things you won’t see at other restaurants like Pinchers Claws (Blue crab claws in garlic butter and wine), a softshell crab sandwich, a grouper reuben and more. The service was great and they were very devoted to making a good impression on every customer.

I spoke with Eric, the manager. The one thing I noticed was that they did not have a lunch menu. He said they were working with corporate to remedy this. Expect to see a lunch menu with items under $10 in the near future!
