President’s Letter

Happy New Year Northdale! I hope you are using the 2016 NCA Calendar that was delivered to you in November along with the community newsletter.

I encourage residents to attend the 7th Annual Public Safety Fair which will be held on Friday, January 8th from 9:30 A.M. to 1:30 P.M. at Northdale Park, 15550 Spring Pine Drive. Topics on crime prevention and personal safety will be covered at this free event. Operation Medicine Cabinet will be available where unwanted medications or expired prescription drugs can be dropped off for safe disposal by the Hillsborough County Sheriff’s Office. In addition, you may bring sensitive papers for safe document shredding and disposal. There will be free food, drinks and the opportunity to win raffle prizes. This event is co-sponsored by the Northdale OWLS, Hillsborough County Sheriff’s Office and the Hillsborough County Parks and Recreation Dept., Northdale Park.

The NCA is proud to offer our residents many family-oriented programs and events which help to build good relationships and opportunities to interact with neighbors. We’ll sponsor a Concert in the Park, Friday, March 11th, the Spring Community Wide Garage Sale will be held on Saturday, March 12th , the Spring Egg Hunt at Northdale Park on Saturday, March 26th and the Northdale Family Fun Festival & Parade will be held on Saturday, April 9th. We thank our manylong-time festival table sponsors, participating restaurants, businesses and volunteers that make this award-winning festival possible. The event attracts thousands of visitors to Northdale Parkand funds raised from thefestival have gonetowardenhancements at thepark.We could use yourhelp. Please contact me if you would like to be a sponsor, or if you can volunteer a couple hours on festival day. Please note that students can earn community service hours by volunteering at the festival.

Deed Restriction Committee Report

We receive an abundant amount of inquiries about inoperable vehicles, parking on lawns and vehicles blocking driveways. First of all we have no control over residents parking in the streets. This is not a violation. A violation occurs when there is parking on the grass, or blocking a driveway in such a manner that pedestrians must walk into the street to get by. A serious concern is that the pedestrian might be a child or a disabled person, or a mom walking a stroller into the street. Please be considerate when your parked vehicle extends into the walking path. As far as inoperable vehicles are concerning, I am happy to report that County Code has cited many the past two months which has resulted in the vehicles being removed.

We get many questions about rentals. Folks want to know if a rental has a violation do we notify the property owner? The answer is an absolutely, yes. We notify the resident and on the letter we note that a copy was forwarded to the owner(s). Many times an out of state owner will let us know that they are grateful for the notice.

An eyesore that appears a lot this time of the year is the mold and mildew that shows up on walls and mailboxes. Brushing on household bleach and then watering it down does an excellent job in mildew removal.

Fence question and answer: cyclone fences are not permitted……

Please note that we act on completed complaint forms done on line or by mail. Be assured we tell no one your identity. If you wish to remain anonymous that is fine. On the legal side though, if an issue is not resolved and we need to seek Court Mediation, we will contact the complainant first because the mediator may request that information. We will not proceed without your agreement. We will seek a different course. If you chose not to submit a complaint via e mail then write out your complaint and send to our mailing address listed in this newsletter. You must give us the address of the violation and your phone number in the event we need to speak to you.

REMINDER: We have been reminded again by County officials that homes need to have a recognizable address posted in plain view that emergency vehicles can locate, especially in the dark.

Northdale Special Tax District

NORTHDALE SPECIAL TAX DISTRICT REPORT

We wish everyone a Happy, Safe and Healthy New Year!

Your Board of Trustees voted at the December board meeting to proceed piecemeal with the wall repairs required at both the Northdale Extension and Dawnview Drive. Repairs on the extension will begin shortly and repairs to Dawnview will be worked on in sections. This decision was based on the huge costs involved and our wish to spend your tax monies wisely and in your best interest. We will keep you posted as we progress.

Hillsborough County’s Pet Resource Center, the County’s animal shelter, is now hosting regular pet adoption events on the first Saturday of every month. First Saturday aims to save lives and boost community engagement. The Center offers a wide variety of adoptable pets for a great value with fees that include spaying/neutering, vaccinations, micro-chip and County tags. The facility is open from 10 AM to 7 PM for adoptions, lost pet searches and County pet tags. Call 813 744-5660 for locations.

Hillsborough County residents and businesses can easily find out if their property is in the Special Flood Hazard Area by checking the County’s website hillsboroughcounty.org. (Search for flood map viewers) or you can call 307-4441.

Typically, outdoor water use accounts for up to 50 percent of water consumed by residential households. You can reduce your consumption by taking a few simple steps; check for leaks; water faucets, hoses, connectors, automatic sprinkling systems, swimming pool shut-off valves and service connecting lines. Also learn about different irrigation methods; consider using micro-irrigation which targets the root zone and minimizes water lost to evaporation.

Additional water saving tips include the use of a rain barrel, use a kitchen timer when using sprinklers, use a shut off nozzle on your hose, cover pools or spas to reduce evaporation and consider using a commercial car wash that uses recycled water. Lastly avoid installing ornamental water features such as fountains unless the water is recycled.

Northdale Special Tax District

What is the NSTD?

The Northdale Special Taxing District is a Hillsborough County dependent tax district. The District was originally set-up under a State ordinance, but in 1992 was adopted under County ordinance #92-35. The County collects the taxes for the District and provides the ordinance or regulations that give authority to the District. Funds are derived from the County non-ad valorem tax of $130 per residential unit. Residents in single family homes, along with apartments and condominiums are assessed $130. Also, all properties within Northdale boundaries including businesses and other non-profit groups are taxed based on an equitable per residential unit basis.

The District is responsible for maintaining the common areas throughout Northdale. These areas include the main entrances coming into Northdale, landscaping in common areas alongside roadways and medians, neighborhood entrances, the outer surface of the block walls and along the roadside. The District also maintains selected lakes and wetland areas along the main roadways in Northdale.

TheDistrict is governed by a Board of nine trustees who are elected by the public or appointed by the Board. Board members must be registered voters and reside in Northdale. The trustees receive no compensation for their work. The Board has hired an administrator to complete many of the day-to-day details of the district. The administrator is a subcontracted (paid) position.

Although the District does maintain the common areas in Northdale, there are many areas that the District does not control. The District does not maintain roads, street lighting, street signs, or utility lines. Also, the District does not maintain private property or enforce deed restrictions. Deed restrictions are enforced by the Northdale Civic Association (NCA). The District and the Civic Association are two different and separate bodies. The District is a public governmental body and the Civic Association is a private association of Northdale residents. Only the Civic Associationhasauthoritytoissuedeedrestrictionwarnings.

Although separate, the District and the Civic Association work to achieve the same goal of making Northdale a great place to live.

Read A Classic, See A Classic

Claywell Elementary

2015-2016 School Year

Fifth grade students who read the required number of Classics will attend a See A Classic celebration with Mrs. Kline on January 13th. They will see a classical movie of their choice, eat popcorn, drink sodas, & receive a prize for their efforts.

Library Lessons/World Book Online

During the months of September-December third, fourth, and fifth graders received lessons on the following library and reference topics from Mrs. Kline: research skills using the World Book encyclopedia and other databases in our Virtual Elementary Library. All students are welcome to log on to www.sdhc.k12.fl.us to access for free the county’s on-line subscription to World Book encyclopedia. The user id and the password is hcpsfl. This is more than just an encyclopedia. It’s also an atlas and dictionary too. In addition there are learning games that your child can explore. Science Carnival Night

Come one, come all to our Science Carnival on January 21st from 5:30-7:30 in the cafeteria. We will have booths for all ages. Science Fair projects will also be on display. Hispanic Heritage Month Bookmark Winners

Each year during National Hispanic Heritage Month, Claywell Elementary's Hispanic Heritage Committee plans out different activities for our students, families, and the community. One of the activities we highly promote and encourage is individual student participation in the annual HCPLC Hispanic Heritage Bookmark Contest. This gives our students the opportunity to demonstrate and showcase their artistic talents. Several weeks after all county entries for the contest were submitted, Claywell received the fantastic news that three of our students were winners. They are:

K-2 Category Winners: 1st Place, Selah Chandrakuar - 2nd grader and in 2nd Place, Natalie Miller - 2nd grader; 3-5 Category Winner:2nd Place: Elizabeth Hernandez in 5th grade

They each were given printed bookmarks of their original art work to share with family, friends, classmates, and teachers. Their images will also be displayed on some of Tampa's Hartline buses. We are proud and privileged to have these students represent Claywell as Hillsborough County WINNERS! Congratulations again to our students and their families.

Feb. 9-All students STEM Fair projects will be judged county wide.

Feb. 12-We will hold our annual Sweetheart Dance. Boys invite their moms, and girls invite their dads. Money raised benefits the Music, Art, and PE Departments.

Feb. 18-We will hold our annual Literacy Night where both parents and students will learn and enjoy time together.

Understanding the Bankruptcy Relief Act

Are you thinking about filing a petition for relief of your debts under the Bankruptcy Relief Act? It’s a difficult question to ponder and even harder to speak about out loud. As middle class Americans we view Bankruptcy as a failure. This is wrong thinking. Millionaires have been filing for years. They see it as a lawful way of increasing their net worth or getting through hard times. The rest of us need to embrace that thinking.

What is bankruptcy? It is different things for different people and circumstances. Here is a very brief overview. There are four chapters available to the individual consumer debtor:

Chapter 11 is a Reorganization with a $1,000.00 plus filing fee which is best designed for a business but can be used for the individual, although not often.

Chapter 12 is for the Debtor who earns the majority of his/her income from farming or fishing. It is much like the payout program of a chapter 13 for farmers and fisherman.

Chapter 7 is for Debtors who qualify under a “means test”. Their debts are eliminated entirely.

Chapter 13 is for Debtors who may not qualify under Chapter 7. These debtors repay their debt over 3 or 5 years through a repayment plan for a percentage of their debt.

Will I lose all of my assets if I file for bankruptcy? No, but your assets will be subjected to inclusion in your filing and therefore you should be aware of what assets are at risk. Under Florida Law a Debtor is allowed $1,000.00 worth of assets, their homestead and a vehicle worth no more than $1,000.00 after liens and other exemptions. If a Debtor has no real property, a “super” exemption of $4,000.00 worth of assets is allowed replacing the $1,000.00 limit.

Will all my debts be discharged under Bankruptcy? No; taxes, student loans, domestic support, most fines, criminal restitution debt, debts for acts that caused personal injury or death and certain secured obligations are not dischargeable. If a debtor incurs the debt knowing that they are unable to repay it, are going to file soon (within 90 days) or under fraudulent circumstances, the debt is not dischargeable.

Do I have alternatives to Bankruptcy? Yes! Going directly to the creditor can be a solution to pay down a debt. Explain your circumstance and ask for a reduction in principal, or monthly payment, or interest. Check your credit rating to see if there are mistakes. Those negative mistakes hurt your ability to repair your financial situation. Take affirmative steps. See a professional regarding your choices, often, the first consultation with an attorney for a bankruptcy is free You can gain valuable information about your particular situation.

Real Estate News

2015 was a good year for real estate for most of the US and the Tampa Bay Area was no exception. Inventory is low and prices have continued to increase steadily. Homes that were in good condition and listed at market value have sold with shorter market times and some sellers have experienced multiple offers.

Foreclosure inventory has dropped 21.5% nationwide between October 2014 and October 2015 and the foreclosure inventory in the Tampa Bay Area has declined as well. In addition there has been a consecutive decline in foreclosures filed in the US for the past 48 months. Currently it is estimated that only 3.4% of US homes are in serious delinquency. Delinquency rates are much lower than in previous years. Fewer foreclosures were filed in 2015 and many of the homes were rehabbed and sold close to or at market value.

Fannie Mae forecasts a continued increase in homes sales in 2016 over 2015. In addition interest rates are expected to increase. Many families are taking advantage of the current low rates and moving to bigger homes while others are downsizing. Low interest rates make it more affordable to buy more house or on the flip side to reduce your payments. If you have considered buying or selling this may be the right time.
