NCAE State Board of Education Review !"#$ Updated Accountability Policy for the 2016-­‐17 READY Accountability Model was approved by the State Board of Education. The following will be used to measure student performance: end-­‐of-­‐grade assessments in English language arts/reading and mathematics at grades 3–8 and in science at grades 5 and 8. For high schools, the components of the model include: (1) Math 1, English II, and Biology end-­‐of-­‐course assessment results, (2) ACT results from a statewide th administration of 11 grade students, (3) 4-­‐year and 5-­‐year graduation rates, (4) Math Course Rigor, (5) WorkKeys results from the administration to Career and Technical Education Level II completers, and (6) as an option, implementation of a graduation project.

Received an update on Special Provisions and the Money Report outlining the salary changes and other bonuses educators are eligible to receive.

Approved the Students with Disabilities Annual Child Count report and also received the news that North Carolina was one of 24 states that met the IDEA requirements for students with disabilities.

Field Testing calendar approved.

The SBE approved the new Read to Achieve Guidebook. There was discussion on the process of awarding the bonus to third-­‐grade teachers who are eligible based on scores of students being in the top 25 percent across the state as well as within the top 25 percent in their LEA. It was brought to the attention of the SBE that inquires had been made regarding teachers wanting to share the bonus with K-­‐2 teachers in their school. Teachers recognize there is a cumulative connection to third graders being successful in reading. The legislation regarding bonus funds does not allow a sharing of the bonus.

New Charter Schools information can be found in the linked report. The schools approved for a charter will use this year as the planning year.

Received information on how the legislated Achievement School District and UNC Lab Schools process for

implementation will roll out in North Carolina between now and the 2017-­‐18 school year. There are more questions than answers on how to implement legislation. More details will be provided during the September SBE meeting, including a list of eligible schools meeting the criteria for selection as an ASD or Lab School.
