NCAE SBE Review Legislative Update and bills the SBE and NC DPI are following; very similar to NCAE lobbying efforts.

ESSA State Plan – Draft 3 on line for review and feedback. There is ongoing conversation regarding items connected to the accountability components of ESSA; these recommendations created by local superintendents were discussed on Tuesday with stakeholders. Items of interest impacting students and educators 1.

Digital Learning News: Textbook Adoption Process: Discussed policy changes needed for modernization plan to ensure a blended approach for the best resources for students.

SBE received an update on a new tool in Power School/HomeBase to support teachers with grading and using data to make decisions. Power Teacher Pro implementation can be reviewed in the power point of work that has been carried out and locals that will use the new grading tool in 2017-18.

New math assessment protocol changed for students in eighth grade taking Math I that ends double testing. The SBE approved the following policy change effective 2017–18 and beyond, all eligible students in membership at grade 8 enrolled for credit in NC Math 1 shall take the end-of-course assessment at the completion of the course. Schools shall exempt these students from being assessed on the grade 8 mathematics end-of-grade assessment. These students will take N.C. Math 3 end-of-course assessment for federal accountability in high school. Discussed the extended content ELA standards for students with cognitive disabilities. Standards are clearer and more focused on expectations for success. Assessment format was not discussed. Discussed K-8 Math Standard Course of Study revisions for a vote in June. Approved new members to serve on the N.C. State Advisory Council on Indian Education. Approved 161 teacher education preparation programs for state colleges and universities. Discussed proposed changes regarding licensure: a. Amending requirements for world language educators by adding 13 new languages to accommodate teachers who teach more than one language. b. Changing future renewal requirements by adding digital competencies for both teachers and administrators who will renew their license in 2019 and beyond. c. Reformatting licensure policy by moving CTE licensing requirements to a manual for ease of access and understanding.
