Goes 12 for 12 on the National Index for Charter School Authorizers The National Association of Charter School Authorizers credited NCDPI and the State Board of Education with utilizing all 12 of its best practices in deciding whether to authorize new charter schools. Approved David Machado David Machado as the new Director of the Office of Charter Schools from Lincoln County.
The staff at NC DPI are recommending a number of changes to teacher licensure and educator evaluation processes that impact several existing State Board of Education policies. The catalyst for the proposed changes are due to the Every Student Success Act passed in December 2015. Some of the key changes include: Eliminate student growth as a formal standard (Standard 6 & 8) in the NC Educator Effectiveness System. This proposed policy change includes the following impacts:
Districts will continue to participate in NCFEs and ASW process (It was noted the ASW process will be a pilot once again and further modifications will be forthcoming)
DPI will continue to collect and report (internally and publicly) on student growth for teachers, principals, and schools
Student growth reported as a standardized artifact for teachers, principals, and schools
DPI will continue to calculate three3-year average for teachers/principals
Student growth not a component of overall status rating for teachers and will not impact employment process
Student growth (school-level) continues to be a component of the school report card
Grant funds will be used to possibly modify indicators within Standards 1-5 to accommodate the elimination of Standards 6 & 8 to show student growth
Redefine HQ for Elementary Teachers
To be considered HQ in elementary school, a teacher must have passed the reading portion of the Pearson Test for North Carolina: Foundations of Reading and General Curriculum; the math portion (and other applicable subjects) must be passed within the first two years of employment.
Effective August 1, 2016, elementary teachers must pass all licensure examinations within the first two years of employment (per state statute).
